SUBJECT: USE OF CIVILIAN CONTRACTED AffiCRAFT FLYING INTO SARATEVQ


I wish to bring to your attention two proposals to introduce further civilian contracted aircraft into the
<:;arajevo airlift in case you foresee any difficulties.

First, UNHCR propose to lease an Ilyushin 76 (TD) aircraft to increase the capacity of the Sarajevo
airlift. This large cargo aircraft wi11 assist with our proposed winterization programme. The aircraft and
crews will come from the CIS, being ex-military and similar to the crews that already operate for
UNPROFOR. We would like to operate this aircraft from mid October for an initial period of one
month.

Secondly, we have had a request from AmeriCares who are proposing to operate either a C 130 or AN26
into Sarajevo. You will see from our reply (without attachments) to their letter that we have stressed
the importance of your role in ensuring the security and functioning of Sarajevo Airport. Again I would
be grateful for your response to this proposal or any comment that you may have regarding this NGO
request.

Dear Mr. Hannah,

1. Thank you for your generous offer to provide humanitarian assistance to the people of
Bosnia and Herzegovina. The following information is provided further to our letter of 17
September 1993 from the Special Envoy for former Yugoslavia.

2. Dubrave airport, TUZLA is of high interest to UNHCR and we are currently waiting _:.
response from UNPROFOR on the status of its opening. Several issues such as negotiated_<:.: .
safe air corridors and overflight tights remain unresolved as well as the physical opening of ·--~
the airfield. Until such time as UNPROFOR ensures safe -operations into and out of
Dubrave, airlift operations in and around TUZLA airfield can not be considered feasible due
to the probable negative impact on current ·SARAJEVO operations that any incident involving
any type of humanitarian airlift aircraft throughout the former Yugoslavia would have.

3. Your offer to operate an aircraft on a regular basis to SARAJEVO is most welcome.


This will provide a much needed increase in the airlift capacity. UNHCR is requesting a

statement from UNPROFOR ensuring safety of airlift operations into and out of SARAJEVO
considering the addition of a contracted commercial carrier. Addition of any aircraft to our
current SARAJEVO airlift operations is contingent upon favorable UNPROFOR
endorsement. We are also requesting UNPROFOR identify any special aircraft configuration
a carrier you contract must satisfy in order to safely operate around the SARAJEVO
aerodrome. The operation of the aircraft should obey the following conditions.

a. Aircraft Operation - The aircraft must be operated under the guidance and control
of UNHCR. UNHCR Airlift Operations Cell, Geneva, (A0CG) will be the central
point of contact for flight scheduling. The aircraft may be based at any location.
However, to satisfy continuity of operations and security considerations, all operations
into or out of SARAJEVO must include a directly pre- and post operational stop at
FALCONARA (ANCONA), ZAGREB or SPLIT for cargo loading/unloading,
passenger embarkation/disembarkation and appropriate inspections. Additionally, all
aircraft operations must be in accordance with current Special Instruction (SPINS)
(see attachment 1). All aircrew must receive an operational briefing in
FALCONARA before their initial flight into SARAJEVO.

b. Airqraft Equipment - Aircraft must be equipped with a functional TACAN due to


the extremely limited radio aids to navigation existing at SARAJEVO aerodrome.
For cargo operations, the aircraft should arrive suitably equipped to accept standard
108 x 108 inch military pallets. Roller floor and side guidance system must be
adjustable to easily accept these pallets. As there may be some requirement for
vehicular items, or items too large for a single pallet, the aircraft should also be
equipped with heavy duty chains and strops. An aircraft tow bar should also be made
available. Arrangements must be made with the contracting organization to ensure-·,--·, ::::~,--
that the crew will cooperate to carry some items that may require the removal of · -~~ ··---
some sections or all of the roller system. A small pallet truck is usually carried on
the aircraft. If any agreement is con~luded that allows passengers to be carried, life
jackets must be made available. The aircraft must carry UNHCR markings in large
blue letters painted on each side. Large 11 UNHCR 11 stickers are available, if desired,
through UNHCR ANCONA.

