Definition of State
A state is a political entity comprising a community of persons, more or
less numerous, permanently occupying a definite portion of a territory, having
a government of their own, to which the great body of inhabitants render the
habitual obedience and enjoy freedom from external control. This definition
of Ayson and Aligada-Reyes reveals what elements of the state are.

ELEMENTS OF THE STATE

People refers to the inhabitants (or population) of the state.


Territory the scope of land, sea and air areas within boundaries
where the population of the state resides. It is divided into
three (3) domains namely terrestrial (land),
maritime/fluvial (water), and aerial.
Government the basic agency of the State to carry out its
obligations.
Sovereignty the supreme power and authority to govern itself in
pursuit of peace and development for the people.

Exercises
1. Differentiate external sovereignty from internal sovereignty.
2. Is war justified when the territory of a state is occupied by other
states? Explain your answer.
