District Irrigation Plan (DIP) is prepared with a vision to ensure access to some
means of protective irrigation to all agricultural farms in the district to produce
more crops per drop thus, bringing much desired rural prosperity.

FOREWORD

The basic human needs of food, clothing and shelter (Rotti Kapda Aur
Makan) are addressed on priority from time immemorial in the civilized
society. Food and clothing are directly or indirectly have their origin in crops,
which is their availability is directly proportional to quantity and quality of
crop yield. Ever increasing population increases demand for both thus
ultimately higher crop productions become the sole goal. The higher
production is proportional to the moisture level in the field and water is applied
to field through irrigation to maintain optimum level of moisture in the field.
Research conducted in Water Management have results which leads to
tremendous saving in water through Drip or Sprinkler methods and also water
conveying and conservation to such level that each drop is diverted to crop.
Precise water application is possible in the modern day. South Goa District
receives heavy showers and DIP is formulated to conserve this wealth for lean
season. In particular reference to South Goa need to plan for water
conservation due to population growth, to increase area under cultivation and
tourism industry (floating population), which coincides with summer (lean
water season).
The efforts of Water Resources Department, Indian Metrological
Department, Coastal Agricultural Research Institute, ICAR Complex, Ela, Old-
Goa, Rural Development Agency South Goa, Department of Animal
Husbandry & Veterinary Services, Department of Fisheries ,other line
department and Department of Agriculture in preparation of this DIP are
appreciated and wish them success in their endeavor to help farming
community.

Acknowledgement

Government of India has launched a scheme “Pradhan Mantri Krishi Sinchayee Yojana”
with a broad objective to achieve convergence of investments in irrigation at the field level, enhance
the physical access of water on the farm and expand cultivable area under assured irrigation (Har
Khet Ko Pani), improve on-farm water use efficiency to reduce wastage of water, enhance the
adoption of precision-irrigation and other water saving technologies (more crop per drop) ensure
recharge of aquifers and introduce sustainable water conservation practices and to attract greater
private investments in precision irrigation. District Irrigation Plan (DIP) is collective efforts &

I. Introduction:
Government of India has launched Scheme Pradhan Mantri Krishi
Sinchayee Yojana (PMKSY) to provide water to maximum possible level at
every farm of the country thereby enhancing agricultural production &
productivity.
The operational guidelines issued by Central Government envisages
planning at District level and prepare a District Irrigation Plan for (DIP)
irrigation. While planning, all related activities, schemes implemented by
Central and State Government are to be converged to achieve all cultivable areas
with water.
District Irrigation Plan is to identify gap in irrigation structures,
technology and other inputs. DIP is in consideration of with District
Agriculture Plan (DAP) prepared for Rashtriya Krishi Vikas Yojana (RKVY).
So, also irrigation infrastructure available and resources that will be created in
future. Creation of resources may be through schemes like Mahatma Gandhi
National Rural Employment Guarantee Scheme (MGNREGS,) RKVY,
Member of Parliament Local Area Development (MPLAD) &The gap
identified under Strategic Research & Extension Plan (SREP).
District Irrigation Plan depict holistic irrigation development perspective
of the District outlining medium to long term development plan integrating
three components viz water sources, distribution network and water use
application, taking care of water for drinking and domestic use, irrigation and
industry.

District Irrigation Plan is to provide requisite emphasis on convergence


by eliminating overlap of resources & efforts and ensuring optimal utilization
of funds available through various centrally sponsored/ state plan schemes.
In view of above, District Irrigation Plan of south Goa District of Goa
state is attempted. The preliminary discussion was held by Chief Secretary,
Government of Goa with Stake holders. Thereafter Taluka Level officers and
District level Nodal Officers were nominated. These officers held meeting,
collected data and is presented here in the form of District Irrigation plan.
II. Background:

Hon’ble President in his address to the joint Session of the Parliament of


16th Lok Sabha indicated that “Each drop of water is precious. Government is
committed to giving high priority to water security. It will complete the long
pending irrigation projects on priority and launch the ‘Pradhan Mantri Krishi
Sinchayee Yojana’ with the motto of ‘Har Khet Ko Paani’. There is a need
for seriously considering all options including linking of rivers, where
feasible; for ensuring optimal use of our water resources to prevent the
recurrence of floods and drought. By harnessing rain water through ‘Jal
Sanchay’ and ‘Jal Sinchan’, we will nurture water conservation and ground
water recharge. Micro irrigation will be popularised to ensure ‘Per drop-More
crop’. Out of 62807 Ha of net area sown in South Goa District, about 12663
Ha (20.16%) is presently covered under irrigation. Substantial dependency on
rainfall makes cultivation in un-irrigated areas a high risk, less productive
profession.

III. Vision:
District Irrigation Plan is prepared with a vision to ensure access to some
means of protective irrigation to all agricultural farms in the district to produce
more crop per drop thus, bringing much desired rural prosperity.

IV. Objective:
The broad objectives of District Irrigation plan is to:-
a) Achieve convergence of investments in irrigation at the field level.
b) Enhance the physical access of water on the farm and expand cultivable area
under assured irrigation (Har Khet ko pani),
c) Integration of water source, distribution and its efficient use, to make best use
of water through appropriate technologies and practices.
d) Improve on-farm water use efficiency to reduce wastage and increase
availability both in duration and extent.
e) Enhance the adoption of precision-irrigation and other water saving
technologies (More crop per drop).
f) Enhance recharge of aquifers and introduce sustainable water conservation
practices.
g) Ensure the integrated development of rain fed areas using the watershed
approach towards soil and water conservation, regeneration of ground water,
arresting runoff, providing livelihood options and other Natural Resource
Management activities.
h) Promote extension activities relating to water harvesting, water management
and crop alignment for farmers and grass root level field functionaries.
i) Explore the feasibility of reusing treated municipal waste water for peri
urban agriculture, and
j) Attract greater private investments in irrigation.

V. Strategy /approach:

To achieve above objectives, DIP is to strategize by focussing on end-to


end solution in irrigation supply chain, viz. water sources, distribution network,
efficient farm level applications, extension services on new technologies &
information etc. Broadly, DIP is to focus on:
a) Creation of new water sources; repair, restoration and renovation of defunct
water sources; construction of water harvesting structures, secondary &
micro storage, groundwater development, enhancing potentials of
traditional water bodies at village level like Ponds, Tanks, lakes etc.
b) Developing/augmenting distribution network where irrigation sources (both
assured and protective) are available or created.
c) Promotion of scientific moisture conservation and run off control measures
to improve ground water recharge so as to create opportunities for farmer to
access recharged water through shallow tube/dug wells.
d) Promoting efficient water conveyance and field application devices within
the farm viz, underground piping system, Drip & Sprinklers, pivots, rain-
guns and other application devices etc.
e) Encouraging community irrigation through registered user groups/farmer
producers’ organisations/NGOs, and
f) Farmer oriented activities like capacity building, training and exposure
visits, demonstrations, farm schools, skill development in efficient water
and crop management practices (crop alignment) including large scale
awareness on more crop per drop of water through mass media campaign,
exhibitions, field days and extension activities through short animation
films etc.

