Notice to Doctors and General Public: Reporting Unqualified

Practitioners/Quacks

In light of the escalating public health risks associated with

unqualified medical practitioners or quacks engaging in the practice of
modern medicine and prescribing scheduled drugs, the Telangana State
Medical Council (TSMC), in accordance with its authority as per Section 20
(v) & 22 of the Telangana Medical Practitioners Registration Act 1968,
(Amended Act No.10 of 2013) Rule 8 of G.O.129 HM&FW, Dated 08-08-2013
and the provisions outlined in Letter No. File No. 15017/56/2022-
Regn/025648, Dt:14-07-2022 Order issued for the implementation of
Section 34 R/w Section 54 of the NMC Act, 2019, has undertaken
inspections of establishments where such unauthorized practices are
occurring.

I. As a result of these inspections, the TSMC has filed 19 cases against the
following quacks and the complaints with the respective police stations are
as follows.,

II. And the TSMC has also complained to Ayush Board to take necessary
action against the following doctors who are possessing only BAMS, BHMS &
BUMS degree but are illegally practicing Allopathic Medicine without MBBS

III. The Telangana State Medical Council has also sent the notices to around
20 individuals doctors and to some of the hospitals, companies who are
encouraging the quackery. Their replies are awaited and after receiving
replies from them the TSMC will take necessary action against them.

IV. TSMC constituted Special Committees : As per Sec 20 (v) of Telangana

Medical Practitioners Registration amended Act 1968, (Amended Act No.10 of
2013), “the Government shall permit the Council to constitute two or three member
committees for the purpose of visiting or inspecting any hospital or nursing home
or institutions or places where alleged unethical practices are being taken place
and where un-qualified persons or quacks or doctors who do not belong to modern

system of scientific medicine practicing modern medicine and prescribing drugs of
modern medicine. Such committee(s) shall be formed by Chairman of the Council
with the members of all categories except ex-officio members of the Council”. Hence
as per the decision taken in the State Legal and Anti Quackery Committee Meeting
of TSMC held on 16.03.2024, it was resolved to constitute the Special Legal & Anti
Quackery Committees to curtail the quacks and subsequently the said resolution
was approved in the Emergency General Body Meeting of TSMC held on
19.03.2024. Accordingly, Special Legal & Anti Quackery Committee are constituted
with members of TSMC on 26-03-2024.

V. The Telangana State Medical Council has written a letter to National

Medical Commission vide Lr.No.TSMC/L&AQ/2023/VOs, Dated:20/03/2024
with a request to clarify whether, State Medical Council can appoint more than one
Vigilance Officer as the cases against unqualified persons are increasing, to which
reply from National Medical Commission is awaited.

VI. Complaint Filing Procedure against unqualified medical

practitioners/quacks:

Doctors and the General Public are hereby requested and notified to immediately
report instances of unqualified persons or quacks illegally practicing modern
medicine through the following channels:
