1. This Office announces the conduct of the 2024 Palarong Panlalawigan ng


Aurora on March 12-15, 2024, at Aurora Sports Center, Brgy. Reserva, Baler,
Aurora, with the theme: “Auroran Athletes: Embracing the Spirit and Culture of
Excellence through Sports”.

2. The Palarong Panlalawigan ng Aurora aims to:

a. provide equal opportunities to all learners and teachers in promoting


active lifestyle for fitness and long life;
b. provide athletes, teachers, and officials opportunities for maximum
participation in order to foster discipline, camaraderie, teamwork,
sportsmanship, and excellence at all times;
c. foster and strengthen the implementation of grassroot school sports
development in Aurora; and
d. showcase the inherent talents, skills, and strengths of Auroran
Athletes in various sports events.

3. All athletes from elementary, junior, and senior high schools who
participated in the school and district meets and met the basic requirements and
eligibility shall participate in the Palarong Panlalawigan.

4. The following documents are enclosed for reference:

5. Schoolheads are advised to prepare and strategize alternative schedule to


dispense classes which will be affected by the activities related to the conduct of the
Palaro. All teacher-coaches, trainers, and officiating officials shall prepare
contingency plan for their classes and other tasks which will be affected by the said
activity.

6. Schools which will be affected by the conduct of the Palaro including the
proposed venues and billeting quarters shall secure permit to conduct makeup
classes.

7. Teachers, coaches, trainers, and officials who are involved in the conduct of
Palaro are directed to strictly adhere to the provisions of DepEd Order No. 40, s.
2012 (DepEd Child Protection Policy), DepEd Order No. 55, s. 2013 (Anti-Bullying
Act of 2013), and DepEd Order No. 48, s. 2016 (Policy Guidelines on Tobacco
Control), and Republic Act 11313 (Safe Spaces Act). As such, all teachers and
officials shall be held responsible for the protection, welfare, and safety of all
athletes at all times. Strict compliance to the said orders shall be observed during
the conduct of the Palaro. Any person or official who violates these orders shall be
dealt with administratively.

8. All teachers and DepEd officials who are involved in this activity shall be
given service credits and/or compensatory time-off as per DepEd Order No.53, s.
2003, DepEd Order No. 84, s. 2003, CSC and DBM Joint Circular No. 2, s. 2004 ,
hence, they shall submit their Daily Time Records (DTRs) after the activity.

9. All expenses in the conduct of the 2024 Palarong Panlalawigan ng Aurora


shall be charged against Sports Development Fund and Special Education Fund
subject to the usual accounting and auditing rules and regulations.

10. This Memorandum shall serve as the official travel authority of all the
personnel involved.

GENERAL GUIDELINES AND TECHNICAL RULES AND REGULATIONS


OF THE PALARO

I. Introduction

The Palarong Panlalawigan ng Aurora is an annual Division Sports Competition


conducted by the Department of Education, participants of which are the
elementary and secondary athletes from both public and private schools.
The Palarong Panlalawigan ng Aurora is participated in by eight (8)
municipalities in the Province of Aurora. The sports events to be competed in the
said palaro are found in this manual. The hosting of the Palarong Panlalawigan ng
Aurora may be rotated among the ten (10) participating districts as agreed upon by
the Public Schools District Supervisors and Municipal Mayors.
The holding of this significant activity provides an avenue for a friendly
competition that develops physically fit and upright individuals. It also serves as
springboard in the development of desirable attitudes and values among the youth
to become productive, responsible, and worthy leaders and citizens of our country.
Preliminary meets are undertaken as pre-requisites for individual athlete or
team to qualify from one level to the next higher level of competition. This process
of selection and elimination starts with school intramurals at the beginning of the
school year. Outstanding players in each school are selected to represent the
school in the next higher level of competition. The selection/elimination continues
to the provincial meet and then culminates in the regional meet. Outstanding
performers in the Palarong Aurora are selected to represent the division in the
regional level competition and eventually to the Palarong Pambansa.
II. Objectives

The conduct of Palarong Panlalawigan ng Aurora aims to:


1. promote sports to develop physical fitness and health of the learners;
2. provide opportunities for participation in a well-managed sports
competition in order to foster self-discipline, teamwork, excellence,
and other values inherent in the practice of sports;
3. promote the enhancement of Physical Education among learners; and
4. educate young people through sports in the spirit of understanding
and friendship to help build a strong, healthy and peaceful Aurora.

