RFP INSTRUCTIONS

1. INTERPRETATION OF THE CLAUSES IN THE PROPOSAL DOCUMENT / CONTRACT DOCUMENT


In case of any ambiguity in the interpretation of any of the clauses in the Proposal Document
or the Contract Document, the interpretation of PCI shall be final and binding on all parties.
2. LANGUAGE OF PROPOSAL
The proposal and documents shall be in English, and it should include applicant organization name,
date, RFP number, and page number as a header or footer throughout the document.
3. SUPPLEMENTARY INFORMATION / CORRIGENDUM / AMENDMENT TO THE RFP
a. If PCI deems it appropriate to revise any part of this RFP or to issue additional data to clarify
an interpretation of the provisions of this RFP, it may issue supplements/corrigendum to this
RFP.
Any such supplement shall be deemed to be incorporated by reference to this RFP.
b. At any time prior to the deadline (or as extended by PCI) for submission of bids, PCI, for any reason,
whether at its own initiative or in response to clarifications requested by prospective bidders
may modify the RFP document by issuing amendment(s). All bidders will be notified of such
amendment(s), and these will be binding on all the bidders.
c. To allow bidders a reasonable time to take the amendment(s) into account in preparing their
bids, PCI, at its discretion, may extend the deadline for the submission of bids.
4. DECISION TAKEN
a. The decision taken by PCI in the process of Proposal evaluation will be final and binding on all the
bidders. The finalization of the Proposals will be done by a committee constituted by PCI for this
purpose.
5. AWARD OF WORK
PCI reserves the right to shortlist deserving individuals and agencies and invite further discussion
to ensure quality and cost-based selection. PCI holds the right to award the contract to several
bidders based on assessed capacity, innovation idea suggested, and other quality/ cost factors
instead of a single contract holder. Hence individuals and agencies are expected to respond
to the RFQ only if they agree to work in a multi-contract holder environment, fulfil the scope of
work suggested, and meet the requirements as detailed.

6. TAXES AND DUTIES


The rates quoted shall be in Indian Rupees and shall be inclusive of all taxes, duties, and levies as
applicable up to the completion of the job. Any increase in the rates will not be allowed. Base cost and
rate of taxes charged should be clearly mentioned.
7. BINDING CLAUSE
All decisions taken by the PCI Procurement Committee regarding the processing of the Proposals
and award of the contract shall be final and binding on all concerned parties.
8. VALIDITY OF BIDS

The proposal/bid should be valid for a period of 90 days from the date of Proposal submission to
the PCI.
9. DISQUALIFICATION
The proposal is liable to be disqualified in the following cases or in case the bidder fails to meet the bidding
requirements as indicated in this RFP:
a. Proposal not submitted in accordance with the procedure and formats prescribed in this document or
treated as a non-conforming proposal.
b. During the validity of the proposal, or its extended period, if any, the bidder increases his quoted prices.
c. The bidder qualifies the proposal with his own conditions.
d. Proposal is received in incomplete form.
e. Proposal is received after due date and time.
f. Proposal is not accompanied by all the requisite documents.
g. If the bidder provides a quotation only for a part of the project
h. Information submitted in t h e technical proposal is found to be misrepresented, incorrect or
false, accidentally, unwittingly, or otherwise, at any time during the processing of the contract (no
matter at what stage) or during the tenure of the contract including the extension period, if any
i. Commercial/financial proposal is included in the technical proposal
j. Bidder tries to influence the proposal evaluation process by unlawful/corrupt/fraudulent means at
any point of time during the bid process.
k. In case any one bidder submits multiple proposals or if common interests are found in two or more
bidders, the bidders are likely to be disqualified, unless additional proposals/bidders are
withdrawn upon notice immediately.
l. If the response to the pre-qualification criteria, technical proposal, and the entire documentation
submitted along with that contain any information on price, pricing policy, pricing mechanism, or
any information indicative of the commercial aspects of the bid.
10. PCI’S RIGHT TO TERMINATE THE RFP PROCESS
a. PCI reserves the right to accept or reject any proposal, and to annul the RFP process and reject all
proposals at any time prior to award of contract, without incurring any liability to the affected
bidder or bidders or any obligation to inform the affected bidder or bidders of the grounds for
PCI’s action. PCI makes no commitment, expressed or implied that this process will result in a
business transaction with anyone.
b. This RFP does not constitute an offer by PCI. The bidder's participation in this process may result in
PCI selecting the bidder to engage in further discussions and negotiations toward the execution of
a contract. The commencement of such negotiations does not, however, signify a commitment by
PCI to execute a contract or to continue negotiations. PCI may terminate negotiations at any time
without assigning any reason.
c. Failure on the part of the selected agency to execute the Contract within the defined period
may, unless mutually agreed between the parties, result in an award of the same work to
another agency at the risk and cost of the Agency.

