1.0 INTRODUCTION
Golder Associates Ltd. (Golder) was retained by Westcoast Energy Inc. carrying on business as Spectra Energy
Transmission (Westcoast) to conduct a geotechnical investigation and to provide comments and recommendations
for Westcoast’s Kobes #3 LFERW Replacement Project (Kobes #3) which is a section of existing pipeline proposed
to be replaced by trenchless methods.
Golder’s scope of work is based on the Scope of Work outlined in Golder proposal dated 27 September, 2017
(Golder proposal No. P1788373). The work was authorized under service contract PO number 9550038893.
This report summarizes the methodology used and provides geotechnical comments and recommendations with
respect to soil stratigraphic conditions, engineering properties along the proposed route as input for design and
construction of the pipeline and facilities. Where comments are made on the general site conditions and
construction, they are provided to highlight aspects that could affect the design of the project. Those requiring
information on geotechnical aspects of the site beyond the scope of this report must make their own interpretation

of the subsurface information, particularly as it affects their proposed construction methods, costs, equipment
selection, scheduling and the like.
Use of this report is subject to conditions outlined in the “Important Information and Limitations of this Report”

section which follows the main text and forms an integral part of this document.
Based on the available terrain maps, glaciolacustrine (comprising silty clay) are observed on the eastern portion
of the Site and glaciofluvial (comprising sandy silt) deposits on the western portion of the Site.
A total of 23 terrain units have been delineated, ranging in size from 0.5 ha (small till ridge) to 41.3 ha, a large
upland area. The mean polygon size is 7.2 ha.
A detailed description of the methodology, the results of the study, and a list of the terrains units are presented in
Appendix D along with the terrain maps.

Electrical resistivity tomography and seismic refraction surveys between Stations 7+280 and 7+775 along
the existing right-of-way (ROW) to provide subsurface details such as soil stratigraphy, relative competency
of bedrock and discontinuities; and,
A Ground Penetrating Radar (GPR) survey between Stations 7+280, and Stations 7+775 and 8+075 to
provide Westcoast with a contiguous profile of organic soil depths for buoyancy control design along with a
limited number of discrete hand auger locations.

A detailed description of the methodology, the results and interpretation of the geophysical investigation are
presented in Appendix E.
3.3 AF
Geotechnical Investigation Scope of Work
The scope of work included advancing three boreholes and eight hand auger holes for the proposed trenchless
pipe installation. The geotechnical investigation commenced on 7 November, 2017, and was finished on
15November, 2017. All the approximate borehole locations were surveyed and selected by Westcoast
representative on site.

The scope of work as outlined in the above referenced proposal included the following:
Review of existing information (e.g. geotechnical feasibility report, surficial geology, bedrock geology, soil
maps, and other pertinent geotechnical related data and reports);

A site reconnaissance;
A geotechnical drilling investigation to assess the near surface soil and groundwater conditions, and conduct
rock coring investigation if bedrock is encountered;
Preparation of this geotechnical report detailing the factual results of the investigation together with our
geotechnical comments and recommendations regarding the feasibility of the proposed pipeline replacement.

The boreholes were advanced in soil using solid stem augers. In soil, Standard Penetration Tests (SPT) were
conducted at regular depth intervals at each borehole location (approximately every 1.5 meters). Then, upon
encountering weathered bedrock, HQ rock coring method was used to advance the borehole and additional
15 meters into bedrock. Upon completion, all boreholes were backfilled with a cement-bentonite grout mix in
accordance with the requirements of the BC Groundwater Protection Regulation.
Detailed descriptions of the subsurface soil conditions encountered at each borehole location, are presented in
the Record of Borehole Sheets in Appendix B.
Drilling operations were monitored and observed by a member of Golder’s geotechnical staff, who logged the
subsurface soil and groundwater conditions at each borehole location and collected samples for visual

classification and laboratory testing. All soil and rock core samples were transported to Golder’s Geotechnical
Laboratory for further examination, classification and testing.
Upon completion of the geotechnical investigation, soil samples and rock core samples were transported to
Golder’s geotechnical laboratory for further examination, classification and testing. The following laboratory tests

are in the process of being carried out as part of the laboratory test program:
Atterberg Limits
The above tests are being carried out in accordance with their respective ASTM standards. At the time of preparing
this preliminary report, the only completed tests are the natural water content tests and analytical tests for soil
corrosivity and these are included in Appendix C. The complete laboratory test results will be included in the final
report.

