1.0 INTRODUCTION
M/s. Oil and Natural Gas Corporation Limited (ONGC), here in after called as “Company” is
engaged in exploration and production activities in Mumbai High (South & North), Neelam &
Heera, Bassein & Satellite (Panna & Tapti) Field in Arabian Sea on the continental shelf of
Western India.
The field is well developed with an extensive infrastructure of well head platforms, process
platforms and pipelines. With the ageing of field, condition of some of its existing pipelines
has deteriorated. Hence, Company is planning for replacement of the pipelines in phased
manner. In addition, some new pipelines are also being laid for better management of the
field.

used valves, materials of their components, Construction, Testing & Inspection, Painting &
Coating, etc., for use in Process and Utility Piping system. Any additional valve specification not
covered in this specification shall be prepared in consistence with the parameters of this
specification and shall be submitted for company’s review / approval.

6.14 Generally the valves are hand wheel or lever operated. Gear operation shall be provided as under.

6.15 Gear Operators shall be Heavy Duty Lubricated Type and shall be completely housed in a

6.16 Gear operator shall be so designed as to operate effectively with differential pressure across the
closed valve equal to the cold non-shock pressure rating.
6.17 Valve body thickness, wherever not specified in the standard shall be as per ASME B 16.34.
Minimum thickness of the valve shall be in accordance with respective code plus the indicated
corrosion allowance.
6.18 All NACE valve material shall meet the requirement of NACE MR-01-75 / ISO 15156 and the
additional requirements of specification nos. 2004A Rev 9 and 2009F Rev 8, as applicable.
6.19 Threaded joints shall confirm to ASME B 1.20.1
6.20 Cast, Ductile or Malleable Iron, Aluminium, Plastic or Copper-bearing alloy shall not be used in
Hydrocarbon service.
6.21 All material shall be new, clean and free from rust, pits and obvious defects.
6.22 Gate, Globe, Needle, Ball & Check valves shall be supplied with replaceable seats. Where
replaceable seats are not available, the valve seat shall be stellited & welded into valve body.
6.23 Stelliting / hard facing by deposition shall be minimum 1.6mm & the grade of stellite shall be ‘6’.
6.24 For all Carbon Steel Gate & Globe valves – The stems shall totally enclosed in sleeves, which
shall be packed with grease.
6.25 All valves shall be supplied with Position Indicator
6.26 Valve test certificate issued by valve supplier older than one year shall not be permitted
6.27 Vendor to advise the requirement of grease hole for Valve and actuator.
6.28 Hand wheel diameter shall not exceed 750mm & lever length shall not exceed 500mm on either
side. Effort to operate shall not exceed 35 kgf at hand wheel periphery. However failing to meet
above requirements, vendor shall offer gear operated valve.
6.29 The following guideline shall be followed for gear box/ hand wheel / lever:

6.30 Manual and gear operated valve shall be operated without use of any extension device. The
Torque/force value shall be recorded during the test. Torque value recorded shall not be more than
indicated above.

6.31 Vendor shall declare in general arrangement drawing (GAD) the operating torque value of each
valve based on above guide line and carryout the required test as indicated in clause no. 6.7.1.1
through 6.7.1.7 of FS 2004A Rev 9.
6.32 Check surface preparation and all the stages of protection coating as per FS 2005 Rev 8 (Typical
for all valves).
7.0 BALL VALVE
7.1 Ball valves shall comply with API 6D or BS 5351 / BS EN ISO 17292 (below 2”).
7.2 All ball valve shall be quarter turn design, long pattern (as per ASME B 16.10) & bi-directional.
7.3 Soft seated ball valves shall be supplied with antistatic devices. The ball of the ball valve shall not
protrude outside the end flange of the valve.
7.4 All trunnion mounted ball valves shall be supplied with duly tested double block and bleed
feature, and shall be provided with spring loaded seat rings.
7.5 Ball Valve bore requirements shall be as given below:
7.5.1 All Valves of sizes 1.5” and below shall be full bore
7.5.2 All Non-Piggable valves of sizes NPS 2 and above shall be reduced bore unless otherwise
specified as Full bore in MTO. Reduced bore/Full bore dimensions shall be as per API
SPEC 6D
7.5.3 Full bore piggable valves shall be provided for all piggable lines and should be API
monogrammed.
7.5.4 All ball valve NPS 2" and above shall be API Monogrammed.
7.6 All ball valves shall have provision for locking arrangement. Locking device facilities shall be
provided at both open and close position for all ball valves. Valves shall be furnished with the
locking tab hardware installed.
7.7 Material selection for soft seats / seals for ball valves shall be suitable for maximum differential
pressure, corresponding to pressure / temperature rating and service fluid handled on a continuous
basis.
7.8 Ball shall be solid type unless otherwise specified.
7.9 Stem Seal shall be renewable with valve open on stream.
7.9.1 Soft Seated Ball valves shall be floating ball type / trunion mounted type as per the
following:

