1 SCOPE

This project specification covers the minimum requirements for the paint material selection, surface
preparation, paint application and quality control of coatings for new construction of external surfaces of steel
structures, piping, equipment, tank, electrical and instrumentation for Metallocene Catalyst Expansion (Met-
X) Project in Jurong Island, Singapore.

This project specification does not cover the following:


Internal linings, Concrete, Indoor coatings and Maintenance coatings.

4 GENERAL REQUIREMENTS

4.1 Paint Procedure

SUBCONTRACTOR/VENDOR shall submit the detailed Paint Procedure prior to execution of painting
work. The Paint Procedure shall at least include the following;
a. Acknowledgement of, and exceptions to, the technical specification provided by CONTRACTOR.
b. Coating materials to be used and their technical data sheets.
c. Copy of a functioning Quality Control (QC) Plan. The plan shall include the following:
i. QC inspection – details regarding the extent of and by whom it will be provided
ii. Qualifications of SUBCONTRACTOR’s QC personnel, detail of responsibilities, and chain of
command.
iii. The following minimum QC hold points: immediately prior to surface preparation, immediately
prior to coating application, following application of each coat, and following the cure of the
coating. (Inspection and Test Plan)
d. Inspection items following APPENDIX E. (Inspection Methods and Acceptance Criteria) for the
items painted at VENDOR shop with VENDOR’s standard paint system, VENDOR standard
inspection requirement can be utilized provided all relevant inspection items were reported.
e. Paint Inspection Form
f. Measuring Point Map of Film Thickness, if applicable

4.2 Extent of Painting Works

All uninsulated and insulated carbon steel and low alloy surfaces of the following shall be painted;
a. Steel structure, equipment and piping
b. Skid mounted package equipment
c. Purchased equipment
d. Rotary machineries
e. Electrical and Instrumentation items

The following metallic and non-metallic surfaces does not require painting unless otherwise specified;
a. Non-ferrous metal surfaces
b. All uninsulated stainless steel surfaces
c. Galvanized steel surfaces except for safety color identification purposes
d. Finished metals such as aluminized steel, bronze and similar metals
e. Internal surface of equipment, piping and bolt thread, except required by the data sheet
f. Screwed items of valves, gasket surfaces, etc.
g. Finished machined parts such as flange surface
h. Surface used for identification, nameplates, serial number plates, valve identification signs, gauge
glasses, guards, gauge faces, light fixtures, valve stems and flange bolts

4.3 Environment Condition

Surface preparation and paint application shall NOT be performed under any of the following conditions;

a. Relative humidity is greater than 85%. For inorganic zinc primer, relative humidity is less than 50%
or Paint Manufacturer’s recommendation.
b. The surface is wet/sweat/condensed.
c. Surface temperature is less than 3 °C above dew point.
d. Air and metal surface temperature is exceeded or below Paint Manufacturer’s recommendation.
e. Without appropriate artificial light during night or in the dark (inside Tank, Vessels, etc.).
f. Condition of strong or gusty winds or of poor visibility

4.4 Safety, Health and Environment

Environmental rules and regulations shall be met.

All personnel shall be provided with appropriate PPE (Personnel Protective Equipment), e.g., protective
clothing, safety glasses, safety shoes, hard hats, goggles, respirators, earplugs, fresh-airfed hood and
any other necessary safety equipment.

All safety equipment shall be maintained properly. Adequate warning signs shall be prominently
displayed at all access points to areas and barricaded appropriately where abrasive blasting and
painting is in progress. Always mix paints; and clean brushes/rollers and other equipment used in
painting, in well-ventilated, non-enclosed areas and at least 6 meters from confined space entry and all
air intakes locations.

For outdoor spray painting, barricade or rope off an area whereby air-borne levels of the paint
components, outside this barricade, are below their exposure limits; or at a minimum distance of 7.5m
(25 feet) from spray application area. Handling and disposal of hazardous waste resulting from the
painting activities shall be in accordance with regulations.

Regular housekeeping on daily and weekly basis shall be mandatory.