c. Medical Evacuation CMEDEVAC) - AU MEDEVAC operations will be conducted


in accordance with current UNHCR/IOM policy and procedures as specified by the
ZAGREB UNHCR/IOM MEDEV AC coordinators.

d. Caria cwerations - All cargo operations will be in accordance with current


UNHCR procedures. Cargo will only be on-loaded aircraft at designated UNHCR
air cargo sites by designated loading crews. If cargo operations are anticipated,
donation of sufficient personnel to properly augment current loading teams will be
expected to account for the increased workload caused by an addition cargo carrying
capability. There will be no movement of specifically earmarked items/shipments.
All cargo will be processed in accordance with current procedures requirint:
donation to UNHCR of any cargo to be moved with the possibility of limited
recoupment upon receipt at SARAJEVO.

e. Passengers - Any passengers carried will only be permitted to travel provided


they meet the requirements laid down in the 11 UNHCR Policy Guidelines for
Movement into and out of SARAJEVO by Air 11 (see attachment 2). It is realized
that certain restriction on passenger movement, imposed by sponsoring nations, would
not apply to a contracted carrier. In the event a contracted carrier is added to the
airlift, UNHCR policy guidelines will be appropriately modified, howeverJ all

passenger movement authorization will remain under the auspices of the UNHCR
AOCG.

f . Documentation · All cargo and passengers will be documented in accordance with


current UNHCR regulations.

g. SARAJEVO Off-loadin~ - If the aircraft is configured similar to current airlift


assets, there should be no immediate problems with cargo handling at the airfield.
The aircraft must be configured and loaded with standard palletized loads as much as
possible to allow for a maximum ground turn-round time of 25 minutes at
SARAJEVO due to security considerations.

h. UNHCR AOCG retains the responsibility to intem1pt/suspend airlift


operations in coordination with JAOC ANCONA at any time deemed appropriate
in consideration of existing conditions.

I have consulted Mr. Peters of UNHCR concerning the


request contained in Amb. Sacirbey's letter. Mr. Peters
contacted Geneva and obtained information indicating that a
reply has been sent to'Amb. Saeirbey on lJ ot September (a
copy of UNHCR's reply will be made available to DHA tomorrow
morning). Mr. Peters explained that tJNHCR is not in a
position to respond favourably to the request. Apparently, _
the satellite communications equipment is very big in size.•,::: ~::
and would definitely give rise to objections by the Serb~~ -- ~ -
Sarajevo is in the middle of Serb-controlled area. security --
considerations preclude UNHCR from transporting
communioationa equipment of this nature to Sarajevo at this
time. UNHCR suggests that perhaps the troop contributing
countries participating in the air-lift operation could be
approached directly with regard to this matter. UNHCR
doubts that any of the participating countries would be
prepared to take responsibility in the prevailing

The meeting would concern my government's request of United Nations
assistance in delivering to Sarajevo a satellite communications system. This request was
originally made on September l, 1993 to the UNHCR Head of Special Operations in
Geneva. This request was repeated on September 8, 1993. F.nclosed, please find a copy
of the original request.

Dear Sir.

•I would like to ask for your kind assistanc.e in transporting a satellite telephone
exchange system to Sarajevo during the first haJf of September, 1993. The technologicaJ
equipment necessary for such a system has been obtained and is waiting for transport.
This system i.s of vital imponance to the citizens of Sarajevo who have been cut
off from the outside world for fourteen months., This system also is vital in tenns of the _., ""~-
humanitarian relief programs initiated within the past year. Wich a functioning and .__ :~·•."
reliable communications link to humanitari~n agencies and the outside world in seneral, · ·--~
the dire situation in Sarajevo ~uld be alleviated. _
This communications link is also -vital because of the role of telecommunic.ations
in familial relationships. Families in Sarajevo have been virrually unable to contact their
relatives abroad and members of families abroad have no way of communicating with
those in.side of Sarajevo. A working communications system would help improve the
psychological tensions and poor morale shared by most of Sarajevo•s inhabitants. It
would also help improve the govemmentaJ and non-govern.mental operations taking place
in the city. Educational benefit.s would be enhanced as scientific and other programs
could be reinstated. The Media would also sreat!y benefit from the establishment of
durable communications lines.

