State Department FY 2023 Scalable Wins: Grant Proposal Form

Notes on Eligibility: See the list of ESF-eligible posts (Tab 5) for the Scalable Wins Grants
Program.

Instructions: Scalable Wins grant proposals need to be submitted using the template below.
Proposals should be no more than five pages long. Please see the GEEA Fund Project Toolkit
(Tab 4) for more detailed guidance and expectations on categories below.

3. Project Description: Describe the goals of this project, its primary activities, and the main

4. Project Justification: Describe how this project meets Post and Bureau goals. Does it align
with post’s most recent Integrated Country Strategy? Please explain how. Clearly state
how the project will address gender equity and equality and the selected priority areas
(climate, plastics, or oceans and fisheries).

5. Other relevant information (or n/a): Include other relevant contextual information,
including details on the proposed grantee organization and/or any partnerships with the
private sector, NGOs, local organizations, or the public sector.

6. Diplomatic engagement component: Describe any proposed linkages to high-level


bilateral, regional, or multilateral events/commitments, as well as follow-on policy
engagement and program amplification during the program lifecycle. Will the program
include a specific U.S. element (for example, a U.S. speaker, the involvement of an alumni of
a USG program, or the use of U.S. materials or resources)? Have you consulted with your
Public Affairs section and are they able to offer support with public affairs/public diplomacy
components? I.e. posting about the program activities on social media and helping with
public events?

8. Metrics for Success: Please provide a brief description of the planned approach to
monitoring, evaluation, and learning, including illustrative indicators (recommend

applicants consider standard GNDR and EG indicators), the intended outcomes of this
project, the targets and/or outputs that will be used to measure success, and the plan to
monitor the grant’s progress to ensure success. Please outline how the projects will be
informed by a gender analysis and incorporate efforts to ensure protection from sexual
exploitation and abuse (PSEA) for both partners and program participants. If applicable,
detail if the project will include external consultations, transformation of systemic and
structural inequalities, and/or an intersectional approach. See the GEEA Fund Project
Toolkit for more information (Tab 4).

person-level indicators must at minimum be disaggregated by gender. All proposals must
