1. Purpose
This method statement of potable water network defines the installation and testing as

per specifications, procedures, and HSE requirements. This method statement specifies

the technical requirements to be followed and also acts as a reference to clearly establish

defined standards for work assessment.

Moreover, this document shall provide guidelines to check that specified materials are

installed and agreed procedures are implemented during the execution of work.

2. Scope
2.1. Objective

This scheme is based on the IFC drawings of the potable water and firefighting

networks system. The main reference specifications are the British standard, American

standard and local Saudi standard. The manpower, equipment and materials are

obtained by comprehensive analysis based on the summary of local construction

experience in Saudi Arabia.

The purpose of this method statement is to outline the method of storage, handling and

installation of HDPE, DI underground piping for the completion of the project in


conformance with the drawings, specifications, and engineering standards. A general

procedure is included for all mechanical installation works on sites.

5. Definition
The work includes site clearance, excavation, backfilling and compaction of trench,

installation of HDPE pipe, DI pipe and relevant pipe fittings, connection to the existing

lines, set warning tape, value chamber construction, installation of fire hydrants, house

connection.

Ensure that drawings used for installation are the latest revision approved & all material

has been inspected by the consultant. Discuss method statement/risk assessment with

all concerned parties. Installation area is to be free from storage items or debris. The

work place shall be clean and safe to proceed with the installation.

6.2. Material and Approvals

The Installation of permanent materials shall proceed only after the approval by the

Consultant engineer. Material shall be brought to site along with proper documents such

as delivery note and test certificate. Material to be supplied to site as per site

requirement. The Material Inspection Request (MIR) shall be submitted to Engineer for

approval upon receiving the materials at Site. It shall be in accordance with

Specification. All the received materials and approved materials shall be in compliance

with approved material submittal. Material shall be handle/store as per manufacturer

recommendations.

7. Detailed Construction Sequence


7.1. Preparation of Work

Check and ensure all drawings used for installation are approved for construction.

Necessary approval has been obtained for the earthworks and material to be used. All

materials must be approved prior to work start. The excavation shall be as per the exact
coordinates of approved shop drawings. The workplace shall be clean and safe to

proceed.
7.2. Surveying and Pipeline Axis Setting Out

With reference to the drawings, the central benchmark of the pipeline will be set by

GPS surveying; the locations of bends, fire hydrants and valve chambers are marked

and staked with GPS and level according to benchmarks. The central axis of the pipeline

in a portion of a straight line is marked with lime. Where obstacles are found above or

underground within the site, they shall be marked and removed or be provided with

protection measures while setting out.

All potable water pipelines shall be laid accurately to the lines, and levels gradients

shown on the approved drawings.

All instruments which are being used in the mentioned activity will have a valid

calibration. Only the instruments and equipment acquired the calibration then we can

start use it.


7.3. Excavation and Trenching

 Excavation and Trenching will be done in accordance with detail drawings. Trench

excavation is mainly mechanical excavation assisted by manual. Mechanical

excavation is carried out with excavators. We will determine the form of excavation

according to the geological survey report.

 The area that shall be excavated needs to be barricaded and all safety warnings
shall be provided as required by the Safety Engineer. The equipment that shall be

used for excavation must be on/in a stable area. The required safety personnel shall

be present at site during excavation.

 Excavation shall be carried out to the lines and levels as shown on the drawings.

Lines, levels and profiles shall be measured by optical instruments, which are

regularly checked for accuracy.

 Trenches shall be made as narrow as practicable or to the minimum widths

specified but shall nevertheless provide sufficient room for the safe laying, jointing,

and testing of pipework and utilities. The bottom of the excavation shall be always

kept dry and free from water.

 Location of fire hydrants and valve chambers shall be prepared in the same

procedure as above. Sufficient workspace shall be considered.

 Materials which comply with the definition of a cohesive material, or contains

scrap and rubbish including builders work debris, or arising from escarpment

cleaning, or contains particle sizes greater than 100 mm shall be placed in spoil

areas.

 Material defined as hazardous shall be removed from the site and taken to an

authorized and disposed in accordance with local regulations concerning the

disposal of hazardous wastes.

