WHEREAS, Dengue fever has resulted to a significant burden in the City of Talisay .
For many years, it has affected a substantial amount of the population falling ill and
even causing death.
WHEREAS, the disease burden of dengue in the Philippine community has been
pervasive and nationwide. Dengue is a threat to health and everyone is at risk.
WHEREAS, the City of Talisay has actively monitored and took proactive measures
penetrating to barangays that has the most number of dengue cases.
WHEREAS, the effect of intensive dengue information campaign through massive effort
of the public and the City Health Office through the Dengue Task Force has diminished
dengue cases in the City of Talisay in the previous year.
WHEREAS, on June 22, 2012 at 4:00 PM, massive participation is expected for the
search and destroy activity through the simultaneous clean up drive of the city.
WHEREAS, the health of the people is of paramount importance thereof, all efforts of
public service should be directed towards the protection of health.
NOW THEREFORE:
ADOPTED, this 19th of June 2012, on motion of City Councilor Richard Francis F.
Aznar, Chairman, Committee on Health.

WHEREAS, under HB 4365, the minimum monthly pension shall be P4,000 and it shall
be increased annually by P500 per month until the minimum monthly pension shall
reach P7,000.
WHEREAS, as mandated by the Social Security Act of 1997, the P1,200 or P2,400
monthly pension for each pensioner is far below the poverty threshold as mandated by
the National Statistical.
WHEREAS, the passage of House Bill 4365 into law is considered urgent as it will
respond to the present plight of SSS pensioners and help them cope with the rising
prices of food, medicine and other necessities for survival.
NOW THEREFORE:

Aznar, Chairman, Committee on Health.

WHEREAS, the state recognizes the vital role of the youth in nation-building and
shall promote and protect their physical, moral, spiritual, intellectual, and social well-
being;
WHEREAS, PD No. 603 otherwise known as the “The Child and Youth Welfare
Code” provides that a child is one of the most important assets of the nation. Every
effort should be exerted to promote his welfare and enhance his opportunities for a
useful and happy life;
WHEREAS, the said code further provides that the child is not a mere creature of
the state. His, individual traits and aptitudes should be cultivated to the utmost insofar
as they do not conflict with the general welfare;
WHEREAS, children’s park as the very name indicates, is a park meant for
children to come in the mornings and evenings to spend their leisure time in the open
air of the park, to play with, exercise and enjoy away from their congested homes and
busy environment;
WHEREAS, we see children of higher grade levels who perhaps do not have
congenial learning atmosphere at home come to the park, sit with their books and do
some studying in silence;
WHEREAS, the children's park existing situation, features and bearings cannot
be considered as child-friendly anymore as it is unsafe with its old play set and,
unsightly with all the litter around it;
WHEREAS, it is undeniable that a children’s park does not only serve one
purpose of bringing children together, but also a place where memories will be built for
these children to cherish for a lifetime;
NOW THEREFORE:
ADOPTED ON MASS MOTION, this 19th day of June 2012, upon the
recommendation of City Vice Mayor Alan G. Bucao.

WHEREAS, for four consecutive years she has produce four top notchers with
high and significant overall passing percentage;
WHEREAS, she is one such estimable educator who has distinguished herself
as a professional of greatest dedication, ability, and integrity;
WHEREAS, this extraordinary woman has served with acumen and alacrity as
an educator for forty (40) exemplary years;
WHEREAS, her personality and the way in which she engages her students has
been described by her acquaintances as “exciting, challenging, and authentic;
WHEREAS, she truly epitomizes the ideal of a dedicated teacher who is wholly
committed to the highest ideals of public service and quality education for all, and
should be recognized, an honor most befitting her outstanding tenure as an Education
Program Director, FS PST Supervising Instructor and Professor, In-charge of Intensive
In-House LET Review Program for Talisay City College Graduates from the year 2008
until the present as it recognizes the positive influence she has had on so many young
lives;
NOW THEREFORE:
ADOPTED ON MASS MOTION, this 19th day of June 2012, upon the
recommendation of City Vice Mayor Alan G. Bucao.

WHEREAS, Talisay City College has established a record for achieving four (4) top
notchers in the Licensure Examination for Teachers conducted by the Professional Regulations
Commission with high and significant overall passing percentage;
WHEREAS, Talisay City College has been consistent in producing numbers of licensed
teachers in elementary and secondary level with passing percentage average of three times higher
than the national passing percentage from April 2009 until the present;
WHEREAS, Talisay City College has reaffirmed once again to the City and to the
people of Talisay its capability to produce top graduates;
WHEREAS, such achievement of Talisay City College is made possible through the
continuing support, cooperation and the untiring efforts and encouragement of the Talisay City
College management, staff, faculty whose dedication to service is inevitable and to all Talisay
City College students;
WHEREAS, the impressive performance of Talisay City College has given the City the
pride and recognition; thus, giving confidence to parents, current students and future enrollees.
NOW THEREFORE:
ADOPTED ON MASS MOTION, this 19th day of June 2012, upon the recommendation
of City Vice Mayor Alan G. Bucao.
WHEREAS, the start of monsoon rain is already felt around the country, and the
possibility of the rise of Dengue cases as per circular of the Department of Health in the
month of June across the country;
WHEREAS, school officials must take an active role in the prevention of dengue,
by educating the students with their parents or guardians on how to prevent such
dreaded disease.
NOW THEREFORE:
RESOLVED FURTHER, that copies of this resolution shall furnished to the City
Mayor’s Office, Public Schools, Barangay Health Workers and other concerned
agencies and Departments, for proper information dissemination for the implementation
of this resolution.

Joseph T. Odilao, Chairman, Committee on Environment and seconded by Councilor
Dennis Basillote, Chairman, Committee on Education and by all members present.
