0. FOREWORD

The present document is a generic technical document that is to be considered as applicable


for South Mahakam Development Projects. This document is included in the South Mahakam
Development Basic Engineering Dossier and shall be treated as such.

Any information that does not apply or requires to be updated/amended to be in line with of
South Mahakam development scheme shall be in a separate document.

1. INTRODUCTION

This document covers the minimum requirements for the design, manufacture, sizing,
painting, inspection / testing, shipment and installation of the Sub Sea Isolation Valve ( SSIV )
Control Panel for the South Mahakam Development Projects.

SSIV’s actuator shall be controlled using high pressure hydraulic oil supplied by the WHCP’s
Hydraulic Power Unit (HPU).

CONTRACTOR shall be responsible for all design, engineering, sizing, selection,


manufacturing, testing and documentation for the SSIV control panel.

SIL rating for SSIV shall refer to the Project Document “SSIV SIL & Reliability Study Result” ,
Ref.[18] .

Any deviation to the present specification at any stage of the purchase order shall be clearly
stated by CONTRACTOR and shall have to be approved in writing form by COMPANY.

Any omission in these requirements shall not relieve CONTRACTOR of his obligation to
deliver the SSIV Control Panel (SSIV CP) which are complete and which will operate
satisfactorily.

It is not the intent to specify herein all details of design and construction. CONTRACTOR shall
bear the responsibility of ensuring that the SSIV CP is in compliance with all engineering
codes, standards and governmental regulations applicable to specified service and perform
under conditions and under the standards specified herein. The work to be done by
CONTRACTOR shall include all design development, analysis and testing necessary to
deliver products in compliance with these requirements.

CONTRACTOR shall provide the SSIV CP fully in accordance with the minimum functional
and hardware requirements described in this specification. Nevertheless, CONTRACTOR is
encouraged to suggest alternates (which may be more economical and/or providing better
performances) accompanying them by clear explanations and justifications.

2.4 Exceptions and Conflicts

A clear list of any exceptions to this specification and any other specification and/or
requirement/standard/code of Practice/regulations, etc... referred to herein shall be submitted
to COMPANY for agreement. There being no exceptions raised, COMPANY will assume that
CONTRACTOR complies fully with the requirements of this specification and other related
documents.

Any conflict between this specification and any of the referenced documents, standards, codes
of practice, regulations, etc... shall be brought to COMPANY's attention for a decision as to
which shall prevail.

CONTRACTOR shall not proceed with any such aspects of the work until he has received the
necessary confirmation, in writing, from COMPANY. COMPANY shall resolve any such conflict
with the necessary confirmation so that design and manufacturing activities are not affected or
delayed.

The following order of precedence shall normally be used in decreasing order of priority:

4. PROJECT OVERVIEW

4.1 Facilities description

The project relates to the new facilities to be installed on the South Mahakam field
(Indonesia).

4.2 Environmental Conditions (operating conditions)

4.2.1 Site Location

Location of the project is: East Kalimantan (Indonesia), Offshore Balikpapan Port.

4.2.2 Climatic environment

The SSIV CP will be subject to outdoor climatic conditions.

CONTRACTOR shall ensure that all material selected for the SSIV CP is suitable for the high
ambient temperature and humidity which shall be investigated and defined by
CONTRACTOR.

Due to the severe environment conditions, all electronic equipments shall be Tropicalized
(conformably coated)

4.2.3 Hazardous environment

All Wellhead platform where are located the SSIV control panels are classified Zone 1, Gas
Group IIA, Temperature class T3 Hazardous area according to IEC normalisation.
Hence all electrical devices shall be certified for such environmental conditions and shall be
ATEX Category 2 certified.

5. SCOPE OF SUPPLY

SSIV-CP shall include :

- Panel Enclosure.
- Hydraulic and Pneumatic logic.
- Interface with SSS and WHCP.

6. PANEL EQUIPMENTS AND DESCRIPTION

6.1 Panel Enclosure

Panel Enclosure shall be :

• Standing alone, free of defect and buckling, made from 316 stainless steel with
minimum of 3 mm thickness
• Certified IP 55 or better, according to IEC 60529.
• Left or right side tubing penetration, using bulk head connectors ½” NPT
Female.
• Furnished with traffolyte name plate with engraved letters to indicate the
function and permanently attached with stainless steel screws.
• Furnish with Breather Valve, 316 SS.
• Electric entries shall be made from the bottom of enclosure and shall be
equipped with stuffing gland.
• Housing shall provide sufficient clearance for maintenance operations.
• Front door access shall be fitted with key lockable door handle.