Formulation of District Irrigation Plan is formulated by collecting data at


Taluka level by Officers of Directorate of Agriculture i.e. Zonal Agriculture
Officers and Officers of Water Resource Department. Data was tabulated in
template provided by training institute, where I.A.S. / I. F. S. Officers were
trained for formulation of District Irrigation Plan under PMKSY.
The Taluka level information was put together to constitute District
Irrigation Plan. The Information / Data comprising of potential water resources,
water required for Agriculture Sector for prioritising activities based on socio-
economic and location specific requirement.
All activities pertaining water harvesting, water augmentation from
surface/sub surface sources, distribution and application of water including
repair renovation and restoration of water bodies, major medium and minor
irrigation works, command area development etc. are to be taken up within the
frame work of this master plan. Accordingly, an attempt was made to set up an
approach for preparing the District Irrigation Plan. The DIP is to cover broadly
all the areas connected to water availability, requirement, use, development and
management. Therefore, the data pertaining to preparation of DIP is multi-
sectoral. The data requirement of the district irrigation plan includes
information of Physical features, Land use pattern, Demographic / Economic /
Social, Meteorological, Hydrological, Current surface & Ground water
utilization and future requirement, Existing and proposed Water Resources
schemes, Irrigation Potential created, old water bodies etc., Agricultural /
Irrigation statistics, Water Quality etc. Preparation of requisite District Maps in
GIS for the following topic is included.

District irrigation plan is to ensure convergence with all rural


assets/infrastructure based programmes related to water conservation and
management programmes/schemes like Mahatma Gandhi National Rural
Employment Guarantee Scheme (MGNREGS), Rashtriya Krishi Vikas Yojana
(RKVY), Local body funds, Working Plan of State Forest Department etc.

VI. Rationale/ Justification Statement:

Water is an important component of Agricultural production. The


production of crops can be increased by several folds by irrigation, hence we
have to supply water i.e. through Irrigation to crops. In the present scenario,
due to pressure of increasing population with limited or diminishing natural
resources like land, water etc. available for Agriculture, it is inevitable to
increase the production of crops by irrigation, to meet the food demand. To
achieve this, we have to
I) Efficiently use the available water for producing desirable quantity of
yield.
II) Reduce erosion of soil to maintain or restore fertility of soil, for better
crop yield.
III) Use of organic forms of fertilizers /pesticides instead of inorganic form
to make water available and control the rise in salinity.

Unlike other parts of the Country, State of Goa being located on the
West Coast of the country receives copious rainfall by the South West
Monsoons. The Konkan belt locked between the Sahyadri range on the eastern
side and the Arabian Sea on the west is very conducive for relieving the heavy
moisture laden winds during the monsoons. As a Corollary, rainfall pattern is
the heaviest at the mountain ranges and on its western slopes, which gradually
reduces towards the coastal plains. The entire precipitation is however limited
to the monsoon period of just four months from June to September. The State
receives an annual rainfall of about 2800 to 4200 mm on an average.

This entire water resource should not be mistaken as available for


harnessing. There are a lot many constraints in harnessing and utilization of
this water resources. Many of the rivers are tidal prone up to a distance of 20 to
40 kms and hence the utilizable part of the yield is to be identified basin wise.

In the post monsoon period the effluent river flows start dwindling and very
few rivers or rivulets remain perennial. This obviates the developmental water
resource Scenario to be a necessary blend of storage and run of the river
schemes for optimal water utilization.
The State possesses a vast potential of assured water, of which about 60
to 70% gets drained to the Arabian Sea during the monsoon period of just four
months. The surface drainage is helped by a number of nallahs, rivulets and
rivers which principally run across the State in a Westerly direction and finally
into the Arabian Sea. Goa possesses nine river basins namely, Terekhol,
Chapora, Baga, Mandovi, Zuari, Sal, Saleri, Talpona and Galgibag.

Nature has bestowed immense and abundant opportunity to the State for
recharging of the ground water in view of the almost unfailing copious rainfall
during the monsoons. As the overburden mantle is made up of laterites and
lateritic soils on the foothills and the plateau midland, the recharge is faster.
However equally it enables effluent seepage through the nallahs and creeks to
deplete the shallow water table at a faster rate.
The maximum utilization of water is used to irrigation followed by
domestic consumption, industrial utilization, fisheries, etc.
Though there is a copious rainfall in the state, the short lengths of the
rivers combined with tidal effects up to 20-40 kms inlands and storage schemes
available mainly in the Western Ghats, there is an ardent need to look into
innovative and new methods for storing and utilizing water for all the sectors.
The State of Goa has implemented the post-monsoon harvesting schemes along
all the main rivers in the freshwater reaches which has not only created
storages within river regimes, but have also helped in recharging the
groundwater in the adjacent regions. More
than 200 such structures have been constructed and more are envisaged
wherever there are positive outcomes. Interlinking of rivers within the state

have been resorted to by diverting/pumping water from a surplus water


basin/reservoir to a deficient basin/river which has given solace to many a
water treatment plants. In future there is an ardent need to integrate the water
resources of the state for optimum utilization. The water treatment plants need
to be integrated and aligned, the numerous small water bodies in the state need
to be repaired, improved, rejuvenated and use of many water saving techniques
like drip, sprinkler, etc should be resorted to. Due to the small land holdings,
there is a need to set up societies for minor irrigation schemes also so that
water distribution can be improved by warabandi on lines of CAD for major
and medium irrigation schemes. The State has also a unique rice-bowl in terms
of khazans. These khazan lands are saline flood plains along the estuaries in
coastal regions. These estuarine plains had been reclaimed thousands of years
ago long before the colonial rule. These are basically lands below the high tide
level protected by a series of bunds. These bunds are small dykes with dry
rubble wall on the exterior face and earth abutting it to form a dyke or bund.
These khazans were managed in pre-colonial times by a system known as
‘gaonkari’ which was replaced by colonial regime with ‘Code of
Communidades’ and presently governed by ‘Land Revenue Code’ and Tenants
associations. The khazans have a total area of about 18921 ha and in South Goa
District itself khazan lands cover an area of 12,600 ha. There is an ardent need
to improve, repair the bunds and also educate/ cajole the farmers to irrigate the
vast rice bowl of the State. Efforts also need to be made to improve the food
production in this regions which will increase the food production in the state
tremendously.

Chapter 1

1.1 District Profile:

Brief information of South Goa district:

South Goa district lies in the southern part of Goa state. The
geographical area of the district is 2280 sq.km, and is situated between South
latitudes 15.29’32” and 14.53’ 57” and between east longitudes 73.46’ 21” &
74.20’ 11” .The district is bounded by South district of Goa, Belgaum district
of Karnataka in the South-east, Uttara Kannada district of Karnataka in the
east, and in the west by the Arabian sea. Margao is the district headquarters of
south Goa district. The district comprises of 7 Talukas namely, Sanguem,
Canacona, Dharbandora, Quepem, Salcete, Ponda and Mormugao. There are
162 villages and 12 towns out of which 7 are Municipal towns. Population (as
per 2011 census) is 806367 with a population density of 353per sq.km.

1.2 Demography:

The districts of Goa have been reorganised i.e. Ponda Taluka has been
delineated from North Goa district and has been attached to South Goa district.
The population of the state according to the 2011 census was 14, 58,545 of
which 7, 39,140 were males and 7, 19,405 were females. The South Goa

1.3 Biomass and livestock


As per the Livestock census 2012 the total livestock population of the
district was 2,90,901 of which 5354 were cattle, 2457 were buffaloes,1066
were goats, 1783 were pigs, 2 were horses, 14329 were dogs and 11581poultry
birds.