All layers of a paint system and all abrasive blasting materials shall comply with any local and/or
regional standards or regulations. Paints and coatings containing lead, cadmium & chromium are not

allowed for use at Singapore Manufacturing Site. Any paint system shall fully comply with any local
and/or regional air quality or Volatile Organic Compounds (VOC) levels or emission standards or
regulations.

SUBCONTRACTOR/VENDOR shall protect all equipment, structures and any other areas from
mechanical damage, environmental damage, damage caused by over blasting, dripping paint, paint
splashes and overspray.

4.5 Technical Data Sheet / Material Safety Data Sheet

SUBCOTRACTOR/VENDOR to provide latest edition of all technical data sheet and material safety data
sheets. The material safety data sheet must be readily available at site where painting works is
executed.

5 SURFACE PREPARATION

Before abrasive blasting, all equipment parts which may be damaged by blast, dust, or particulate matter
shall be suitably protected by wrapping, taping or other means to prevent damage. This equipment shall
include but not necessarily be limited to the following;

Prior to the start of work, SUBCONTRACTOR/VENDOR shall verify all surfaces to be coated as being free of
oil, grease, dirt, burrs, slivers, undercut welds, excessive weld porosity, and visible salt contamination.
All weld joints requiring hydrotesting and/or sensitive leak test must be completed prior to any surface
preparation and coating application.

Adjacent area of welding shall be cleaned to prevent sharp rough areas and free from slag, spatter, flux
residue.

All openings including those that area flanged or threaded shall be sealed to prevent entry of blast abrasives.

5.1 Blasting and Spraying Equipment


COMPANY's approval is required prior to working abrasive blasting on live or pressurized equipment.

SUBCONTRACTOR/VENDOR is responsible for the provision and maintenance of properly sized


equipment, tools, and supplies necessary to perform surface preparation, paint application, QC, and
environmental control as covered in the technical specification or approved procedure.

SUBCONTRACTOR/VENDOR shall provide the following to the point of use: compressed air, coolers,
moisture traps, etc. as necessary to provide clean, dry air of sufficient quantity and pressure at the
nozzle to achieve the specified surface preparation or paint application.

Oil and water traps, automatic drains, and after-coolers on compressed air supply systems shall be
checked and drained at the beginning of each shift as a minimum, and more frequently if required, to
maintain quality of the air source.

5.2 Abrasive Material

The abrasive material shall be selected from the following.

Other abrasive material may be proposed subject for COMPANY’s approval.

Steel grit or shot shall not be used for stainless, galvanized and non-ferrous metal surface.

Abrasive materials shall be free from oil, grease, dust, salts, chloride and other impurities. The particle
size shall be suitable to give the required surface profile / roughness recommended by Paint
Manufacturer as stated on the technical data sheet. Sand shall not be used as abrasive for surface
cleaning.

Abrasive must be capable of providing a sharp, dense angular profile of the specified depth.

Recycled abrasive may be used only in blast rooms where automated dust removal equipment exists.

SUBCONTRACTOR must obtain an analysis certificate of the blast media for each batch of blast media
to be used, which, as a minimum, indicates the batch number, the media's gradation, and chloride
levels. The media shall comply with the requirements of SSPC AB 1.

5.3 Abrasive Blasting


SUBCONTRACTOR/VENDOR shall refer to Paint Manufacturer's technical data sheet as the source of
information for the recommended methods and grades of surface preparation for any given coating
system type and service category.

Surface preparation shall achieve the required standards immediately prior to priming.

All blast cleaned surfaces shall be primed before visible re-rusting occurs or within four (4) hours of the
commencement of blasting. If visible re-rusting occurs or more than four (4) hours elapse, then the
metal surfaces shall be lightly re-blasted and where necessary washed to remove rust blooming and
accumulation of soluble salts.

When steel grit and shot abrasive is used, routine and frequent addition of grit to the grit/shot mixture is
necessary to achieve a sharp, dense angular profile of the specified depth. The minimum grit/shot ratio
shall be 65%. Blast media consisting solely of steel shot is prohibited.

The surface roughness / surface profile after abrasive blasting shall be in accordance with Paint
Manufacturer recommendation as stated on its technical data sheet.