Earth excavated is laid 2.0m away from the top line of the slope. To avoid trench

collapse after excavation and delaying the work progress, pipe installation is executed

immediately after excavation for trench.

The specific excavation width is shown in the section.

After excavations have been completed to the design level and, the trench formation

compacted 95% of Maximum Dry Density in accordance with standard details of IFC,

the Contractor shall issue a formal notice to the Engineer that the trench formation is

ready between designated points for inspection.


7.4. Bedding

 In bedding granular material shall be used below and above the pipes. The back fill

material shall be free of stones. The bedding material should be red sand paving

150mm in soil.

 Depth of bedding material below the bottom of pipes shall not be less than one

quarter the diameter of the pipe for the entire length of the pipe.

 Bedding to be shaped to fit around pipe joint protrusions, manholes or hand holds.
7.5. Pipe Installation

 The pipes shall be installed in accordance with Project Specification and as per

approved shop drawings.

 The HDPE/DI Pipes and Fitting shall be as per Material Submittal approved by

Engineer.

 All primary potable piping shall be buried to the depths as shown on the approved

drawings.

 Verify location and elevation of all underground utility lines prior to starting trench

excavation work.

 The work shall comply with all aspects of local AR Riyadh or Kingdom of Saudi

Arabia safety standards.

 The pipes being installed shall be approved through MIR prior to installation.

 The Level of the pipe would be as per the approved shop drawing and survey report.

 The Joints for HPDE Pipes shall heat or electric fusion and the valves connection

shall be as per specifications and approved drawing.

 Setting out of fire hydrants and valves chambers shall be done as per the approved

shop drawings, excavation will be carried out along with the pipeline trenches.

 Install the valves along with pipeline to the approved invert level, with concrete

support.

 Protective polyethylene sleeves shall be used with all DI pipes and fittings to be
installed in buried condition and shall be in accordance with BS 6076 or DIN EN

14628 or AWWA C105. The minimum nominal thickness of the sleeve shall be

0.010 inch (250 microns) with a maximum minus tolerance of 10%.

 Once the pipe fittings and valves are installed it shall be ensured that the area is

ready for inspection prior to the pressure test by Engineer.

 The QC personnel shall inspect prior to inspection by QC Engineer.

 It shall be ensured that all the pipe and joints are visible with clean bedding area

free of any debris.

7.6. Connection of HDPE Pipe

The pipe joining is a process in which two ends of the pipes to be heated and welded

by using a butt welding machine or a electric fusion machine.

Main steps of heat fusion connection:

 Clean the clamp and align the pipe ends to be joined.

 Face the pipe ends to establish clean, parallel surfaces and perpendicular to the

center line.

 Align the pipe interfaces.

 Melt the pipe interfaces.

 Join the two pipe ends together by applying the proper fusion force.

 Hold under pressure until the joint is cool.

Main steps of electric fusion connection:

 Scrape off the oxide layer at the welding joint of the pipe.

 Connect the two pipe ends by using HDPE coupling

 Melt the pipe interfaces by using electric fusion machine

 Hold until the joint is cool.

7.7. Pipe Testing Procedure

 The Hydro-test shall be in accordance with Project Specifications & Manufactures

recommendations.

 All trenches with pipe installed shall be immediately backfilled with preliminary

bedding and backfill sufficient to prevent arching or slipping under pressure, but,

all joints, fittings and connections are to remain exposed until successful

completion of hydrostatic testing.


 The higher end is provided with the Air Release Valve and the lower end with the

test plug and the pressure gauge with valve accessories for test. All the pressure

gauges and measuring instrument shall be calibrated.

 The Water is filled from the lower end to the higher end to the pumps limiting the

flow rate. Removal of the air from the main is essential. Check for the functioning

of the air valves, check the valves at the base of the air valve is open use the wash

out valves to check the progressive arrival of water.

 During testing the pipes, joints and all accessories installed shall be carefully

examined for any possible leakage.

 Pressure gauges shall be dual reading in bar and PSI units. Calibration shall be such

that accurate determination of potential pressure loss can be ascertained.

