Introduction

Technology is the application of knowledge for achieving practical goals in a


reproducible manner. The word technology can also mean the product that result
from such efforts, including both tangible tools such as equipment or machines, and
such as software. Technology plays a critical role in everyday life.

Nowadays technology is very important in solving or preventing crimes. In law


enforcement technology can be used to detect and solve criminal activity that is
happening in the moment. Rather than being reactive, these technologies allow law
enforcement to be more proactive.

In an age when algorithms can predict crime hot spot, smart cameras can
monitor urban spaces 24/7, and citizens can report incidents via mobile apps, the
role of technology in crime prevention is undeniably central. Effective crime
prevention not only improves public safety but also has economic and social benefits
for municipalities.

The country aims to ensure safety and security for its citizens and increase
their quality of life. The idea of crime prevention involves the belief that it is better to
stop crime from occurring in the first place than to punish it after it has occurred
when it comes to actual crime prevention statistics, CCTV cameras have been
shown to reducing the number of crimes occurring in areas known to be observed by
CCTV camera systems. Of particular note, CCTV cameras are mast effective in
preventing property crimes and vehicle crimes.

This study is anchored from the concept of the effectiveness of technology for
crime prevention in the Municipality of Cantilan. This could include surveillance
cameras, alarms, access, CCTV, control systems, and other technologically
advanced security measures. The framework should evaluate whether the
technology indeed discourages criminal activity and whether if is effective in
deterring specific topics of crimes.

The framework assesses the technological capabilities of the crime prevention


tools and systems. This includes evaluating the accuracy, reliability, effectiveness of
technologies such as facial recognition and automated surveillance systems. It
should also consider the ease of use and deployment of these technologies by law
enforcement agencies.

Crime detection and response framework analyzes how technology aid in


crime detection and response. This includes evaluating the real-time monitoring
capabilities of technology, such as video analytics and gunshot detection systems.

The country aims to ensure safety and security for its citizens and increase
their quality of life. The idea of crime prevention involves the belief that it is better to

This study is significant to the following:

Residents of Pag-antayan: Technology can prevent and reduced crime in Pag-


antayan, Cantilan. Effective technology can be defer criminals, improve response
times, and enhance overall security.

Law Enforcements Agencies: Law enforcements agencies and policy makers


allocate resources more efficiently. It allows them to invest in technologies that have
proven to be effective, reducing wasteful spending.

Citizens: The adaptation of effective crime prevention technology can improve


public safety and citizens quality of life. It can help people feel more secure in their
neighborhood and daily lives.

Law Enforcers: Technology can help police officers better perform their duties and
be more efficient.

At 0.05 level of significance, there is no significant relationship between the


crime rates in the Municipality of Cantilan before and the use of technology as crime
prevention measures.

Statement of the Problem

This study aims to assess the effectiveness of technology for crime prevention in
Cantilan Surigao del Sur.

Specifically, this study seeks to address the following questions!

This study focuses on the effectiveness of technology for crime prevention


and aims how effective the technology for preventing crimes in Cantilan, Surigao del
Sur. The data collection will be conducted to selected personnel in Cantilan during
the year 2023.

This study will cover other problems that are related to the topic such as the
crime prevention practices using technology in Cantilan, and specific types of
technology used by the Cantilan police for crime prevention. Furthermore, this study
will not go beyond what it seeks to explore and will not ask questions and discuss
anything more personal and not related to the topic. The main source of data will be
the questionnaire, which is prepared by the researchers.

Definition of Terms. The following terms will used in this study:

Technology, this term refers to the application of scientific knowledge and tools this
to create, innovate, and solve practical problems in various domains. It
encompasses a wide range of techniques, processes, and systems designed to
improve efficiency, productivity, and the overall human experience.

Crime prevention, this refers to the proactive measures, strategies, and actions
taken to reduce and deter criminal activities before they occur. Crime prevention may
include initiative such as community policing, public education, surveillance systems
environmental design changes, and social interventions designed to address
underlying factors contributing to criminal behavior.

Software, this refers to a set of instructions, programs, or data that enable a


computer system to perform specific tasks or functions. It plays a crucial role in

enabling computers to execute a wide range of tasks, from basic operations to


complex computations and applications.

Law Enforcement, this refers to the system and organizations responsible for
maintaining public order, upholding and enforcing laws, and ensuring the safety and
security of a community or society.

Detect, this to find mean or discover that it is present somewhere by using


equipment or making an investigation.

Surveillance, this refers to the act of observing another in order to gather evidence.
Surveillance is one of the most common methods law enforcement officials use to
investigate suspects and gather evidence.

Allocation, this refers to the action or process of allocating or distributing something.

Deterrent, this refers to something that discourages or prevents a particular action


or behavior by creating fear of consequences or by serving as a warning or obstacle.

