Rule 9 - Narrow channels

In Rules 8, 9, 10 and 18 the term “not to impede” is used.

(3) a. Explain briefly the proper meaning of this term.

Vessel A is proceeding through a fairway, which for this vessel is not a narrow
channel. The oncoming vessel B however exhibits a cylinder. There is a risk of
collision.

Rule 17 – Action by stand-on vessel

Rule 17 (a) ii – states that the stand-on vessel “ may however take action to avoid collision by
her manoeuvre alone, as soon as it becomes apparent to her that the vessel required to keep
out of the way is not taking appropriate action in compliance with these Rules”

(2) a. The understanding of the word “may” is that it actually means “must”.
On which rule is this understanding based.
Explain this briefly.

A power-driven vessel which takes action in a crossing situation in accordance with Rule 17
(a) ii, shall not alter course to port for a vessel on her own port side.

manoeuvre.

as meant in Rule 19?

CPA of less then half a mile.