Climate & Rainfall:


The climate of South Goa district can, in general terms, be summed up in
one word: coastal. Most of South Goa is a part of the coastal country known as
the Konkan, which is an escarpment rising up to the Western Ghats range of
mountains, which separate it from the Deccan Plateau.

Being in the tropical zone and near the Arabian Sea, the climate of South
Goa is warm and humid for most of the year. The month of May is the hottest,
with day-time temperatures touching 35"C (95"F). To top it, the heat is coupled
with high humidity. The monsoons arrive around early June and provides a
much needed respite from the heat. Most of South Goa's annual rainfall is
received through the monsoons, which last till late September. South Goa
weather has a short cool season too, which lasts between mid-December and
February. These months are marked by cool nights with temperatures of about
20deg.C (68deg.F) and warm days of about 29deg.C (84deg.F). Humidity
remains in moderate amounts. The nights are a few degrees cooler further
inland, due to altitudinal gradation.

There are no extremes in temperature and no clear demarcations from one


season to the other except for the monsoon. The monsoons are the main feature
of the climate of South Goa. The average rainfall is approximately 3000mm,
the average daily hours of sunshine is nine to ten hours in summer and three to
five hours during the monsoon. During the two months preceding the onset of
the monsoon the humidity increases dramatically, and the normally clear skies
become hazy and then cloudy. During the monsoon, 2500mm to 3000mm of
rain is normal, although in the Western Ghats the downpour is considerably
high than on the coast. In the Western Ghats, the average annual rainfall (1971-
2001) 2782.60mm (in Salcete Taluka) to 3849.40mm(in Canacona
Taluka).Over 90% of annual rainfall occurs during monsoon months of June to
September. About 32% of the annual rainfall is received during July.
Once the monsoon has run its course the sky is clear and the weather
becomes pleasant. For four to five months from October, through February the
weather in South Goa is near perfect-cloudless blue skies, warm but not
oppressively hot days, and calm seas. By mid-March, the humidity starts to rise
as the monsoon begins to approach again.

1.5 Soil Profile :

Soils of the district can be classified into 4 types namely (i) Laterite soil
(ii) Saline soil (iii) Alluvial soil and (iv) Marshy soil.
(i) Lateritic soil is the major soil type in the district. It is highly porous &
permeable, slightly acidic with low pH values, low in organic matter, Calcium
and Phosphorus. (ii) Saline soil in the district occurs in the flood plains of
Zuari, Sal, Saleri, Talpona and Galgibaug rivers in Salcete, Ponda, Mormugao,
Quepem and Canacona Talukas.It also occurs in Quepem taluka. The soil is
deep, poorly drained and less permeable. It is saline, high in pH and contains
humus and organic matter. (iii) Alluvial soil occurs as very thin strip along the
coastline towards western part of the district. It is reddish brown to yellowish,
coarse grained and confined to narrow valleys of rivers. It is well drained,
acidic with low pH and organic content. (iv) Marshy soil occurs to a large
extent in Salcete Taluka and towards the western part of Canacona Taluka. It
also occurs in Mormugao Taluka. This type of soil occurs in low-lying water
clogged and tidal affected areas.

1.6 Soil Erosion and Runoff Status:

Soil erosion is a serious problem in South Goa district in general and


hilly areas in particular. Indiscriminate destruction of forests and woodlands
leads to terrain deformation and accelerate soil erosion. Sanguem,Dharbandora
and Canacona talukas fall in Western Ghats areas. The Western Ghats have a
fragile ecosystem. The water shed of the hilly terrain from catchments of major
rivers of the district, but are subjected to various biotic interference like fire
hazard, over grazing and improper land use. Although there is sufficient forest
cover, most of the areas have been subject to soil erosion. Due to gradient and
lateritic soil, the surface run off of water is very fast, which in turn accelerates
soil erosion and prevents percolation of water into subsoil.
Areas covered by severe and very severe erosion is observed to be about
57825ha. of the survey area where anti-erosion measures should be introduced
on priority basis. Agronomical measures like introduction of vegetative hedges,
taming of gullies have to be taken immediately in this area. Slight erosion is
noticed in about 18117 ha. which is mostly under irrigated agriculture. These
areas are well managed for taking paddy crop or sugarcane. The moderate
erosion is noticed in 144123 ha. where soil conservation measures are to be
adopted. Moderate to severe erosion is observed in 17937ha. These areas are
mostly fallow or grazing lands or under bushy vegetation. These areas can be
improved by taking up of a forestation, plantation crops etc.

Slope wise about 15.4% of area records less than 3% slopes and 6.5%
of the area records between 5-25% slopes. Most of the area, which is under
rainfed agriculture, possesses 3-5% slope grade.

1.7 Land Use pattern and Land holdings in South Goa:

The table no. 1.7 (A) on land use pattern shows that of the total 218905
Ha of the reported area of South Goa, around 34% area is under cultivation of
crops, 42% is under forest.
There is considerable (16.48%) utilisable wasteland in the District,
which has the potential of being developed into cultivable or afforest able land.
8.6% area is not available for cultivation, 0.41% is permanent pastures and
grazing land.

B. Land Holdings:

The average size of the land holding in the district is 0.92 hectares.
Small and marginal farmers dominate the sector, accounting for 27542 (93%)
of the farmers in the district, owning as much as 14450 ha of the cultivated
area. And only 7% of the farmers own 12616 ha of the land. Details are shown

Chapter 2
District water profile

Goa has a copious rainfall which is however limited to only four months. The good
drainage patterns ensure that the surface water drains very fast and meets the riverine
system. The rivers are saline and prone to tidal variations for 20 to 40 kms upstreams. The
undulating terrain of Goa ensures that most of the prospective storage projects fall in the
Western Ghats and reserve forest area. Though recharges of the ground water tables in many
parts of the State are very fast, the hydrogeology of the area cannot retain the percolating
water resulting in constraints in the months of April or May. The siltation of the rivers is
also a major concern. In the scenario, blend of the run of the river schemes with storage
schemes is the optimum solution for the State of Goa.

Development scenario:

The State has constructed one major and one medium storage project namely Salauli
and Anjunem Irrigation Projects envisaged to irrigate 9686 Ha and 2100 Ha respectively in
South and North Goa respectively. Both are multipurpose reservoirs. One more storage
project namely the Tillari Irrigation Project is under advance stages of completion which is
expected to irrigate about 14521 Ha in Pernem, Bardez and Bicholim Taulkas of North Goa
in addition to providing 117 MCM of raw water for drinking and Industrial uses. Due to the
rolling topography, minor storage and run of the river schemes are more suitable for the
State. Many a tanks (private as well as Government), bandharas, lift irrigation schemes and
groundwater structures (borewells, dug wells, sunk or shallow wells are in existence in the
State in all the Talukas. Three Minor dams have been constructed as on date namely,
Amthane, Panchwadi and Chapoli and two to three more are envisaged in near future.
Water Resources Department has prepared the Master Plans for the four major rivers
in the State cosntituting about 78% of the geographical area of the State. The water needs
have also been identified upto 2051 A.D. The salient features of the same are as follows:

The Water Resources Department has implemented innovative schemes which are
site specific for the State one of them being the Post monsoon harvesting structures. These
are mainly series of bandharas constructed across a river, the last envisaging to stop the
saline ingress. These structures are eco-friendly since they create storages within the river
regime only and also help in ground water recharge. As on date 155 of such structures have
been constructed and have given very good results especially for the drinking water supply
schemes in the State during the lean months of March to May.
Another innovative scheme has been the interlinking of the rivers. Most of the rivers in the
State are non-perennial as a result of which the flows dwindle in the lean months of March
to May. It has been the endeavor the Department to transfer raw water from the storages in
one river to another deficient one especially to provide for the drinking water scenario.
Three such schemes have been implemented, from Salauli to Khandepar river,
From Madei to Khadepar river and from Sal to Amthane to Assnora river.
Government on initiative of the Department has made rainwater harvesting
compulsory for development beyond certain areas and also envisaged subsidy for
implementation of the same. The same will be implemented after amendments in the Town
and Country Planning Act and Municipal Acts.

2.2. Area, Production and Productivity of Major Crops:


The geographical area of the District is 218905ha. Zuari, Sal, Saleri,
Talpona and Galgibaug are the major rivers in the District. The normal
rainfall is 3000 mm. Sandy, red loamy, coastal alluvial and laterite soils are
available. The net area sown is 62807 ha. and the gross cropped area is 75658
ha. The cropping intensity is 120%.
Agriculture is one of the important economic activities in the District.
The major crops cultivated in the District are Paddy, Pulses, Groundnut,
Sugarcane, Vegetables etc. Crops like Paddy, Pulses, Millets and Vegetables
are grown during Kharif. Crops grown during the Rabi includes Paddy, Pulses
(cowpea) and Vegetables. Cashew and Arecanut are major plantation crops.
Gross cropped area under paddy in 2014-15 was 23995 Ha, accounting
for nearly 31.7 % of the Gross Area (75658) Ha). Other crops grown are
cereals, millets, pulses & oil seeds, which constitute an area of 1343 ha
(1.77%) Sugarcane 684 Ha( 0.90%), Coconut 16875 Ha( 22.3% ), Arecanut
1270Ha ( 1.67 % )) and Cashew 18724 Ha ( 24.74% ).
The Area production and productivity of major crops in the district are
given in Table no. 2.2. which shows that productivity has increases in case of
paddy, pulses, sugarcane and groundnut. In case of vegetables, the area has
been increasing due to concerted efforts of the state Government.

2.3 Irrigation based classification:


The data provided by Water Resources Department indicates that the
South Goa District has a Gross irrigated area of 17765.11 Ha. and Net
irrigated area of 12663.58 Ha. The ultimate irrigation in the south Goa
district is 17765 Ha. based on the intensity of irrigation ranging from 125%

Chapter III

Water Availability:

3.1: Status of Water Availability:


The Geographical area of the Goa State is 3702 sq.km. There are two
district namely North Goa (1422.09 sq.km.) and South Goa (2279.91 sq.km.).
This Geographical area is located in nine river basin flowing generally from
East (Western Ghats) to West (Arabian Sea). Following basins;
Zuari,Sal,Saleri,galgigag and Talpona falls in South Goa District.
The South Goa District receives approximately 3000 mm of rainfall
annually (mainly concentrated during the month of June to September). The
Water Resources can broadly be classified to namely; Surface water resources
and Ground Water Resources. Both are dependent and interconnected since
they are linked by the same hydrological cycle.
The total quantum of surface water availability assessed in the
South Goa District after excluding the flows from the drainage area in
salinity and coastal region and also other technical restraints is to tune of
171.734 M.C.M.
The Ground water is a replenishable resource and it gets
recharge due to copious annual rain fall. The total dynamic quantum of
Ground Water resource available in the South Goa District is to the tune of
4.95 M.C.M. The Taluka wise details is shown in table No. 3.1.
The Surface Water utilisation for irrigation purposes in South
Goa District is 168 M.C.M. and Ground Water utilisation is 0.2354 M.C.M.
The irrigation potential created in this district is to the tune of 12663.00 Ha.
Out of which 7594.00 Ha is under Major & Medium Irrigation Projects and

5066 Ha is under Minor Irrigation Schemes. The Taluka wise details is shown
in table No. 3.3. The total ultimate area under irrigation including Major,
Medium & Minor Irrigation is 12663.00 Ha. (with irrigation intensity ranging
from 1.25% to 2.20%). Taluka wise details is shown in Table 2.3.
In this District, the utilisation of surface water for irrigation is mainly
through the Major & Medium irrigation projects; Salaulim Medium
Irrigation Project (in Sanguem Taluka) by constructing canals mostly in
Sanguem,Quepem and Salcete Talukas and through lift Irrigation scheme
mostly in Ponda Taluka.
Ground water utilisation for irrigation in Ponda and Canacona Talukas
is mainly by the constructing open dug wells and bore wells.

3.2 Status of Ground Water Availability:

The Ground water is a replenishable resource. It gets recharged during


monsoon. The opportunity for ground water recharge is enormous in Goa State
due to copius annual rainfall which ranges from 2500mm in the coastal areas to
over 4500mm in the Western Ghats areas. Dynamic Ground Water Resources
available for future development has been estimated to the tune of 184. Million
cubic meter and the present development is about 27%. However this resource
is not uniformly distributed and it is restricted in space time.
There are many advantages of ground water development like better
quality, less treatment cost, availability at the place of user and it is in users
control, it reduces cost of pumping of surface water from distant sources. If the
ground water is used for construction, gardening and industrial purposes it
saves the cost of treatment and the water thus saved could be used for drinking.
Though the ground water is a replenishable resource, and the stage of
ground water development is safe, there exists ground water stress locally in
areas like coastal Zones and Industrial estates and their surroundings in the
state. To ensure optimum development of ground water on sustainable basis it
was felt essential to regulate ground water development.
Thus the Goa Ground Water Regulation Act 2002 was notified on 29 th
January, 2002 and relevant rules were notified on 13 th February, 2003. For
implementation of the said Act two officers have been designated as Ground
Water Officers, one for North Goa and other for South Goa. Ground Water
Cell was also constituted to advise the Government in the matter related to
regulation of ground water development. On the recommendation of Ground
Water Cell, schedule areas were notified on 6th November, 2007.

The talukawise Ground water utilisation for irrigation purpose is


shown in table No. 3.2.
The draft of ground water estimated for North Goa District is 0.2354
M.C.M. against total net annual ground water availability of 4.9 M.C.M. as
assessed by the Central Ground Water Board (CGWB) which works out to be
4.8% for irrigation purpose. However, there are some stressed areas including
industrial, coastal, urban & mining which needs comprehensive Ground Water
policy. As per CGWB, all the five Talukas in the district have been categorised
as “white” (level of exploitation below 65%) and the annual growth is around
0.5%. Net annual ground water availability in Goa State is 146.25M.C.M. and
present stage of ground water development of state is 37% and for the south
Goa district is 33.60%
The modified ‘Goa State Water Policy 2014’ is approved and it is
in the process of notification. The objective of Goa State Water Policy is to
give an impetus to the development, protection, and regulation of water
resources in the State of Goa.

3.4: Existing Type of Irrigation:

Surface irrigation, Sub-surface –irrigation, Sprinkler –irrigation and


Drip-irrigation are the existing types of irrigation practiced in
Goa. Sprinkler and Drip –irrigation are getting popular due to its advantages
over the others such as labour saving, water saving, high yields, fertigation, etc.

4.1: Domestic Water Demand:


Total population of South Goa District is 8 lakhs and according to bureau
of Indian standard water required per person per day is 135 liters. Therefore, the
total water requirement for the population at this rate works out to be
2.17451952MCM for 8 months excluding 4 months of rainy season. The Taluka
wise details are given in Table 4.1.