5.4 Power Tool Cleaning


Power tool cleaning is acceptable in areas where abrasive blasting is not suitable and where the tools
and techniques used provide a sharp, angular profile of the specified depth and level of cleanliness.
SUBCONTRACTOR/VENDOR shall submit for CONTRACTOR / COMPANY approval any power tool to
be used. COMPANY’s Engineer shall be notified of any areas that are not accessible for blasting.

If the power tool used is air-powered, then the area must be solvent wiped to ensure that the tool did not
contaminate the surface with oil through worn seals.

Any surrounding coating shall be feather etched for a minimum overlap of 2 in. (50 mm).

6 PAINT APPLICATION

6.1 Paint Material Selection

Coating materials specified in APPENDIX B (Coating System Descriptions and Accepted Coatings)
shall be used. Alternative paint systems for those in APPENDIX B may be proposed if they can be
demonstrated that there is a significant cost or performance benefit for using the proposed system. In
that case, it shall be submitted to COMPANY through CONTRACTOR for approval after requirements in
APPENDIX C (Test Requirements and Acceptance Criteria for Coating Qualification) has been
completed.

6.2 Paint System Selection

APPENDIX A (Coating System Selection Table) of this specification shall be used to select coating
systems. Tables in APPENDIX A are provided for each of the following service categories.

Category A: Uninsulated aboveground carbon and low-alloy steel equipment, vessels, piping,
piping specialty, stacks, and ductwork
Category B: Externally insulated aboveground carbon and low-alloy steel equipment, vessels,
piping, piping specialty and ductwork
Category C: Aboveground structural steel and repair of galvanizing
Category D: Underground piping and fittings and field welds and repair
Category E: Underwater / splash zone and marine and land piles and sheet piling
Category F: Stainless steel Equipment, Vessels, Piping, Piping Specialty
Category G: Purchased equipment (OEM) – Machinery, Motors, Instruments, Transformers,
Tagged Valves, Bulk Valves, Fire Fighting Equipment, etc.
Category I: Remote instrument enclosures (RIEs), substation enclosures, and small metallic
buildings

Appropriate paint system shall be selected considering the maximum operating temperature and/or
steam-out temperature condition of the equipment and piping.

6.3 Primer Coat Application


All blasted surfaces shall be primed prior to the onset of oxidation discoloration, and within four (4)
hours of the blasting operation. Primer application shall be completed before sunset. In case this is
difficult or impractical, application shall be proceeded under the appropriate artificial light.

1) Primer shall be uniform thickness, especially at welds, edges, and corners free of mud cracking.
2) Primer coat shall not be brick red or rust colored.
3) Primer shall not be applied within 4 in. (100 mm) of unblasted surfaces or edges to be welded.
4) Primers except for IOZ when required by Paint Manufacturer, shall be applied using an agitated
pot.
5) Application of Inorganic Zinc Primer (IOZ)

During the application of inorganic zinc primer, a continuous mixing device shall maintain the
pigment in suspension. Unless there is no alternative, inorganic zinc shall not be applied with
roller or brush. IOZ shall have dry spray removed with wire screen and shall be confirmed as
sufficiently cured according to the methyl ethyl ketone (MEK) rub test per Paint Manufacturer's
instructions before top coating.

When intermediate or finish coat is applied over fresh inorganic zinc primer, a “mist” coat shall
be applied first to displace all air entrapped on the surface of inorganic zinc. Epoxy or silicone
paint which would be applied over inorganic zinc shall be thinned by appropriate thinner and

applied as “mist” coat. The percentage of thinning shall be in accordance with Paint
Manufacturer’s recommendation.

White rust that has formed during the intervening period shall be removed in accordance with
Paint Manufacturer's instructions prior to over-coating.

6.4 Intermediate and Finish Coat Application


Each coat of a multi-coat system shall be a contrasting color to indicate the extent of coverage.

A uniform spray application on large surfaces for priming, intermediate and finish coating shall be
obtained by 50 percent overlapping vertical passes followed by 50 percent overlapping horizontal
passes.

Contaminations shall be minimized by applying succeeding coats within the time period recommended
by Paint Manufacturer. If contaminants are present, they shall be removed before applying the
subsequent coat. The blasted surface, primer coat, intermediate coat and finish coat shall be examined
for dirt and dust prior to application of additional coats.