8.3.1 Positive location / positioning of cover must be provided to ensure correct alignment of
valve disc.
8.3.2 Hinge pin design must permit accurate alignment of the disc and valve seat.
8.4 Check valves shall be installed in horizontal pipe run. For specific situation the check valve can be
installed in a vertical pipe run when the flow direction is upwards.
8.5 Swing type check valve shall have bolted bonnets.
8.6 Washer, nut, Pin & Hinge Pin shall not be cast.
8.7 Where check valves are placed in vertical runs, valves shall be equipped with flapper stops. The
stops shall not be connected to bonnet taps in any way.
8.8 MTO document shall be referred for vertical mounting check valve requirements.
8.9 For heavy check valves (above 25 kg) provision shall be available for lifting by the way of lugs,
eye bolts, and other such standard devices.
8.10 Flow direction arrow shall be permanently marked on valve body.
8.11 Functional Test of the Valve – Procedure at vendor place, yard and offshore will be submitted
separately to ONGC-CA review/approval and Vendor ITP will be submitted for ONGC-CA
review/approval.
8.12 Test requirements as mentioned in clause 6.7.1.6 of Spec No. 2004A Rev.9 shall be performed.
9.5.2 By-pass valve shall be a globe valve. The sizes shall be as under:
On main valve upto 4” ½” or more
On main valve > 4” but <10” ¾” or more
On main valve 10” and above 1” or more.
9.5.3 Valves with by-pass shall have the direction of flow marked on the main valve.
9.5.4 By-pass attachment to the main valve body shall not be screwed. All fillet welds for by-
pass installation shall be 100% examined by DP/MP test.
9.5.5 The by-pass piping arrangement shall be such that clearance between main valve body &
bypass assembly shall be the minimum possible for layout reasons.
9.5.6 Check Torque of the Valve against no differential pressure zero differential pressure (as
Indicated in relevant para. of clause 6.7 of FS 2004A Rev 9).
9.5.7 Check Torque of the Valve against rated full differential pressure (as indicated relevant
para. of clause 6.7 of FS 2004A Rev 9).
9.5.8 Functional Test of the Valve – Procedure at vendor place, yard and offshore will be
submitted separately to ONGC-CA review/approval and Vendor ITP will be submitted for
ONGC-CA review/approval.
9.5.9 Test requirements as mentioned in clause 6.7.1.4, 6.7.1.5 & 6.7.1.7 of Spec No. 2004A
Rev.9 shall be performed.
10.4 UT in place of Radiography is acceptable for forged valve in accordance with ASME B 16.34
Appendix 4.
10.5 Liquid Penetrate test or Magnetic Particle testing shall also be done on all castings/Forgings.
Procedure and acceptance criteria shall be as per ASME B16.34.
10.6 The sequence of testing of pressure testing of soft seated valves shall be as follows:
- Hydrostatic test for body
- Hydrostatic test for seat
- Low pressure air test
In case the seat is required to be replaced because of failure of low pressure or high pressure test,
all the steps are required to be followed again as per the respective code.
10.7 Steel and alloy valves shall be designed and tested in accordance with the applicable codes as per
type & class of valves are as under:-
10.7.1 ASME 150#- Designed and examined in accordance with ASME B16.34 and tested in
accordance API 598.
10.7.2 ASME 300# through ASME 2500# - Designed and tested in accordance with API 6D for
ball valves & other applicable codes as per type of valves.
10.7.3 API 2000# through API 5000# - Designed and Tested in accordance with API 6A.
10.7.4 All hydrocarbon valves with non-metallic seats and seals including ball valve and butterfly
valve shall be fire safe, tested in accordance with API 607, API 6FA, ISO10497 or BS
6755 Part II. The ball valve shall be fire safe in accordance with the requirements of either

API 6FA (for Trunnion mounted) or API 607/ISO10497 (for floating ball valves). All
valves shall be witnessed & certified by ONGC third-party agency.
10.7.5 Metal Seated Ball valve shall be tested as per API 6D or API 6A as applicable. Leakage
rate shall not be more than Rate – “B” as per API 6D/ISO 5208.
10.7.6 Valves i.e. Ball, Gate, Globe, Choke and Needle used in service with more than 230ppm
of H2S shall be designed for Fugitive Emission from external leakage paths of Valve stem
seals and body joints/Seals. Each type of valve design shall be certified by type testing as
per BS EN 1SO 15848-1. Each valve as a minimum shall comply with:
(a) Tightness Class as per Table -1 (Based on type of stem seal) and Leakage from body

The type test for each design of Valve shall be witnessed and certified by ONGC approved
Third Party Inspection Agency
During production of Valves, each valves which has been type tested as per BS EN ISO
15848-1 shall be revalidated by testing for tightness class as per BS EN ISO 15848-2.
Tightness class test for each Valve shall be witnessed and certified by ONGC approved
Third party Inspection Agency.
11.1 All CS/CS(NACE) valves shall be painted in accordance with ONGC Specification 2005 Rev 8.
SS/DSS/NAB valves do not require painting.
12.0 MARKING
12.1 Valve marking, symbols, abbreviations, etc. shall be in accordance with MSS SP 25 or the
standard referred in the specification sheet as applicable. Vendors name, valve rating, material
designation, nominal size, direction of flow if any etc. shall be integral on the body.
12.2 Separate tag marked with valve tag number shall be permanently attached to the valve body.
12.3 Each valve shall be supplied with a stainless steel tag, attached to the gland bolting with stainless
steel wire, bearing the applicable valve identification, and Purchase order number.
12.4 Paint or ink for marking shall not contain any harmful metal or metal salt such as Zinc, Lead or
Copper which cause corrosive attack on heating.
12.5 For NACE valves, NACE marking shall be available on name plate for valves.
