DIVISION MEMORANDUM

3. All athletes from elementary, junior, and senior high schools who
participated in the school and district meets and met the basic requirements and
eligibility shall participate in the Palarong Panlalawigan.
6. Schools which will be affected by the conduct of the Palaro including the
proposed venues and billeting quarters shall secure permit to conduct makeup
classes.
7. Teachers, coaches, trainers, and officials who are involved in the conduct of
Palaro are directed to strictly adhere to the provisions of DepEd Order No. 40, s.
2012 (DepEd Child Protection Policy), DepEd Order No. 55, s. 2013 (Anti-Bullying
Act of 2013), and DepEd Order No. 48, s. 2016 (Policy Guidelines on Tobacco
Control), and Republic Act 11313 (Safe Spaces Act). As such, all teachers and
officials shall be held responsible for the protection, welfare, and safety of all
athletes at all times. Strict compliance to the said orders shall be observed during
the conduct of the Palaro. Any person or official who violates these orders shall be
dealt with administratively.
8. All teachers and DepEd officials who are involved in this activity shall be
given service credits and/or compensatory time-off as per DepEd Order No.53, s.
2003, DepEd Order No. 84, s. 2003, CSC and DBM Joint Circular No. 2, s. 2004 ,
hence, they shall submit their Daily Time Records (DTRs) after the activity.
10. This Memorandum shall serve as the official travel authority of all the
personnel involved.

I. Introduction
1. Composition
1.1. The Division Screening And Accreditation Committee shall consist of
district screening representatives from each municipality, one from
elementary and one from secondary level and shall elect the chairperson and
vice-chairperson. The DepEd Legal Officer shall act as the adviser or as
counsel. Alternate will be allowed when the regular member is not available.
B. Rules
1. Participants
1.1 Participants in the Palarong Panlalawigan ng Aurora are elementary
and secondary athletes from public and pivate schools who have
participated in the lower meets (School/Intramurals, unit,district).
Athletes from the secondary level shall refer to athletes coming from
Junior High Schools (JHSs) and Senior High Schools (SHSs), and ALS
learners.
2. Eligibility of Athletes
To be eligible in the Palarong Panlalawigan ng Aurora, an athlete must meet
the following requirements:
2.1 He/she is a Filipino citizen;
2.2 He/she is enrolled in a recognized school (schools with
recognition/permit to operate) at the beginning of the current school
year and have attended and/or completed the curriculum year;
2.3 Pupil/student-athlete should have participated in the preliminary
meets (intramurals/school,unit,district meets);
2.4 Elementary athelete should have been born on July 1, 2011 or after,
and for secondary athlete, he/she should have been born on July 1,
2006 or after;
2.5 A learner who transferred from one region to another is allowed to
participate, provided the transfer was done at the beginning of school
year. Transferees from district to another within the division are
allowed to participate provided they participated in the lower meets;
and
2.6 As a general rule, elementary athletes shall play in the elementay
division and secondary athletes shall play in the secondary division.
However, elementary level athletes who have been declared overage in
the elementary level may be allowed to play in the secondary level.
C. Screening of Athletes
1. The Screening Procedure
1.1 The DSAC shall
a. pre-screen and pre-validate athlete’s credentials in respective
district by the chairman and four (4) members of SSEAU after the
conduct of the District Meet;
b. receive and examine all athlete’s documents at least one week
before the start of the Palarong Panlalawigan ng Aurora;
c. interview athletes based on the documents submitted. It shall
start on the specified schedule date and shall end one day before
the opening of the Palarong Panlalawigan ng Aurora.;
d. refer immediately to the medical/dental team for further medical
and dental examinations on doubtful findings regarding the age
and physical appearance of the athlete. The findings of the DSAC
Dentist shall be binding and legal;
e. write down all findings/comments/notes on the front cover of the
folder of the concerned athlete/team properly signed by the
interviewer;
f. convene with all the members of the DSAC for the deliberation
and accreditation of athletes;
g. submit accreditted list of athletes, coaches, chaperons, and Palaro
Identification Cards before the opening of the Palarong
Panlalawigan ng Aurora on soft and hard copies. Certified true
copies shall be furnished to the Heads of the District Delegation;
h. provide the Tournament List of Managers athlete’s photo galleries
and list of accredited athletes/coached/chaperons before the start
of the game;
1.2 The DSAC shall interview and receive the documents in the following
order:
2. Special Cases
2.1 In case where there is a discrepancy on the entry in the NSO/PSA
and Form 137, the following documents shall be presented:
a. Joint affidavit of two (2) disinterested persons certifying on the
true data of birth
b. Resolution signed by the Head of the District Delegation
c. Local Civil Registrar (LCR) issued Birth Certificate
2.2 In cases where there is discrepancy on the entry of the name in the
NSO/PSA and Form 137, the entry with NSO/PSA shall prevail, but
must be supported by a resolution from Head of the District
Delegation for change of entry/correction of name.
2.3 In cases where the first or last name is not found at the top portion of
the NSO/PSA but at the box, the following shall be submitted:
a. Live Birth Certificate issued by the LCR
b. Copy of the application/petition duly received by the LCR
(supplemental report to the LCR/Court)
c. Resolution signed by the Head of the District Delegation
d. Affidavit of the Parents
e. Affidavit of two (2) disinterested person
2.4 When an illegitimate athlete uses the surname of his/her father,
he/she shall submit the acknowledgement (2nd page of the NSO/PSA
issued Birth Certificate or duly notarized acknowledgement by the
father, and an annotation by the NSO/PSA (subsequent marriage of
the parents)
2.5 When the gender can not be categorally determined, an affidavit of
two (2) disinterested persons shall be submitted. The DSAC medical
team shall conduct a physical examination. The findings/opininion of
the DSAC medical team shall be binding (for purposes of Palarong
Panlalawigan ng Aurora and Records only)
2.6 Unreadable entries shall be supported by the Original Live Birth
Certificate from the LCR, and affidavits of the parents and two (2)
disinterested persons. Typographical errors shall be corrected
through a resolution signed by the District Delegation (for purposes
of Palarong Panlalawigan ng Aurora and Records only).
F. Sanctions
1. When violation on eligibility is proven in team competition, the game in
which the individual has taken part shall be declared forfeited in favor of

