ELEMENTS OF THE STATE


A state is a form of political and social organization, formed by different institutions of government through
which it exercises its power or sovereignty. The State is distributed over a specific, delimited territory and is made up of
a specific population (its citizens). Thus, in the definition of the State, we have just mentioned the five elements of the
State: population, territory, government, sovereignty and coercion (or monopoly of violence).
 Population- sometimes called the “people” who live in a given place. Populations are part of States, they
configure them. Without population, the state could not exist.
 Territory- consists of the physical space where the state develops. That is, it is a space on earth (not air or sea),
physical, existing and real. However, although it is a land area, the territory also includes the different “bodies”
found in the water (e.g. rivers, seas…), airspace and coastal areas, if any.
 Government- consists in the political organization of a State, and in the entity that allows the political decisions
of the State to be taken.
 Sovereignty- that is, the supreme power, the power of the State. That power is supreme implies that there are
no powers above it. In other words, sovereignty is the ultimate authority of the State at the political level.
 Coercion- Also known as a monopoly on the use of violence, the modern state must ensure compliance with the
law through this ability to subdue through force that group or individual that violates the basic laws of the
functioning of the nation.

THREE INHERENT POWER OF THE STATE

Inherent means that as long as the state exists, the power can never be taken away. The inherent powers of the
state are as follow:
 Power of Taxation-An inherent power of the state exercised through legislature, to impose burdens upon
subjects and objects within its jurisdiction, for the purpose of raising revenues to carry out the legitimate objects
of the government.
 Police Power- This is the power vested in the Legislature by the Constitution to make, ordain, and establish all
manner of wholesome and reasonable laws, statutes and ordinances, either with penalties or without, not
repugnant to the Constitution, for the good and welfare of the State and its subjects.
 Power of Eminent Domain- This is the right of the State to acquire private property for public use upon payment
of just compensation and observance of due process.

9 MAJOR FORMS OF GOVERNMENT

Major forms of government: Government simply defined, is a body that possess the power to make and enforce
laws in a country, geographical area, people or organization. Government is also the management or control of a
particular system. Government can also be defined as the tenure of a politician, or the administration of the ruling
political power. Government involves the control or administration of society. There are so many forms of government
existing in the world.
Definitely, every government has roles, duties and functions assigned to it to carry out on a daily basis. For the
purpose of this work, government used here, refers to the body responsible for the management and control of the
affairs of a country or state. Government plays a huge role in the development of a country, because it is the leaders
that are in the position to manage the country’s resources and steer the country in the right direction.