APPLICATION EVALUATION CRITERIA

A technical review committee comprising representatives from PCI will review and score applications based
on the following criteria. The highest scoring applicants will be short-listed.

Proposals for this Assignment will be assessed in accordance with Quality and Cost-based selection (QCBS)
system and will involve both technical and commercial evaluation with the following weightage:

Financial Evaluation 30%

Financial proposal of only those firms receiving minimum of 70% in technical evaluation will be opened and
evaluated. The Financial proposals of those firms who don’t qualify in technical evaluation will not be
considered for further process.

CORE Group Partners Project (CGPP) Final Evaluation 2024– Data collection analysis and report writing

Contracting Agency: Project Concern International (PCI), India

Duration of Contract: April through September 2024

Background

The CORE Group Partners Project (CGPP), formerly the CORE Group Polio Project, began the current USAID grant on
October 1, 2017. CGPP is a USAID-funded polio eradication project that conducts community-based activities
designed to strengthen routine immunization systems, supplemental polio immunization activities, and community-
based surveillance (CBS) of acute flaccid paralysis (AFP). During the grant cycle, CGPP leveraged its polio
infrastructure to deliver CBS and risk communication and community engagement (RCCE) for Global Health Security
and RCCE and vaccination support for COVID-19. CGPP is active in ten countries: Angola, Ethiopia, India, Kenya,
Niger, Nigeria, Somalia, South Sudan, Uganda, and Djibouti. The activities are implemented by U.S.-based private
voluntary organizations (PVOs) and their local partners. CGPP national secretariat staff in each country coordinates
and provides technical guidance to all program activities.
In India, three CGPP PVO partners, namely Adventist Development and Relief Agency (ADRA), Catholic Relief
Services (CRS), Project Concern International (PCI), and six local non-government organizations (NGOs), implement
the project. CGPP India secretariat, a team of subject experts, coordinates and provides technical guidance to all
program activities. The project currently implements polio, RI and COVID-19-related interventions (through two
separate grants) in 16 districts from three states (Assam=2, Haryana=2, and UP=12 districts) of India. The project’s
polio grant covers 14 (Haryana=2 and UP=12), and the latest COVID-19 response is executed in 14 districts (Assam=2
and UP=12).
The final evaluation of CGPP in India will include an outcome and process evaluation of project intervention for the
current grant cycle, i.e., FY18-24. Also, it will attempt to evaluate the processes that contributed to CGPP India’s
project outcomes in the previous grant cycles (FY07 to FY17). The evaluation will utilize available administrative
data and project monitoring data (secondary data) to evaluate the project outcomes, such as polio SIA coverage, RI
coverage and AFP surveillance indicators. The final evaluation will primarily focus on the CGPP’s polio and RI
strengthening efforts during the current grant cycle, specifically for Uttar Pradesh and Nuh district of Haryana, India.
Additionally, extensive qualitative data will be collected and analyzed to understand CGPP’s contributions and
implementation from the perspective of the community and key stakeholders.

4. What are the trends of detection, investigation, and reporting of acute flaccid paralysis in project areas?
a. How did CGPP contribute to and support AFP surveillance in project areas?
5. What are the key strategies, innovations, best practices, and challenges from CGPP India that contributed
to making progress and maintaining polio free status?
a. How did CGPP innovate to respond to the specific immunization related challenges and barriers
faced by communities?