6.5 Film Thickness


Wet film thickness (WFT) shall be checked during the application of each coat to assure the specified
dry film thickness (DFT) is achieved. The dry film thickness (DFT) of each coat shall be within the
specified range indicated on Paint Manufacturer’s technical data sheet. Dry film thickness (DFT) shall
be measured in accordance with SSPC PA2.

6.6 Compatibility with Existing Paint System


Before any painting work is commenced, the compatibility with existing paint systems or layers shall be
checked. Paint Manufacturer shall be consulted if required. If there is any doubt about compatibility, the
compatibility test shall be conducted to evaluate the inter-coat adhesion. The procedure shall be
proposed prior to any test commencement for CONTRACTOR / COMPANY’s approval.

6.7 Brush or Roller Application


Where spray application is impractical due to the configuration of the item and/or overspray on adjacent
surfaces being concerned, coatings should be applied by roller or brush following Paint Manufacturer’s
recommendation.

All edges, corners, fillet welds and other areas where grinding is not possible and all other sharp edges
and protrusions shall be stripe coated with one additional coat of brush applied primer.

Coating applications on inaccessible area to perform spray application, shall be brush applied to reach
the specified dry film thickness.

6.8 Bolt, Nut and Bolt Holes Subject to be painted

Carbon steel or low alloy steel anchor bolts specified in GP 04-06-01, ASTM A 354 Grade BC high-
strength bolts may be hot-dip galvanized. High-strength bolting that should not be galvanized may be
coated by mechanical galvanizing or with an IOZ rich primer. No other bolting requires coating.

6.9 Protruding parts


A coating system, appropriate for the operating temperature, must be applied to all metal surfaces, such
as nozzles, supports, and attachments, which extend outside the insulation. The coating system shall
be provided for the protrusion and 6 in. (150 mm) radially on the equipment from the protrusion
attachment weld.

When a full coating system is specified for under the insulation, the coating on the protrusion may be
the same as that under the insulation.

7 VENDOR’S STANDARD PAINT SYSTEM

7.1 Items with Vendor’s standard paint system

The following items shall be painted by VENDOR at their shop with their standard paint system:

Purchased Equipment (OEM): Machinery, Motors, Instruments, Transformers, Tagged Valves, Bulk
Valves, Fire Fighting Equipment, etc.

The VENDOR's standard paint system shall be approved by CONTRACTOR/COMPANY and shall
comply with the following:

1. The paint system for up to 200°F (93°C) shall be at least equivalent to paint systems in ISO 12944-
5 with an environment C-5M and the expected durability of 15 years.
2. The paint system above 200°F (93°C) shall be equivalent to the paint systems specified in
APPENDIX B.
3. The finish color shall be in compliance with APPENDIX D (Color Schedule).

VENDOR 's standard inspection requirements can be applied. The minimum requirements for
VENDOR's standard inspection are shown in para. 13.2.

7.2 “Off-the-shelf” or “Stocked” item (Ready-made merchandise)


Off-the-shelf items or stocked items are the catalogue items which are not practical to apply reference
international code/standards of painting, VENDOR standard can be applied for paint system, finish color
and the inspection. VENDOR's standard paint system shall be submitted for CONTRACTOR’s review.

8 COLORS, SIGNAGE AND IDENTIFICATION STENCILING

8.1 Process Plant Labelling

Markers for process lines shall have the pipe contents printed on the top line and the line number and
appropriate FROM / TO information on the second line of each marker. All process line markers shall
have a flow direction arrow.
The text format shall be as follows:

Markers for utility lines shall have pipe contents printed on them with flow direction only, no FROM / TO
information unless specifically requested.
Markers placement parameters and sign specifications are summarized on the following COMPANY
drawings;
a. ZX-141-0100 (SCP Process Labelling Standard) as shown on APPENDIX E
b. ZX-141-0101 (SCP Process Labelling Standard) as shown on APPENDIX F
c. ZX-141-0102 (SCP Process Labelling Standard - Sign Details) as shown on APPENDIX G

8.1.1 Marker Text Guidelines

Pipe / Line contents, or the LEGEND, should state the hydrocarbons/chemicals/utilities involved.
In addition, other useful information for the operator should be included, such as:
- NNF (for normally no flow) B31
- INERT C4 FOR STARTUP
- C2=ERC LEVEL PULLDOWN
- HEAVIES PURGE (BUNDLE SIDE)
- PGC 5th STG KICKBACK
etc.
Notes:
1) Where this type of information requires more than 4 to 5 words it may be difficult to get on a
label and in that case a sign should be used instead.