• We ask for your prompt reply and assistance in regards to this extremely urgent
matter.

1. UNPROFOR Force Engineers have confirmed that the runways,
taxiways and apron at Dubrav~ airport in Tuzla are still
serviceable. However, power, lighting, radar, fuel and other
supporting services are not available. As a result, due to the
iack of any navigation resources, deteriorating weather conditions
and the necessity to fly under visual flight rules ( VFR), the
success of Americares'proposed mission would be remote.
2. Neither UNHCR nor UNPROFOR can in any way support Alnericares'
proposal to fly in to Tuzla at its own risk. Apart from the real
possibility of dangerous incidents occurring (the runway at Tuzla
airfield was shelled yesterday), responsibility for all security
aspects must remain with UNPROFOR.

3. UNHCR have indicated that, given the sensi ti vi ty ot any


airport operations within Bosnia, they do not feel that the
'civilian option' for running the airport is appropriate. we fully
share this view. It should also be noted that Dubrave was a
military airport before the war and, as such, the possible use of
its former personnel must be excluded. Furthermore, the Serb
authorities have stated that they would have no objection to the
airport being opened, provided that it was under UNPROFOR control.
In this regard, we understand that the United States' government
oft'ered its assistance to UNPROFOR for the opening of Sarajevo
airport and could, perhaps, be approached tor the fifty sp~cialists
required to operate Dubrave. : Another option could be to form a
team rrom various contributing governments.

4. Both UNHCR and UNPROFOR fully recogni2e and support the need
to open Oubrave airport. However, the target date given by UNHCR,
1 October I was p:recisely that - a target date. Presently, UNPROFOR
does not have the resources to open the airport but, with the
deployment of the Nordic battalion in Tuzla sometime in October, ~e

seeking the extension of the diplomatic clearance for the RFAs
"Resource Sir Percivale" anchored at Split. The present

clearance is due to expire on 30 September.

As in the past, it would be a p~reciated i f UNPROFOR as a


matter of urgency could seek an ext~nsion of the diplomatic

clearance for the RFAs for another three months until 31


December. Please note that the RFA "Sir Percivale" will be

relieved by the RFA "Sir Geraint" oh 29 October . .i.ccordingly,

1. With reference to your C 496 to the SRSG, I sh:n...-~"'""'__,.......,.;.;:.,;;;;;_~
that the flow of visitors to Sarajevo has to be kept to the
minimum. The Force commander can always express his inability to
provide ~ssistance to visitors for reasons of overall security or
the operational capabilities of UNPROFOR. DPKO already
discourages many visits on its own and is forwarding for your
approval only those requests (usually from high-ranking
delegations) which merit your attention.

2. This having been said, we would appreciate UNPROFOR's


assistance for those visits which are part of the overall
political process either in terms of the immediate negotiations
or in the context of political and financial support for
UNPROFOR.

3. As to the procedures to be followed, we have already sent a


Note Verbals to all P.ermanent Missions earlier this year
requesting that any visits be notified well in advance.
Unfortunately, in relation to certain high-level visits, these
ground rules are not always practicable. such visits will have to
continue to be facilitated on a case-by-case basis. It is, of

I should like to refer to your letter dated 12 August


199J concerning an offer by your Government to participate
in the medical evacuation of civilian casualties from
SBr:!ljlWn.

