⚫ Benefit of E-Governance
E-Governance relates to safeguarding the legal rights
of all citizens, an equally important aspect is concerned
with ensuring equitable access to public services and
the benefits of economic growth to all.
⚫ It also ensures government to be transparent in its dealings,
accountable for its activities and faster in its responses as
part of good governance. However, this would require the
government to change itself – its security processes, its
outlook, laws, rules and regulations and also its way of
interacting with the citizens.

⚫ Most primarily it is important to have a strong security


system in order to function smoothly. Today, many
government departments have started using
information and communications technology to
automate their works because of ease of access to computer
technology and the numerous developments in the field of
information and communications technology.
⚫ There has also been an increased efficiency in the
functioning of the government services because of
digitalisation of services like ration cards, income
certificates, building licences, Passport/VISA,
Pensions, Road Transport, Property Registration,
Railway services, land records, and income tax
payments etc. and the use of biometrics which has
made life convenient, efficient and transparent for
citizen.
e-Governance objectives

The strategic objective of e-Governance is to support and


simplify governance for stake holders i.e. government,
citizens and businesses. The use of ICTs can connect all
three parties and support processes and activities. In other
words, in e-Governance electronic means is used to support
and stimulate good governance. Therefore, the objectives
of e-Governance are similar to the objectives of good
governance. Good governance can be seen as an exercise of
economic, political, and administrative authority to better
manage affairs of a country at all levels, national and local.

⚫ The latest digital India initiative, which is being
coordinated and implemented by the Department of
Electronics and IT, aims at transforming the country
through leveraging information and communication
technologies in every sphere of economy requires a lot of
cyber security measures in order to be implemented.

⚫ While India is among the fastest developing economies in


the world, India ranks 58th in this year’s Global
Competitiveness Index, up five places since 2017, (Source:
Global Competitiveness Report, The World Economic
Forum, 2018) equitable growth remains a critical
imperative.
⚫ The government has been spearheading
radical digitization to induce economic
inclusiveness and social transformation,
through initiatives like, ‘Digital India’,
‘Make in India’ and Skill India. India, as a
result, is gearing up for an era of increased
digitization, heralding the advent of
Industry 4.0, powered by new age
technologies like the Internet of Things
(IoT), Artificial Intelligence, and Robotics.
Driving the Digital Revolution

Digital transformation is expected to add an estimated


$154 billion to the Indian GDP, according to
International Data Corporation. In 2017, while 4% of
India’s GDP was derived from digital products and
services created directly through the use of digital
technologies, such as mobility, cloud, IoT and AI,
within the next four years, it is estimated that nearly
60% of India’s GDP will be inevitable linked to this
sector.

– Australia – significant increase from 31% to 46%
– Turkey – 3% to 13%
– Netherlands – 32% to 41%
– US – 34% to 43%
– Japan – decrement by 4% - 17% to 13%
⚫ 2001 – 14% felt secured with credit card and bank
account numbers
• 2002 – this increased to 23%
• Highest levels of safety was seen in the Scandinavian
Market (Denmark,Finland, Norway and Sweden)
together with some South East Asian markets
(Singapore and Hong Kong)-around 1/3 of users felt
safe.
• In contrast- 90% of Japanese felt accessing online
services unsafe.
• Germany 82% and France 76% --- unsafe
⚫ The 2030 Agenda for Sustainable Development
introduces the concept of data-driven governance and
highlights the challenge to “increase significantly the
availability of high-quality, timely, reliable and
disaggregated data by 2030”.
⚫ The number of people using the internet has surged
over the past year, with more than one million people
coming online for the first time each day since January
2018. It’s not just internet users that have been
growing either, as the extensive new collection of
Digital 2019 reports from Hootsuite and We Are Social
reveals.
Explore all of the key trends and insights from this year’s
reports in detail below, but here are the essential headlines
you need in order to understand ‘Digital in 2019’:
⚫ There are 5.11 billion unique mobile users in the world
today, up 100 million (2 percent) in the past year.
⚫ There are 4.39 billion internet users in 2019, an increase of
366 million (9 percent) versus January 2018.
⚫ There are 3.48 billion social media users in 2019, with the
worldwide total growing by 288 million (9 percent) since
this time last year.
⚫ 3.26 billion people use social media on mobile devices in
January 2019, with growth of 297 million new users
representing a year-on-year increase of more than 10
percent
These big numbers mean that India is responsible for more than a quarter
of this year’s total global growth. Overall, Asia-Pacific delivered 55
percent of the annual growth figure, with China adding another 50 million
new users in the past year.
Sectors that received maximum focus in the last decade. A large
number of sectors have been recognized and initiatives, majorly
by central ministries & departments and state governments have
been departments and state governments have been given
awards. An analysis of the different sectors that have received
the National eGovernance awards is as provided below.

Benefits of e-Governance

There are numerous potential advantages related to the


implementation of e-Governance
✔ Lower overall administrative costs to government
✔ Provide more efficient government operations
✔ Create a stronger and closer relationship between citizens and
government
✔ Provide easier access to government for all
✔ Improve the level of service to citizens
✔ Allow greater access to decision-making
✔ Empowerment of citizens
✔ Provide more transparency in government with more
responsibility
ICT Governance - Benefits to be realized
⚫ Public Service positioned to improve delivery on the
12 strategic outcomes.
⚫ Improved achievement of Public Service-wide and
departmental strategic goals.
⚫ Improved effective public service delivery through
ICT-enabled access to government information and
services.
However, it still has some hurdles regarding
e-governance, such as: digital divide between urban
and rural, poverty, illiteracy, security and cost of
implementation, etc. Each of these issues and
challenges are posing serious concern to government.
To compete successfully in a network based global
economy, governments need to be both leaders and
facilitators. The leadership and facilitation roles
comprise the following elements:

⚫ Developing a national e-strategy, making ICT adoption


and network readiness a national priority;
⚫ Undertaking innovative projects that make a
difference, to lead by example, adopting best practices;
⚫ Reforming government processes covering areas such
as revenues, expenditures, procurement, service
delivery, customer grievances etc
⚫ Tracking, storing and managing information,
promoting production of national content online and
through electronic media; and documenting
“successes” and “failures”;
⚫ According high priority to protection of individual
rights, intellectual property, privacy, security,
consumer protection etc. and mobilizing the civil
society; and
⚫ Developing a supportive framework for early adoption
of ICT and creating a regulatory framework for
ICT-related activities