The following section describes the stratigraphic units encountered along the proposed pipeline alignment.
The encountered topsoil generally consists of brown organic silt, ranging in thickness of up to 0.15 m.

4.1.2 Glaciofluvial Sandy Silt
Fine grained non-cohesive sandy silt was encountered at all borehole locations. The encountered sandy silt is
generally described as brown, loose, moist sandy silt with trace gravel ranging in thickness of up to 1.2 meters.

The encountered sandy silt was partially frozen at borehole location AH17-03.
All borehole locations were terminated within the mudrocks at approximately 20 meters below existing ground
surface. The obtained rock cores were transported to our laboratory storage at the end of each shift.

Based on the NBCC 2015 and a review of actual subsurface conditions encountered at the Site, a seismic site
response designation of Site Class C is recommended for the site. The Site Class C is based on the SPT ‘N’
values and undrained shear strength of the soils encountered in the boreholes. It should be noted that boreholes

were not drilled to depths of 30 m; however, it is expected that consideration in selecting the seismic site
classification will be primarily dominated by the stiff to very stiff silty clay to weathered bedrock encountered at the
site.

Detailed salinity analyses were conducted on three samples obtained during the geotechnical drilling investigation.

In addition, the test results indicate that there is a moderate corrosion potential towards steel elements in contact
with the ground. Consideration may be given to increasing the thickness of steel elements in contact with the
ground to act as sacrificial steel, corrosion resistant coatings, or cathodic protection to minimize steel corrosion.
The test data should be reviewed by the steel manufacturer, supplier/installer and designer to provide suitable
recommendations for corrosion protection, if required.

Native silty clay proposed for re-use as fill should be stockpiled separately from the organic topsoil, and should be
protected from freezing and/or wetting.

All temporary and permanent excavations, including trenches, must be carried out in accordance with the British
Columbia Occupational Health and Safety Regulation (OHSR). Specifically, Part 20 of the OHSR deals with
construction, excavation and demolition.
AF
Control of groundwater seepage (if encountered) is expected to be managed by pumping from properly
constructed and filtered sumps located within the excavations. Care should be taken to direct surface water away
from the open excavations. The easterly section of the site is expected to have higher ground water and will have
sections where it will remain near the ground surface through the year.
Based on the results of the investigation, it is anticipated that temporary excavation open cut slopes as steep as
R
1.5 Horizontal: 1 Vertical (1.5H: 1V) may be utilized when personnel or equipment are to enter. Flatter side slopes
will likely be required over the portion of side slopes where seepage enters the excavation or areas of deeper
sandy silt. Steeper temporary slopes may be feasible, subject to detailed inspection and confirmation by
experienced geotechnical personnel. Shallower side slopes may be required if the excavations indicate the
D
presence of fissures. Stockpiling or storage of excavated spoils, construction materials or heavy equipment shall
not be permitted within 2 m of the crest of excavation slopes to prevent overloading of the crest.
It is recommended that suitable re-vegetation or other erosion protection measures be installed as soon as
possible to minimize the risk of excessive softening or erosion of the exposed slopes.
Ditches should be provided with side slopes no steeper than 2.5H: 1V.
Within the weathered bedrock, permanent cut slopes should be no steeper than 1.25H: 1V. As the properties and
particularly the weathering state of the bedrock may vary across the site, it is recommended that a qualified
geotechnical engineer review the exposed rock should slopes steeper than 1.25H: 1V be required or considered.

