I. Organizational background and experience

1. Background of the organization


Birhan Integrated Community Development Organization (BICDO) is a legally registered and certified
Ethiopian Resident not for profit non-political charity organization established in 1995 and re-
registered in 2019 under the Civil Society Organizations proclamation number 1113/2019.
Vision: BICDO is inspired to see the needs of deprived, excluded and vulnerable children and youths in
Ethiopia ensured and have the capacity to take part in the socio-economic activities of their
communities.
Mission: BICDO exists to assist disadvantaged and vulnerable children (such as orphans and
abandoned children), youths and destitute mothers in Ethiopia in their effort to bring positive changes
in their lives through implementing integrated programs that focus on care and developments of
infants, young children and destitute mothers, enhancing quality learning opportunities and basic
education and enhancing livelihood and reproductive health services for youths and mothers.
Program Focus Areas: capacity building; youth sexual and reproductive health; Economic
Strengthening and IGAs; Nutrition program, women empowerment, Prevention of Gender Based
Violence, Gender & HTP, Care and Support to Orphans & street children and Vulnerable Children and
PLHIV; HIV Prevention and Control; Early Childhood Care and Development; and Basic Education
including Alternative Basic Education for underserved children, care and support to elders and women
are the major focus of BICDO.
Objectives: BICDO targets to combat the socio- economic problems of the needy children, adults and
their families through implementing integrated education, health and livelihood inclusive development
program interventions. Specifically, BICDO targets the following objectives: to empower highly
vulnerable children and communities in sustainable manner; to empower destitute women and
unemployed youth through VSLA approach; to promote health information and services for in school
and out of school children and youths; and to provide inclusive quality basic education for rural, semi-
urban and urban children and capacitate schools to make them child friendly.

Governance and Management Structure: BICDO is operating under the existing Ethiopian Civil
Societies Agency Policy and legal framework. BICDO has a well-structured organizational set up,
which clearly shows defined duties and responsibilities of each structure. The General Assembly
(GA) is the highest decision making body of the organization and responsible to formulate directives
and guidance. The top decisions of the organization such as approval of annual plan and budget,
audit reports, annual achievement reports and the likes are approved by the GA. The GA is also
responsible to assign board of directors from the member’s whose role is to monitors the policy and
mission of the organization and advises on operational directions with follow-up of project
implementation. The management is responsible in running and managing organizational activities.
Organizational Capacity: BICDO has been strengthening its organizational capacity and
programmatic management system over the time with the support obtained from its different
partners. BICDO has a well-organized capacity and structure, which clearly shows defined duties
and responsibilities of each structure coached by a five members of board directors. It implements
its program through technical and administrative support staffs. Currently BICDO has guiding
policies and procedures such as administration policies/personnel manual, financial policies and
accounting procedures and five years strategic plans documents with which the organization is
pursuing in its administration, financial and program management respectively.
In terms of key personnel, BICDO has Executive Director, Program Director, Finance and
Administration Head, three project coordinators, Accountant, eight Project Officers, Cashier and
Store keeper. BICDO has 16 full time staff, 12 part time staff. The office is adequately equipped
with office equipment and furniture to run and manage the new and existing projects. It has also
well-organized personnel and financial management guidelines and manuals with computerized
financial management system.
Our Operation Area: BICDO is operating under the existing Ethiopian Civil Societies Agency
Policy and legal framework with operational agreements with local authorities in Addis Ababa City
Administration and regional states of Oromia, Benishangul Gumuz, Amhara, Southern Nations
Nationalities and Peoples’ (SNNP). BICDO has been implementing health, education, nutrition and
food security projects in SNNPR and Sidama Nations Regional State (Shebedino, Gorche, Bona
Zuria, Bensa, Dara, Malga, and Hawassa city), Gedio Zone (Dila, Wonago and Yirga Chefe) since
2006 G.C in collaboration with various development partners mainly such as Plan International
Ethiopia, Canadian International Development Aid (CIDA) and Kinderpostzegels Netherland and
local authorities at regional, zonal, Woreda and Kebele levels. Large numbers of women and
children, infants, adult men and women, boys and girls, and unemployed and poor youths have been
largely benefited from delivery of Village Saving and Loan Association (VSLA) Project, Women
and their Children Health, Promoting African Grassroots Economic Strengthening (PAGES) project,
Sexual and Reproductive health projects. BICDO is operated IMNCI and IYCF projects have been
delivering for the large community at Sidama Nations Regional State Shebedino woreda.
BICDO expanded its services provision in the areas of health and in such a way that in partnership
with USAID/JHU/JSI Ethiopia, BICDO is operating to expand its services provision to target
communities in Seven targeted and selected Woredas (Aleta wondo, Aleta chuko, Dale, Dara,
Boricha, Melga and Hawassa Zuriya) of Sidama Nations Regional State and SNNPRs from
December 2016 up to September 2018 through Communication for Health Project that thematic
areas of on Integrated Health Interventions components that include RMNCH/FP, PMTCT, TB,
Nutrition, Malaria and WASH services. BICDO has been implementing the projects of Enhancing
Capacity of Girls and Young Women on Sexual and Reproductive Health Issues in Dara and Melga
Woredas of Sidama Nations Regional State and Southern Nations, Nationalities, and Peoples’
Region and Ethiopian Social Accountability Project III at the region.
2. Partnership and membership
2.1. Key partners/donors of the organization

