Topic: Preventive measures against the illicit manufacturing and trafficking of
firearms

United Nations Office on Drugs and Crime,

Acknowledging the need to strengthen international collaboration and harmonization efforts,

Affirming the imperative need for a unified, cooperative response to address such a
problematic effectively,

Recognizing the escalating global threat posed by the illicit trafficking of firearms,

Taking into consideration previous updates,

1. Encourages the creation of a global digital database for firearm tracing which will
be supported by the UNODC funds, administered by employees from the Data, Analytics,
and Statistics section of the Research and Trend Analysis Branch of the Division for Policy
Analysis and Public Affairs of UNODC and accessible to signatory countries and
international law enforcement agencies, facilitating the tracking of firearms across borders;

2. Proposes the creation of the economic diversification program “Help for all” with
the aim of breaking the impoverishment cycle by:
a. Offering alternative livelihoods to individuals involved in illicit activities, such as
manufacturing and trafficking firearms with the intention of reducing the economic incentive
for individuals to engage in illegal activities by providing legitimate sources of income,
b. Including vocational training, which will offer training in various skills and trades
that are relevant to the local job market to,
c. Creating microfinance opportunities which will provide access to small loans and
financial services for aspiring entrepreneurs who want to start small businesses or engage in
income-generating activities,
d. Receiving finance from the United Nations Organization (UN) members, with
priority given to countries in a state of emergency or at war, and adapting the program to fit
the social needs of each participating country

3. Supports research and development efforts, done in the Laboratory and Scientific
Services Branch of the Division for Policy Analysis and Public Affairs of UNODC, in
technological solutions that can enhance firearm marking and tracing capabilities utilizing
modern tools, such as microchips or biometrics, that can significantly reduce the risk of
tampering:
a. This research seeks to expand the UNODC funds by partnering up and
collaborating with private enterprises and NGOs;

4. Promotes the Widespread Adoption of the ITI program, which will enhance the
ability to trace illicit firearms, track cross-border movement, and identify trafficking routes,
leading to a reduction of illegal firearm availability, through:
a. Campaigns with the aim of informing about the importance and benefits of the
instrument,
b. The “Eagle Track” program, which consists of the monitoring and tracking of
firearms manufactured legally in countries such as the US and Israel via a microchip implant
which will contain the names and important information of the retailers which it will be
delivered to;

5. Endorses the “Akshan Protocol”, which focuses on enhancing the supervision and
—--management of border control by:
a. Utilizing international cooperation to further increase it’s range and effectiveness,
b. Involving the military of each country to guarantee the intervention of suspicious
shipments in export zones, which are known to be the most concurred by illegal trafficking
organizations,
c. Making a call to implement a common database where all information regarding
interventions can be accessed;

6. Initiates the "Guarding Force" program, which focuses on the formation of task
forces specialized in combating undercover arms trafficking operations in both rural and
urban settings with collective funding from all member countries.