It is assumed that the following design philosophy will be adopted for analyses of pipe stress using soil springs:
When analyzing loading cases for changes in temperature and pressure, it is assumed that the loading rate
is considered sufficiently quick for cohesive soils such that the undrained shear strength is a suitable
parameter to estimate the resistance of the soil. In these cases the peak effective friction angle would be
zero. For other loading cases the use of undrained shear strength may not be considered suitable and should
be discussed with the geotechnical engineer.

All granular soils should be modelled as frictional material using the peak effective friction angle with no
cohesion.
AF
If the pipe traverses through poorly drained areas it is recommended that a submerged unit weight be used.
Otherwise it is recommended that the bulk unit weight be used.
If modelling identifies areas of high stress or displacement the stress engineer and the geotechnical engineer
should discuss the details of those bends to ensure that the geotechnical soil parameters being used are
considered suitable.

The geotechnical soil parameters are provided as a range of values so that the stress analyses could
investigate what would be the worst case (i.e. lower friction angle may not necessarily be the ‘worst’ case).
It is the responsibility of the stress engineers to satisfy themselves that the geotechnical soil parameters used
from the table below produce a reasonable worst case.

Engineering judgment is required when using these geotechnical parameters and continued discussion
between the stress engineer and the geotechnical engineer is highly recommended.
The geotechnical soil parameters for use with bi-linear soil springs are provided in Table 4. These soil parameters
should be used in conjunction with Table 5 which contains the start and stop of each of the terrain units by kilometer
post. The parameters provide in Table 4 are for pipe stress calculation purposes only and should not be used for
foundation design.

The stiff to very stiff clays at this site will generally be readily penetrated during directional drilling; however, are
susceptible to hydraulic fracturing with increased fluid pressures.
The presence of medium plastic clays can be problematic. Medium plastic clays have a tendency to swell when
exposed to moisture (i.e. drill fluid) which could cause problems during the bore reaming or installing the pipe.
Swelling or expanding clays are not represented in the logs and the assessment of plasticity is still underway
(awaiting Atterberg test results); however, the HDD contractor should be aware of the possibility for expanding

and swelling clays.
Bedrock was encountered at all augerhole locations at elevations ranging from approximately 699 to 704 meters
AF
above sea level (approximately 4.0 to 5.5 meters below ground surface). Based on field observation only, the
bedrock consisted of weathered mudrocks. Based on field observation, the drilling fluid had almost 100% return
rate during coring. The laboratory testing results for the bedrock are currently underway and will be reported in the
final version.
finalizing the drill path. This evaluation should incorporate the specific equipment, materials, drill path geometry
and drill plan that will be used. Deeper burial depths, shorter bore lengths or a combination of these modifications
may be considered to reduce frac-out potential.
To minimize frac-outs, a clean, engineered HDD bore should be constructed in accordance with good industry
practice. This includes monitoring of variables including, but not limited to, drilling fluid pressures, fluid and solids
return rates and advance rates. Advancing the pilot bore drill bit with insufficient drilling fluid flow rates or unsuitable
properties, for example, may lead to insufficient cuttings removal and increased downhole drilling fluid pressures.
Selection and monitoring of these parameters, including design of the drilling fluid (with additives if needed), is the
responsibility of the HDD contractor. It is recommended that the HDD contractor utilize downhole measurement
devices to monitor drilling fluid pressures during pilot drilling. It is understood that the details of the HDD crossing
plan such as work space requirements, pipe layout, pilot bore tracking details, pipe stress analysis, frac analysis,
and excavations are being completed by others, and therefore are not discussed in this report.
The drilling fluid pressures that will develop within the drill hole must not be allowed to exceed the static confining
stresses in soil encountered below the river. Once initiated, hydraulic fractures occurring in soil will lead to fluid
loss and may continue to spread vertically causing fluid movement towards the surface (frac-out). Therefore, the
mud pressure in the drill hole should be carefully monitored and controlled while drilling.

