RESOLUTION GRANTING LEGISTATIVE AUTHORITY TO THE CITY MAYOR,


HON. ELIORDO U. OGENA, TO ENTER AND SIGN INTO A MEMORANDUM OF
AGREEMENT TO BE ENTERED BY THE CITY GOVERNMENT OF KORONADAL,
SOCOTECO I, SOCOTECO I FOUNDATION, INSTITUTE OF INTEGRATED
ELECTRICAL ENGINEERS OF THE PHILIPPINES (IIEE) AND BUREAU OF FIRE
PROTECTION FOR THE BARANGAY ELECTRIFICATION PROGRAM

WHEREAS, presented before this august Body is a letter request of the Hon.
Eliordo U. Ogena, City Mayor of the City of Koronadal, dated October 11, 2023, for
legislative authority to enter and sign into a Memorandum of Agreement (MOA) to be
entered by the City Government of Koronadal, SOCOTECO I, SOCOTECO I
Foundation, Institute of Integrated Electrical Engineers of The Philippines (IIEE), and
Bureau of Fire Protection, for the Barangay Electrification Program;
WHEREAS, Section 2 (b) of Republic Act No. 10531 otherwise known as the
“National Electrification Administration Reform Act” provides that it is the declared
policy of the State to empower and strengthen the National Electrification
Administration to pursue the electrification program and bring electricity, through the
electric cooperatives as its implementing arm, to the countryside;
WHEREAS, the City Government formulated “The Barangay Electrification
Program” which will provide free installation of electric meter including other fees in
the 27 Barangays of this city that will yield more opportunities for improved quality of
life, greater access to basic services, and better infrastructure especially for the rural
areas;
WHEREAS, the said program under the Barangay Development Program
(BDP) has an allocation in the amount of One Million Pesos (P 1,000,000.00) for the
first one hundred (100) qualified indigent residents of the city to avail of the free
installation of electric meter including other fees, however the monthly consumption
shall be shoulder by the qualified beneficiary;
WHEREAS, the implementing agencies - the BDP, CSWDO, CAO, OBO and
concerned BLGUs - shall provide the necessary requirements for the applicants to
qualify as indigent residents of the city;
WHEREAS, a MOA is necessary for the smooth and effective implementation
of the said program;
WHEREAS, pursuant to Section 455 (b) (1) (vi) of the Local Government
Code of 1991, the City Mayor may enter into a Memorandum of Agreement upon
authority of the Sanggunian;

NOW THEREFORE, on motion of Hon. John Rey P. Rodriguez, duly


seconded, and on joint sponsorship of all committee members;

RESOLVED as it is hereby RESOLVED to grant legislative authority to the


City Mayor, Hon. Eliordo U. Ogena, to enter and sign into a Memorandum of
Agreement (MOA) to be entered by the City Government of Koronadal, SOCOTECO
I, SOCOTECO I Foundation, Institute of Integrated Electrical Engineers of The
Philippines (IIEE), and Bureau of Fire Protection, for the Barangay Electrification
Program.
