GOVERNANCE, LEADERSHIP AND MANAGEMENT

6.1 - Institutional Vision and Leadership


6.1.1 - The governance of the institution is reflective of and in tune with the
vision and mission of the institution.
Vision: To be an ideal temple of higher education that upholds the India-centric
value-based learning for the realization of the fullest potential of students and
further shapes them into responsible citizens with an eye on the future. Mission To
realize our cherished goal of establishing an ideal institution by integrating
traditional and modern pedagogic practices for academic excellence, inculcating
entrepreneurial outlook, promoting all-inclusive approach and equipping students
with the skillset required to access various career opportunities in the fast-changing
scenario.

These goals are met through a participative and democratic manner of governance.
For this purpose, different committees are constituted, in the beginning of the
session. These committees regulate, monitor and report regarding particular
segment of the institutional governance. It serves as the best practice for efficient
management and helps in maximum participation of various faculties in different
decision- making processes of the institution.

6.1.2 - The effective leadership is visible in various institutional practices such


as decentralization and participative management.
Decentralization and participative management are essential for proper planning,
organization and management of resources. To meet out the purpose, various
committees have been constituted viz., IQAC, NAAC, Anti Ragging, Women
redressal cell, Form Attestation, House Examination, Scholarship, Building,
Campus beatification, Electricity and water, Bus pass, Career guidance Cell and
Discipline committee, etc. These committees have members from both teaching
and non-teaching staff. This helps in maximum participation of various faculties in
the management of various institutional processes efficiently. Career guidance cell
of the institution has been constituted to make students aware of various career
options available to them. Seminars, lectures, etc. are organized for the benefit of
the students. Further, it assists them to improve their communication skills and
personality development.

6.2 - Strategy Development and Deployment


6.2.1 - The institutional Strategic/ perspective plan is effectively deployed
The vision of the institution is to be the premier provider of holistic education of
the state and build a nation of hardworking responsible citizens of tomorrow. This
goal of establishment of an ideal institution is manifested by integrating traditional
and modern pedagogic practices for academic excellence, inculcating
entrepreneurial outlook, promoting all-inclusive approach and equipping students
with the skillset required to access various career opportunities in the fast-changing
scenario. Strategic planning and its effective implementation play a vital role in
this regard. A roadmap is prepared by IQAC, so as to realise the vision & mission
of this institution. Although, the session 2020-2021, faced a lot of disruption due to
COVID-19 pandemic, but, it also revealed the power of Information technology
(IT). Therefore to keep in pace with the modern technology and to speediate e-
learning, the automation of library was in one of the topmost agenda. The Library
committee initiated the digitization process. Both the libraries (Main library & Bed
library) were successfully automated in September 2020, using software SOUL
2.0, designed and developed by INFLIBNET.
6.2.2 - The functioning of the institutional bodies is effective and efficient as
visible from policies, administrative setup, appointment and service rules,
procedures, etc.
This institution is affiliated to Himachal Pradesh University & governed by
department of Higher Education Govt. of Himachal Pradesh. All teachers follow
CCS (Conduct) rules 1964- Govt. of H.P. However, the executive head of the
institution is the Principal, appointed by Government for the purpose and he is
accountable to the Department of Higher education, Govt. of Himachal Pradesh. A
participative and democratic approach is followed for the smooth functioning of
academic and non-academic work in the college. All the stakeholders (teaching
staff, non-teaching staff, students, alumni and parents) are involved towards the
successful implementation of various plans pertaining to teaching-learning process,
curricular/extracurricular activities, infrastructure augmentation etc. For this
purpose, various committees are constituted in the beginning of the session. Senior
faculty members are the conveners of these committees. Principal hands off his
powers to these committees, so that all the activities can run smoothly. The
Conveners of the committees regularly update the Principal regarding their
assignments.

6.3 - Faculty Empowerment Strategies


6.3.1 - The institution has effective welfare measures for teaching and non-
teaching staff
The recruitment of the regular staff is done through Himachal Pradesh Public
Service Commission (HPPSC) in accordance with R&P rules. Higher Educational
Institution Society (HEIS) of the institution appoint the staff for Self-finance
courses on temporary basis. Being a government institution, the staff of the
institution is beneficiary of all the government run welfare schemes such as,
medical bill reimbursement facility, provident fund, pension scheme, general
insurance scheme, maternity leave, paternity leave etc. The staff members are
encouraged to participate in various refresher, orientation, induction courses and
faculty development programs. Further, the notification issued by the Department
of Higher Education with respect to Vacation/Admission/Examination Schedule in
respect of degree colleges, after due consultation with Himachal Pradesh
University (affiliating authority), helps in effective and efficient management of
the staff. It is further ensured that there is active participation of both teaching and
non-teaching staff in various committees so that their interpersonal and managerial
skills are well groomed. The teaching workload is distributed among teachers as
per UGC norms. The staff grievances are discussed in the staff meeting and
addressed through staff secretary.