III. The 2024 Palarong Panlalawigan Ng Aurora Rules And Guidelines
On The Screening And Accreditation Of Athletes And Coaches
A. The Division Screening Committee (DSAC)

1. Composition
1.1. The Division Screening And Accreditation Committee shall consist of
district screening representatives from each municipality, one from
elementary and one from secondary level and shall elect the chairperson and
vice-chairperson. The DepEd Legal Officer shall act as the adviser or as
counsel. Alternate will be allowed when the regular member is not available.

2. Qualifications of District Representative


2.1. The District Representative shall be the chair or Co-chairman of the
District Screening Committee during the district meet preceding the current
Palarong Panlalawigan ng Aurora.

3. Duties and Function of DSAC


3.1. Evaluate and verify the authenticity of the
athletes’/coaches’/chaperons’ documents before and during the personal
interview.
3.2. Accredit qualified athletes, coaches, chaperons, and Palarong
Panlalawigan ng Aurora.
3.3. Issue list of qualified athletes, coaches, chaperons, and Palaro
Identification Cards (IDs) before the opening of Palarong Panlalawigan ng
Aurora.
3.4. Consider replacement for disqualified athletes during the period of
screening.
3.5. Formulate ground rules not covered by the guidelines on eligibility.
3.6. Issue athletes photo galleries to tournament managers.
3.7. Re-check and monitor with the tournament managers the fielding of
athletes during the actual competitions based on photo gallery.
3.8. Investigate and render decisions on cases of protests/complaints on
eligibility and inform the tournament manager on the decision(s) made. All
decisions shall be approved by the majority of the members of the DSAC.
3.9. Submit all updated records of the athletes to the School Governance
and Operations Division for centralized filing and safekeeping.

B. Rules
1. Participants
1.1 Participants in the Palarong Panlalawigan ng Aurora are elementary
and secondary athletes from public and pivate schools who have
participated in the lower meets (School/Intramurals, unit,district).
Athletes from the secondary level shall refer to athletes coming from
Junior High Schools (JHSs) and Senior High Schools (SHSs), and ALS
learners.

1.1.1 Secondary level athletes fom SHSs shall refer to Grade 11 or
Grade 12 from DepEd SHSs, Private Higher Education (HEIs)
offering Senior High School pursuant to existing DepEd Rules
and Policies.

2. Eligibility of Athletes
To be eligible in the Palarong Panlalawigan ng Aurora, an athlete must meet
the following requirements:
2.1 He/she is a Filipino citizen;
2.2 He/she is enrolled in a recognized school (schools with
recognition/permit to operate) at the beginning of the current school
year and have attended and/or completed the curriculum year;
2.3 Pupil/student-athlete should have participated in the preliminary
meets (intramurals/school,unit,district meets);
2.4 Elementary athelete should have been born on July 1, 2011 or after,
and for secondary athlete, he/she should have been born on July 1,
2006 or after;
2.5 A learner who transferred from one region to another is allowed to
participate, provided the transfer was done at the beginning of school
year. Transferees from district to another within the division are
allowed to participate provided they participated in the lower meets;
and
2.6 As a general rule, elementary athletes shall play in the elementay
division and secondary athletes shall play in the secondary division.
However, elementary level athletes who have been declared overage in
the elementary level may be allowed to play in the secondary level.

3. Grounds for Disqualification


The following shall not be allowed to play in the Palarong Panlalawigan
ng Aurora:

3.1 Athletes who have been declared overage;


3.2 Elementary athletes with 3rd molar tooth;
3.3 Athletes with failing grade in any of the subjects in the Second
Grading Period;
3.4 Athletes who had become or has been member of the National Team,
National Training Pool and Development, and Development Pool
receiving monthly stipend/allowance from Philippine Sports
Commission (PSC), played in SEA Games, ASEAN Youth Games,
ASEAN Games and Olympic Games;
3.5 Failure to submit the required documents or failure to submit oneself
for personal interview in the specified time;
3.6 Illegitimate athlete who uses surname of his/her father without the
second page or annotations issued by the NSO/PSA;
3.7 Foreign born athletes without the birth certificate from the place they
were born and valid Philippine Passport, showing their nationality,

date and place of birth or other documents issued by Bureau
Immigration or DFA showing their nationality as a Filipin;.
3.8 Athletes banned during the previous Palaro;and
3.9 Other grounds as embodied in his rules and regulations.