The United Natiohs Protection Force (UNPROFOR) and the


Office of the High Copunissioner for Refugees (UNlICR) in
Zagreb have carefully: studied the proposal. While they
wglcom~ th@ offor in p~inoiple, they have ~xpressed the
vi~w thAt thgir pre~~ht arrangam~nt~, as well as security
r.nn~tcteration~, would not make i t possible to accept the
nffer in ita ~rQSGnt rorm.
UNHCR advi~~~ us ' that its arrangomontR for tha
evacuation of civilians from Sarajevo to Split and Ancona
are satisfactory. '

Both UNHCR and UNPROFOR welcome in principle the offer of Americates to


provide relief for the incrculngly desperate population of Tuzla. However, in view of past
experk:nce with thia organization, UNHCR would Ii.kc to have a detailed listing of what
exactly Amerlcares would bring in order to first cleat it with the WHO, They also feel that
AmerlcarcH may wish to consider whether coordination wilh ex.Isling airlift operation:s and
the need for cargo lniipcctions might be more cost-effectively carried out by their aircraft at
Ancona or Split.

With regard to the use of Dubravc airport at Tuita, UNHCR continues to seek the
earliest possib1e openJng of an alrlift and have recently proposed a target date for its u~ of
1 October 1993. This will of course be contingent on the deployment of the necessary
UNPROFOR ground uoops and the a8'urances of secutity for the aircraft by the warring
factions. As yet1 no agreement ha., been given by the Bosnian Serb forces f'or the use of
Tuzla airport for humanitarian purposes and the airfield is atill regularly shelled and fired
upon by Serb l\tt11lery positions, In addition, any ag~ment with the Serbs would probably
ha-ve to include an inspection of the planes In Tuzla by Serb representatives and a fair
distribution of the relief supplies between the communities, under the umbrella of UNHCR.

2. AMERICARES PROPOSAL TO PERFORM MEDICAL EVACUATIONS


Please refer to your MSC 1633 of 25 August on the above,

Considerina your MSC 1692 of 3 September, we wou1d suuest that UNHCR be


approached(() comment on the Americares's proposal to petform medical evacuations out of
Bosnia Hc«:egovlna. We auume that UNHCR's position will remain the same, i.,e. that
medical evacuations to third countries have to meet the UNHCR criteria, keeping in nund
that UNHCR's posirion ls to support the medical infrastructure in situ, and permit treatment
as close to the patient's home as possible.

Frankfurt which are part of the humanitarian airlift. They have


been advised to inform UNPROFOR ditectly of their exact time of

provide the team with accommodation.

Whila UNHCR welcomes the offer of a Turkish aircraft
for medical evacuations from Sarajevo, it is felt that the
present circumstances, particularly with regard to the security
of the aircraft in Bosnia-Herzegovina, do not allow for this
offer to be accepted at this time.
However, if the Turkish government so wishes, it may

We have consulted with BH command on the matter and agree that
it is outside the mandate of UNPROFOR to involve itself in the
movement of civilian populations with the exception of lif~
threatening cases. As the Permanent Mission of Bosnia-Herzegovina
to the United Nations has indicated, a clearance has been granted
by the HVO for safe passage of the delegation and UNPROFOR could
assist in facilitating an arrangement for a joint HVO/BiH escort
for the delegation. '
However, the Permanent Mission should keep in mind the
volatile situat~.)?,11., in C&ntral and Southern Bosnia and the
unnecessary risk~hich the delegation may be exposed given the
impossibility for UNPROFOR to provide protection or transportation.

1. Thank you for your Z-1073, which arrived shortly :dter the visit here of rhe
Sp:mish PermRep, who brought us the news of your dem.2rche to his Governm~nt about
the proposed evacuations. The Per~ep confirmed his Government's willingness in
principle to evacuate the 30 Muslims and an additional number of Croats, in order not to
be seen as assisting only one side, He asked that the SP ABA T doctors perform the
preliminary medical examinations to decide which cases need to be transported to Spain,
and in order to facilitate the prepantion of the necessary medic.tl facilities· in Spa.in to
receive them. He added that Spain did not have the medically-equipped aircraft or other
means of transport to take the patient_s from Masur to Split or from Split to Spain, and
asked whether UNHCR could arrange this.

