City Mayor of Naga
To the City of Naga

A pleasant day to everyone present in this room, before I begin, I would like to introduce myself first.
Good day, I am Princess Mae B. Corono and as mayor of our city, I am here to deliver the SOCA or the State of
the Community's Address. I will be discussing Naga's current state, the problems we are facing today, my
presented solutions to those problems, the budget I would like to give for each department, and lastly, how I
plan to execute each one. Currently, the only problem our city is facing is the proper waste segregation and
disposal.

Since 2018, Naga City, Camarines Sur, has been participating in the Localizing the 2030 Agenda in
Asian & Pacific Cities Project. The Naga City People’s Council (NCPC), City Government of Naga and Ateneo
de Naga University, have been working closely with a broad range of stakeholders from the local and national
government, local government councils, academia, private sector, non-governmental organizations (NGOs) and
community groups to build local capacity to improve waste management in the community. Our city's rapid
increase in population has put pressure on the land's resources, including land and water, and contributed to
rising waste generation and land conversion for residential or industrial use. Our city's existing landfill also has
limited capacity and the sanitary landfill in San Isidro has a 5-8 year lifespan only. This means we must move
quickly and improve our waste management. Although we have proposed ordinances in every baranggay, they
are not practiced and followed properly by some households and even business establishments. This results in
mixed garbage and waste collection. Upon observation about our city’s current state, I have decided that better
information and awareness should be spread about proper waste disposal in our city. seminars and orientations
shall be held in baranggays occasionally to remind them about our main purpose. I plan to reinforce existing
urban plans and strategies on solid waste management through ensuring materials recovery (PET collection and
composting) for urban gardening, including providing training to the community and informal waste sector, and
plan, develop, and implement organic and inorganic and urban garden nurseries to promote waste reduction
using the waste as the resources. I will allocate an amount of ₱3,500,000.00 only to be divided into 28
baranggays to be used in constructing the said facilities and waste management contraptions.

To summarize, the implementation of these projects will make our city a better and cleaner place that
will be open to tourists and visitors. By following the new and improved strategies that will be made effective at
the beginning of the 4th month of the year, we will slowly turn our city into an improved space that is cleaner
and fresher to its residents. I stand before you not just as a bearer of problems, but also a harbinger of solutions.
Together, hand in hand, let us live in the city that we have always envisioned. A city that has disciplined
residents and a city that is safe for everyone.