4.2: Crop Water Demand:


Water requirement of crop is the quantity of water regardless of source, needed for
normal crop growth and yield in a period of time at a place. This water may be
supplied by precipitation or by irrigation or by both.
The major chunk of water is required for paddy cultivation. However,
most of the paddy cultivation coincides with heavy rainfall. The cashew plantations
are located on sloppy hills and at present not irrigated therefore water requirement is
not estimated. The water requirements of other crops like coconut, Arecanut,
sugarcane, vegetables etc. have been estimated and depicted in Table No. 4.2. which
is approximately 259 MCM.

4.3: Livestock Water Demand:


Dairy activities such as rearing of animals like cow, buffalo and calves
have high commercial potential and towards Organic Agriculture, which is now
promoted. Animals play vital role in this regard, therefore water requirements of
animals is also a contributing factor for consumption of water.
As per the livestock census, 2012, the total livestock population of the
South Goa District was 2,90,901, of which 5354 were cattle , 2457 were Buffalo
, 1006 were goat , 1783 were pig, 7 were horses, 14329 were dogs and 11581
were poultry birds. The water requirements of livestock of South Goa District
are estimated to be 114767 cubic mt for a year, more elaborately shown in Table
No. 4.3.

4.5 Water Demand for Power Generation:


The power generation in South Goa District is mainly by using coal and
waste heat from industrial unit. The water is used only for producing steam and
power generation i.e. hydro-electricity generation projects are not functional in
South Goa District.

The total geographical area of the district is 1, 42,208 Ha and it can be


estimated that 4.2 billion cubic meter is received annually. However at present
20% of water is used. The growing population, development and increase into
tourism increases the water demand so also water demand may arise from a

technology to run vehicles on water, which may increase water demand several

The water related paras in District Agriculture Plan (DAP) are produced below:

Water Resources:
Agriculture in Goa is fully dependent on the South West Monsoon from
June to September. The average rainfall of the district is about 3000mm. The
district is situated in the Western Ghats Region and the steep eastern mountain
slopes results in westward water run off to the rivers and the Arabian Sea. The
main rivers in the district are Terekhol, Chapora, Baga and Mandovi. The
ultimate potential for minor irrigation has been assessed as 25,500 ha under
surface water sources and 7,400 ha underground water resources. The total area
irrigated through various minor irrigation sources is 14,125 ha of which 55% is
in North Goa. The present stage of the ground water development is to the tune
of 27% and there is a scope for further ground water development with an eye
on sustainability and recharge capacity.

Interventions Recommended by Beneficiaries of North Goa:


 Capacity building of the water users through trainings, exposure visits etc.,
 Support for development of Wells/bore well.
 Desilting, revitalizing traditional nallahs, rejuvenation of ponds and lakes
etc.
 Preventing silting of ponds
 De-silt and construct storm water drains
 Community irrigation management
 Lift irrigation
 Conjunctive use of Ground water in canal command area
Improvements to existing village water bodies including de-silting,

Vision of XII Plan in DAP


Arrest the deceleration of growth in the Agriculture Sector and aim for
7.7% overall growth. Increase production, productivity and profitability of food
grains, pulses and oilseeds by means of use of quality seeds including hybrids,
optimal use of manures and fertilizers and standardisation of package of
practices. Bring increased area under irrigation by providing assistance for
irrigation Infrastructure including revitalization of existing ponds/tanks. Harvest
rainwater more effectively and utilize it for agricultural activities. Encourage use
of mechanical devices of various types so as to reduce dependency on costly and
unreliable manual labour and increase net returns. Bringing more area under
cultivation especially through inter and mixed cropping. Safe guard agricultural
Khazan lands by repairs/remodelling of protective embankments and sluice
gates to prevent inundation of salt water in fields. Emphasis on organic farming
and integrated pest and nutrient management particularly in crops like cashew,
coconut, fruits, vegetables and local paddy cultivated in Khazan lands. Promote
agro tourism.

Horticulture

Increase the production, productivity and profitability of important


vegetables crops through use of high yielding varieties/hybrid seed, production
and supply of disease free seedlings, assistance for irrigation through
community wells, installation of micro irrigation systems, standardization of
production technologies, promotion of organic farming to meet the growing
demands of the State. Increasing the area and production under flower
cultivation. Establishment of value added food-processing units in the district.
Increase the production in cashew, coconut and Arecanut through rejuvenation
of old orchards/replacement of senile plantation. Strengthening transport of
vegetables to market by providing mobile carts with cooling facility and plastic
crates. Capacity building of farmers in production and post-harvest through
trainings, demonstration and exposure visits.
Increasing fish production through fresh water fish culture.
Diversification of brackish water aqua culture with potential species,
Construction and mechanization of fishing crafts, establishment of fish
processing units, development of storage and marketing infrastructure, Capacity
building of fisherman in mud crab culture. Promotion of non-intensive
aquaculture in Khazan lands by taking necessary safeguards to minimise any
environmental impacts.
Watershed
Develop sustainable natural resource base, retain soil moisture and meet
fodder and fuel wood needs of the people. Formation and Strengthening of
community based organisations. Diversified farming systems for supporting
livelihood. Repair, restoration and up-gradation of existing common property
assets and structures in the watershed to obtain optimum & sustained benefits
from previous public investment.

Tourism
Development of road network and supporting facilities in the district,
development of hinterland destinations, development of infrastructure facilities
at the existing leisure tourism destinations like beaches, water bodies, springs,
lakes gardens etc., in the district for creating employment avenues for the local
youths and transform into a sustainable paradise.

Conclusion of District Agricultural Plan


Agriculture development is very important for economic growth of the
district and the State. Although Agriculture in district is in a state of steady
decline over the last few decades, it is one of the dominant economic activities
of the state, after Tourism and Mining. The 2001 population Census results
indicate declining preference for agriculture activities in the State. Out of the
total reporting area of 3.611 lakh hectares, 1.393 lakh hectares of the area is
sown. Further, as per the Economic Survey 2001 conducted by the state
Government contribution of agriculture along with livestock to the net domestic
product (ndp) of the state is only 15%. Such a decline from primary sector is
attributed to static agricultural production, decline in fish catch, falling output
from forest sector etc. Goa is heavily depending on neighbouring states for food
grains, cereals, vegetables, milk etc. The percentage of cultivators has declined
from 16.6% in 1991 to 9.7% in 2001. There is also a corresponding decline in
agricultural labourers from 10.9% to 6.9% during the same period. The
contribution to the SDP has declined to below 8% at present. Further, the
declining interest towards agriculture may be attributed to small land holdings,
high cost of wages and non-availability of agriculture labourers. In addition to
this, increasing urbanization has exerted pressure on land making the agriculture
activity economically less viable on relative terms.
On the other hand Goa being a major tourist destination, there is
tremendous scope for taking up of crops like fruits, flowers, medicinal plants,
vegetables, etc. Intensification and diversification in agriculture is therefore
imperative through technological interventions followed by appropriate
extension services to increase the productivity and maintain production in line
with growing demand of the tourist paradise state where there is a large influx
of tourist from both domestic and international throughout the year. There is a
feasibility of increasing the production and productivity by adopting the several
measures like Seed Replacement Rate (SRR), standardisation of technologies
for the crops and high value vegetables, flowers and fruits grown in the district,
multiple land use, inter and mixed cropping, Khazan lands development, breed
up gradation of Non-descript cattle, fresh water and brackish water fish
production, promotion of piggery and poultry farms etc. Development of
infrastructure, extension services, production linked subsidy, revamping of
existing livestock breeding farms, mobile health services, diagnostic labs,
piggery farms, fish hatcheries, jetty’s, ramps net mending sheds, auction sheds

etc., is necessary for sustainable agricultural growth in the district of North


Goa.