We do not know if this will be possible: we understand UNHCR is less


e than happy with the arrangements you have m.ide, and we will leave you to do the
necessary fence-mending. As you know, this is UNHCR s area of responsibility, not ours;

SRSG will recall that UNPROFOR encroachment on their work was one of the issues
High Commissioner Ogata raised with us in Vienna fast weekend. We would therefore
much prefer that you ask UNHCR ro resolve the problem, and to identify other sources of
transport to evacuate the wounded to hospitals in Spain. And we would urge you co
associate them fully in furure with any negoti;ltions which result in actions of a
humanitarian nature at variance with established UN policies.

THE UNDERSIGNED REPRESENTATIVES OF THE PARTIES IN CONFLICT,

Desiring to implement the Agreement on the Evac:uation of the Severely Sick


and Wounded of 31 August 1-993, signed in Sarajevo by General Delic (Armija) and
General Petkovic (H VO) and witnessed by Liautenant Genernl Briquemont
(UNPROFOR},

1 Mindful of guidance provided today from UNPROFOR Headquarters·and B·H


~ommand Headquarters and reflected in this Memorandum.

HAVE AGREED AS FOLLOWS:

- 1. Each Party understands that it is responsible for the evacuation of its


severely sick and wounded. Each Party shall inform UNPROl=OR (Sptrnish Battzilion
for evacuations from Mostar; British Battalion for evacuations from Nova Bila/Vitez)
about the following;

(a) the means of evacuation;

(bl the routes to be used; and

!c) the destination for the individuals ev~cuated.

2. UNPROFOR may assist in the transport of evacuees. The routes for


evacuation shall ba coordinated with UNPROFOR.

(a) Only for the initial group, the same number of individuals from each side
shall be evacuated.

(b) Following this initial group, individuals from etich side sh~II continue
to be evacuated without regard to any balance in their numbers.

4. Prior to evacuation, each Party will provide the c,th~r pri oritized lists of the
persons to be evacuated . The lists shall specify the medical condition involved in
each case .

5. If required for medical reasons and so certified b~ a physician,~ companion


shall be permitted to accompany an individual.

The terms of this Memorandum shall come into eflect as soon · ~s possible
following its signature, and no later than 1100 hrs on :1-~•1S93.

Dear sir,
I wish to refer to the issue of the evacuation of wounded from
Bosnia-Herzegovina following the signing of the Sarajevo agreement
of 31 August 1993 and the Memorandum of Understanding for
implementing the agreement on evacuations in Mostar and Nova
Bila/Vitez of 2 September 1993.
Due to the current sensitive political climate in Southern and
central Bosnia, and the difficulty in achieving a significant
br8akthrough on the question of medical evacuations in the region,
there is an urgent need for an ad hoc arrangement to provide
imp@tus to the difficult and stalled process of confidence building
measures between the warring parties. I~ 1s UNPRO~oR 1 ~ belie£ th~t
this process would greatly be facilitated through the intervention
ot a government which could provide the necessary medical
facilities and treatment for evacuated wounded fro~ both Mostar and
Nova Bila, thereafter permitting humanitarii:m organizations to
assume their responsibilities in organizing more regularized
medical evacuations.
In view of the central role played by the Spanish battalion in
the ongoing negotiations in the area, UNFR0F0R would greatly
appreciate any assistance the Government of Spain could provide in
accepting wounded and sick from Mo&tar and Nova Bila.

1. Today, 37 patients at Nova Bila are being evacuated via


Kiseljak to Split. Moslem patients from there are going to Zenica,
As soon as possible, an as yet undetermined number of patients from
East Mostar will go to Zenica. Some will be treated there. Others
will require treatment abroad, and transport there. The
evacuations take place in the context of the trilateral Sarajevo
agreement of 31 August, and the specific agreement on Nova
Bila/East Mostar of 2 September, copies of both agreements being
attached.
2. The Spanish Government has indicated that it may be willing to
provide medical treatment for up to 60 patients in Spain, They
have invited our request, and assistance with transport. We have
communicated our request tonight: copy attached for your
information.
3. Meanwhile, an unofficial indication has been received from the
Isra8li Government that they might be willing to transport patients
to Spain, and, also, to receive patients in Israel for treatment.
They, also, have asked for our request.
4. Eide and Thornberry both feel the necessity of your guidance
on the Israeli sounding, having regard to all the current
circumstances. It is very likely that the majority of patients
requiring treatment abroad will be Moslerns.