2) Legend names should be checked to ensure they are consistent with names used in
operating manuals and procedures.

The FROM / TO information, on the 2nd line, will usually be the equipment number(s). However,
where specific “jargon” or common names are desired they can be used. For example, “TO
FURNACE AREA” or “FROM BOILERS”, “FROM SEPARATOR #1”, may be more informative
than the associated equipment numbers. In particular, this type of designation should be used to
help ensure that the line labeling is consistent with any designations and/or common names
used in the operating procedures.

8.1.2 Unit Identifiers

Markers should include “unit identifiers” if there are parallel or multiple units/trains/blocks/skids,
etc., with the same processing purpose, as in steam cracking furnaces, parallel/space driers or
reactors or any parallel unit operations. These type of markers help the operator to quickly
recognize what unit he is on, particularly where the parallel or multiple pieces of equipment are
almost identical in design/layout.

These labels can skip the TO or FROM information if it is the same as the unit identifier.

8.1.3 Installation

All pipe markers/labels and signs shall be installed using proven materials and techniques, as
per Marking Services, Inc. standard or equivalent. Installation must be completed such that no
sharp edges or projections are exposed.
Attachment of labels or signs with twisted wire is not acceptable for permanent installations.
Markers which will be on hot lines (over 120 oC) must be noted on the spreadsheet. These labels
will be provided with a stainless steel carrier with insulation/air gap to keep heat off the label
itself.

8.1.4 Equipment Identification

Equipment will be identified by tag number and description. These will be stencilled letters and
number using industrial quality black paint.
Stencil size and placement parameters for various pieces of equipment are shown in APPENDIX
H: ZX-141-0102 (SCP Process Labelling Standard – Equipment Identification)

9 GALVANIZING

Galvanizing on forged steel shapes, such as plate, castings, bars and strips shall be according to
ASTM A 123/A 123M or equivalent. Galvanizing on threaded fasteners shall be according to ASTM A
153/A153M or equivalent. Unless waived by COMPANY, zinc for galvanizing shall be in accordance with
ASTM B 6, "High grade zinc," which contains a maximum of 0.03% lead and 0.01% cadmium.

10 THERMAL SPRAY ALUMINUM (TSA)

Thermal Spray Aluminum (TSA) shall be applicable on the following equipment.

The COMPANY's Engineer shall supply a job specification that establishes the criteria for
SUBCONTRACTOR/VENDOR qualification, surface preparation, application, and inspection of Thermal
Spray Aluminum (TSA).

Arc spray or flame spray equipment may be used.

The thermal spray wire shall be 99% Al, conforming to AWS C2.25/C2.25M, C2.25 Classification W-AL-1100
(UNS No. A91100). The Manufacturer or Supplier shall provide a certificate of conformance for each batch
supplied.

Except for Category D Fluid Service as defined by ASME B31.3,

11 REPAIR PROCEDURE

Paint surface irregularities not to reach the substrate, such as runs, sags, blemishes, blisters or dry spray in
the coating shall be removed and affected area repaired by subsequent paint material.

If coating damage has occurred exposing steel, then the area shall be spot-blast cleaned (vacuum blast is
acceptable) or power tool cleaned to restore the exposed steel to the originally specified degree of
cleanliness.

Adjacent coating shall be feathered back approximately 2 in. (50 mm) to form a uniform etched surface. The
prepared surface shall be free of loose, lifting, burned, or blistered coating.

If the coating thickness is deemed to be outside of Paint Manufacturer's permissible DFT (range, i.e., too
high or too low) the final overall coating thickness shall be adjusted to be within the prescribed range. Follow
Paint Manufacturer's recommended steps in rectifying the overall coating thickness.

