ESTABLISHING THE VIOLENCE AGAINST WOMEN AND CHILDREN’S (VAWC)

DESK OF BARANGAY #7 BARUYEN, BANGUI, ILOCOS NORTE.

WHEREAS, Republic Act 9710, otherwise known as the Magna Carta of Women, is a comprehensive
women’s human rights that seeks to eliminate discrimination against women by recognizing, protecting,
fulfilling and promoting the rights of Filipino women, especially those in the marginalized section; and
children cases are fully addresses

WHEREAS, Section 12D, Rule IV of the Rules and Regulations Implementing the Magna Carta of Women
provides for the establishment of the Violence against Women and Children (VAWC) desk in every
barangay to ensure that violence against women and children cases are fully addressed in a gender-
responsive manner;

WHEREAS, the Violence Against Women and Children (VAWC) desk shall be managed by a person
designated by the Punong Barangay, and it shall be situated within the premises of the Barangay Hall;

NOW THEREFORE, I EDNALYN T. RIGATES, Punong Barangay of Barangay Baruyen, Bangui, Ilocos
Norte, by virtue of the powers vested in me by law, do hereby order the following:

Section 1. COMPOSITION. Pursuant to Section 12D, Rule IV of the Rules and Regulations
Implementing the Magna Carta of Women, Kgwd. EVELYN G. JAUCIAN is hereby designated to manage
the Violence Against Women and Children (VAWC) desk Brgy. #7 Baruyen, Bangui, Ilocos Norte.

Section 2. FUNCTIONS. The VAWC desk shall perform the following functions:

1. Respond to gender-based violence cases brought to the barangay.

2. Record the number of gender-based violence handled by the barangay and submit report on all
cases of VAWC to the DILG Municipal Filed Office and the MSWDO.
3. Keep VAWC cases records confidential and secured, and ensure that only the authorized personnel
can access to it.
4. Assist victims of VAWC in securing the Barangay protection Order (BPO) and access necessary
services.
5. Develop the barangay’s gender-responsive plan in gender-based violence, including support
services, capacity building and referral services.
6. Coordinate with and refer to government agencies, non-government agencies (NGO’s), institutions,
and other providers necessary.
7. Address other forms or abuse committed against women especially senior citizens, women with
disabilities and other marginalized groups.
8. Lead advocacies on the elimination of VAWC in the community.
9. Foster the rights of every child.
10. Protect and assist children in need of special protection.
11. Monitor situational reports on children.
12. Take steps to prevent juvenile delinquency and assist parents of children with behavioral problems.
13. Perform other related functions as maybe assigned.

Section 3. EFFECTIVITY. This Executive Order shall take effect immediately.

ESTABLISHING THE GENDER AND DEVELOPMENT (GAD) FOCAL POINT

SYSTEM OF BARANGAY #7 BARUYEN, BANGUI, ILOCOS NORTE.

WHEREAS, the Philippine Commission on Women issued Memorandum Circular No. 2011-01 dated
October 21, 2011, containing the guidelines for the creation, strengthening and institutionalization of the
Gender and Development Focal Point System (GADFPS);

WHEREAS, Pursuant to Section 36 of Republic Act No. 9710, otherwise known as the Magna Carta of
Women (MCW), all government departments, including their attached agencies, offices, bureaus, state
universities and colleges, government –owned and –controlled corporations, local government units and all
other government instrumentalities shall adopt gender mainstreaming as a strategy to promote women’s
human rights and eliminate gender discrimination in their systems, structures, policies, programs ,
processes, and procedures;

WHEREAS, Section 37-C of the Implementing Rules and Regulations (IRR) of the MCW provides that all
concerned government agencies and instrumentalities mentioned above shall establish or strengthen their
GFPS or a similar GAD mechanism to catalyze and accelerate gender mainstreaming within the agency.

NOW THEREFORE, I EDNALYN T. RIGATES, Punong Barangay of Barangay Baruyen, Bangui, Ilocos
Norte, by virtue of the powers vested in me by law, do hereby order the following:

Section 2. FUNCTIONS. The VAWC desk shall perform the following functions:

1. Lead in mainstreaming gender perspective in agency/department policies, plans and

programs. In the process, they shall ensure the assessment of the gender-responsiveness of
systems, structures, policies, programs, processes, and procedures of the agency based on
the priority needs and concerns of constituencies and employees and the formulation of
recommendations including their implementation.
2. Assist in the formulation of new policies such as the GAD Code in advancing women’s
status.
3. Lead in setting up appropriate systems and mechanisms to ensure the generation,
processing, review and updating of sex-disaggregated data or GAD database to serve as
basis in performance-based gender responsive planning.
4. Coordinate efforts of different divisions, offices, units of the agency and advocate for
integration of GAD perspectives in all their systems and processes.
5. Lead in monitoring the effective implementation of GAD-related policies and the annual GAD Plans,
Programs, and Budget.

Section 3. EFFECTIVITY. This Executive Order shall take effect immediately.