6.2 Hydraulic and Pneumatic logic

The SSIV-CP schematic logic diagram is shown in the Section-15 : “SSIV-CP schematic
diagram.

6.3 Interface with SSS

6.4 Generalities Concerning the Scope of Supply

SSIV CP shall be fully prefabricated and shall include all instruments all piping/tubing installed
to bulkhead points, and hydraulic equipment.

SSIV CP shall include Instruments and shall contain all required hydraulic and pneumatic
circuit components.

CONTRACTOR responsibility shall include, but not limited to, the following :

- All necessary project management,


- system detailed engineering,
- system documentation,
- recommended installation procedures,
- commissioning spare parts and consumables,
- system test procedure for workshop and field tests,
- system factory acceptance test and test procedure, including COMPANY’s performance
test at the factory,
- packing and delivery to site,
- technical assistance during field start-up and commissioning including the supply of test
equipments,
- inspection services,
- testing facilities, such as test benches,

7. PANEL EQUIPMENTS AND DESCRIPTION

7.1 Instrument gas characteristics

The instrument gas is supplied from the WHP Fuel Gas system.

The instrument gas characteristics are described in the Project Specification Ref.[1] : “SPEC -
Equipment Design Conditions” and are summarized as follow :

Design pressure : 16 barg


Maximum pressure : 14.5 barg

Normal pressure : 9 barg


Minimum pressure : 4,5 barg (minimum pressure at the WHCP)

Design Temperature : -29 / 75 oC


Operating Temperature : 38.5 oC ~ 58 oC
Quality : should be as dry as possible
trace of aromatic liquid and trace of methanol

Hydrocarbon : saturated at ambient temperature

7.2 Hydraulic Oil Pressure

SSIV-CP shall be designed to control hydraulic oil for SSIV.


SSIV actuator’s maximum working pressure is 228 barg ( as per GS-EP-SPS-025 : “SubSea
Hydraulic Spring Return Quarter Turn Actuators” ).
A self regulated pressure control valve shall be installed inside the SSIV CP, to reduce the
inlet hydraulic oil pressure from WHCP HPU to the maximum of 228 barg oil pressure.

Hydraulic oil pumped from WHCP HPU – HP2 header , with the following hydraulic pressure :

Minimum pressure = 511 bar g


Normal pressure = 600 bar g
Maximum pressure = 655 barg
Design pressure = 675 barg

7.3 Pneumatic Connections

All pneumatic connections for measurements and controls shall be in tubing AISI 904 L
stainless steel with AISI 316 fittings.

Different types of tubing shall be clearly identified on the schematic drawings.

Tubing supports shall be installed to ensure rigidity.

Bulkhead shall be tagged inside/outside panel.

These fittings shall be supplied and installed by the panel VENDOR.

The tubing connections to panel components shall use exclusively SWAGELOK double
ferrule compression fittings , NPT male or female, straight, elbows or tees as required.

Tubing connections shall be offset and staggered.

For diameters, wall thickness of tubing and bulkheads refer to the Project Specification :
“SPEC - Instrument Hook-up Standard Drawings”. Ref.[4]

7.4 Hydraulic System Sizing

The pilot and solenoid valves size shall be compatible with hydraulic exhaust requirements of
the associated valves.

The hydraulic system will be calculated to allow the closing and re-opening of the SSIV in the
specified times.

7.5 Earthing

Earthing shall be in accordance with the requirements of the Project Specification : “SPEC -
Instrument & Telecommunication Equipment Earthing Principles” Ref. [3].

7.6 Cleanliness

All tubing and instrument receiving hydraulic fluid shall be suitably flushed in order to obtain a
final cleanliness level 6 as per ISO 4406 : “Hydraulic fluid power-Fluids-Method for coding the
level of contamination by solid particles”

Procedure for determination of particle contamination shall be conform to the following


standards (Aerospace Recommended Practice) ARP-598 & 598A "Procedure of the
determination of particle contamination of hydraulic fluids by the particle count method".

Cleaning and checking operations shall be implemented by the Wellhead Control Panel
VENDOR and performed by specialised Subcontractor agreed upon by COMPANY. Hydraulic
fluid necessary for cleaning operation shall be part of CONTRACTOR's scope of supply.

7.7 Solenoid valve, Pressure Gauge, Pressure & Flow Transmitters, and Pressure Switch

Solenoid valve, Flow transmitter, Pressure transmitters, Pressure Switch and Pressure gauges
which are required by SSIV-CP shall be supplied as per Project Specification “Spec -
Instrument Design & Installation” Ref [2]. Transmitters shall be Rated SIL 2.

