"Probation and parole are not merely stages in the criminal justice process; they
represent pivotal opportunities for rehabilitation, redemption, and the restoration of
hope."
This quote was the central theme of Chief Probation & Parole Officer Mrs. Jeannette B.
Avorque's introductory remarks to the curious minds of the criminology students of
Biliran Province State University. According to Mrs. Avorque, these words represent a
deeper reality of probation and parole are more than just formalities, they give people
who have committed crimes a chance to change their story and start over. By using the
"rehabilitation", offenders are helped to change their attitudes and behaviors, which
helps them on their path to once again being law-abiding members of society.
"Redemption" speaks to the idea that people can make amends for past transgressions,
ask for forgiveness, and reintegrate into their communities. Furthermore, "restoration of
hope" acts as a lighthouse, pointing the way to a better future and inspiring faith in the
possibility of progress and improvement even in the face of past errors.

clients focus on applying TC principles in daily life, building practical skills, and
reinforcing positive behaviors through sessions, vocational training, and therapy. These
activities are crucial as they provide clients with the tools and resources needed to
address their behaviors, develop essential life skills, and gain confidence in their ability
to make positive changes. In the immersion phase, clients internalize TC principles and
develop selfawareness and personal growth through reflection, group activities, and
mindfulness exercises. These activities are significant because they encourage clients
to explore their thoughts, emotions, and behaviors in a safe and supportive
environment, leading to deeper self-understanding and personal development. Finally,
in the integration phase, clients prepare for successful reintegration into society by
demonstrating positive behavior, mentoring others, and engaging in transition planning
sessions focused on job readiness and ongoing support networks. These activities are
important as they help clients transition from the structured environment of the TC
program to the challenges of everyday life, empowering them to apply the skills and
principles they have learned to navigate their reintegration into society successfully.
Overall, the activities in each phase of the TC program play a vital role in supporting
clients' rehabilitation and successful reintegration into society by providing them with the
necessary tools, resources, and support to make positive changes in their lives.

people's lives. Every day, we face challenges but also opportunities for positive change.
As each interaction is a chance to rebuild lives and create a better future. She first
inculcates us and transforms our perspectives in a way that we are inspired by her
experiences and challenges as an officer in the essence of their work. Ms. Asumbrado
throughout the discussion often talks about the tough and rewarding aspects of
probation and parole work, highlighting the fulfillment it brings. These efforts help heal
and transform society, showing how restorative justice makes a real difference in
building better communities. On the other hand, Mrs. Jeannette B. Avorque offers
insights into therapeutic modality, highlighting its aim of promoting rehabilitation and
reducing the likelihood of reoffending. She emphasizes that therapeutic modalities are
tailored to meet the unique needs of individuals under supervision, with the goal of
facilitating positive change and successful reintegration into the community. Additionally,
she stresses the importance of a holistic approach, which recognizes that successful
rehabilitation involves addressing multiple factors contributing to an individual's
involvement in the criminal justice system. This approach aims to provide a supportive
environment that comprehensively addresses these needs. Furthermore, Mrs. Avorque
elaborates on restorative justice, emphasizing its role in promoting healing,
transformation, and community building. She explains that restorative justice
encourages individuals to take responsibility for their actions and make amends,
fostering a sense of accountability and empathy among offenders. She provides
examples, such as victim-offender mediation sessions facilitated by probation and
parole officers, where clients engage in open dialogue with those affected by their
actions. These structured conversations and activities promote understanding and

and parole officers, where clients give back to the community and demonstrate their
commitment to positive change. These activities, such as volunteering at local shelters
or participating in neighborhood clean-up efforts, not only benefit the community but
also provide clients with a sense of purpose and accomplishment. By facilitating these
restorative processes and supporting clients in their journey towards rehabilitation and
reintegration, probation and parole officers contribute to creating safer, more resilient
communities where individuals can thrive and contribute positively.
Lastly, Ms. Jeannette emphasized that restorative justice is not just a concept
but a dynamic process with tangible outcomes. She highlighted the quote, "Restorative
justice is a process and an outcome," to underscore its dual nature. In her discussion,
she elaborated on how restorative justice involves a structured process of dialogue and
reconciliation among the affected parties, including victims, offenders, and the
community. This process aims to address harm, promote accountability, and foster
healing. At the same time, Ms. Jeannette emphasized that the ultimate goal of
restorative justice is to achieve positive outcomes, such as repairing relationships,
restoring trust, and promoting the well-being of individuals and communities affected by
crime. By emphasizing both the process and the outcome of restorative justice, Ms.
Jeannette highlighted its holistic approach to addressing harm and promoting positive
change. In conclusion, Ms. Jeannette's insight reminds us that restorative justice is not
just a concept, but a transformative journey towards healing and accountability.

In conclusion, the seminar offered a profound insight into the intricate challenges
faced by parolees and probationers as they navigate their way back into society. It
emphasized the crucial importance of tailored support systems and rehabilitation
programs that cater to the unique needs of each individual. Moreover, speakers
underscored the indispensable role of community involvement and collaboration among
various stakeholders—such as law enforcement, social services, and educational
institutions—in facilitating successful reintegration and curbing recidivism rates. The
overarching message conveyed was the necessity of adopting a holistic approach to
rehabilitation, one that extends beyond punitive measures to embrace educational and
vocational opportunities. By embracing such an approach, the parole and probation
system has the potential not only to break the cycle of crime but also to foster enduring
societal stability. Ultimately, the seminar served as a compelling call to action, urging
concerted efforts towards building a society where every individual, irrespective of their
past, is afforded the opportunity to rebuild their lives and make meaningful contributions
to their communities.
