OIL PALM INDUSTRY IN MALAYSIA

Greetings to Dato’ Seri and Best Wishes. It is with great pleasure to note that the China Government have
offered to assist Malaysia in strengthening our food security program as well as supporting our palm oil
industry in terms of advanced technology such as Artificial Intelligence, automation, big data and
sustainability practices that will have a high impact on the social economic growth of our nation.

Our company is led by Dato’ Dzulkifli Abd Wahab, the former Director General of FELDA and until
recently, the Chairman of FGV Bhd. We propose to offer our experience and service to the Malaysian oil
palm industry through collaboration with Chinese technology, funding and to expand the market in China
for our palm oil and other related products. In this regard, we have organized a team of ex-officers with
other specialists and financial consultants to come up with a full and holistic proposal. This shall enable
the FELDA, FELCRA, Tabung Haji and other government related oil palm companies and agencies to
create a new platform and to empower our Bumiputra settlers and smallholders to enter into the new era
of high technology in the oil palm industry. This initiative shall also reduce the need for foreign labor in
the old palm industry as well as enable new technical and knowledge workers to be created.

We have structured our oil palm industry modernization proposal around three key elements:-

1. Financing - Through working with China on a Government to Government level, we will be able
to source up to USD 5 billions as investments or soft loans at 2% interest per annum. These funds
will be required to do the replanting program to replace the non-productive trees as well as the
purchase of the new automation systems to operate in the plantation and to replace the old

inefficient mills with modern mills with zero discharge. The repayment for such soft loans can be
done by way of counter-trade based on the increased output of the palm oil arising from the new
trees, new harvesting system, new logistic system, new milling and oil processing systems

2. New Operational Paradigm – The traditional methods of operation and products have been
superseded by new technologies and market challenges. We will bring in new technologies such
as satellite imaging, artificial intelligence, robotic harvesters, automatic logistics system and fully
mechanized mills with zero discharge. Paradigm shifts such as Bio-fertilizers, Ripe Fruit-lets
Harvesting to replace traditional fruit bunches (FFB) harvesting as well as Hot Oil Processing
Line shall double oil recovery per hectare of plantation and reduce operating costs by half. From
the Bio-mass, we can create new products such as Bio-composites, Bio-degradable plastics, high
grade sugars and Bio-ethanol for fuel;

3. New Markets Development - Our strategy is to form partnerships and collaborations with China
State Owned Enterprises (SOE) such as China Oil and Food Corporation (COFCO) which is the
largest oil and food company in China to establish new markets in China through the creation of
new downstream products. We also work with high technology companies such as China Great
Wall Industry, Huawei Technologies, China Academy of Science and SANY Heavy Industry
who are in the forefront of remote sensing, big data analysis, artificial intelligence, robotic
systems and automation of logistics and milling processes. Such collaboration will bring in new
technology transfer as well as Foreign Direct Investment (FDI) and thus generate economic
growth, high tech jobs and business opportunities for our people. In line with the national
aspiration of further growth, we shall promote the development of an International Food Security
Hub in Port Klang for the world market.

On the social economic front, we would propose the creation of a management platform to promote
economic development by venturing into new sectors such as commercial rice farming for Food Security,
utilizing steep lands for commercial durian farming and other cash crops. Such activities shall be
supplemented by E-Commerce so that such products by our settlers and smallholders can be distributed to
consumers in Malaysia, Singapore and other countries to enable access access to the global market.

Our company can be the Joint-Venture company with a Government related company such as
FELDA/FGV Berhad so that we promote collaboration with the Governments of Malaysia and China in
the implementation of the new paradigm shift of the oil palm industry. We believe that with the new
system and with the necessary funding, Malaysia can double its palm oil output and thus double the
national income in the oil palm sector and directly impact the smallholders in Malaysia with higher
productivity and income as well as entrepreneurship opportunities through their participation in the new
oil palm industry.

Prior to this letter, we had already presented the Agro-Service concept to the previous Minister of
Plantation Industries, Dato’ Seri Haji Fadillah bin Haji Yusof on the 4 th 0r August 2023 and the Malaysia
Palm Oil Board (MPOB) on the 14 th of November to discuss the setting up of a pilot scheme as a Proof of
Concept in the MPOB’s plantation to be supervised and approved by MPOB in due course. However,
after the briefing to MPOB, we were given to understand that a note from the Minister to the Chairman of
MPOB would be necessary for the pilot scheme to be approved by MPOB. In this regard, we would
request a formal briefing to YB Menteri to explain about the proposal and to obtain the necessary
instruction to MPOB to proceed for discussion with our company on the pilot scheme.