Watershed Perspective plan has given Strategy for implementation of


Integrated Watershed Management Programme (IWMP)
Prioritization of available area based on the criteria as per the Operational
Guidelines of DoLR

Though the State receives very high rainfall through south west
monsoon, the steep gradient of terrain and quick draining soil transport all the
runoff downstream and allow very little time for rain water to retain in upper
areas. Further, brief spells of heavy rainfall lead to erosion in the mixed forest
predominantly cashew and open plateau areas with sparse vegetation. The
traditional system of cultivation of vegetable and finger millet on slopes also
add to the erosion. The increasing population, industrial and irrigation demand
for water coupled with demand for ecological services is exerting huge
pressure on natural resources. The aggressive extraction of mineral ore in the
midland within the catchment and close vicinity of the rivers and often below
ground water level may disturb the entire hydrological balance. The over
extraction of water in the coastal area and salinity/ tidal effects in the rivers
upto 20-40 km upstream from mouth of river may lead to pollution and
deterioration of water quality. There is urgent need to manage the catchment in
upper and middle areas of the State to ensure pollution free and sufficient
amount of water.

The total cultivated estimated area in the State is 59007 ha of which


44937 ha. is rainfed. The rainfed areas are prone to erosion and degradation
resulting in less productive soil, depleting ground water table and fragile
ecosystem. The area exhibit low rainwater use efficiency, poor livestock
productivity, fodder and fuel shortage, poor grain and chaff yield, under
investment in water use efficiency, lack of assured and remunerative marketing
opportunity and poor infrastructure. These area are also inhabited by the
indigenous people whose sole livelihood is agriculture and do not have

financial capacity to invest in high input agriculture. The challenge in rainfed


areas is to improve rural livelihoods through participatory watershed
development with focus on integrated farming system for enhancing income,
productivity and livelihood security in a sustainable manner. A number of
watershed management projects were being executed in the state under
different schemes. The micro watershed where these schemes were
implemented have been selected more on the grounds of suitability of working
areas to the Project Implementing Agency (PIA) than on the basis of any
priority made in objective manner. For overall integrated development in the
state, it is important to implement development activities in the untreated micro
watershed on the basis of priority made in an objective manner. The criteria of
selection of micro watershed to be taken up under the Common Guidelines
have been followed.
In past a number of projects/schemes were undertaken for micro
watershed treatment. Hence, only micro watershed which have not been treated
so far and confirming to the guidelines have been shortlisted.

A total of 261 micro watershed are delineated in the south Goa of which
33 have been treated. Out of 228 untreated micro watershed, 1431 micro
watersheds have been identified for watershed treatment. Many of this micro
watershed are partly or fully covered by reserve forest/ wild life sanctuaries
and are inhabited. The MWS in coastal Zone Area, Area with high density of
population and area with major industrial activity have been avoided as
participatory watershed development may not be feasible or the existing
activity may not be favourable for this project. Care has also been taken to
avoid areas with assured irrigation and command facility but many of the
micro watershed in command area with little area under command are also
included. All of the micro watershed have slopes more than 8%. Besides, there
is high prevalence of rainfed activity. A total area of 117234 ha have been
prioritized for treatment.

Chapter V:
STRATEGIC ACTION PLAN FOR IRRIGATION IN SOUTH GOA
DISTRICT UNDER PMKSY

Agriculture
To achieve the objectives mentioned earlier, strategy focuses on end-to
end solution in irrigation supply chain, viz. water sources, distribution network,
efficient farm level applications, extension services on new technologies &
information etc. The efforts of State Government in water management through
Department of Agriculture helps farming community for water conservation
and assists them through the Agricultural schemes enlisted and are proposed
for top up subsidy assistance under PMKSY. The cost/estimate/size & other
modalities may be revised as per the prevailing circumstances while working
up annual action plan by State Government. Department of Agriculture has
registered all farmers in State & issued them krishi card number, has initiated
process of scheme implementation in on line mode .Effort are made to reach
benefit of the PMKSY directly to the farmer through electronic transfer.
North Goa District Irrigation Plan Broadly focuses on:
a) Creation of new water sources; repair, restoration and renovation
of defunct water sources; construction of water harvesting
structures, secondary & micro storage, groundwater development,
enhancing potentials of traditional water bodies at village level like
Ponds, Tanks, lakes etc.
The District Irrigation Plan focuses on critical aspect to conserve the water
received through heavy rain shoewrs (3000 mm) in monsoon and utilise in
winter and summer. Therefore primarily it is essential to create the rain &
water harvesting structures water storage structure like small/Micro Dams,
Ponds, dugout ponds /artificial Ponds, Jalkund, etc. Revival of traditional
spring, water resources to be taken up. Also reduce the water losses by Poly
lining of ,water storage structure, use PVC/rubber tank etc.

Farmers are encouraged to take up farm activities for which State & State
Govt. Assistance is provided & are & proposed to converge under PMKSY
are as below:

Land Development
Assistance up to 50% of the standard unit cost is provided to the
beneficiary for land development on the basis of slope of land, done manually
or by machinery. The standard unit cost of work per meter square is as
below:—
(a) Land upto 3% slope — Rs. 10/m2
(b) Land upto 6% slope — Rs. 15/m2
(c) Land upto 10% slope — Rs. 20/m2
Maximum area to be developed by beneficiary shall be restricted to maximum
of 1ha
(i) Individual farmer possessing own land or as tenant or on lease for next 10
years.
(ii) Farmers willing to cultivate commercial crops for atleast next ten years in
levelled area.
(iii) Farmers should develop atleast 500 m2of area by need based levelling
provided he/she owns atleast 2000 m2 area.
Pattern of Assistance.— Subsidy would be provided as per the slope of the
land to be developed. Maximum 10% slope will be allowed to be developed for
agriculture purpose. The assistance of 50% of the standard cost as below shall
be provided to the farmer.

The slope of the land shall be determined by the Engineers of the


Department prior to the commencement of the work. Assistance shall be
provided to the farmer after full work is executed. The farmer shall be required
to submit an declaration as per Performa that the leveling shall be done for
agricultural purpose only& that he would continue with cultivation of
agriculture crops at least for next ten years upto 2000 m2 of area and by the
Directorate of Agriculture through DDA (CIN) section upto 1 Ha. The work
shall be executed by the farmer at his own cost and submit the claim with
details of expenditure and photograph of leveled area.
Crescent Shaped Trenches
Assistance shall be provided for digging of crescent shaped trenches of
dimension 1.5mt x 0.4mt x 0.4mt at a distance of 1 to 2 meter from
horticultural plant on upper side of the slope at the rate of Rs. 25/- trench.

Plugging Gullies
Assistance of 50% of the actual cost of works as per G.S.R. shall be
provided to the beneficiary with prior approval plugging gullies with loose
boulder checks or by gabion structure after completion of work.

