PROTOCOL WATCHLIST

Guidelines for Escorting the ADB President

1. Refer to the latest copy of the Protocol Watch List.


2. Coordinate closely with the President’s executive assistants, particularly on timing and venue(s) of events.
3. If possible, check on the venue before the event and before escorting the President.
4. Determine the best route to escort the President from starting point to destination.
5. Identify which elevator or stairs to use.
6. Discuss these arrangements with the President’s liaison and security officers so that you all agree.
7. Ask OSEC Secretariat to assist in having the elevator blocked at the appropriate time to minimize the waiting period.
8. Program your mobile phone with the numbers of all people you may need to contact, including the person at your
destination, the person who will block the elevator, the President’s secretary, etc.
9. Phone ahead to the pre-arranged contact person at the venue to inform them that the President is on his way.
10. Check if you will need to escort the President to another venue after the event; if not, contact the person who will escort
him thereafter and ensure that you discuss arrangements in advance. If President is to return to office, please ensure that
you also escort him back.
11. If the President will be getting into his car after the event he is to attend, ensure that you know exactly where his car will
be waiting and how to contact the driver.
12. Check if the President wishes to talk to NGOs or journalists en route to the destination and if he does not wish to, politely
prevent them from approaching him.
13. A copy of the Watch List prepared by OSEC for the 2007 Kyoto Annual Meeting is attached.
