Furhter, it is also submit that, the BG submitted vide Para No. 46, for PSD for
Rs.2,10,000/- was expired by 18.11.2021. As per the earlier communication, the
supplier has to submit auto renewable BG for 25 Years. Hence, it is requested to
obtained extended BG for Rs.2,10,000/-.
Further, it is aslo submit that, the M/s Sun Technologies, has not transfering the
Facilation Charges invoices issued in August 21 for the months December 2020
billed in January 2021 to July 21 billed in August 21 (for Rs.1,20,200/-) and
currently issued invoices value for Rs.26,853/-. Hence, it may issue reminders to
the supplier for making payment and delay may propose for penalty @18% p.a.

In continuation to the above, it is to submit that, vide Note # 53 and 58 in old note file,
the facilitation charges for an amount of Rs.1,03,370 for the period of May-2019 to
Dec-2020 (against generation up to Nov-20) was deducted from CFA amount that
was released to M/s Sun Technologies for 22 No’s of solar plant installations.
Further, it is to submit that, M/s Sun Technologies has installed SPV plants at 26
Locations whereas due to non submission of JMR’s and Invoices for 2 No’s of sites
i.e (1) TSRTC Bus Station, B.Y.Nagar, Sirisilla, Rajanna Sirisilla and (2) TSRTC Bus
Station, Vemulawada, Rajanna Sirisilla , the CFA amount of Rs.1,65,000/- was kept
pending for unbilled services.
However, Since Feb-21, the JMR’s and Invoices were receiving from supplier for
above said 2 No’s sites and accordingly the Facilitation charges were calculated for
every month.
Further, it is to submit that, TSREDCO is not receiving the facilitation charges @ 0.20
paisa since Jan-2021 (Generation for the period of Dec-20) till Apr-22 from M/s Sun
Technologies.

Further, M/s.Sun Technologies has submitted the renewed Bank Guarantee bearing
B.G.No.0505522BG0002633 / Dt.30.09.2022, for a BG Value of Rs.2,10,000/. The
received BG is attached at Pg.no.584 to 590.
The above submitted BG shall remain in force until 29.09.2023, and TSREDCO shall
be entitled to claim this Guarantee till 29.09.2024.

As per the observations & suggestions of Pre-Audit CA, it is stated that:
i. The total amount to be receivable from M/s. Sun Technologies towards Facilitation
charges & penalty for the period .i.e. December-2020 to April-2022 for Rs.2,36,448/-.
ii. It is also requested to obtain the statement of billed units with invoices for power bills
from the supplier for the period Feb-2022 to September-2022 for Raising Invoice
towards Facilitation charges.
iii. It is requested to incorporate the reasons for Non payment of Facilitation charges by
supplier for levying of late payment surcharge on the supplier as per the terms and
conditions of PPA Agreement.
iv. As advised by of Pre Audit CA, it is requested to inform to the supplier for
recovery of Facilitation charges and penalty amounts withhold from the
subsequent amounts due to the supplier from TSREDCO without any further
notices.
v. Non Payment of FC is in the violation of PPA, the same may be intimated to power
producer and write a letter to power purchaser to hold the payments made to power
producer till the FC are received by TSREDCO.
Further, as mentioned in Note # 69 Para No.08, it is not a renewed Bank Guarantee (BG), it is
a fresh Bank Guarantee (BG), hence the Original BG may be forwarded to F&A for obtaining
genuineness and preserving with F&A.
Hence, the lapsed BG may be returned, since the supplier the has submitted fresh BG. The
DFA/586910 may be approved.

observation report with certain remarks ( Page No.883-885). The observations are as follows
1. The Facilitation charges (December-2020 to April -2022) for an

amount Rs.2,36,448/- not yet received from M/s. Sun Technologies.
Non Payment of FC is in the violation of PPA, the same may be intimated to

power producer and write a letter to power purchaser to hold the payments
made to power producer till the FC are received by TSREDCO.
2. As per the PPA agreement (Ref. Para No. 7.7 of PPA page No. 22 of 49), late
payment surcharge @1.25% per month shall be paid by the Power Purchaser,
in case of delay in payment of any invoice towards supply of power. Hence,
due to delay in submission of invoices to TSREDCO, the penalty clause is
applied accordingly penalty is levied for Rs.960/-
3. It is advised to direct Power Producer to submit copy of Invoice raised in
favour of Power Purchaser, to TSREDCO simultaneously in order to raise the
invoice timely for facilitation charges by TSREDCO.
4. Joint Meter reading and Invoices are not issued on monthly basis and reasons
for non-receipt of Joint Meter reading and Invoice are not stated.
a. May, 2022 of TSRTC Godavarikhani Bus station, Manthani Bus depot

b. June, 2022 of TSRTC Metpally Bus Depot Jagitial is not received.

meter reading report and in the tax invoice, so as to facilitate easy identification
of location of Solar Power Plants.
In view of the above, it is requested to solar section to follow the suggestions made by Pre-
Audit CA and take necessary steps in realization of Facilitation charges and also requested to
intimate to the Power Producer to raise the bills infavour of Power Purchaser (TSRTC) on
monthly basis and to submit the bills to TSRTC as well as TSREDCO simultaneously for
timely accounting of revenue.
Further, as per the information provided at Note#91, by summarizing the total units generated
for the period May-2022 to September-2022 and proposing for issue of Facilitation Charges
by attaching the JMR's, the Tax Invoice raised against to the M/s Sun Technologies along
with late payment surcharge. (Tax Invoices attached @886-891).