4. Required Documents to be submitted during Screening


4.1 Athlete’s Record (AR-1) signed by the athlete, coach, PESS
coordinators, and screening officers during district and division meet.
4.2 Original and certified photocopy of Birth Certificate issued by the
National Statistics Office/Philippine Statistics Office (NSO/PSA). Late
registration may be accepted, provided, it was one (1) year prior to
current Palarong Panlalawigan ng Aurora.
4.2.1 In case of foreign born athlete, NSO/PSA Birth Certificate
issued by the country of his/her birth and a valid passport
showing his/her nationality, date and place of birth, or a
document issued by the Bureau of Immigration or Department
of Foreign Affairs showing his/her nationality as a Filipino.
4.3 Certified true copy or computer printed Form 137-A with entries of
Learner’s Reference Number (LRN) or student Number and with fresh
signature of the Teacher Adviser/Registrar, Principal/School Head,
and by the District PESS Coordinator.
4.3.1 In case the grades for the second grading period are not yet
indicated in the Form 137-A of the athlete, the Form 138
( Report Card) shall be attached thereof.
4.4 Athletes who are enrolled under the Alternative Delivery mode (ADM)
like Home Study Program, Modified In-School Out-School Approach
(MISOSA) or Open High School Program, a copy of the numerical or
descriptive rating equivalent to the second grading period of the
regular classes shoud be submitted.
4.5 Certificate of enrolment and Certificate of Completion duly signed by
the School Registrar of the School Head.
4.6 Parent’s or Guardian’s Consent verified by the teacher-adviser or
principal or registrar.
4.7 Medical Certificate signed by a government physician that the athlete
is physically fit and within the age of limit required with a validity of
three months from the date of issue. (The complete name of the
signing physician shall clearly appear on this document, with the
license number and date of examination.)
4.8 Dental Certificate with universal entry duly signed by a dentist over
his/her clearly printed name and license number with the date of
examination not later than six (6) months from the date of opening of
the Palarong Panlalawigan ng Aurora.
4.9 Six (6) passport size 1 ½ x 1 1/2 , identical and clear pictures with
name tag (Surname, First Name, and Middle Initial) and Grade Level
for Athlete’s Record, Medical Certificate, Dental Certificate, NSO/PSA

Copy of Certificate of Live Birth, Gallery, and Palarong Panlalawigan
ng Aurora ID card.
4.10 List of athletes indicating the date of birth, district, school and
name of coach duly signed by the Public Schools District
Supervisor on soft (CD, USB or any other media) and hard copy.
4.11 Affidavit of the coach attesting the authenticity, validity, and
correctness of the entries of the above-mentioned documents
submitted.

5. Eligibility of Coaches and Chaperons


5.1 Certificate of Employment (certified true copy of the original
documents duly notarized)
5.2 Form 212 with three (3) pieces ID pictures
5.3 Medical Certificate
5.4 Copy of the Contract duly notarized (for private school only)

C. Screening of Athletes
1. The Screening Procedure
1.1 The DSAC shall
a. pre-screen and pre-validate athlete’s credentials in respective
district by the chairman and four (4) members of SSEAU after the
conduct of the District Meet;
b. receive and examine all athlete’s documents at least one week
before the start of the Palarong Panlalawigan ng Aurora;
c. interview athletes based on the documents submitted. It shall
start on the specified schedule date and shall end one day before
the opening of the Palarong Panlalawigan ng Aurora.;
d. refer immediately to the medical/dental team for further medical
and dental examinations on doubtful findings regarding the age
and physical appearance of the athlete. The findings of the DSAC
Dentist shall be binding and legal;
e. write down all findings/comments/notes on the front cover of the
folder of the concerned athlete/team properly signed by the
interviewer;
f. convene with all the members of the DSAC for the deliberation
and accreditation of athletes;
g. submit accreditted list of athletes, coaches, chaperons, and Palaro
Identification Cards before the opening of the Palarong
Panlalawigan ng Aurora on soft and hard copies. Certified true
copies shall be furnished to the Heads of the District Delegation;
h. provide the Tournament List of Managers athlete’s photo galleries
and list of accredited athletes/coached/chaperons before the start
of the game;
1.2 The DSAC shall interview and receive the documents in the following
order:

1.2.1 The coach will be interviewed first, and shall submit the
Certificate of Employment, duly Sworn Affidavit, Medical
Certificate, Personal Data Sheet with picture with name tag.
1.2.2 The chaperon shall submit the medical certificate and Personal
Data Sheet with picture with name tag.
1.2.3 The athlete shall submit the AR-1, NSO/PSA (photocopy), Form
137, Certificate of Enrolment, Certificate of Completion,
Parent’s Consent, Medical Certificate, and Dental Certificate.