 After the main pipeline has been completely filled, the pressure shall be steadily

and gradually increased until the specified test pressure has been reached. Pressure

test shall be made at 1.5 times of the normal working pressure. Duration of pressure

and leakage tests shall be 2 hours. Allowable leakage is 0.02 liter/mm diameter/km

length/day/10 m of applied pressure.

 The water should be gradually discharged after the completion of the Hydro-Test

and ARV should be open position allowing the air to release and the end caps &

other accessories should be securely dismantled, cleaned and ready for the use of

next test.
7.8. Anchor Thrust Blocks

Anchor thrust blocks shall be made in accordance with Project Specification and as per

approved shop drawings. Anchor and thrust blocks shall be provided at all tees, bends,

valves and hydrants. The concrete shall be made with type V cement, manufacturer

recommendations shall be take in consideration. Thrust blocks should be cast in-site

before hydro testing.

7.9. Fire Hydrant

 Wet-Barrel Fire Hydrants shall be in accordance with AWWA C503, one DN 100

and two DN 65 outlets, DN 150 threaded or flanged inlet, and base section with

DN 150 mechanical-joint inlet. Interior and exterior coating to be 180 microns

(minimum) fusion bonded epoxy. Hydrant shall have 16 bars minimum working

pressure design.

 Outlet two 65 mm male thread to BS336 fire couplings for hose connection and

one 100 mm male thread outlet to BS336 fire coupling for pumper connection used

by local fire department. Include cast-iron caps with steel chains.

 Each hydrant shall be equipped with, a buried gate valve with a surface box and

extension tube, and a horizontal ductile iron pipe connected to the main pipe. All

the above-mentioned accessories with all mechanical components needed for

installation as indicated on drawing.

 Set each hydrant on a slab of stone or concrete not less than 100 mm thick and 375

mm square. The service line to the hydrant, between the tee and the shoe of the

hydrant, shall be fully restrained. Set bases in not less than 0.4 cubic meter of

crushed rock or gravel placed entirely below hydrant drainage device.

 Clean interiors of hydrants of all foreign matter.


7.9.1. Steel Bollards

 Each fire hydrants have 4 steel bollards 150mm diameter (Ref: Standard details of
Potable water) shall be required to protect the fire hydrant against traffic.

 Steel bollards shall be constructed according to approved shop drawing.

 Installation of Steel bollards & its excavation at presence of surveyor and approved

drawing. After excavation, compaction by plate compactor and compaction

formation level should be 95%. Install the steel bollards and make sure its straight

at 90-degree angle from surface. Then start layer by layer back filling with

complete compaction.

 Paint guard posts (Red and White 3mm thick paint) or as per Saudi standard

specifications to match the fire hydrant.

7.10. Valve Construction

The Valve Construction shall be in accordance with Project Specifications

Locate valves for easy access and provide separate support where necessary. Install

valves in horizontal piping with stem at or above the center of the pipe.

 Install valves in a position to allow full stem movement.

 Flanged Connections: Align flange surfaces parallel. Assemble joints by

sequencing bolt tightening to make initial contact of flanges and gaskets as flat and

parallel as possible. Tighten bolts gradually and uniformly using a torque wrench.

 Install buried gate valve on concrete support.


 Extension spindles for gate valves: Spindles are to have cast iron or malleable iron

cap and coupling, to BS EN 1561 grade 12 and BS EN 1562 respectively, on both

sides of extension.

 Protection tubes: Either PVC-U. Shape, sizes and other constructional details are

to be to manufacturer's standards and/or as shown on the Drawings. Tubes are to

have caps circling extension spindles.

 Surface boxes shall be installed at level of the road Asphalt.

 Wrap buried valves, flanged joints, mechanical joints, flanged pipe spools with

thrust collars, and adapters with polyethylene material, complete the wrap prior to

placing concrete anchor blocks. Repair polyethylene material damaged during

construction.
7.11. Valve Chamber Construction

 The Valve Chamber Construction shall be in accordance with Project

Specifications and approved shop drawings.