03 staff. There are three categories in PBAS proforma.

CATEGORY I: It deals with teaching, learning and evaluation related activities

CATEGORY II: It deals with co-curricular, extension and professional


development related activities.

CATEGORY-III: It deals with research and academic contributions.

Based on the teacher’s self-assessment, API scores are proposed for all these
categories. However, the API scores are verified and certified through IQAC by
the Principal for the assessment of overall performance of a teacher.

The work and conduct of non-teaching staff is reported through Annual


Confidential Report (ACR), by the reporting authority, as specified by the State
Government.

6.4 - Financial Management and Resource Mobilization


6.4.1 - Institution conducts internal and external financial audits regularly
Enumerate the various internal and external financial audits carried out
during the year with the mechanism for settling audit objections within a
maximum of 200 words
All the financial sanctions are first routed through purchasing committee, clerk,
superintendent, bursar before final approval of the principal. Two types of courses
Regular (BA, B.Sc., B.Com. courses) and Self-Finance (BBA, BCA, PGDCA,
B.Ed. and M.A. Courses) run in the Institution. Self-finance courses are being
managed through funds generated by the admission fee collected from the students.
Chartered Accountant, DK SHARDA ASSOCIATES, does proper audit of self-
finance courses annually. The funds received under RUSA and the Chartered
Accountants audit UGC heads and Utilization certificates are generated for the
same. All the fee funds collected from regular students are split into various fee
heads like university funds, amalgamated funds, building funds etc. Auditor
General (AG), Govt. of Himachal Pradesh on regular basis, does the Audit of the

6.4.3 - Institutional strategies for mobilization of funds and the optimal

The institution sends proposal to the government in accordance with its
requirements. The budget sanctioned for various developmental activities,
resource-management and infrastructural augmentation is first routed through
Purchase committee, clerk, superintendent and bursar, before final approval of the

6.5 - Internal Quality Assurance System


6.5.1 - Internal Quality Assurance Cell (IQAC) has contributed significantly
for institutionalizing the quality assurance strategies and processes
Internal quality Assurance Cell (IQAC) of the institution continuously strives to
provide unique educational experience and overall development of the students.
This is facilitated through decentralization process. Various committees are
constituted to look into the different aspects. IQAC coordinates the activities of
these committees. The session begins with the preparation and display of
Academic calendar, in accordance with the schedule of HPU. This helps in the
accomplishment of all the academic, curricular and extracurricular activities in a
disciplined and time bound manner.

Some of the activities institutionalized as a result of these efforts are:


1. Yoga Camp: Yoga plays an important role in making us, both physically and
mentally fit. Therefore a hands on training has been provided through an eleven
days online Yoga Camp. It was successfully organised, wef 11th June, 2021 to21st
June,2021.

2. Induction programme for the fresher’s: This programme has been organized in
October, to make the students of first year aware about the rules and regulations of
the college. It also helps the fresher’s towards a smooth transition from school -
environment to college -environment.

6.5.2 - The institution reviews its teaching learning process, structures &
methodologies of operations and learning outcomes at periodic intervals
through IQAC set up as per norms and recorded the incremental
improvement in various activities
IQAC has a significant contribution towards the enhancement and improvement of
academic and administrative performance of the institution. A strategic plan is
worked out by IQAC in the beginning of the session. The Head of the institution
monitor its implementation. The assessment of the action plans, especially wrt
teaching learning process is done through Student Satisfaction Survey and PTA
meetings. The feedback obtained is analysed and the weak areas are given special
attention. The programme outcomes are assessed through different modes like
whatsapp, facebook, Instagram etc. Data is also collected through google forms
from our pass out students and the link is attached herewith.

However, Covid 19 pandemic adversely affected the entire session, therefore the
blended mode of teaching was adopted. Besides, the traditional mode of teaching
through chalk n talk method, the institution used different online platforms like,
Google Meet, Zoom, WebEx, Microsoft Team, etc. All the teachers conducted
classes in online mode to facilitate teaching and learning process. The performance
of the students was analysed through online tests and remedial classes were
conducted for slow learners.

6.5.3 - Quality assurance initiatives of the institution include: Regular meeting
