EXECUTIVE ORDER NO. 20 SERIES 2024

AN ORDER FOR THE ESTABLISHMENT OF THE BARANGAY REPRODUCTIVE HEALTH OFFICER (BRHO) DESK
AND DESIGNATION OF RESPONSIBLE PARENTHOOD AND REPRODUCTIVE HEALTH (RPRH) FOCAL
PERSON

WHEREAS, Republic Act 10354, otherwise known as the Responsible Parenthood and Reproductive
Health Act of 2012 seeks to integrate responsible parenthood and reproductive health care services, which
shall include, among others, the provision of a full range of family planning services, maternal health care,
and emergency obstetric and neonatal care, into established Service Delivery Networks (SDNs) or local
health referral systems;

WHEREAS, Section 5.26 of the Responsible Parenthood and Reproductive Health Act of 2012 states
that “All Facilities within the SDNs shall designate one of the skilled health professionals on duty as the
Reproductive Health Officer (RHO) of the day;

WHEREAS, the implementation of the priority strategies entails the mobilization and full
participation of the LGUs particularly in the delivery of the full range of family planning information and
services especially among the marginalized and underserved population;

WHEREAS, DILG MC No. 2019-100 dated July 8, 2019 provides guidelines for the designation of a
Barangay Health Officer to ensure the implementation of effective and comprehensive reproductive health
programs in the community;

NOW THEREFORE, I, TERESITA L. EMPIG, by the powers vested in me by law as the Punong
Barangay of Barangay No. 31 Centro-Baybay, Legazpi City do hereby order:

Section 1. Barangay Reproductive Health Officer (BRHO) Desk – A Barangay Reproductive Health
Officer Desk is hereby established in our barangay;

Section 2. Designation of RPRH Focal Person – A RPRH Focal Person is hereby designated in the
name of NELLY D. OBIDO;

Section 3. Duties and Functions of Barangay Health Reproductive Health Officer (BRHO) / RPRH
Focal Person – A BRHO/RPRH Focal Person shall perform the following duties and functions:

1. Assists in the conduct and implementation of programs, activities, and advocacies of the
Responsible Parenthood for Family Planning and Reproductive Health (RPRH) Program;
2. Assists in the conduct and implementa of programs, activities and advocacies of the
Adolescent Health and Development (AHD) Programs;
3. Assists in the Demand Generation activities for both the FP and AHD Programs through
grassroot information dissemination;
 4. Refers/cause the referral of would-be-acceptors and/or clients to appropriate RH service
providers and assists in the monitoring of these clients;
5. Assists in data gathering, updating, and maintenance of identified population and health-
related database of the barangay; and
6. Assists in report preparation and submission to concerned agencies and/or partners.

Section 4. Effectivity. This order shall take effect immediately.