 Valve chamber shall be cast-in-situ Reinforced concrete valve chamber of

dimensions and depths as indicated on Drawings (Reference 00103-PSN-ZZZ-

IUG-DWG-CP-080010).

 The Valve Chamber formation compacted 95% of Maximum Dry Density in

accordance with standard details of IFC.

 The Contractor shall issue a formal notice to the Engineer for the inspection of

Compaction, blinding, reinforcement, formwork and concrete pouring.

 All dirt, chips, sawdust, nails, and other foreign materials shall be completely

removed from forms before any concrete is deposited therein. Forms previously

used shall be thoroughly cleaned of all dirt, mortar, and foreign material before

being reused. Before concrete is placed in forms, all inside surfaces of the forms

shall be thoroughly coated with commercial quality form oil or other equivalent
coating which will permit the ready release of the forms and will not discolor the

concrete. Forms may be removed at the convenience of the Contractor and with

the prior approval of the Engineer after the Concrete has hardened. The concrete

surfaces exposed by removing forms shall be protected from damage.

7.12. Backfilling and compaction

Backfilling shall be done immediately after finishing pipe installation and testing.

Provide warning tape located at 300 mm above the top of the pipe in all trenches.

Trench Backfilling (Within the Pipe Zone): Trench backfills shall contain no rocks or

stones larger than 50 mm in the greatest dimension and shall be free of vegetation, trash,

chunks of highly plastic clay, or other unsatisfactory- material. Backfill Material shall

be compacted to not less than 95% of MDD.

Trench backfilling consists of two procedures: a) Backfilling prior to test. The trench

shall be hand tamped and backfilled with part of sand above the pipe and leave the pipe

joints clean. The gap between the bottom of the pipe and the trench bottom must be

tamped and no backfilling is allowed within 0.3m on each side of the connection for

further test observation. b) Massive backfilling after the pipe is approved qualified with

test. Backfilling is executed on both sides of the pipe simultaneously and the soil shall

be compacted layer by layer.


7.13. Warning Tape
Blue color warning tape with black text in Arabic and English as “CAUTION: BURIED

POTABLE WATER LINE BELOW” for water mains, etc. Warning tape shall be laid

300 mm above the pipeline, the text on the tape shall be permanent ink bounded to resist

prolonged chemical attack by corrosive acids and alkaline with message repeated at a

maximum interval of two meters.

8. Quality Requirements and Control


8.1. Materials

a- Warning Tape

 For all potable water mains, the tape shall be blue in color,

 Tape shall be printed in Arabic and English alternately with the words

"CAUTION: BURIED WATER LINE BELOW" for potable water.

 Tape shall be 300 mm in width, 100 microns nominal thickness and obtained

from an approved supplier.

b- Ductile iron pipe and Accessories

 Ductile iron pipe for water shall be C-Class to BS EN 545 or equivalent unless

otherwise indicated in the Bill of Quantities or the Drawings and shall be suitable

for an allowable operating pressure (PFA) of [16] or [25] bars. Ductile ion pipes

could also be to AWWA C151 pressure class 350.Refer to the Potable Water
(Section 33 10 00) Clause 2.2.1 / A.

 Flanges shall conform to BS EN 1092-2 or BS ISO 2531 or equivalent

 Rubber gasket shall be to BS EN 545 or ISO 4633 or AWWA C111 or

equivalent. Refer to the Potable Water (Section 33 10 00) Clause 2.2.1 / E.

c- High Density Polyethylene Pipe (HDPE) And Accessories

 The ends of each pipe shall be plain and suitable for heat fusion. Pipe and fittings

shall be class minimum or 16 bars. Refer to the Potable Water (Section 33 10 00)

Clause 2.2.2 / A.

d- Joints for pipes and fittings shall be by heat fusion and in strict accordance with

pipe manufactures recommendations. Cooperation Meanwhile recruit recruite

e- Frames and Covers.

 BS EN 124 or ASTM A 536, Grade 40, 60 or 90 ductile-iron castings depending

on location. Include 610 mm ID by 178 to 225 mm riser with 100-mm minimum

width flange, and 660 mm diameter cover. Refer to the Specification for Valves

and Hydrants for water Utility service (331419) Clause 2.9 / 6.