2. Special Cases
2.1 In case where there is a discrepancy on the entry in the NSO/PSA
and Form 137, the following documents shall be presented:
a. Joint affidavit of two (2) disinterested persons certifying on the
true data of birth
b. Resolution signed by the Head of the District Delegation
c. Local Civil Registrar (LCR) issued Birth Certificate
2.2 In cases where there is discrepancy on the entry of the name in the
NSO/PSA and Form 137, the entry with NSO/PSA shall prevail, but
must be supported by a resolution from Head of the District
Delegation for change of entry/correction of name.
2.3 In cases where the first or last name is not found at the top portion of
the NSO/PSA but at the box, the following shall be submitted:
a. Live Birth Certificate issued by the LCR
b. Copy of the application/petition duly received by the LCR
(supplemental report to the LCR/Court)
c. Resolution signed by the Head of the District Delegation
d. Affidavit of the Parents
e. Affidavit of two (2) disinterested person
2.4 When an illegitimate athlete uses the surname of his/her father,
he/she shall submit the acknowledgement (2nd page of the NSO/PSA
issued Birth Certificate or duly notarized acknowledgement by the
father, and an annotation by the NSO/PSA (subsequent marriage of
the parents)
2.5 When the gender can not be categorally determined, an affidavit of
two (2) disinterested persons shall be submitted. The DSAC medical
team shall conduct a physical examination. The findings/opininion of
the DSAC medical team shall be binding (for purposes of Palarong
Panlalawigan ng Aurora and Records only)
2.6 Unreadable entries shall be supported by the Original Live Birth
Certificate from the LCR, and affidavits of the parents and two (2)
disinterested persons. Typographical errors shall be corrected
through a resolution signed by the District Delegation (for purposes
of Palarong Panlalawigan ng Aurora and Records only).

D. Replacement Of Athletes Prior To The Issuance Of The Master List Of
Accredited Athletes
1. Replacement of the athletes may be allowed only before the final
deliberation of athletes, upon written request signed by the Head of the
District Delegation, on the following grounds:
1.1 Medical/Health Reasons
1.2 Original athlete in not screened or interviewed
1.3 None or incomplete set of required documents on the date set by the
DSAC
1.4 Original athlete is not eligible to play due to overage, impersonation,
etc.
E. Protest On Eligibility
1. Protest shall be in writing and duly signed by the coach and noted by the
Head of the Delegation or his/her official representative duly notarized
and shall be filed before the start of the second game of the concerned
team with the Chair of DSAC. Protest filed by another person shall be
automatically dismissed without prejudiced of refilling the same upon
compliance of the above mentioned requirements. The DSAC may be
MOTU PROPIO conduct investigation if there is an obvious truth or merit
of the allegation questioning the eligibiliy of the athlete.
2. Protest shall be accompanied by affidavit, witnesses and/or evidence to
support thereof.
3. Protest shall be acted upon immediately by the DSAC upon receipt.
Decision of thw DSAC shall be appealable only on the Schools Division
Superintendent, or on his/her behalf, the In-Charge Division In-Charge
of Sports.
4. The protester shall have the burden of proof and shall provide necessary
evidences (documentary/testimonials), otherwise the protest will be
dismissed “MOTU PROPIO”.
5. The DSAC shall also conduct investigation on complaint/s of
misinterpretation, impersonation, and violation of similar nature, for the
purpose of determining the eligibility of athlete without prejudice of filing
administrative case and criminal actions.
6. The DSAC, on authority of the Schools Superintendent, shall act on
information of violation of athletes even after the Palarong Panlalawigan
ng Aurora. It shall determine the existence of prima facie case.
7. A protest fee of two thousand pesos only (₱2,000.00) shall be charged to
the protester who filed the protest to the DSAC during the competition. If
the protester can not present any evidece to prove the violation, the
protest will not be honored and the fee will be forfeited in favor of the
protested party.