5. Meanwhile, we are also exploring, at this end, all available


possibilities both for transportation Split/Madrid or wherever, and
for ultimate hospital treatment.
6. We have discussed the matter with UNHCR here, and they have
explained their approach to such questions. We are attempting to
deal with a grave humanitarian emergency, and to set wheels in
motion which, for a variety of reasons, have been almost
immobilised recently. The parties have, we beliave, seen the need
for action, now, and we feel we would incur severe criticism if we
failed to respond to this emergency situation. We would also like
to emphasise the totally beleaguered state of the two hospitals,
and their seriously inadequate capabilities. Many patients are
civilians who cannot be treated locally e.g. a small girl in Nova
Bila who needs a liver transplant. Moreover, the patients being
evacuated are being selected on purely medical grounds, , and some
unfortunate aspects of another :recent evacuation will thus be
avoided. Needless to say, we fully appreciate and endorse tho
general principle of the desirability of local treatment, and
support of the local facilities. But these are rather unusual
circumstances.

vehicles when transi tting territory under the control of the
adverse Party.

UNPROFOR shall perform such inspections to ensure that the ~vacuees

inspection with UNPROFOR representative.
5. (a) Medical helicopt€rs normally shull be subject to three
separate inspections:

i. The first inspection shall take place on the way to the


evacuation site. The ihspection Ghall take place at an VHPROFOR
location. 'I'he location shall be deterrni nP.n hy UN PRO FOR in
consultation with both l?arties. At the TJNPROFOR location u·Nl?ROFO~
shall inspGet the h~li¢v~ters to ensure that the helicopters are
being used only for transport of the severely sick and ~ounded.
A representative of the adv~rse Party will take place in inspection
with UNPROFOR representative. , . ,I

Please be informed that the Co-Chairmen of the International


Conference on the Former Yugoslavia have invited all the
participants of the Bosnian Peace Talks to convene in Geneva
tomorrow, 30 August. There will be at least seven Delegations
arriving, lead by:
President Bulatovic of Montenegro, President Izetbegovic of
Bosnia and Hercegovina, President Milosevic of Serbia,
President Tudzman of Croatia, Mr. Abdic of Bihac region,
Mr. Boban of Bosnian Croat community, and Dr. Karadzic of
Bosnian Serb community.
It would be highly appreciated, if the Geneva Police and Airport
Authorities provided their usual efficient cooperation and
flexible approach regarding possible passport and visa problems.
Unfortunately the arrival timings of the delegations are not
available as yet with the exception of Mr. Abdic's party, which
will land in Geneva this day, 29 August, at 2250 hours, by
Lufthansa from Frankfurt. There will be four persons: Mr. Abdic,
Ms. Karajic, Mr. Kudic and Mr. Keserovic.

logistical reason•, it is considerad that this is also not a viable

Will have to be referr~d directly to the sacurity Counoil Committee
established pureuant to ~&solution 724 (1991). In ao0ordanoe with
the guidelines established for approval of non-UNPROFOR and non-
UNHCR flights in the No-Fly zone, the partiea requeating the flight

notice prior to take ott is required. UNPROFOR has in mo&t cases
been able to staff the reque•ts well within thi,s time frame.

Ref discussion Mrs. Beus/Major Karonen this afternoon in Palais


des Nations please be informed as follows.

1. HQ UNPROFOR has advised that there will be a flight taking


off from Geneva for Zagreb at 10.00 hours tomorrow, 21 August.
The handling agent at Geneva Airport is Transair Co., tel 798
8121. I suppose the boarding will take place in General Aviation
side, but this can be confirmed from Transair. The aircraft only
has capacity for one small piece of luggage per person.