 Covers shall be machine seated, epoxy coated, non-rocking and watertight.

 Frame: for roadways Class D400 heavy duty non-rock type for wheel loads up to

11.5 tons. Minimum test load 400 kN. Refer to the Specification for Valves and

Hydrants for water Utility service (331419) Clause 2.9 / B

f- Fire Hydrants, Flange, Bends, Elbows, Reducers, Tees and Couplings

 Wet-Barrel Fire Hydrants: AWWA C503, one DN 100 and two DN 65 outlets,

DN 150 threaded or flanged inlet, and base section with DN 150 mechanical-joint

 All bends, elbows, reducers and tees for buried pipes shall be from the same pipe

 Bends, elbows, reducers and tees to be installed inside valve chambers shall be

 Couplings: The nuts, bolts and washers shall be stainless steel 316.coating shall

be factory applied non toxic fusion bonded epoxy powder or a Nylon based

polyamide 11 coating system with normal dry film thickness (DFT) of 300

microns and minimum DFT of 250 microns.

g- Air Valve

 Air valves shall comply to AWWA C512 specifications or equivalent.

 Air valves shall be suitable for the system maximum working pressures. Valves

shall be tested for leak tightness in steps of 200 KN/M2 up to the maximum

working pressures.

h- Gate Valve

 High-Pressure, Resilient-Seated Gate Valves: BS 5163, or AWWA C509,

ductile-iron body and bonnet; with bronze or ductile-iron gate, resilient seats,

bronze stem, and stem nut.

 Minimum Working Pressure: 10 bars or16 bars.

 Interior and exterior Coating: To be 300 microns fusion bonded epoxy coating.

 Extension spindles for gate valves: steel to BS 2470 - M12, hot dip galvanized to

BS 1387, size 18 x 18 mm for valves up to 200 mm diameter and 24 x 24 mm for

 Boxes are to be of grade A for heavy traffic or equivalent to D400 from BS EN

124 or grade B – for medium duty traffic.

i- Butterfly Valve

8.2. Quality Control Inspection and Testing

a- Excavation and Formation compaction

 The excavation shall be carried to the elevations shown on the Drawings.

 Excavation for Mechanical Utility Structures: Excavate to elevations and dimensions

indicated within a tolerance of plus or minus (25 mm).

 Formation levels shall be the true levels and compacted to at least 90% density, in

accordance with ASTM D1557 or ASTM D2049.Refer to Earthwork specification

Section 31 23 16.13 Clause 3.1 (A).

b- Bedding and warning Tape

 Compaction of bedding shall be with 90 percent of the modified Proctor (ASTM

D-1557) maximum dry density.

 Install warning tape directly above utilities, (300 mm) below finished grade,

except (150 mm) below subgrade under pavements and slabs.

c- Pipe and valve Installation Jointing and testing

 Air valves shall be installed at high points in pipe work to fulfill three functions.

 Air Valves shall be tested for leak tightness in steps of 200 KN/M2 up to the

maximum working pressures and shall in addition be tested for mechanical

strength at 1.5 time maximum working pressure. Refer to the Specification for

Potable Water (Section 33 10 00) Clause 2.5 / C.

 Gate Valve Minimum Working Pressure: 10 bar or 16 bars. Refer to the

Specification for Valves and Hydrants for water Utility service (331419) Clause

2.1 / 1 / B.

 Butterfly Valve: Minimum Working Pressure: 16 bars.Ref: Specification for

Potable Water (Section 33 10 00) Clause 2.5 / C

 Fittings and joints: Permanently anchor fittings before testing and leave all joints
exposed for checking.

 Maintain test pressure for specified test duration with pumping stopped.

 Test pressure shall be 1.5 times the maximum sustained pressure. Refer to the

Specification for Potable Water (Section 33 10 00) Clause 3.12 / D / D9.

