BACKGROUND AND RATIONALE

Pilot Limited Face-to-Face Classes implementation ideally serves as an important


component of a national plan or strategy for the education response and continuity of learning
after school closures. The implementation process commenced last November 15, 2022 in
which Aspang Elementary School as one of the pilot implementer underwent rigorous
preparations in accordance with the standards set forth in the Department of Education and
Department of Health Joint Memorandum Circular No. 1, series of 2021 or the Preparational
Guidelines on the Implementation of Limited Face-to-Face Learning Modality.

Two-month smooth implementation of limited face-to-face classes of Aspang Elementary


School remarked positive results based on the series monitoring and evalution conducted by
SDO Gensan, Regional Monitoring Team and of course by DepEd Central Office. As

Hence, this endeavour leads to the proposed recommendations of progressive


expansion phase throughout the Division of General Santos City. As the PROJECT FAFLES
advocates to recover from lost learning opportunities of learners during pandemic, this transition
plan was crafted to reiterate its mission to build back better in expanding the implementation
process.

1. INTRODUCTION
The objectives of the Transition Plan are:
 To identify and document the transition goals.
 To ensure the smooth transition of PROJECT FAFLES from the "pilot implementation
phase" to the "progressive expansion phase".
 To identify the pre-requisites for rolling out the project deliverables.
 To prepare the transition of the responsibility for the deliverables of the project from the
project team to the client’s performing organization and other internal and external
stakeholders.

2. TRANSITION GOALS AND ACTIVITIES

1.1. Goals
 maximize in-person instruction and that align with public health guidance, including
upgrading school facilities for healthy learning environments and strategic teaching-
learning processes.

facilitating the school’s operations and mechanisms in accordance to DepEd memo no.

1.4. Responsibilities

(i) PTA/SGC Officials and Purok Enablers/Volunteers will play a catalytic role, harnessing
learners in the community organizing, participatory techniques, and implementation of
mechanism and advocacy with the collaboration of the school faculty. It will maximize the proper
dissemination of information and orientation to parents as well as to the learners, use of current
guidelines and approaches of learning instructions and school operations, adapting the
schemes of health protocols and standards in new normal condition. (ii) SDO - GENSAN:
provision of technical assistance, evaluation and other forms of support needed by the school
upon the implementation on the advocacy of reopening of the school and the conduct of school
operations. (iii) External stakeholders will provide extension support in the provision of lacking of
facilities needed upon the conduct of the project.

1.5. Coordination Aspects

The participatory process will be an interative process involving SDO-GENSAN top


management, internal and external major stakeholders, and local government agencies. Needs
assessment and feedback mechanisms will be undertaken in a transparent and participatory
manner, employing appropriate participatory techniques. Involvement of these stakeholders will
be ensured in every phase of the subproject cycle, especially in formation and strengthening the
implementation process. Monitoring and evaluation systems at localized levels will be
developed to ensure the effectivity and goals of the project transition plans will be properly
implemented and achieved.