2. I also have been in touch with UNHCR regarding the flight


from Zagreb to Sarajevo. The US representative has advised, that
if all those passengers who wish to travel to Sarajevo were taken
out from there with a US UNHCR flight, then no particular
formalities are necessary for this return flight. Please contact
the American UNHCR representative, Mr. Jim Rogers in Zagreb; his
telephone no. there is 629 547. However, if there are persons who
came by some other means than American UNHCR flight, then the
usual procedure between the Government of the Republic of Bosnia
and Hercegovina and the United states State Department is
necessary for these persons.

3. In order to see, what possibly could be done regarding the


Parliament meeting next week more information is necessary. It
is requested that you send to us, not later than tomorrow,
preferably before your taking off from Geneva, by fax the
following details.

a. Names of the Members of the Parliament who wish transport


assistance and their home towns or municipalities.

b. Locations from where the transport is required - for


practical purposes there should be 3 - 4 points, where the
Members could convene, and from which the further transport
provided by UNPROFOR could perhaps be arranged.
c. Our preliminary thoughts are that the only practical way to
move people into Sarajevo would be to concentrate them in
Split and for them then to fly into Sarajevo by UNHCR
aircraft. You should keep this in mind while selecting the
3 - 4 points mentioned in paragraph b. above.

d. The UNHCR aircraft flying from Split are mainly French. It


would be necessary for the Government of the Republic of
Bosnia and Hercegovina to contact the French authorities
for their clearance for the Members to be airlifted.

e. We cannot give you any assurance for the time being,


whether these arrangement can be implemented. The Force
Commander of UNPROFOR has agreed for the moment to study
the possibilities and the final answer will be dependent
upon his advice.

f. Could you please provide a copy of your fax tomorrow to


UNPROFOR Headquarters, for attention to Col Ahlqvist, fax

Split or Imotsko, Croatia. from where transit is ayailable on to Zagreb, then on to the host

that UNPROFOR hu not aided the athletic delegation in JablaJlica. Perhaps

At the request of the Chairman of the Security Council Committee established


pursuant to resolution 7 24 ( 1991) concerning Yugoslavia, I refer to-your ·communication
dated 29 July 1993 concerning an emergency medical evacuation of a four-day-old baby
and its parents from Knin to Belgrade.

The Committee considered the matter at its 80th meeting, on 2 August 1993. The
Committee members expressed their understanding of the difficult conditions under which
UNPROFOR operatei;, which render consultation with tha Committee difficult in
· circumstances such as those surrounding the above-mentioned .medical evacuation~ --~ ~ __ · ·
However, with regard to the suggestion that the Committee might consider delegating to
UNPROFOR the authority to approve casualty and medical evacuations, the members noted
that. under the terms of the relevant decisions of the Security Council. the_Committee is .
not able to delegate its authority to any other party. This position does not, of course,
affect the flight exceptions granted ta UNPROFOR by the Security Council in paragraphs
10 and 30 of resolutions 75 7 ( 1992) and 820 (1993), respactively, when undertaken by
UNPROFOR in the course of performance of its mandBte.

This morning at 9.30,


after an assembly held all night long in the territory of
Prozor by the partecipant in MIR SADA Peace March, a group
Qf 58 persons of different nationalities (Italian, French,
American, Greek, Spanish, Swedish, Danish, and German) have
decided to porsue in their march to Sarajevo under their
personal responsability.

We formally ask the Governments of ONU Countries, the


Command of UNPROFOR, the ONU Secretary General Boutros
Boutros Ghali and the Military Commandants in Chief of the
armies in conflict on the territory of the former- Yugoslavia
to protect this group of noble souls, testimonies of peace,
to protect them until their arrival in SARAJEVO.

SUBJECT: Serbian Refusal of overflight Clearance

Attached is a message from the Permanent Mission of the FRY


regarding request to the FRY authorities to allow UN aircraft
overflight over Serbian territory. This request has not been
approved.

The request was related to the the plan of having the talks
between "RSK" Serbs and Croatians in Geneva. The only airway out
of "RSK" area goes via Northern Bosnia and Serbia, further via
Hungary and Austria, because there is the problem about flying
over Croatian territory with "RSK" representatives on board.

