INTRODUCTION

Barangay Balud, nestled within the vibrant fabric of Calbayog City in the Philippines,

is a reflection of the historical evolution of urban and community development in the region.

Serving as a key focal point for social, cultural, and economic activities, it embodies a

harmonious blend of tradition and modernity that has sculpted its distinctive urban landscape.

To gain a comprehensive understanding of its current state, it is imperative to delve

into the past and trace its evolution. Originally it was a small rural community, this area has

undergone significant changes driven by historical events, economic shifts, and social

influences. Transitioning from a simple fishing village to a busy urban center, it exemplifies

the resilience of its inhabitants in adapting to changing circumstances.

The urban layout and community structure are shaped by a myriad of factors, both

internal and external. Population growth, migration patterns, infrastructure development, and

governance all contribute significantly to the physical and cultural landscape. These elements

intertwine to create a dynamic and multifaceted environment that reflects the diverse tapestry

of its history and development.

Over the years, Barangay Balud has experienced significant population growth,

currently accommodating a diverse community of approximately 3,129 residents (Philippine

Statistics Authority, 2020). However, amidst this growth, critical urban planning challenges

persist, threatening its livability and hindering sustainable development. The community

grapples with various issues across key planning elements. These include challenges related

to the built environment, such as informal settlements with inadequate setbacks, as well as

deficiencies in natural elements like green spaces and vegetation. Furthermore, the high

population density poses challenges to community cohesion and safety. In terms of societal

concerns, there are ongoing issues surrounding security, and safety measures. Lastly,
inadequate infrastructure, including roads, parking facilities, sidewalks, drop-off points, and

signage, underscores the challenges faced in establishing efficient networks within the

community.

Through this study the designer aims to address the pressing concerns threatening the

well-being and future development of the community. The urgent need to address the

shortcomings found during the field visit will be the basis of the researcher for the thorough

community redevelopment proposal plan envisioning a more sustainable and livable

environment that ensures safety, well-being, and progression to the community of barangay

Balud.
