2027

Used water superhighway to meet Singapore’s long-term needs

4

Overview of DTSS Phase 2

▪ DTSS Phase 2 completes the system & comprises of

2 major components:
▪ Conveyance system of Deep Tunnels & Link Sewers
▪ Tuas Water Reclamation Plant (TWRP) & Outfall
▪ Tuas Nexus = Integration of TWRP with NEA’s
Integrated Waste Management Facility (IWMF)

& IWMF

NEWater

▪ TWRP will treat 2 distinct used water streams, which are conveyed separately, as well as greasy waste delivered by tankers.
▪ TWRP’s initial treatment capacity: 176 MGD (800,000 m3/day) - largest Membrane Bioreactor (MBR) facility in the world
when completed, but with a 30% more compact footprint compared to conventional plants.

Overview of TWRP Treatment Process

8

Tuas Nexus
• To leverage the water-energy-waste nexus
• First of its kind planned from the ground up (greenfield project)
• Energy-self-sufficient
9

Tuas Nexus

1 + 1 > 2?
Would a single integrated entity bring greater
benefits to Singapore than two stand-alone facilities?

Yes!
10

Tuas Nexus Process Synergies

Material Handling
» Food waste from IWMF to TWRP
○ for co-digestion with used water sludge
» Dewatered sludge from TWRP to IWMF
○ for treatment and electricity production
» Screening/Grit from TWRP to IWMF for treatment

Energy
» Biogas from TWRP to IWMF
○ for higher overall plant thermal efficiency at IWMF
» Power supply from IWMF to TWRP
» Steam from IWMF to TWRP
○ for sludge thermal hydrolysis and greasy waste treatment

Water
» Water from TWRP to IWMF for process use
» Dryer condensate from IWMF to TWRP for treatment Leverage on the Water-Energy-Waste Nexus
(by-product of one facility as resource for another)

Conclusion
▪ DTSS Phase 2, including TWRP, is a key long-term infrastructure to meet
Singapore’s water needs.

▪ Coupling of TWRP and IWMF to form the Tuas Nexus on this scale is unique and
showcases the value of a circular economy.

▪ The Tuas Nexus extracts the maximum value for the benefit of Singapore, bringing Tuas Nexus Video
further efficiencies in land, energy and resource recovery. (On Youtube)