Drilling fluid and cutting return to the rig should be monitored as well as visually inspecting the condition of the
ground surface for fluid release. In addition, a drilling fluid management plan assessing the properties of the drilling
mud should be implemented to control loss of drilling fluid into higher permeable zones. A properly designed drill
plan that minimizes excessive drilling pressure and stationary circulation within high permeable zones is also
recommended to prevent scoured zones with an increased borehole annulus. The potential for formation of mud
rings, poor cutting clearance and difficulty pulling the pipe should be monitored during the drilling process to ensure
a clean, well-engineered bore is maintained. If reduced cutting returns or pressure spikes are recorded at the rig
occur, then drilling should be stopped and mitigative measures considered and incorporated.
Environmental monitoring of the crossing location should be carried out during construction. In addition,
contingency plans for drilling fluid containment should be implemented in the event of unexpected fluid release to

the ground surface or water body. Maintaining the minimum recommended depths of cover below the crossing
should reduce the possibility of fluid release by confining the drill path within more consolidated materials due to
the confining stress of the overlying soil.
5.6.3 AF
Entry and Exit Points
It is anticipated that the HDD entry and exit points will be at the existing ground surface. It is anticipated that
shallow excavations will be constructed at the HDD entry and exit points to assist with drilling fluid management.
Temporary excavations will be required following completion of the HDD installation to connect the pipe with the
adjacent trenched sections of pipeline.

Temporary excavations at this site (assumed to be less than 4 m below ground surface) are anticipated to be
advanced within the stiff to very stiff silty clay.
If the location of the entry or exit points is within close proximity to existing facilities, care will be required to ensure

that adequate support is provided for all existing utilities and portions of roadways which are located in the zone
of influence of the excavation, as defined by a line drawn from the base of the excavation upward at an inclination
of 1H: 1V. If required, properly designed temporary support systems could be used to limit the extent of the
excavations and reduce potential impacts on adjacent roadways or services.

engineering and science professions currently practising under similar conditions in the

objective, development and purpose described to Golder by the Client. The factual data,
interpretations and recommendations pertain to a specific project as described in this

Unless otherwise stated, the suggestions, recommendations and opinions given in this
report are intended only for the guidance of the Client in the design of the specific
project. The extent and detail of investigations, including the number of test holes,
necessary to determine all of the relevant conditions which may affect construction costs
would normally be greater than has been carried out for design purposes. Contractors
bidding on, or undertaking the work, should rely on their own investigations, as well as
their own interpretations of the factual data presented in the report, as to how subsurface
conditions may affect their work, including but not limited to proposed construction
techniques, schedule, safety and equipment capabilities.

contamination resulting from previous activities or uses of the site and/or resulting from

reference for this project and have not been investigated or addressed.
Soil and groundwater conditions shown in the factual data and described in the report are
the observed conditions at the time of their determination or measurement. Unless
otherwise noted, those conditions form the basis of the recommendations in the report.
Groundwater conditions may vary between and beyond reported locations and can be
affected by annual, seasonal and meteorological conditions. The condition of the soil,
rock and groundwater may be significantly altered by construction activities (traffic,
excavation, groundwater level lowering, pile driving, blasting, etc.) on the site or on
adjacent sites. Excavation may expose the soils to changes due to wetting, drying or
frost. Unless otherwise indicated the soil must be protected from these changes during
construction.

Sample Disposal: Golder will dispose of all uncontaminated soil and/or rock samples 90
days following issue of this report or, upon written request of the Client, will store
uncontaminated samples and materials at the Client’s expense. In the event that actual
contaminated soils, fills or groundwater are encountered or are inferred to be present, all
contaminated samples shall remain the property and responsibility of the Client for
proper disposal.
Follow-Up and Construction Services: All details of the design were not known at the
time of submission of Golder’s report. Golder should be retained to review the final
design, project plans and documents prior to construction, to confirm that they are
consistent with the intent of Golder’s report.

requires experience and it is recommended that Golder be employed to visit the site with
sufficient frequency to detect if conditions have changed significantly.