Flow transmitter shall be used to determine SSIV position, by measuring the total volume of
hydraulic oil flow return from the SSIV. The total of fluid volume which is representing the
valve’s fully close, shall be validated during commissioning.

7.8 Solenoid valve test

The purpose of the solenoid valve test is to check the correct operation of the SOV while
maintaining the valve in the normal operating position ( open ).

The local solenoid valve is tested as follows:

1) The key for override switch is issued on work permit by the Control Room,

2) Using the key locally , the pneumatic override test switch is moved and held to the
override position. The key cannot be removed with the switch in this position,

3) A pressure switch (PSL) connected to the override test switch signals to the SSS and
to Operator in the Control Room or to the platform Local Control Panel that the local
override switch has been activated,

4) Further to low pressure detection, the SSS system logic de-energises the solenoid
valve automatically. Visual indication of the solenoid valve operation is given by the
solenoid valve test pressure gauge falling pressure towards zero,

5) The reset push button is pushed to inform the SSS and the Operator in the Control
Room or to the platform Local Control Panel that the test is successful,

6) The energising signal to the solenoid valve is then re-established automatically by the
SSS system.

7) The pneumatic override/test switch is returned to the normal position and the key is
removed,

8) During actions 2 to 6 above, the shutdown action of the valve under test is inhibited,
but it can still be operated using the local manual facilities .

7.9 SSIV partial stroking test

This test verifies that the main SSIV is not "stuck" in the normal position by enabling the SSIV
to close 10% of its full travel before opening again.

This test shall be performed independently from the solenoid valve test (no combined tests)
and shall be performed by Platform Local Control Panel ( HMI ) only.

During this test, ESD1 shall override the test.

Operation of the partial stroking facility shall be key lock protected to prevent unauthorised
operation.

Testing shall be done as follows:

1) The partial stroking test switch is issued on work permit by the Control Room,

2) Turn the switch, on the Platform Local Control Panel, to the 'TEST' position and release,
then SSS will de-energize the SOV to close the SSIV.
3) The SSIV start to close and when it reaches the 10% of closure (based on hydraulic fluid
return volume metering ), the SSS will re-energize the SOV, to return the SSIV to its fully
open position automatically.

VENDOR shall ensure the partial stroking design shall NOT allow the valve to close beyond
the 10% of closing.
The total of fluid volume which is representing the valve’s 10% closure, shall be validated
during commissioning.
During this test, a valve discrepancy alarm shall be initiated by the ESD system Logic if the
valve is not seen moving.

7.10 Equipment protection

Any equipment, the handling of which has major consequences, (production shutdown for
instance) shall be protected from inadvertent commands resulting from shocks.

With regard to the above, a particular attention shall be given to the design of the protection of
"Emergency shutdown" commands.

All apparatus and accessories shall be effectively protected against vibrations to avoid any
spurious trips.

8. MARKING

8.1 Marking of the Panel Front Face

All the equipment of the panel front face shall be carefully tagged with "Laminated Phenolic"
labels, screwed to the panel at each end of the name plates by stainless steel screws.

These name plates shall be white colour with black engraved letters for the operation
equipment such as measurement, commutation, pressuring and red colour with white
engraved letters for safety equipment.

All labels shall bear the equipment tag and the service in short block letters. The marking shall
be in English.

8.2 Marking of the inside equipment

Each device shall be clearly marked with label on the panel rear face using the same
designation that appears on the front face nameplates. These labels shall be screwed to the
panel at each end of the nameplates by stainless steel screws. The marking shall be of a
permanent type, easily visible, and not hide by wiring or tubing.

Each device shall have an engraved stainless steel labels.

8.3 Marking of the Connections and Bulkhead Crossings

Each input-output connection shall be tagged with the instrument item number, that is to be
connected to it in the field.

The bulkhead crossings shall be identified with "Laminated Phenolic" labels screwed on the
panel inside sheet plate.

These identifications shall be visible after the connections are performed.

All spare bulkhead connections shall be plugged with 316 SS plug.

9. INSTRUMENTS AND ACCESSORIES VENDORS

The instruments and accessories shall be selected in the "Stainless Steel" fabrication range.

The pressure gauges shall be glycerine filled type and shall have a diameter of 50 mm.

All instruments installed on the hydraulic circuits shall be equipped with pulse absorbers.

