1. What is the main purpose of a memorandum for Preliminary Investigation? Why is

it important?
ANSWER:
A preliminary investigation is an administrative inquiry conducted by a public
prosecutor. Preliminary investigation is the proceeding where the public prosecutor is
given broad discretion to determine whether probable cause exists for the purpose of
filing a criminal information in court. This is an executive determination of probable
cause. The main purpose of a memorandum for the preliminary investigation is to
determine whether there is probable cause to believe that a crime has been committed,
and that the respondent is probably guilty, and should be held for trial. The primary
objective of the preliminary investigation is to determine who committed the crime and to
apprehend the offender. It is important to conduct a preliminary investigation because it
is an inquiry or proceeding to determine whether there is sufficient ground to engender a
well-founded belief that a crime has been committed and the respondent is probably
guilty thereof, and should be held for trial. Preliminary investigation is the proceeding
where the public prosecutor is given broad discretion to determine whether probable
cause exists for the purpose of filing a criminal information in court. This is an executive
determination of probable cause. A preliminary investigation is required to be conducted
before the filing of a complaint or information for an offense where the penalty
prescribed by law is at least four (4) years, two (2) months and one (1) day without regard
to the fine.

2. As future police officer, why is it important to learn and know the different legal
forms and processes related to your field?
ANSWER:
The legal form (also known as legal status) is defined according to national
legislation. It is useful for eliminating ambiguity in identification searches and as the
possible criterion for selection or stratification for surveys. It is also used for defining the
institutional sector.
As a future police officer, it is important to learn and know the different legal
forms and processes that are related to the field that I take because as a law enforcer, our
primary job is to make sure that the community is safe and protected. Technically
speaking, legal forms are also play a vital role in law enforcement. Legal forms
considered part of the legal procedure on how law works and on how law provides and or
permitted by the established law. As a police officer the study of legal forms offers
opportunity that enhances skills and explore more about the aspects of police work. It
gives chances to sharpen the knowledge any procedural form on legal matters or
transaction and have a better understanding on how we can practice law and the
abstracting flow of legal knowledge.
