7TH SUMMIT OF HEADS OF STATE AND GOVERNMENT OF THE

GAS EXPORTING COUNTRIES FORUM
A GECF Summit is a meeting of Heads of State and Government of Member
Countries of the Gas Exporting Countries Forum, together they represent
72 % of the world’s gas reserves, and 44 % of the global production, including
currently twenty (20) countries and eight (8) observers, the Forum aims to
develop a common vision for participating States to ensure cooperation and
enhance their capacity to plan and manage their gas resources in order to
support sovereign rights of the Member States over their natural gas resources
and contribute to sustainable development and global energy security.

Algeria plays a key role in this forum, being one of the founding countries, and
carries out presidency of the Secretariat General, as well as it is the home of
the Gas Research Institute.

Introduction
On the occasion of the Seventh Summit of Heads of State and Government of
the Gas exporting Countries Forum from February 29 to March 02, 2024.

We are honored to put in the hands of accredited media representatives, this

media directory, which includes all the information, guidance and organizational
arrangements taken in order to facilitate their task and carry it out in the best
conditions.

The media directory includes information and data on the modalities for
accrediting representatives of national and foreign media of all kinds, as well
as the practical aspects of media coverage of the summit and its preparatory
meetings, and the measures taken and services provided throughout their stay
in Algeria.

We wish the accredited press and technical teams to cover the summit
activities a good, enjoyable and useful stay, and we ask them to adhere to
these procedures and arrangements, to ensure full coordination and work to
make the summit a success and achieve the planned goalst.

Media Accreditation and Badges
- Journalists and media technicians wishing to cover the summit must obtain
an accreditation document.
- Applications for accreditation for the benefit of the press not accompanying
official delegations shall be filed with Algerian diplomatic or consular posts
abroad.
- The accreditation application file contains documents that have been
communicated through Algerian diplomatic and consular missions abroad and
published on their websites.
- Applications for accreditation of the national press and foreign press
accredited in Algeria are submitted to the Ministry of Communication.
- After approving the application, an accreditation document is delivered,
allowing the holder to enter specific sites and places, to carry out his media tasks
according to the capacity of each site, and as the Media and Communication
Subcommittee deems appropriate.
- The accredited media personnel are informed of the date and place of delivery
of the badge through the diplomatic and consular representations abroad.
- Media personnel who have been accredited to cover the summit, including
official media accompanying leaders and heads of delegations, are provided
with distinctive badges.
- Each accredited media person receives his badge himself, or through the
institution he works for, if more than one media person is approved for coverage.
- All accredited media professionals must carry the badges and show them
clearly at all times in the places designated to accomplish their tasks.
- These badges allow accredited media professionals to enter certain sites
in the International Conference Center «Abdellatif Rahal», which is the media
center and the space dedicated for the exercise of their activity.

Summit Venue
The seventh summit meetings of the Heads of State and Government of the Gas
Exporting Countries Forum are organized at the Abdellatif Rahal International
Convention Center in the Club des Pins, which is located on the western coastal
side of Algiers, and occupies a total area of more than 270,000 square meters.
The International Conference Center «Abdellatif Rahal» has all the logistical
equipment to organize various types of events, as it is unique in its architectural
design and halls of different sizes adapted to all types of events from meetings,
conferences, exhibitions, forums and receptions, and the center also has a
special wing for media coverage with an area of 1050 square meters, which
includes a hall for press conferences and photography studios equipped with
all necessary technical means.

Organizational Foundations of Media Coverage
- The Subcommittee on Information and Communication is responsible for
controlling the accreditation process for representatives of national and foreign
media in charge of media coverage of this important event.
- A certain number of media professionals shall be determined for each national
media institution, including television, radio, written press, websites, as well as
representatives of foreign media in Algeria, according to the estimates of the
Subcommittee on Information and Communication and according to the needs
of each media body, taking into account the absorptive capacity of the work
sites.
- The Media and Communication Subcommittee shall determine the number of
photographers and videographers, representing an appropriate number of
media according to the capacity of the reception facilities for preparatory
meetings and meeting
at the summit level.

Media Center
- For accredited media professionals and members of official delegations,
a media center has been allocated at the International Conference Center
«Abdellatif Rahal», containing all logistical services and equipment.

- The management of the media center is carried out by the International

Press Center and the Algerian Radio and Television Broadcasting Corporation
through the use of 120 users.

- The center provides the following services, equipment and facilities:

• Allocating 4 studios according to international standards for foreign channels
broadcasting 24h/24h,
• Put equipment for 6 radio studios, 2 of them are for foreign radios,
• Allocating two halls for installation and electronic drawing (infographic)
equipped with 30 stations,
• Equipping two media halls with 150 laptops connected to high-speed
internet, with each hall equipped with a giant screen for direct transmission of
the summit works,
• Provision of photocopying and printing equipment,
• Harnessing mobile technical teams composed of image, sound and light
designer to serve television channels,
• Provides 20 offices equipped with Internet service and computers for foreign
channels connected to the International Broadcasting Station to follow the
work of the Summit,
• TV Sets for broadcasting and recording special coverage programs, interviews
and meetings, to be booked by prior appointment and for a specific period.

Organizing Photographers
- The movement of official photographers and videographers accompanying
leaders and heads of delegations is organized by the Information and
Communication Subcommittee.
- A photographer and a videographer from one of the media delegations
accompanying the official delegations are allowed to photograph in the
following places:
• Arrival of heads of delegation at Algiers International Airport and reception.
• Hall of Honor of Algiers International Airport.
• Arrival of heads of delegation at the International Conference Centre.
• Take bilateral photos and shake hands.
• Take a group photo of leaders and heads of delegations in the designated
place for this purpose.
• Prior to the start of the opening session and before the closing session of the
Summit.
• Departure of heads of delegation after the Summit.

Media Movement
Coverage of preparatory meetings
Buses are allocated to transport accredited media personnel from their place
of residence to the International Convention Center, according to specific
round-trip times.
Coverage of the arrival of leaders and heads of delegation
- Buses are allocated for photographers who wish to cover the arrival of leaders
and heads of delegations, at Algiers International Airport.
- Official photographers must come to the Hall of Honor of Algiers International
Airport as part of their delegation and coordinate with the Subcommittee for
Information and Communication.
- Official photographers accompanying commanders and heads of delegation
arriving with the official delegations aircraft must abide by the directives of the
Subcommittee on Information and Communication, regarding the scope and
limits of movement to ensure that live television coverage is not affected.
Coverage of the meeting of the 7th Summit of Heads of state and

- Buses are allocated to transport accredited media personnel from their places
of residence to the Media Center at the International Convention Center and
back to hotels.
- Official photographers accompanying leaders and heads of delegation must
assemble at designated locations prior to their transfer to the International
Conference Centre, and these photographers will be transported to and from
their residences according to specific dates announced within the Media
Centre.

Algeria is keen to provide and supply all the necessary and qualitative health - The Algerian dinar is the basic unit of the currency of the People’s Democratic