The panels equipment shall be made with instruments and accessories selected from the list
here after and more generally from the Project Document : " Recommended Vendor List For
Instrumentation " Ref.[5].

This list is not restrictive and can be completed or modified with COMPANY agreement.

Instrument to be installed for the South Mahakam Field Development Project phase shall be
consistent with South Mahakam Platform Instrumentation in terms of type and Brand.

12. QUALITY CONTROL AND TESTING

12.1 General

Refer to Project Specification : “SPEC – QMS/QC Requirements for Vendors”. Ref.[10]

The SSIV CP shall be fully tested to ensure satisfactory performance meeting all requirements
as outlined in this specification.

Before commencement of tests witnessed by COMPANY, CONTRACTOR shall produce


evidence that the agreed tests have been carried out successfully during the CONTRACTOR
pre-acceptance testing. CONTRACTOR shall not present any item for inspection and testing
until he has completed his own inspection and testing. Such inspection, examination or

testing, or any failure by COMPANY to carry out such inspection shall not relieve
CONTRACTOR from any obligation under the order.

12.2 Factory Acceptance Test (FAT)

Prior to shipment of any equipment to the site, the system shall be totally interconnected and
tested 100% at the CONTRACTOR or VENDOR facilities to demonstrate, with the
COMPANY’s representatives present, that the equipments are capable of performing all
specified functions.

CONTRACTOR shall give advance notice within 10 working days prior to commencement of
each test. COMPANY reserves the right to perform any checking as deemed necessary.

A final FAT of the SSIV system ( including SSIV-CP, TUTU, umbilical, and the SSIV ) is
required.

All materials and fabrication shall be rigidly inspected before, during and after assembly to
assure correctness of design and workmanship, and COMPANY may inspect at any stage
prior to shipping.

Final inspection shall include all examinations stipulated in codes and specifications but not
limited to the following:

- conformity with approved drawings and equipment specification,


- inspection of fabrication methods and erection methods (including instrumentation),
- dimensional checking, calibration of each instrument component,
- leak test under pressure with all inlets/outlets blocked, hydraulic pumps stopped and
isolated. The hydraulic pressure in the hydraulic network at maximum of pressure,
shall not fall by more than 50% over a period of 12 hours. CONTRACTOR shall
arrange for the test to be recorded (pressure recorder),
- witness of hydrostatic tests, for hydraulic system,
- complete functioning tests of all loops.
- all setting pressure shall be checked for pilots, pressure switches, etc.,
- labelling shall be checked against AFC Drawing,

12.3 On Site Acceptance Test (OSAT)

The final installation precommisioning of the system shall be carried out by CONTRACTOR.
CONTRACTOR shall notify be writing that the panel is ready for OSAT. The test shall be
conducted by CONTRACTOR with COMPANY’s representatives present and the test shall
essentially be a repetition of most of the FAT with a view to ensuring that the system has been
installed and functions properly meeting the specification.

OSAT is part of the overall plant precommisioning and commissioning activities.

12.4 Acceptance test procedures

This document shall describe in detail the procedures to be carried out during the factory and
on-site acceptance tests.

A description of the tests, criteria for acceptance and any special preparation required to
perform the test shall be included in the procedures.

The test procedures shall be issued and approved by COMPANY at least 2 weeks prior to the
beginning of the test.

13. PACKING AND SHIPMENT

Refer to Project Specification : “SPEC - Packing, Forwarding and Marking” Ref.[12]

Shipment authorisation will be given by COMPANY after all pending points arisen during
acceptance tests have been resolved.

Fragile instruments, as deemed necessary by CONTRACTOR or/and at COMPANY's request,


shall be removed, tagged and crated, in waterproof boxes.

All openings, flange faces, threaded connections, or other components subject to mechanical
damage and/or corrosion shall be protected adequately. Such protection shall consist of tight
wooden or plastic plugs, peel off varnish for machined parts, sealing with waterproof tape or
enclosing with temporary metal housings.

CONTRACTOR shall be responsible in the panels transportation from the test premises to
Plant site.

Spare parts shall be separately packed.

VENDOR shall indicate the storage conditions and transportation recommendation which
apply to their supplies.

14. SPARE PARTS AND SPECIAL TOOLS

14.1 Spare part instructions

CONTRACTOR shall supply all spares as defined in the Project Specification : “ SPEC –
Spare parts” Ref.[13]

14.2 Special tools

Detail of any special tools and/or equipment necessary for assembly operation and
maintenance shall be provided at bid stage.