Bank Stabilization
Assistance up to 50% of the standard unit cost shall be provided to the
beneficiary for the construction of Bank stabilization work. The standard unit
cost of work per running meter shall be as follows:–
(a) Bank stabilization work of 1.0 mt. height with foundation of 0.6mt. (w) x
0.3mt. (D) shall be Rs. 545/RM.
(b) Bank stabilization work of 1.5mt.height with foundation of 0.8mt. (w) x
0.5mt.(D) shall be Rs. 900/RM.
(c) Bank stabilization work of 2.0 mt.height with foundation of 1.0mt.(w) x
0.6mt.(D) shall be Rs.1145/RM. Maximum length of the Bank stabilization
by the beneficiary for assistance shall be restricted to 500/RM.

Drain Diversion
Assistance of 50% of actual cost of work as per GSR is provided
towards the work of drain diversion provided to the beneficiary after
completion of work.

Jalkund

Assistance for Development of Jalkund


Farmers without any Irrigation facilities preferably small farmers,
seasonal vegetable growers who have own land or cultivable land of other
owners on written or verbal arrangement shall be eligible for consideration
under the scheme.
Pattern of assistance.—The size of each Jalkund shall be 4mtx2mtsx1.5mt
with a capacity of storing 12 cub. mts. of water.(i) The total cost of
construction of Jalkund is estimated to be Rs. 21005/- per unit, out of which
Rs. 9852/- shall be towards civil works including digging pit, providing cow
dung plaster coir and clay cushioning layers, and labour for fixing iron poles
etc. and Rs. 11153/-shall be towards material cost of U. V. stabilized multi
layer plastic pond lining 250 gsm, and angle iron poles of
size40mmx40mmx5mm x length of 1.5 mts. with a hole of 6mm at every 30
cms. of height.(ii) An amount of Rs. 9852/- per unit towards the construction
of Jalkund shall be paid to the work executing registered NGOs/Self Help
groups, Farmers Clubs or Societies after the completion of work.
(iii) An amount of Rs. 11153/- per unit will be utilized towards the purchase of
required material by the beneficiaries.
Dug out Pond
Assistance of 50% of actual cost of work as per GSR shall be towards
the work of dugout pond provided to the beneficiary after completion of work.
The total area of the pond should be restricted to 15 M2 -100 M2.

Water storage tank

Assistance for Water storage tank:—

•Cultivators holding minimum 0.2 ha area under agriculture shall be provided


with 50% subsidy on the standard cost for digging pond for storage of water
for irrigation.
•The farmer can opt for any size of pond as per the need of the crop and
subsidy will be provided on pro rata basis.
•The lowest size of the pond admissible for subsidy shall be 15 m3 and
maximum 100 m3.
•The cost of construction per cubic meter of storage structure/pond shall be
restricted to Rs. 1,600/- and 50% subsidy thereon shall be provided as per
actual size and maximum limited to Rs. 80,000/-.
Ponds or Water Bodies
(1) Ponds or water bodies less than 500m2 area used for irrigation purpose will
be considered for Government assistance under the scheme.
(2) The ponds/tanks providing irrigation facilities for individual farmer or
group of farmers shall be eligible to be covered under scheme.
Pattern of assistance.— (1) Individual farmers/Self Help Group (SHG)/Users
Group(UG)/Non-Government Organization (NGO)willing to undertake the
work of desilting and revitalization of ponds/tanks are assistance of 100% of
the actual cost of the work.(2) Assistance would be limited to the cost of work
evaluated by the Department of Agriculture upon completion of the work.(3)
Wherever the work is taken up by groups like SHG/UG/NGOs the assistance
would be released in three installments of 25%, 25%, 50%of the actual

evaluated by the Engineers of Directorate of Agriculture. The Zonal


Agricultural Officers shall certify the progress of the work as per the
evaluation by Engineer.

b) Developing/augmenting distribution network where irrigation sources


(both assured and protective) are available or created.
Water conveyence from source to farmers field is second chain link of
irrigation/water management. The lift irrigation systems lifting water from
rivers or other sources is conveyed i.e. carried through Canals and provide
water to farm fields. Most of them are open canals. There occur evaporation
loss or develop leaking cracks. It is necessary to reduce losses, with the use of
modern technology in water conveying, community drip irrigation system /
sprinkler system etc. Department of Agriculture may formulate scheme
suitable for Developing/augmenting distribution network where irrigation
sources (both assured and protective) are available or created to promote
community group sprinkler /drip system under RKVY.

c) Promotion of scientific moisture conservation and run off control


measures to improve ground water recharge so as to create opportunities
for farmer to access recharged water through shallow tube/dug wells.
WRD has scheme for Water harvesting to provide assistance, which will
be popularized.
The Department of Agriculture encourages farmers by providing
“Assistance for Digging and Construction of Irrigation Well”.
Objectives.— (i) To help the farmer in creation of perennial source of water
for crops.(ii) To support the farmer for taking more than one crop to improve
his earning. Selection of farmers.— All the cultivators holding minimum 0.2 ha
agricultural lands are eligible. The applicants name should be have krishi card.

d) Promoting efficient water conveyance and field application devices


within the farm viz, underground piping system, Drip & Sprinklers,
pivots, rain-guns and other application devices etc.
Efficient water conveyence within farm/s is critical in water
management. it is essential to maximize yield and quality of produce,
application of right quantity of water at right time which will achieve
maximum crop yield, at the same time water application should avoid wastage
of valuable resource water.

Water conveying pipeline with in farm:


Assistance for Water conveying pipeline:—
•Farmers should hold minimum 0.1 ha land area. Farmers installing conveying
pipeline will be provided assistance upto 50% of the cost limited to a
maximum of Rs. 25,000/- per farmer.
•The farmers shall invariably use Rigid PVC/inflatable or HDPE pipeline with
diameter of 50 mm or more.

Micro-Irrigation (More crop per Drop)


At present 600 hectares of area is covered under micro-irrigation consisting of
sprinklers as well as drip irrigation. It is proposed to cover remaining area
under micro-irrigation with a stipulated time of 7 years.

Assistance for Installation of Micro irrigation systems (Sprinkler/Drip)


Existing Government of India under Central Sector Scheme National
Mission on Micro Irrigation (OFWM) now subsumed under PMKSY
provides 35% subsidy on installation of micro irrigation for small and marginal
farmers (upto 2 ha area) and 25% subsidy for general farmers. Maximum top
of subsidy assistance is provided for 5 ha area as per norm.
•Approved costs for drip and sprinklers are adopted for different spacing of
crops as prepared by National Mission on Micro Irrigation operational
guidelines. The details of cost for drip/sprinklers irrigation are worked out by
Government of India
•As the estimated costs by Government of India are far lower than those
prevailing in Goa due to higher cost of system, labour costs, etc., 50% top –up
subsidy is permitted while calculating subsidies under State Sector Scheme.

e) Encouraging community irrigation through registered user


groups/farmer producers’ organisations
Water from source conveyed to farm point is necessarily applied to plants
and field capacity is maintained at root zone for maximum up take by plants,
which is best achieved by drip/sprinkler system. Advantages of drip/sprinkler
system have been well demonstrated world over like water efficiency 90%-
95%, suitable in undulated land areas productivity increases by 25% to
50%etc.moreover autumation & fertigation is possible. Scientist at Central
Electronic Engineering Research Institute (CEERI) at Pilai (Rajasthan) have

developed advance automatic Drip Irrigation System which is more afficient


and others. (Innovative approaches in Drip Irrigation).
At Table 1.7 revealed that majority of Talukas are Marginal farmers
having are less than one hactare, 13% of farmers are small farmers. Besides
electricity is not available on farmer's field, this causes hindrace to use of
drip/spinkler, collective efforts of all the farmers may give some relief, along
with some remedial intervention by State Central Government.
Community/ Group/ Drip/sprinklers Irrigation systems will be encouraged by
creating/arranging for supply of water under pressure enabling use of
drip/sprinklers system leading to reduce the water losses & increase the water
use efficiency.