1. The latest international Rules and regulations of the different sports
event shall govern the Palarong Panlalawigan ng Aurora. However,
International Rules which were ammended by “group rules” shall be
adopted to suit local conditions. In case of conflict between ground rules
and international rules, the former shall prevail.
2. Ground rules shall be agreed upon during the solidarity meeting
prescribed by the respective coaches and tournament mangers in
different sports events. It must be signed at least by the coaches of the
participating teams. The sports manager of the one in-charge of the
School Sports Events and Activities Unit and the Jury of Appeals shall be
given a copy for approval.
3. Offical balls, equipment and forms shall be provided by the host division.
4. Awarding of medal in some sports events like swimming, boxing
taekwondo, arnis, and gymnastics may conduct their respective award
ceremony at their venue. However, close coordination shall be done with
awards committee and clerk of course. Winning athletes must be in
complete uniform.
5. Tournament managers shall report the progress of their respective games
regularly to the Division Sports Officer.
6. Coaches, assistant coaches, chaperons and officiating officials must be
DepEd personnel/employees except those coming from NSAs or Manila or
Regional Office invited by the DepEd Schools Division Office.
7. Coaches/assistant coaches from private schools must have been in the
service for at least six (6) months and must present the copy of the
contract of service duly notarized.
8. Non-DepEd personnel hired to train their respective team are not allowed
to join/sit in the bench with the team during the game or join in any
deliberation.
9. Only the coach, female chaperon and exact official number of the team
shall be allowed to sit on the bench during the game. School official shall
be at the designated place in the bleacher and shall not be allowed to
K. Selection Of Coaches/Chaperons
1. Winning team/coaches/chaperons in their respective events will act as
coaches during the Palarong Panrehiyon (CLRAA), provided they meet all
the qualifications of a good coach/chaperon and is/are recommended by
their respective Tournament Managers, Monitoring Officials, and the
Division Sports Officer, and they met the required number of hours of
training in their respective event.
L. Technical Committees
1. Tournament Managers
1.1 BE AT THE GAME VENUE at least 45 minutes before the start of the
game.
1.2 Prepare and submit schedule/diagram and assignment of officiating
officials.
1.3 Examine all the equipment to be used according to the specifications
prescribed by the international rules.
1.4 Check all playing fields according to the international rules of the
game and provisions on safety.
1.5 Submit to the In-Charge of the Division Schools Sports Events and
Activities Unit written general ground rules approved and signed by
all participating coaches, after the solidarity meeting.
1.6 Chair the technical committee composed of officiating officials in their
respective sports events, division in-charge of sports and Chief ES of
SGOD to deliberate and decide immediately on protests regarding

2.1 Prepare and submit needed form for the presentation of athletes,
coaches, scorers, officiating officials during the initial/championship
game to the announcer.
2.2 Take charge in the preparation and submission of the necessary
forms (game results, score sheets, timer’s report, judge at finish
report, etc. for immediate submission to the Clerk of Course)
2.3 Record all deliberations on protests and meetings held.
2.4 Check all attendance of officiating officials.
2.5 Keep all records of game results for ready preference.
2.6 Assist the tournament managers in the performance of their duties.
3. Jury of Appeal
3.1 Resolve and recommend for final decision on protests related to
technical matters affecting the conduct of the game as early as
possible for appropriate action of the Schools Division
Superintendent.
3.2 The Jury of Appeal shall be composed of the following:
a. Chairperson – Assistant Schools Division Superintendent (ASDS)
of DepEd Schools Division of Aurora
b. Co-Chairperson – Division Sports Officer (DSO) and
Administrative Officer V (AOV). The Co-chairperson shall act as
the chairperson in the absence of the duly designated chairperson
of the Jury.
c. Members
1. One member per athletic delegation preferably Public Schools
District Supervisor or any duly designated school official by
the Schools Division Superintendent, provided that he/she is
FULL TIME DepEd EMPLOYEE in the district and the Chief

4.1 REPORT DAILY TO ASSIGNED EVENTS EVEN NOT SCHEDULED TO
OFFICIATE in order to gain more inputs on officiating. This strategy
will also ensure the availability of officiating officials up to the last
day of the Palaro.
4.2 Update knowledge of the rules of the game.
4.3 Run/manage the competition with fairness, integrity and dedication
to duty.
4.4 Attend daily evaluation conference on actual officiating after the last
game schedule of the day.
