MEMORANDUM

FOR: The Chief, Investigation

SUBJECT: Final Investigation Report, re – Robbery Incident

DATE: August 10, 2022

I. AUTHORITY

1. Inherent authority of the undersigned to investigate any incident related to the


breach of peace and order within the area of responsibility.

2. Formal documentation outlining Robbery Incident sustained on August 10


2022; and

3. Memorandum from Officer in Charge dated August 13, 2022, with the subject
of Robbery Incident.

II. MATTERS INVESTIGATED:

4. A robbery incident occurrence that happened around 11:30 PM on August 10.


2022, in Zone 2 Cagbunga, Gainza, Camarines Sur, in the presence of victim’s neighbor.

5. To determine other relevant matters that would require further police action.

6. To determine the criminal liability of the suspect.


III. FAACTS OF THE CASE:

7. On about 11:30 PM of August 10, 2022, a robbery incident transpired on Zone


2, Barangay Cagbunga, Gainza, Camarines Sur, wherein the house of the victim
CARMELA DOMAGA y MASALA 36 years old, married, call center agent and a resident of
024 Brgy. Cagbunga Gainza, was entered and robbed by the suspect DANILO VALET y
DACUBA, 34 years old, widowed, padyak driver and a resident of Brgy. Cagbunga
Gainza. As a consequence, thereof the victim suffered a loss of valuables such as
expensive jewelries that is estimated worth of (20,000) pesos and an iphone 15 pro
max that is worth (80, 000) pesos and bank id’s that has an estimated amount of
(50,000). The suspect s escaped with a motorcycle towards to unknown direction.

8. Investigation Conducted by this Office disclosed that the motive of the


incident emanated because of the fact that the victim CARMLA DOMAGA y MACARAIG
was unable to lend some money to the suspect DANILO VALET y DACUBA who said that
he need money to pay his debt because of his gambling. The office invited three (2)
vital witnesses to shed light this particular incident.

9. In the Narrative Sworn Statement of one REYMAR y HABANA of Zone 2, San


Cagbunga, Gainza, Camarines Sur, a neighbor of the victim, while he was asleep, he
heard a loud banging on his neighbor’s house. Upon checking it, he personally saw
DANILO VALET y DACUBA removing his black mask then riding a motorcycle. He
attested also that when the victim tried to shout asking for help, the suspect points him
a gun which he cannot identify, then after that the suspect escaped with a motorcycle.
He likewise averred that the cause/motive of the incident might that the suspect was on
a huge debt because of his gambling problems wherein the suspect tries to borrow
some money to the victim which the victim denies. (Sworn Statement of REYMAR y
HABANA are attached in annex C1).

10. In the Sworn Statement of one REYMAR y HABANA of Zone 3, Iligan St.,
Naga City, he stated that while he was on duty as barangay tanod on or about 2:00 am
in the morning of August 13, 2022, he saw a man riding a motorcycle aggressively then
one man was chasing it. Upon asking question to the man chasing the motorcycle, the
man told the barangay tanod that he was robbed then asking the barangay tanod to
report immediately to the police station for investigation. Upon releasing the gallery of
robbery suspects he positively identified the suspect JUSTIN y PONTANAL resulting to
man hunt of the suspect and arresting. (Sworn Statement of REYMAR y HABANA are
attached in annex C2).

11. Based on the investigation conducted by the investigation officer, the suspect
was found to be from the same municipality and were members of the dreaded “Tutok-
kalawit gang”, whose members are subject for manhunt by the local police due to series
of robbery/hold-up in the area.

12. On March 20, 2023, a case of Robbery against the suspect was referred to
the Office of the City Prosecutor, Naga City and docketed under I.S Number 14-0123 for
final disposition. Commitment Order was issued by the court and the suspect was
subsequently transferred to the BJMP District Jail, Brgy. Del Rosario, Naga City. The
court recommended no bail bond for the temporary liberty of the suspect.

IV. DISCUSSTION:

13. Because of the fact that the victim doesn’t lend the money to the suspect,
the suspect with intent to gain, use force and intimidation, and force upon entry robbed
the victim DANILO y DACUBA obtaining several items in his domicile.

V. CONCLUSION:

14. After a careful perusal surrounding this particular incident, probable cause
exists that the herein suspect is criminally liable, hence, the filing of a robbery case
against him is necessary.

VI. RECOMMENDATION:

15. WHEREFORE, in view of the foregoing, the undersigned respectfully


recommends that this case be considered solved