f) Farmer oriented activities like capacity building, training and


exposure visits, demonstrations, farm schools, skill development in
efficient water and crop management practices (crop alignment)
including large scale awareness on more crop per drop of water through
mass media campaign, exhibitions, field days and extension activities
through short animation films etc.
The Goa Government has approved implementation of the scheme
“Support to State Extension Programme for Extension Reforms (ATMA)”
which is restructured by Central Government as ‘Sub Mission on Agricultural
Extension (SAME)’ under ‘National Mission on Agricultural Extension and
Technology (NMAE&T)’. The Sub Mission on Agricultural Extension is
being implemented through Institutional Mechanisms for which state
Government has agreed to form and register State Level society called “State
Agricultural Management and Extension Training Institute, Goa (SAMETI -
Goa) and District level societies called ‘Agricultural Technology
Management Agency’ North Goa (ATMA) (N) and ‘Agricultural Technology
Management Agency’ South Goa (ATMA) (S). Accordingly, The above three
autonomous bodies are now registered. SAMETI-GOA is a State Level
training Institute established to impart training for the extension functionaries
of the Agriculture and allied departments. ATMA (N) & ATMA (S) are
District Level training Institute established to impart training for the farmers.

through the hands of the Honourable Minister for Agriculture.
Training, demonstration, exhibitions, films shows on subject of water
management, conservation, efficient use etc will be organised through State
Agricultural Management and Extension Training Institute, Goa (SAMETI -
Goa) and District level societies called ‘Agricultural Technology
Management Agency’ North Goa (ATMA) (N) and ‘Agricultural Technology
Management Agency’ South Goa (ATMA) (S) in the State. Similarly study
tour of farmers, extension functionaries, stakeholder to centre of excellence
within & Outside state will be arranged. Field days/ Meeting, of farmers to
motivate them for community drip/sprinkler system will be organised. These
activities will be as per norms in cafetoria of activities in Guide Lines of
Support to State Extension Programme for Extension Reforms (ATMA) &
state extension work plan (SEWP)
g) Innovative / Non Conventional topics
1. Treated Offluent use
The sewage water from cities is generated in sizable quantity. This water
on treatment can be utilized in industries, Agriculture in near by areas of
cities. At present sewage treatment is not done in south Goa district.
This water can be treated and given to farmers/ industrial units which
consumes large quantity of water.
The detail project may be worked out on the case to case basis.
2. solar photo voltaic (SPV) water pumping system use
The area and topography of District is such that all fields are not
provided with electricity Scarcity of ground water is observed during summer
months as a result of high sub – surface and surface run off due to hilly
topography and highly permeable nature of phreatic aquifer system. This
results in lowering of water levels or drying of wells in some areas in summer
months. Moreover, there are some areas where there is sandy soil (Coastal
Talukas), which are most suitable to increase oil seeds, pulses and sugarcane

areas and soil moisture retains for shorter period in shallow well and it dries
quickly where designing of new system is required. Essentially harnessing
solar photo voltaic (SPV) water pumping system/ energy to provide full
package like artificial water storage tank with poly lining, so that farmer can
use it at his crop irrigation scheduled time by using drip system exclusively for
pulses, oilseeds, sugarcane in coastal areas including khazan lands.
State Government may consider assistance to any other beneficial innovative
activities.

Watershed Programme :

A total of 261 micro watersheds are delineated in the South Goa of which 33
have been treated. Out of 228 untreated micro watersheds, 143 micro
watersheds have been identified for watershed treatment. Many of these micro
watersheds are partly or fully covered by reserve forest/ wild life sanctuaries
and are inhabited. The MWS in coastal Zone Area, Area with high density of
population and area with major industrial activity have been avoided as
participatory watershed development may not be feasible or the existing
activity may not be favourable for this project. Care has also been taken to
avoid areas with assured irrigation and command facility but many of the
micro Watershed in command area with little area under command are also
included. All of the micro Watershed have slopes more than 8%. Besides, there
is high prevalence of rainfed activity. A total area of 117234 ha has been
prioritized for treatment.

STRENGTHENING OF BUND, DESILTING OF POINS/ PONDS,


FARM ROADS FOR PROTECTING KAZAN LANDS

Goa State has about 1, 38,000 Ha. of agriculture land. This comprises of
cultivable and orchard land. Paddy is the main crop grown in cultivable and it
covers about 54,000 Ha. of this land. Out of this, about 18, 000 Ha. Cultivable
area is located along salty alluvial coastal plains of estuarine, tributaries etc.
and is commonly known as “Khazan”. Most of these Khazan lands are located
in coastal plains of Tiswadi, Bardez, Ponda, Pernem, Bicholim, Salcete and
Mormugao Talukas.

Agriculture Tenancy Act, 1964, provides methodology and rules for


better management of Khazan lands. As per this Act, every Khazan should
have tenants association and is mandatory for every tenants association to
abide by the Rules and Regulations of this Act. This is also applicable to small
Khazan lands and single owner. Though, Agriculture Teneancy Act, 1964
constituted for proper management of Khazan land, enforcing provisions of
this Act on the Tenants association has not been done effectively even today
for different reasons. Hence, this Act could not provide desired results and
could not curtail Khazan lands from turning bad to worst.

Govt. knowing the deteriorating condition of Khazan lands and


hardships that the tenant associations/beneficiaries are facing in maintaining
the bund, made a scheme named “Soil and Water Conservation”. This scheme
is operated by Soil Conservation Division of Agriculture Dept. This scheme is
as follows:-

 Category I: - This covers the repair works on notified bunds that


the tenants association/beneficiaries intend to carry by initial 100%
investment by themselves. For this purpose, the tenants
association/beneficiaries has to address their request to Mamlatdar
concerned in terms of section 26[3A] of Agriculture Tenancy Act,
1964. It is mandatory for such tenants association/beneficiaries to
get the intended work of repairs estimated by Soil Conservation
Division of Agriculture Dept. and further execute such works under
supervision of this office. Upon satisfactory completion of work,

50% of the amount is paid as subsidy after receipt of Mamlatdar’s


certificate.

 Category II: - This covers the repair of works on notified bunds


that the tenants association/beneficiaries are finding difficult to
carry out by themselves due to insufficient funds. For this purpose,
the tenants association/beneficiaries has to address their request to
Mamlatdar concerned in terms of section 26 [3A] of Agriculture
Tenancy Act, 1964. The Mamlatdar concern then proposes such
works to Soil Conservation Division of Agriculture Dept. for
execution by tendering. 50% amount spent on such works is
recovered from tenants association/beneficiaries in 10 annual
installments at 6% rate of interest.

The State Govt. therefore intends to strengthen all the bunds in the
State in phase manner to protect these Khazan lands from turning to waste land
and utilization of these lands for betterment of farmers community and at the
same time protect the villages from flooding and fresh water bodies from
getting polluted.

Dept. of Agriculture has identified bunds having 26943 mitres length


that are in deteriorated condition for improvement and strengthening. The
requirement of funds for these proposed works is to the tune of Rs. 51.28
Crore. These works are proposed under centrally sponsored RKVY.