F. Sanctions
1. When violation on eligibility is proven in team competition, the game in
which the individual has taken part shall be declared forfeited in favor of

the opposing team. The individual performance, in case of individual
events, shall be nullified.
2. Any violation on the rules of of eligibility is punishable by lifetime ban
from participating in schools sports competition without prejudice to the
filing of appropriate administrative and criminal charges against erring
officials and athletes.
3. Sanction will also be given to coaches who walk-out during the actual
game. It will depend on the gravity of the case such a conduct
unbecoming and other related offenses.
a. First Offense – one (1) game suspension and fine of ₱5,000.00
b. Second Offense – banned for life from participating in the School
Sports Competition

G. Technical Rules
1. The latest international Rules and regulations of the different sports
event shall govern the Palarong Panlalawigan ng Aurora. However,
International Rules which were ammended by “group rules” shall be
adopted to suit local conditions. In case of conflict between ground rules
and international rules, the former shall prevail.
2. Ground rules shall be agreed upon during the solidarity meeting
prescribed by the respective coaches and tournament mangers in
different sports events. It must be signed at least by the coaches of the
participating teams. The sports manager of the one in-charge of the
School Sports Events and Activities Unit and the Jury of Appeals shall be
given a copy for approval.
3. Offical balls, equipment and forms shall be provided by the host division.
4. Awarding of medal in some sports events like swimming, boxing
taekwondo, arnis, and gymnastics may conduct their respective award
ceremony at their venue. However, close coordination shall be done with
awards committee and clerk of course. Winning athletes must be in
complete uniform.
5. Tournament managers shall report the progress of their respective games
regularly to the Division Sports Officer.
6. Coaches, assistant coaches, chaperons and officiating officials must be
DepEd personnel/employees except those coming from NSAs or Manila or
Regional Office invited by the DepEd Schools Division Office.
7. Coaches/assistant coaches from private schools must have been in the
service for at least six (6) months and must present the copy of the
contract of service duly notarized.
8. Non-DepEd personnel hired to train their respective team are not allowed
to join/sit in the bench with the team during the game or join in any
deliberation.
9. Only the coach, female chaperon and exact official number of the team
shall be allowed to sit on the bench during the game. School official shall
be at the designated place in the bleacher and shall not be allowed to

stay in the play area. Coaches, chaperon shall be in their designated
uniform during the game with IDs for identification.
10.School officials/non-officiating officials shall be at the designated place in
the bleacher and shall not be allowed to stay in the play area during the
game.
11.Disciplinary action shall be imposed by the Head of the Delegation for
any unethical/immoral conduct that maybe committed by the delegation
officials, coaches, chaperons and trainers.
12.In athletics, players are allowed to play three (3) individual events and
two (2) relays. Other athletes are allowed one (1) ball game and two (2)
individual events.
13.A three- day sports clinic in all sports events must be conducted to meet
the officials before solidarity meeting by the respective tournament
manager to be assisted by the national officiating officials, EPS In-Charge
of event.
14.All sports meet officials are expected to stay until the last day of the

this requirement will be referred to the Head of the Delegation for
appropriate action.

H. Evaluation Of Performance Of Officiating Officials In The Palarong


Panlalawigan Ng Aurora
1. The performance of all officiating officials in the Palarong Panlalawigan
ng Aurora will be evaluated by the Divison Sports Events Committee
composed of district sports coordinators as technical officials and
respective tournament managers.
2. The following are the criteria for the evaluation of officiating officials:
1. Must have officiated in lower meets, school intramurals, district
meets;
2. With updated knowledge and mastery of rules of the game as shown
in actual officiating;
3. Have shown the highest critical conduct of the game (honesty,
integrity,fairness, etc.);
4. Have strong dedication to duty, with perfect attendance during the
Palaro including daily evaluation conference;
5. Have no derogatory records;
6. Unethical/immoral conduct that may be committed by delegation
officials, coaches, chaperons and trainers shall be given disciplinary
action by the Head of the Delegation; and
7. Officiationg officials with unsatisfactory rating will no longer be
accepted to officiate in the succeeding Palarong Panlalawigan ng
Aurora.
I. Determining The Team, Divisional Championship
1. The Olympic Medal Tally System will be adopted to determine the team
championship in all sports events in the Palarong Panlalawigan ng
Aurora.

2. Awarding of medals to winning athletes will commence immediately after
each event or on the days of competition. Tournament managers shall
facilitate the awarding of medals.
3. The number of medals obtained both in the elementary and secondary
levels will be combined to determine the overall champion in the palaro.
4. There will be a separate awarding for the Paragames.