Method

The sources of data for the CGPP India’s evaluation will be: (1) primary data collected through in-depth interviews
and focus group discussions (2) secondary data collected from administrative sources/MOH/WHO/project records
on key project indicators (3) internal project information collected through a desk review of project records, key
documents, and reports. Data used in the evaluation will cover the entire project period (2003 to 2023), with specific
attention on the current grant period from October 2017 through February 2024 (the start and end date may be
adjusted on data availability).
Primary qualitative data
An external independent consultant (individual/agency) will collect data through in-depth interviews and focus
group discussions, and co-learning workshops with the participants outlined below.
In-depth interviews (IDIs)
Interview guides will be designed with open ended questions to collect information on CGPP contributions, key
interventions, partnerships, project activities, implementation successes, challenges, perceptions of project impact,
and lessons learned.
• National and state-level officials from the government/MOH, UNICEF, WHO, USIAD
• CGPP secretariat staff, partner staff, and CGPP field staff (DMCs, BMCs, MMs and ex-CMCs)
• District and block-level government health officials (MoICs/BMOs) and frontline workers (ASHAs, ASHA
supervisors, ANMs, and Anganwadi workers)
• District/sub-region and state-level functionaries from WHO/NPSP
Focus Group Discussions (FGDs)
Focus group discussions (FGDs) will be conducted using a semi-structured guide with open-ended questions. Focus
groups will be used to understand the experiences of those who were part of the project as participants, workers,
and influencers. Focus groups will provide information on how project interventions impacted knowledge and
vaccine seeking behaviors among caregivers, trusted sources of information, family health decision making, and the
roles of influencers and health workers in project decision making and garnering information. FGDs will also explore
strategies of social mobilization and vaccine demand creation form the perspective of the participants and the
implementers.

Learning workshops
Two learning workshops will be organized by the consultant to get additional information on the evaluation
questions.
1. A co-learning workshop with project Sub-Regional Coordinators, District Mobilization Coordinators and
Block Mobilization Coordinators will gather information on all of the evaluation questions.
2. A second learning workshop will be held with project staff after analysis of secondary and primary data to
validate the findings and get staff reflections.

Secondary data

Secondary data will be collected to assess project indicators for SIAs coverage/quality, RI coverage, and surveillance
in CGPP implementation areas. Comparable non-project areas will be selected for comparison, and data on the
same indicators will be analyzed. The secondary data will be used to compare project and non-project areas during
the grant period.

CGPP India

Desk Review of key documents

CGPP India will put together and share pertinent documents on program implementation, program progress,
challenges, partnerships, and lessons learned. The purpose of the systematic document review will be to understand
how project activities were implemented for each project objective and how these activities contributed to the
results in project implementation areas. The review will include the following categories of documents:
• Periodic evaluation reports (2010, 2012, 2015, 2017)

Specifically, two key documents to be utilized are the 2018 Expert Evaluation report (India section) and the
Secretariat Model Study, which included extensive interviews with key stakeholders.
The consultant’s specific activities will include:

Data collectors/interviewers and field supervisors must receive training on the


following, at a minimum: CGPP interventions and their stakeholders; sampling design
and selection of samples for the assessment; informed consent; interview/group
discussion techniques; and data quality assurance procedures.
Collect primary qualitative data through interviews and focus group discussions. By July 10, 2023
Interviews will be recorded, transcribed, and then translated into English. The
transcripts should be checked for quality in accordance with the data quality
assurance strategy.

All transcripts should be completed as Word documents. The files should be delivered
in hard copy and emailed to the secretariat offices and the CGPP India team.

Reporting and Work Relationships

• The consultant will report directly to the CGPP India secretariat team
• The consultant will work in close collaboration with the India Secretariat Director, Jitendra Awale, Country M&E
Specialist, Manojkumar Choudhary; Global Technical Director, MEAL (GTD MEAL), Kathy Vassos Stamidis, who
will approve the sampling and data quality assurance strategies; provide any necessary documents and
instructions and answer questions.
