Legal Mandate on Technology Education based on the Provision of the Philippine
Constitutions (1935, 1973, and 1986).

 1935 CONSTITUTION: ARTICLE XIV, Section 5. All educational


institutions shall be under the supervision of and subject to regulation by
the State. The Government shall establish and maintain a complete and
adequate system of public education, and shall provide at least free public
primary instruction, and citizenship training to adult citizens.

 1973 CONSTITUTION: ARTICLE XIV, Section 4. All educational


institutions shall aim to inculcate love of country, teach the duties of
citizenship and develop moral character, personal discipline and scientific,
technological and vocational efficiency.”

 1987 CONSTITUTION: ARTICLE XIV, Section 1. The State shall protect


and promote the right of all citizens to quality education at all levels, and
shall take appropriate steps to make such education accessible to all.

Tagum National Trade School owes its emergence from Congressman


Lorenzo P. Sarmiento in 1972. He had envisioned the need to open a vocational
school in this part of the province as an answer to the cry of the low-income group
who cannot avail then the high cost of tertiary education. The active congressman
worked out for the establishment of the school as reflected in his bill REPUBLIC
ACT 5986.

The opening of a trade school in the Municipality of Tagum then was indeed a
timely move for the populace not only because of its relatively nominal school fees
which suited the low-income group but also of its relevance to the youth whose
inclination was towards trade education.

Moreover, the opening of the Post – Secondary Vocational courses billed as


the Two-Year Trade Technical Education Curriculum started in the year 1976, as
approved by DECS Order No. 28 as mandated by Batas Pambansa of 1975.

Then year 1989 saw a redirection of the educational orientation from the
predominantly intellectual scenario to a valued vocational education program.
Hence, the emergence of the tech-voc program under the Bureau of Technical –
Vocational Education (BTVE) where the school was named as priority 1 in the listing
of tech-voc schools based on DECS Order No. 56, 59 and 63 as the legal basis.
With this, the college offerings increased. The Automotive Technology course
become the flagship followed by Electrical Technology, Electronics Technology,

Refrigeration and Air-Conditioning Technology, Civil Technology, etc. the high school
level was changed to be called New Secondary Education Curriculum.

Tagum National Trade School started its humble beginnings on August 1,


1972 as a Technical Vocational School, offering arts and trade, has a total land area
of 81,000 square meters. Strategically located 3 kilometers from the heart of the city
of Tagum, province of Davao del Norte, it has an easy access to nearby provinces,
Province of Compostela Valley, Province of Davao Oriental and province of Davao
del Sur. It is included in the list of secondary schools throughout the country to
implement the Strengthen Technical Vocational Education Program (STVEP).

In the year 2001, TNTS was recognized as TESDA Accredited Assessment


Center, in response to assessment center need in the province of Davao Del Norte
and to provide an accessible assessment center for the post-secondary program of
the school, and the neighboring post-secondary schools.

Then year 2007, Tagum National Trade School was implementing the
Strengthen Technical Vocational Education Program (STVEP) in response to the
Philippine Millennium Development Goals as the master key to sustainable
development. Manual Operation of the STVEP was crafted and implemented to
ensure adherence or compliance to standards, to uniformly implement policies and
programs that will give our Tech-Voc graduates stakeholders world class and highly
competitive skills that are recognized for work mobility and skills recognitions by
industry sectors locally and abroad. Partly stated in Article 4, Section 3.2, of the
said Manual Operation that Technical Vocational High Schools are encouraged to
apply as TESDA accredited Assessment Center to be able to assess students of
other Technical Vocational Schools. This provides the mandate to TNTS to operate
as Assessment Center.

In addition, school head as the lead implementer of School Based


Management (SBM) as defined by Rule VI, Section 6.2 of RA 9155, has the
authority, responsibility and accountability to administer and manage personnel,
physical and fiscal resources of the school. Thus, the said provisions authorize the
school head to sign designations of other personnel for assessment center
operation.

In terms of the learners, it has an easy access to education for all ages. They
are all encouraged to access any program of their choice specially if they have
already a prior learning or knowledge on the said qualification since TESDA offers a
lot of Scholarship program where everyone can train and to be assessed in the
institution. The institution also introduces the KSA (knowledge, Skills and Attitude) to
be applied in all learners, trainees and trainers to maintain the sustainability to have
equality in education.

Analysis on the Provision on the Mandate

In connection with the Technology Education, our institution offers TVL Track
which offered under Senior High School programs. It is designed to provide students
specially in our place with job-ready skills that they will need in the future. TVL deals
primarily with Technical Vocational. These skills are requirements for the Certificate
of Competency (COC) and National Certificate (NC) that are needed specially when
looking for a career in different qualification.