Surveillance camera, this term refers to security cameras, electronic devices


designed to monitor and record activities, events, or surroundings in a specific area.

CHAPTER 2

REVIEW OF RELATED LITERATURE AND STUDIES

` This chapter presents the applicable literature and studies which served as
the background information of the basic concepts of this study. This part includes a
summary and, result of several foreign and local studies.

Local

A common goal of most CCTV systems has been the prevention of crime and
disorder through deterrence. Claims are also made that CCTV provides public
reassurance and therefore reduces fear of crime, which may, in turn, increase the
use of public spaces (Bennett & Gelsthorpe, 2010) CCTV has popularly been used
worldwide. It can be found in large buildings, wide establishments or areas such as
malls or park. It is also need on streets for monitoring and supervising traffic flow. Its
effectiveness to provide useful information has been attested by many agencies and
establishments. In California and neighboring states, CCTV ‘s was used of security
measure such as identification of people specially before entering a highly security
facility such as pent house and executive offices. In the Philippines, CCTV has been
popular on stores, gasoline stations, streets, elevators, laboratory, banks,
condominiums, hallways and privately owned area. One of the most popular use of
CCTV was the case of Its Showtime Host, Vhong Navarro, against Cedric Lee and
Deniece Cornejo where it proved several points such as identification of people
involved and time lapsed when incident happened. Also, the case wherein
Magaspac‘s identity was revealed; PO3 Magaspac a traffic police at Pasay who was
caught asking extra money to truck drivers passing the expressway. The popularity
and use of ClosedCircuit Television (CCTV) camera have grown rapidly since the
technology was first introduced. As students under the BS Criminology Program and
with motivation from two professional courses, the researchers became highly
interested in exploring all means on how crime can be minimized.

The researchers chose to conduct the study on CCTV cameras due to the
increasing number of violations done by the community members, the irregularities
made by the people around the area, the different person in contact with the
premises and various incidents during events that can be solved through the aid of
CCTV footages. This study could be used as basis for the improvement of the future
generation technology. In addition, this study was anchored on the concept of how
effective are CCTV cameras as tool for community properties’ safety and security.

Local

CCTV camera is widely used in stores, gas stations, streets, elevators,


laboratories, banks, condominiums, corridors, and privately owned areas in the
Philippines (Cuevas, Corachea & Bautista, 2017). Republic Act 10173 known as the
Data Privacy Act. Of the Philippines, this protects the fundamental human right of
privacy, of communication while ensuring free flow of information to promote
innovation and growth. The Boston Marathon Bomber is one of the incidents that a
CCTV camera footage was used in solving the crime. Aguada, formerly Poblacion, is
a barangay in the city of Ozamiz, in the province of Misamis Occidental, is advancing
due to the increase in the number of facilities, establishments, and highways. It has
also embraced the installation and use of CCTV cameras in malls, educational
institutions, banks, and intersections and diversion roads to offer coverage in their
area of responsibility. Residents, on the other hand, are no longer surprised by its
appearance, considering its popularity, effectiveness, and competence as a security
measure (Cuevas, Corachea & Bautista, 2017). Police personnel in Ozamiz City,
Philippines, utilize them to deter crime and apprehend criminals in the act. Residents
help police officers reduce a wide range of criminal offenses. The researchers as
students of the BS Criminology Program, became increasingly interested in exploring
all methods to reduce crime with the use of CCTV cameras as it has expanded
rapidly since its inception.

Due to the increasing number of violations by community members,


irregularities of people in the area, several people who conciseness premises and
various incidents in events that can be resolved with the help of CCTV camera
footage, the researchers decided to conduct the study on CCTV cameras. This
research can serve as a basis for future technological developments. In addition, this
research focused on the effectiveness of CCTV cameras as a tool for community
safety, security, and crime prevention.

Foreign

This article addresses this gap by examining the institutional realities of


technological innovation in policing and public security. In doing so, it specifically
focuses on the use of so-called surveillance-oriented security technologies (SOSTs),
which refer to all technological solutions aimed at detecting or preventing crime by
gathering data and monitoring citizens (Pavone and Esposti, 2012). Although not all
new security technologies are surveillance-oriented, the term is still useful because a
large proportion of technologies for crime prevention and detection include, or rely
on, some form of monitoring or sensing component (Laufs et al., 2020a). The most
commonly known form of a SOST is arguably closed-circuit television (CCTV), which
is implemented widely across London and the UK (Dixon et al., 2003). As such, the
innovation and deployment of new CCTV systems and the improvement of existing
(and possibly more intrusive) systems are a key focus of this article. In addition,
other technological solutions (both software and hardware) are considered that may
support police in overcoming operational challenges in their day-to-day activities.
Here, however, a special focus is placed on smart devices and those aimed at
automating tasks.