 Test period shall be 2 hours and allowable leakage 0.02 liter/mm diameter/km

length/day/10 m of applied pressure. Refer to the Specification for Potable Water

(Section 33 10 00) Clause 3.12 / D / D10 / D11.

d- Fire Hydrant Installation and Testing

 Hydrant shall have 16 bars minimum working pressure design.Ref: Specification

for Potable Water (Section 33 10 00) Clause 2.3 / D.

 Mechanical test, hydrostatic test, leakage test; as per AWWA C503 Section 5.

The duration of the leakage test is one minute after all air has been exhausted.

e- Formwork, Rebar and Concrete Pouring

 The formwork shall be inspected by the Engineer after assembly on the work area

and immediately before concreting.

 All reinforcement shall be free from dirt, mill scale, scaly rust, paint, grease, oil

or other foreign substances.

 The correct cover to reinforcement on all exposed faces of concrete shall be

maintained by using proprietary spacers.

 All ready-mix concrete are delivered to the site with a batch ticket listing the

following:

 - Name and address of the Central Plant.

 - Serial number of the ticket and date.

 - Truck number.

 - Class and/or strength of concrete.

 - Cement content of the mix.

 - Loading time.
 - Slump

 - Any other relevant information.

 Concrete delivered at a temperature not less than 10°C not greater than 32°C.

Refer to the Cast In-Place Concrete section 033000 Clause 2.3 / 7 / C.

 Slump of concrete with admixture shall be in the range of 160mm to 200mm with

minimum or as per approved mix design. Refer to the Cast In-Place Concrete

section 033000 Clause 2.1.3 / G.

 At least six specimens shall be prepared per sample. Three of these shall be tested

at 7 days and three at 28 days. Refer to the Cast In-Place Concrete section

033000 Clause 2.3 / 6 / B.

 In order to allow satisfactory vibration, the concrete shall be placed in horizontal

layers, no thicker than 50cm.

 The free-drop height of concrete shall be not greater than 1.5m and the method of

placing shall suit the conditions and prevent segregation.

f- Backfill and Compaction for every layer

 The backfill shall be placed in uniform layers and each layer of material being

compacted shall have the best practical uniform moisture content.

 In area roadways, sidewalks and parking top 1m Backfill shall be compacted to

not less than 95% of maximum dry density complying with ASTM D1557 or

ASTM D2049 Ref: Earthwork specification Section 31 23 16.13 Clause 3.3.

 Trenches in Non-Paved 300mm kayers properly compacted to a minimum

density of 90% of the maximum dry density complying with ASTM D1577 or

ASTM D2049, Ref: Earthwork specification Section 31 23 16.13 Clause 3.3.

9. Safety Precautions
9.1. General Policy

It is the general policy of CHEC to provide all employees, subcontractors and any other

persons with reason to attend our working place the following:

 Safe access to and from the working place;

 A safe place to work;

 A safe system of work.

All CHEC staff involved in field work should constantly remind themselves of these

requirements and be aware that each of them has a role to play in bringing this about

by the correct mental approach. In particular, the following should be given careful

consideration:

 Maintain good housekeeping;

 Teamwork is essential; be aware of the activities of others;

 Adhere to safe working practices;

 Work in pairs whenever possible;

 Whilst working be aware of where your colleagues are working;

 Plan and practice your escape routes and emergency procedures regularly;
9.2. Induction

Personnel on site shall undergo an initial site HSE induction from Contractor. Before

entry to the working areas are gained, this shall be site specific and details the hazards

most likely present within the site, the emergency procedures, and site-specific

restrictions.
9.3. Personal Protective Equipment

Appropriate PPE shall always be worn by personnel when on site and involved in

survey operations. This will include, but not be limited to, coveralls, safety helmet,

safety boots, and gloves if handling wire or equipment. Other items of PPE shall be

worn as applicable.
9.4. Environment Protection

 During surface clearance CHEC shall dispose vegetation and relevant rubbish to

proper locations.

 Upon slurry incurred during foundation excavation works, if not suitable for

backfilling CHEC shall dispose to proper locations.

 During concrete casting CHEC shall strictly control the remaining concrete

treatment and dump it into proper locations.

 CHEC shall checkup all machinery equipment on a daily basis to avoid oil

contamination.