Paint materials suitable for touch-up are covered on the coating system sheets included in APPENDIX B. For
galvanized steel, it shall be repaired by using Solvent-Borne Zinc-Rich Epoxy and Epoxy Mastic (System 5).

12 STORAGE, HANDLING AND TRACEABILITY

Compliance with Paint Manufacturer instructions and technical data sheets:

SUBCONTRACTOR shall comply with all requirements of Paint Manufacturer's most recent application
instructions and technical data sheets. This includes storage, straining, mixing, thinning, pot agitation,
application, and recoat intervals of coatings.

Coating materials shall be maintained in the original unopened containers prior to use, free from damage
and with complete labeling. All containers shall be legibly labeled throughout the duration of the job. Any
container on which labeling has been damaged or removed shall not be used and must be removed at site.
First-in first-out basis on coating material usage must be applied at all times.

1) Paint material Storage, Handling, and Traceability


Paint and solvent materials must be transported and stored in accordance with Paint Manufacturer's
recommendations. Manufacture batch numbers shall be recorded and documented for all paints and
solvents.

2) Mixing and Thinning


New or original containers: All mixing shall be done in containers provided by Paint Manufacturer or in
clean, new containers that have not been previously used.

Partial kit mixing is not permitted: For touch-up purposes, mixing of small amounts is permissible only
when precise measuring of components is witnessed by Inspector.

13 QUALITY ASSURANCE / QUALITY CONTROL

13.1 Personnel Qualification


When coatings will be underground, underwater, marine, or chemical exposure, Inspector shall be a
certified NACE International Coating Inspector or COMPANY-approved equivalent.

13.2 Inspection Items


For painting work including surface preparation, priming, intermediate and finish painting by
SUBCONTRACTOR/VENDOR except for VENDOR's standard paint system, the following inspection
requirements shall be followed as minimum which are subject to be approved by CONTRACTOR.

Inspection methods, frequency, and acceptance criteria are required part of this specification and are
listed in APPENDIX I (Inspection Methods and Acceptance Criteria).

Work shall not proceed with the next step in the system sequence (i.e., surface preparation, priming,
intermediate, finish coat application) until the previous work has been inspected and approved by
Inspector.

The detail of inspection items is described in APPENDIX E and inspection report format sample is
shown in APPENDIX J (Inspection Report Form Sample).

Note:

13.4 Pre-Job Meeting

For items which have high critical rating (level 1 and 2) (Pressure vessels, piping etc.), a pre-job
meeting shall be arranged by CONTRACTOR to review CONTRACTOR's specification and
SUBCONTRACTOR's/VENDOR’s exceptions and procedures. Off the shelf items (pumps, compressor,
motors etc.) are no need to hold a pre-job meeting.

Changes to the specification made necessary by the proceedings of the pre-job meeting will be made
by CONTRACTOR, who will re-issue the revised specification to the project team and all meeting
attendees prior to the commencement of work.

APPENDIX A shall be used to determine the correct coating system for various service categories, operating
environments, and equipment types. When the correct coating system has been identified, reference the
APPENDIX B to obtain the required surface preparation, coating materials, and relevant details.

Deviation from the following coating selection tables requires approval by COMPANY’s Engineer.

Applicable service category for each coating system shall be referred to para. 6.2 of this specification.

Paint system for up to 200°F (93°C) shall be at least equivalent to paint systems in ISO 12944-5 with an
environment C-5M and the expected durability of 15 years.

Paint system for above 200°F (93°C) shall be equivalent to the paint systems specified in APPENDIX B.

For bulk carbon steel valves unified primer (Inorganic Zinc) shall be applied at VENDOR shop. Succeeding
intermediate and finish coat shall be applied at site based on its actual operating temperature condition.
Refer to Category A and B.

For bulk stainless steel valves refer to Category F.

VENDOR will provide standard coating system, and CONTRACTOR will document rationale. This
information will be included in equipment record system (See Notes).

Note:

1) Assuming proper surface preparation and coating application, coating performance life is dependent on
the atmospheric exposure of the equipment.

2) Exposure to chemical spills, splash, fumes, or routine testing of salt water deluge systems will severely
limit performance life of "standard coating systems." Consult COMPANY’s Engineer to determine suitability
of the proposed coating system.
