1.0 Scope of Work

This method of statement specifies the detailed requirements and procedures for the
testing and commissioning of Fire Alarm System at LUXEMBOURG PAVILION @ EXPO 2020

2.0 Roles and Responsibilities

a. Project Manager shall be responsible for the overall implementation of the project quality
plan and Testing and Commissioning

b. Commissioning Engineer:
The commissioning engineer of M/s Sibca Electronics and Lunar engineer are jointly
responsible for the correct testing and commissioning to ensure that all test sheets are
properly executed and documented. The system is commissioned as per the
authority/project requirements.

c. Consultant Engineer’s Representative:


Testing and Commissioning shall be carried out by the contractor and his specialist supplier.
When finalized fault free, documentation results shall be forwarded to the consultant for
witnessing Test. Consultant Engineer shall verify that the documented results are accurate
at the time of witnessing test.

Safety Advisor:

The safety advisor is to monitor the work activities to ensure works are carried out
safely and in accordance with the approved method statements and risk assessments,
to stop any unsafe activities and to advise how to correct unsafe acts or conditions.

3.0 Health and Safety

 All the safety precautions shall be followed as per the Client, consultant and main
contractor requirement.
 Operatives trained with safe procedure for testing the fire alarm devices and accessories.
 Mandatory PPE (Safety shoes, High visibility vest, hand gloves, eye protection and hard
hat) need to wear at all time.
 All operatives and staff to attend the site-specific safety induction to ensure all site rules
are communicated and understood.
 Method statements to be in place and approved, all operatives and staff involved with the
activities within this method statement are to be fully briefed on the sequence and safe
systems of work.

Work at height

 Only trained person to Erect, Modify and dismantle the Scaffold/ Podium Scaffolding.
 Safe working procedures of the Mobile scaffold/ Podium/ladder to be followed. Safety on
work at height has been addressed in the Risk Assessment. All the mobile tower scaffold
erectors will be third party trained.
 Inspection and Tag System need to be ensured while working on scaffolding.

 Scaffolding/ Podium shall be inspected and tagged by trained and certified person re-
inspected and re-tagged as per the MS.
 Mandatory PPE Helmet, glove, safety shoe, high viz vest must wear at all the time along
with task specific PPE. Specially working at height.

4.0 Methodology

Pre-commissioning:

The pre-commissioning checks comprise of the following aspects:


 Verify visually to ensure that all the fire alarm devices are installed and
addressed as per the approved shop drawing and schematic.
 Verify all the cables area reached in the panel
 Pre commissioning check list attached

Testing & Commissioning:

Testing Procedure:

Continuity:
 Check the loop in and loop out continuity.
 Rectify by checking the device continuity for short circuit if the required continuity is
not achieved.
 Terminate to the loop in and loop out points of the Fire Alarm Control Panel.

Detectors & Supervisory Devices


 Testing will proceed one loop at a time.
 All initiating devices including manual pull stations will be individually activated and
the indication at the fire panel, Supervisory devices will be activated individually and
checks made to ensure that the displayed information at the panel
 Output devices to activate external equipment also to be checked.

Operation of Initiating Devices:

Smoke, Heat Detectors


 Check that before activation the red indicator LED is pulsating on the device.
 Activate all devices using testing spray
 Check if the correct message (location and device no.) is displayed on the panel display.
Sounder base Detector
 Check that before activation the red indicator LED is pulsating on the device.
 Activate all devices using testing spray
 Check if the correct message (location and device no.) is displayed on the panel display.
 Check the sounder is working.

Addressable Pull Station


 These will be activated randomly.
 Activate the pull station one by one

 Check if the correct message (location and address) is displayed on the


Panel display.

Monitor module
 Monitor modules are using for to interface with third party system(like FM200,Foam
System, Zone control valve/Flow switches etc)
 All third party systems are activated by specialist contractor and check the interfaces
are done properly and correct messages are displayed in the panel.
 Zone control valves/flow switches are operated by fire fighting vendor by activating the
drain valve and Check if the correct message is displayed on the panel display.

Interface units (control module)


 Simulate fire event
 Verify operation of interface module for Fan
 Verify operation of interface module for Access control doors
 Verify operation of all other third party devices.
 Verify operation of PAVA interface.

Record of Testing Procedures-

At the completion of the testing of all devices the number of faults in the panel will be
minimized and approach zero. Reports can be generated with panel status.

Operation of Audible Notification Devices.

Audible / Visual Notification Signals Operating Sequence-


 Initiate a fire alarm signal by operating a Break Glass Unit.
 Check all the sounder/flashers that they are all operational
 Reset the Break Glass Unit and reset the fire alarm panel by pressing Reset button.
 This test can be combined with the device testing.
 Leave the alarm system active for the first device test, check the audible signals and
flashers are working, then silence the alarm.
 Continue balance device testing.
 Check lists are provided in the attachment.

Fire Man Telephones Testing Sequence-


 Plug in a telephone jack with a fireman telephone in one stair.
 Check the correct led for the stair is pulsating on the panel.
 Check the communication
 Continue the test for all other stairs.

Power Failure Test:

The electrical power source for the fire alarm panel will be turned off and panel tests will be
performed during battery powered stage.

Battery backup Test

 Charge the battery for full.


 Switch off the main power for FACP
 Leave the panel for 24 hr. in battery operation (without any alarm or trouble.)
 Record the battery voltage.

Fire Alarm Control Panel (Parcel-G FCC Room)

 Visually check for the LCD Display, LED status, wiring and batteries in the control
panel.
 On the LCD display check for date & time, normal state display, alarm state display,
trouble state display, panel buzzer, key functions and LED display.
 Battery to be sized for required backup and check the operation by disconnecting and
connecting the batteries. Check for status indication
 Schedule operations, network operation, auxiliary outputs and alarm from other nodes to
be checked.

Integration test of Interface with other services-

 The interface with PAVA system, fans, Access door, etc. is achieved by activation of
Control relay module in Alarm condition.
 The interface with Fire Fighting equipment’s, status monitoring of flow control and
supervisory valves, FM200 and Foam system status monitoring is achieved by the
monitoring module. Check if the correct message is displayed in sequence.
 Sprinkler flow switches will be activated individually by opening the test valve at the
zone control valve station and running water to drain.
 Check if the correct message is displayed on the panel display.

Prerequisites:

The following items are pre-requisites to the commencement of testing and commissioning:
a. A written notice of testing and commissioning is to be issued to the Consultant / Engineer
prior to any testing activity.
b. All device loops and notification circuits, networks cables reached sleeved and marked
inside each fire alarm cabinet in order to terminate to cards. .
c. All device loops and notification circuits should be cleared from cable faults ie. There
should not be any short circuit or open circuit.
d. Proper termination to the devices and interface units and all are addressed as per
drawing/schematic
e. To ensure the loop incoming and outgoing cables are properly identified in the Panels.
f. All other faults to be rectified

g. Completion of all pre-commissioning checks.

h. Permanent power supply or temporary power with UPS backup to the FACP.

Plants and Equipment:

In general the following test equipment’s shall be used for checking / commissioning the
system mentioned above.
 General Electrical tools
 Calibrated Digital multi-meter
 Smoke tester(aerosol)
 Heat tester.
 Db meter