J. Evaluation/Selection of Athletes for Palarong Panrehiyon (CLRAA)


1. Among the identified officials and regular sports, winning athletes who
won champion in all individual event shall advance to the regional level.
Team events such as basketball, baseball, softball, football, futsal and
volleyball, the winner take-off policy shall be applied. The winning team
(school) has the priviledge to compete in the regional meet or CLRAA to
represent the division.
2. The selection of athletes for Palarong Panrehiyon (CLRAA) will be done
after the last day of competitiom for Palarong Panlalawigan ng Aurora by
committee composed of tournament managers, winning coaches, district
PE/sports coordinators, the Chief ES of SGOD, and MAPEH Supervisor.
3. During the live-in training, a criteria will be set by the training directors,
coaches and trainers. This will be the basis in the final selection of
athletes for the incoming Palarong Panrehiyon (CLRAA).

K. Selection Of Coaches/Chaperons
1. Winning team/coaches/chaperons in their respective events will act as
coaches during the Palarong Panrehiyon (CLRAA), provided they meet all
the qualifications of a good coach/chaperon and is/are recommended by
their respective Tournament Managers, Monitoring Officials, and the
Division Sports Officer, and they met the required number of hours of
training in their respective event.

L. Technical Committees
1. Tournament Managers
1.1 BE AT THE GAME VENUE at least 45 minutes before the start of the
game.
1.2 Prepare and submit schedule/diagram and assignment of officiating
officials.
1.3 Examine all the equipment to be used according to the specifications
prescribed by the international rules.
1.4 Check all playing fields according to the international rules of the
game and provisions on safety.
1.5 Submit to the In-Charge of the Division Schools Sports Events and
Activities Unit written general ground rules approved and signed by
all participating coaches, after the solidarity meeting.
1.6 Chair the technical committee composed of officiating officials in their
respective sports events, division in-charge of sports and Chief ES of
SGOD to deliberate and decide immediately on protests regarding

technicalities. Only protest which can not be resolved by the
committee will be elevated to the Jury of Appeal.
1.7 Submit post tournament report indicating the daily attendance and
performance rating of officiating officials which will be furnished at
their respective Public Schools District Supervisor and Schools
Division Superintendent.
1.8 Affix his/her initial in the CS Form 48 of all the officiating officials in
the concerned sports event after the duration of the Palaro.
1.9 Make provision of crowd control during the tournament in
coordination with committee on public safety.
1.10 Scout and submit names of outstanding performance in the
event/s including their district/school except athletics, swimming,
and combative sports.
1.11 Conduct brief evaluation conferences with all officiating
officials on actual performance daily after each game on scheduled
day.

2. Tournament Secretaries
2.1 Prepare and submit needed form for the presentation of athletes,
coaches, scorers, officiating officials during the initial/championship
game to the announcer.
2.2 Take charge in the preparation and submission of the necessary
forms (game results, score sheets, timer’s report, judge at finish
report, etc. for immediate submission to the Clerk of Course)
2.3 Record all deliberations on protests and meetings held.
2.4 Check all attendance of officiating officials.
2.5 Keep all records of game results for ready preference.
2.6 Assist the tournament managers in the performance of their duties.

3. Jury of Appeal
3.1 Resolve and recommend for final decision on protests related to
technical matters affecting the conduct of the game as early as
possible for appropriate action of the Schools Division
Superintendent.
3.2 The Jury of Appeal shall be composed of the following:
a. Chairperson – Assistant Schools Division Superintendent (ASDS)
of DepEd Schools Division of Aurora
b. Co-Chairperson – Division Sports Officer (DSO) and
Administrative Officer V (AOV). The Co-chairperson shall act as
the chairperson in the absence of the duly designated chairperson
of the Jury.
c. Members
1. One member per athletic delegation preferably Public Schools
District Supervisor or any duly designated school official by
the Schools Division Superintendent, provided that he/she is
FULL TIME DepEd EMPLOYEE in the district and the Chief

 The service of legal consultants may also be availed of
by the athletic delegations. The legal consultants can
not vote rendering decisions on matters affecting the
protest.

4. Officiating Officials
4.1 REPORT DAILY TO ASSIGNED EVENTS EVEN NOT SCHEDULED TO
OFFICIATE in order to gain more inputs on officiating. This strategy
will also ensure the availability of officiating officials up to the last
day of the Palaro.
4.2 Update knowledge of the rules of the game.
4.3 Run/manage the competition with fairness, integrity and dedication
to duty.
4.4 Attend daily evaluation conference on actual officiating after the last
game schedule of the day.