An array of high-profile UN agencies, International Donor agencies, International NGOs and


consortiums help us expand and intensify our programs in our effort in bringing a positive change
in the lives of our target group. To site few of them: UNFPA, Plan International/ Ethiopia,
World Learning, Pathfinder International Ethiopia through USAID and Sida funded programs,
Pact Ethiopia through Packard foundation and PEPFAR funded programs, SKN-Netherlands,
WFP/A.A HAPCO, Trees for cities, Japan Embassy, US Embassy, CORDAID- Caritas
Netherlands, NAIDS, WHO/UNAIDS, World Bank, Save the children -Norway (SCN-E),
HACI/CARE Ethiopia, CRDA/SIDA, Ireland Embassy, NORAID, Finland Embassy, etc.
2.2. Membership of the organization

BICDO is member of the Consortium of Christian Relief and Development Association


(CCRDA), Consortium of Reproductive Health Ethiopia (COHRA), Ethiopian Basic Education
Association (BEAN) and other various Networks and Forums
2.3. Key achievements so far

During these years of community services, quite a large number of people are estimated to have
benefited from BICDO’s interventions. Most of the beneficiaries are youths, women,
Disadvantaged children and PLHIV. The increase in benefit takes various forms, new service
facilities have been installed, HIV and AIDS services and education has been expanded;
communities awareness level and service utilization on RH issues has been increased; households'
income have been raised, reduction on child illiteracy have been observed. To site few of our
outputs: we served more than 300,000 members of community and more through consistent
provision of health and health related education; Constructed 2 health posts, served more than
10,000 women and youths through VSL and other IGA schemes, established 3 youth centers in
West Shoa zone of Oromia region, served more than 50,000 FP clients, constructed and operates 2
community schools and serving more than 20,000 students.
BICDO has remarkable experience in the care and support services of street children through life
skill training and education services, support of social and psychological, reunification and support
of family through cash and in kind. In addition to this adult care and support were addressed
effectively through education and training by strengthening the economic status of adult and elder.
BICDO has also commendable experience on work place HIV/AIDS prevention care and support
activities in Green houses and Muger Cement enterprise. Besides our effort to promote population
issues RH/FP services, BICDO has taken the initiative to integrate environment and managed to
plant 50,000 seedlings. During these years of services, we were able to establish a good
partnership and relationship with varies agencies and organizations. During the last years of
projects implementation period, we are implementing urban destitute support project in Addis
Ababa in collaboration with MoWSA and we were able to build our project management
capacity from time to time.
