I.

INTRODUCTION

Ever since our barangay has been known for having industrious and hard-
working people. Aside from farming, most of the residents are also capable of
doing handicrafts, carpentry, and even constructing houses.
Farming is still the major source of livelihood in the barangay, next is self-
employment and operation of business (sari-sari store).

The quality of life of the residents can be measured in terms of their status in
life concerning the various social services being delivered to them. The factors to
be considered in determining the quality of life of the residents include health
(including nutrition and sanitation), education, social welfare, housing,
employment and income, recreation, and protective services.

Environmental management is one of the flagship programs being implemented


in the barangay. The concern for the environmental program is manifested by the
various activities of the barangay officials and the Sangguniang Kabataan. The
barangay folks participated with their utmost desire to safeguard and maintain the
ecological balance of the community.

On the waste disposal of the barangay residents go into composting, however,


some still resort to burning. The barangay has compost pits in the households.
Residents should be provided with more information, knowledge, and skills on the
different environment-friendly practices of disposing of solid wastes.

II. EXECUTIVE SUMMARY

With the vision of a Child-friendly community of Brgy _____________, our


barangay continuously implements, policies, programs, projects, and activities that
would promote and protect children’s rights believing that every single child in our
community must have a holistic, and wholesome, opportunity for growth, and
due to pregnancy-related cause(s), however, based on the “operation timbang”
of Barangay Nutrition Scholars and based on the CBMS Census 2019-2023, out of
one hundred (100) 0-5 years old children weighted it appears that 100% are
normal. Barangay Health Workers were distributed in each Purok that works hand
in hand with the Barangay Officials and Rural Health Unit in the implementation
of health programs and in the monitoring and advocating health education.

In the barangay outnumbered females. The age-specific ratio indicates that female
plurality only occurred in ages, 25-29, 35-39, 60-64, 65-69, and 70 above age group. The
rest of the age group is dominated by males.

➢ RESOURCE ALLOCATION AND UTILIZATION
• Compliance to mandatory budgetary allocations of barangays ensures
that the vital service functions are funded and the priority development
concerns of the Barangay are implemented. Further, actual expenditure
figures confirm whether the budgetary appropriation has been disbursed
for the intended service functions.

• Allocation of 1% of National Tax Allotment of the barangay.

➢ TRAINING AND CAPACITY-BUILDING


The committee highlights the state’s duty to provide capacity building and
training for all parties involved in the implementation process, including
barangay officials, barangay employees for all those working with and for
children these includes religious leaders, teachers, social workers. The
purpose of training is to emphasize the status of the child as a holder of
human rights, to increase knowledge and understanding.

➢ THE RIGHTS AND BEST INTEREST OF THE CHILD


A child is defined as a person who is under the age of eighteen. Children’s
rights are a set of fundamental freedoms and rights that must be guaranteed
to all children, without exception and without regard to factors such as race,
ethnicity, sex, language, religion, political belief, national or social origin,
property status, place of birth, or other circumstances about the child or
their family. In all relationships and in the operations of the institutions that
have an impact on the kid, the child’s rights and best interests must come
first. Children’s rights include freedom from violence, the rights of
children with special needs, and access to housing, health care, education,
social security, and parental contact.

D. ORDINANCES AND RESOLUTIONS PROMOTING THE WELFARE


AND PROTECTION OF CHILDREN
➢ BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN
(BCPC)
• Foster education of every child;
• Take steps to prevent juvenile delinquency and assist parents of
children with behavioral problems;
• Adopt measures for the health of children;
• Conduct capability-building projects to increase knowledge and
skills in handling children’s programs;
• Encourage the proper performance of the duties and
responsibilities of parents, and provide learning opportunities
on the adequate rearing of children and positive parent-child
relationship;
• Advocate for the establishment and maintenance of
playgrounds, daycare centers, and other facilities for child and
youth development;
• Protect and assist children in need of special protection, and
refer cases filed against child abusers to proper agencies
• Monitor situational reports on children, and prepare quarterly
updates;
• Perform such other functions and other child-related laws,
especially in matters of child and parent education, health,
entertainment, etc.

E. COOPERATION WITH NGOs AND OTHER STAKEHOLDERS


➢ The involvement and participation of the different stakeholders are very
important, especially in voicing out their concerns and aspirations for the
barangay. Their inputs are also vital during the planning and formulation
of laws. The key components of involvement take into account each
project phase as a whole. Pre-planning entails determining needs and
identifying issues. Problems are identified through cooperation with the
community and other stakeholders. Citizen participation is one of the
important aspects of governance. This is a manifestation that supreme
power is lodged in the citizenry

FIRST, ON THE RIGHT OF CHILDREN TO PARTICIPATE

The Barangay Children’s Code provides that our barangay continuously promotes
the rights and welfare of the children. To sustain the past initiatives that we have
started; the BCPC Council should encourage all parents to participate their
children in any activities including but not limited to nutrition month, social
culture, arts, sports, and physical activities in the community. The children must
be allowed to experience different situations geared toward obtaining their
sentiments and opinions regarding children's situation and their development We
are strongly committed to continue providing ways and opportunities in which we
could effectively address the emerging and diverse needs of our children which
provide the best results so that they are becoming wonderful.
SECOND, ON THEIR RIGHT TO DEVELOPMENT

At the core of this right is the implementation of a development program designed


to increase and expand the delivery of basic services with an emphasis on
education benefits and opportunities, especially for children. Our Child
Development works aim to monitor the Child Development Center in conducting a
reading activity. We are done collaborating with the DEPED.
__________________ Day Care Center, Child Development worker consistently
implement, programs to enhance the skills, talents, and abilities of the children
through various activities such as Nutrition Month, Celebration, Buwan ng Wika,
Children Month, United Nation Months, and Sports, development among others.
To support and impact our Child Development Work Shop to further improve their
capacity and skills in handling CDC-enrolled children.
THIRD, ON THE RIGHT TO SURVIVE.

Ensuring the survival of infants is an utmost concern of the barangay government


unit. Our mortality of infants from 2023 shows a significant decrease and finally,
there is no case for mental mortality rate. On nutrition, the prevalence of
underweight, wasting, and stunting among 0–59-month-old children in the
barangay has steadily been decreasing. The infants aged 0-11 months were
vaccinated during barangay visits this current year. While school-based
immunization program implemented by our RHU has benefited elementary pupils
who received CONTAINING MEASLES VACCINE (CNC) and TETANUS
DIPHTHERIA VACCINE (TDV).
Enhancing the survival right of children are also conducted through the advocacy
on facility-based birthing and exclusive breastfeeding for up to 6 months giving
instructions to children eligible for (PPD) PURIFIED PROTEIN DERIVATIVE
(skin test), Vitamin A and Iron Supplementation deworming of Kindergarten and
Elementary and the ongoing information campaign of DENGUE behind these
enhancing survival right programs are our BARANGAY HEALTH WORKER
(BHW). Who assist professional health personnel particularly MIDWIFE during
health care activities in the barangay. Meanwhile, the Municipal Civil Registrar
Office Supplements its programs by initiating a Birth Registration of all identified
children, and clients. We believe that every born child must have a proper
registered name. Children with disabilities are served under the People with
Disabilities (PWD) program of the Office of the Municipal Social Welfare and
Development (MSWDO). There were no children served by assistance to the
Individuals in Crisis Situation (AICS) program through medical, burial,
transportation, and subsistence assistance.