It may be noted, that the request was for an overflight


clearance; nothing was mentioned about any landing even if the
reply letter so alleges.

It is suggested, that SRSG might perhaps wish to raise this issue


with President Milosevic.

vieit:- '
l. Neither U'NHCR nor UNPROFOR had any prior warning of th•
Veter•ns tor ~eac• visit nor of their intention to travel to
Sa.re jevo and oontribut• to the me4evac programme. The first
contact made oy Mr Genesio was &t Split when he scught as~istanoe
to travel _to saraj•vc• ·

but UNHCR does iasue IO carda, on applioation, to p~rsons or
orq•nizationa linked to their programme•. Acoreditation is
granted at KQ level to a sm~ll n ~ r of organizations (presently

The UNPROFOR prees card also aannot be eonsid•r•d a~ entry visa
to suajeve and does not, in any event, facilitate trav•l on

3. UNPROFOR does net carry non Uni tad Nations personnel on its
flights without explicit authorization from New Vork. The UNHCR
airlitt operation to saraj•vo is reatricted to UNHCR IO eard
holdera. Moweve~, in this caae, t)lfHCR atte~ptod to aseist Mr
Genesio ~y eheclcing wh•ther UNHCR Geneva had any knowledqe ot his
visit and ref•rring th• reque•t tor air travel to Airops Geneva,
wnicn controls travel of non UNRCR IO card holders.
4. AS noted by Mr Genesi0, both 'U10R010R and UNHCR flignts to
Sarajevo were temporarily suspended at the time he was in split.
Given tha~ the UMHCR airlift ia the main supply ot humanitarian
assistance to sarajcavc;,, any stoppage 0t tlight.s has a aigniticant
impact on th~ humanitarian prograne in Sarajevo. Following the
resumption of flights, priority ~uat be given to our main mandate

improvised character of hia misaion ana the fact that the lil'llited
assets of UNHCR and UNPROFOR ar• fully eommitted make it
impossible tor us to make our resouroes available without prior

6. Mr O•n•sio should be advised that the ourrent medevac system
in Bosnia operates und•r the chairmanahi~ and organization of
UNHCR -~d with the eclloboration ot UNICEF, WHO, ONPROFOR ana,
for specific eountri•s, IOM, Medeoir1s du Monde and Oeutsehe
H\tmanitar• Hilfe. All medevac ea~es 11ust be approved by the
medioal evecuation committaa, oompot•d ot dooto~s from U'NHC~,
UNICEF, WHO and UNPROFOR, whoa• ori teria ara available on
~•quest. UNHCR has indiocted it$ willingness to discuss medevac
with · interest~ p~rties, particularly when they wish to
oontriau~•, and will be aen~ing the vate~ans for Peace details
of the medevac programme.

to Kiseljak), and to transport me in their vehicle from Kiseljak
to Sarajevo.

It is requested that the competent Authorities of the Federal


Republic of Yugoslavia would give clearance for overflight of one
UNPROFOR aircraft through the airspace of the Republic of Serbia.
The flight is scheduled to carry a Delegation from Knin to
Geneva. The routing will be over Bosnia, Serbia, Hungary, and
Austria. Take off time is not decided as yet, but the plan is to
have the flight this afternoon, on Wednesday, 4 August.

Also the clearance for return flight is requested. The date of


this is not known as yet, but it may be 6 August.

With referenc$ to your fax ot 29 July addressed to
Thornberry, to which you have attached the lett•r to the
President ot the General Assembly on the above, please be advised
that UNFROFOR has not received any official written request rrom
the Italian Ministry of foreign Affairs to author.i:·ze such : visit.
Nevertheless, following a phone conversation between Schmitz and
Corazza on this matter, we would do all what WQ can to facilitate
it. In this respect, I would appreciate receiving further
intormation OJ'I the time frame a• well as on the pl:'oposed
pr09raffll'l1e in order to make the necessary ~rrangements. I will
con1:tult with a.ff. command with regard to the aeourity and
logistic support we might be able to provide within our very
limited resources.