Similar to many other police forces in the UK and around the world, police and
crime prevention services in London have faced austerity and budget cuts over the
past decade, with severe detrimental effects across almost all areas of activity
(Brown, 2020; Greig-Midlane, 2019).

At the same time, London is at the forefront of digital transformation and


modernisation, and on the path to becoming a ‘smart city’. Briefly defined, this
means any city that uses new information and communication technologies to
improve the well-being of its citizens and make services more resource-efficient
(Elmaghraby and Losavio, 2014). This also includes improvements to citizens’ safety
and security and, as such, by default, police and surveillance in the city (Laufs et al.,
2020a). The ‘smartification’ of the city infrastructure and the rapid deployment of new
technologies means that practitioners are confronted with new solutions and also
new problems on a daily basis. A large part of this process are the aforementioned
SOSTs and the deployment of technological solutions to tackle resource
insufficiencies.

Foreign

Closed-circuit television utilizes video cameras in surveillance of a particular


area using a limited number of surveillance monitors. Almost all video cameras fit in
the usage as the CCTV cameras, although the ones used must have high definition
for accuracy in monitoring mainly in banks, supermarkets, casinos, airports, military
institutions, and convenience stores. In most cases, the cameras function in
deterring crime from occurrence and minimizing the levels in places where it cannot
stop completely. According to Jewitt (2007), in many parts of America, Europe, and
Asia, CCTV surveillance proved one of the best ways of crime prevention as the
criminal cases decreased proportionately as more of the cameras came into
existence. However, the comfort from their use lasted no long s the people soon

went back to the old ways. Old crimes started to resurface thus a good number of
people began to lose faith in the cameras. This paper evaluates how effectively
CCTV can help deal with the criminal cases with the goal of determining the
relevance and benefits of their application and use.

On one front, CCTV does a great job in prevention and reduction of the
criminal activities committed throughout the economy. However, paradoxically, there
are factors that reduce the effectiveness of the cameras. The surveillance prevents
crime to high levels due to various factors. First, the cameras provide evidence of
crime hence it deems easier to track the criminals (Murphy, 1999 p. 396). Previously,
proving crimes presented some of the greatest challenges to the courts in many
countries thus many criminals did not face any charges for their crimes, which
encouraged more crimes. However, security surveillance changed the whole game
and as long as they installed them on scene before the occurrence of the crime,
evidence tracking deems more specific and reliable due to the unity of direction in
investigations. The few people attempting crime with the cameras find themselves in
court with clear evidence of their acts and mostly get conviction.

Synthesis of the Review

The above-mentioned literature is a collection of studies and journal articles


that have connections to the present study. These materials discussed about the
effectiveness of technology for crime prevention to focus and how these technology
affects the minimization of crime in Cantilan. The researchers have collected these
studies to identify the effectiveness of technology and organize findings of the
different sources. The difference of this study compared to the other researchers can
be attributed to its research local the study will be conducted.

CHAPTER 3

RESEARCH METHODOLOGY

Research Methodology

This research will employ the quantitative research methodology in


conducting this study. Quantitative research examines relationships between
variables using numerical data and statistical techniques. This method is used for the
study because it will enable the researcher to gather data in order to seek
understanding on the effectiveness of technology for crime prevention in Cantilan

Research Design

The researchers will employ quantitative research approach using descriptive


method. With this technique, the population sample measurable data is attempted to
be collected for statistical analysis. This method of the study always uses present
time to report the situation precisely. The context of this study using descriptive
method will be used to identify the level of effectiveness of technology for crime
prevention. The descriptive approach is thought to be the most appropriate strategy
to come up with description of the PNP personnel’s crime management.

Research Locale

This study will be conducted in Barangay Pag-antayan, Cantilan, Surigao del


Sur. The researchers choose this place since they have the access to conduct the
research/study.

Research Respondents

The respondents of this study will be the residents of Barangay Pag-antayan,


Cantilan Surigao del Sur. The researcher will choose these participants since the
researchers have the access to conduct the study in this place.

Research Instrument

A researcher made questionnaire will be utilized in this study. The


questionnaire is composed of two parts, Part 1 will focus on the participants profile.
Part 2 deals on the effectiveness of technology for crime prevention in municipality of
Cantilan.

Each item in the questionnaire will validate through the assistance of experts
who are knowledgeable in the field. The corrections and suggestions of research
experts are integrated and then the administration of the questioned will follow.

Data Gathering Procedure

Before the questionnaire is distributed to the respondents, the researchers will


ask for approval of the Barangay captain to allow the researcher conduct the study.
Permission from the University will be done. After sending the letter, the researchers
will begin to conduct the survey.

Statistical Treatment of Data

A questionnaire will be utilized by the researchers to collect information from


the respondents. English - language questionnaire copies will be used to collect a
variety of information from the respondents. The information will be organized using
a quantitative method, and it will be presented through narration. All the findings from
the collected data will be described by the researchers.
