NOTIFICATION
The 13th March, 2024

No.6522─HFW-FW-FWMISC-0071-2018/H&FW.─ In exercise of the powers


conferred by the proviso to Article 309 of the Constitution of India, the Governor of
Odisha is pleased to make the following rules further to amend the Odisha Multipurpose
Health Worker (Male) Service (Method of Recruitment and Conditions of Service)
Rules, 2019, namely :─
1. Short Title and Commencement:─
(1) These Rules may be called the Odisha Multi purpose Health Worker (Male)
Service (Method of Recruitment and Conditions of Service) Amendment Rules, 2024.
(2) They shall come into force from the date of their publication in the
Odisha Gazette.
2. In the Odisha Multi purpose Health Worker (Male) Service (Method of
Recruitment and Conditions of Service) Rules, 2019 (hereinafter referred to as the said
rules), in rule 6,─
(i) for clause (a) , the following clause shall be substituted, namely:─
“(a) Recruitment to the post of Multi purpose Health Worker (Male) Level-
II shall be made by direct recruitment through competitive
examination to be conducted by the Commission in the manner
provided under rule-8.”;
(ii) for clause (b), the following clause shall be substituted, namely: -
“(b) The posts of Multi Purpose Health Worker (Male) Level-I (District
Cadre post) shall be filled up by promotion from among the person
holding the posts of Multi purpose Health Worker (Male) Level-II
(District Cadre Post) at district level in accordance with the provisions
made under these rules.”; and

(iii) after clause (b), the following clauses shall be inserted, namely: -
“(c) The Post of Multi Purpose Health Supervisor (Male) Level-II shall be
filled up by promotion from among the person holding the posts of
Multi purpose Health Worker (Male) Level-I at State level in
accordance with the provisions made under these rules.
(d) The Post of Multi Purpose Health Supervisor (Male) Level-I shall be
filled up by promotion from among the person holding the posts of Multi
purpose Health Supervisor (Male) Level-II at State level in accordance
with the provisions made under these rules.
(e) The Post of Assistant Director shall be filled up by promotion from
among the person holding the posts of Multi purpose Health Supervisor
(Male) Level-I at State level in accordance with the provisions made
under these rules”.

3. In the said rules, in rule 9,─


(i) In the opening para, for the words “Multi purpose Health Worker(Male)”,
the words “Multi purpose Health Worker (Male) Level-II” shall be substituted;
(ii) for clause (f), the following clause shall be substituted, namely:─
“(f) The candidate must have registered his name in Odisha Pharmacy
Council and must have possessed valid Registration Certificate as on
the date of submission of his application against the advertisement for
recruitment”; and
(iii) after clause (g), the following clause shall be inserted, namely: -
“(g) Transgender can apply for recruitment to the post of MPHW (M)
Level-II”.

4. In the said rules, for rule 12 the following rule shall be substituted,
namely:─
“The Eligibility Criteria for Promotion to the “ Post of Multi purpose Health
Worker (Male) Level-I”, “ Multi purpose Health Supervisor (Male) Level-II”, “ Multi
purpose Health Supervisor (Male) Level-I” and “Assistant Director” shall be as
specified in the column 5 of the schedule subject to merit cum suitability with due
regard to seniority”.

5. In the said rules, in rule 13,-


for sub-rule (1) excluding its clauses, the following sub-rule shall be substituted,
namely: ─
(i) “(1)For the purpose of consideration of promotion to the posts of “Multi
Purpose Health Worker (Male) Level-I”, a district level gradation list of Multi
purpose Health Worker (Male) Level-II of all Medical Institutions of the
concerned district shall be prepared by the CDM and PHO of the concerned
District in the following manner, namely:-”
(ii) after sub-rule (1), the following sub-rule shall be inserted, namely:─
“(2)For the purpose of consideration of promotion to the posts of “Multi
Purpose Health Supervisor (Male) Level-II” and subsequent promotional
posts a combined gradation list of Multi purpose Health Worker (Male) Level-
I and above corresponding feeder grade posts of all Medical Institutions of
the State shall be prepared by the Director, Public Health, Odisha.”

6. In the said rules, in rule 14, for sub-rule (1), the following sub-rule shall
be substituted, namely:─
“(1)There shall be constituted Committee at District level and State level to
consider the case of promotion to different categories of Posts of Multi purpose Health
Worker (Male) Service cadre from their corresponding feeder grades as follows:-
(i) Committee for promotion to the posts of Multipurpose Health
Worker (Male) Level-I
(a) CDM and PHO of the concerned District ; ---
Chairman
(b) District Welfare Officer of the concerned district; ---
Member
(c) Representative of the DM and Collector of the concerned District
(Not below the rank of Assistant Collector); -----------------------------

7. In the said rules, in rule 18, in sub-rule(2), for the words “Multi purpose Health
Workers” appearing in second line the words “Multi purpose Health Worker (Male)
Level-II” shall be substituted.

8. In the said rules, for the “SCHEDULE” appended thereto, the following
