However, this would require the government to change itself – its security processes, its outlook, laws, rules and regulations and also its way of interacting with the citizens.

system in order to function smoothly. Today, many government departments have started using information and communications technology to automate their works because of ease of access to computer technology and the numerous developments in the field of information and communications technology. ⚫ There has also been an increased efficiency in the functioning of the government services because of digitalisation of services like ration cards, income certificates, building licences, Passport/VISA, Pensions, Road Transport, Property Registration, Railway services, land records, and income tax payments etc. and the use of biometrics which has made life convenient, efficient and transparent for citizen. e-Governance objectives
The strategic objective of e-Governance is to support and
simplify governance for stake holders i.e. government, citizens and businesses. The use of ICTs can connect all three parties and support processes and activities. In other words, in e-Governance electronic means is used to support and stimulate good governance. Therefore, the objectives of e-Governance are similar to the objectives of good governance. Good governance can be seen as an exercise of economic, political, and administrative authority to better manage affairs of a country at all levels, national and local. Present Global Trends of Growth In E-Governance ⚫ The latest digital India initiative, which is being coordinated and implemented by the Department of Electronics and IT, aims at transforming the country through leveraging information and communication technologies in every sphere of economy requires a lot of cyber security measures in order to be implemented.
⚫ While India is among the fastest developing economies in
the world, India ranks 58th in this year’s Global Competitiveness Index, up five places since 2017, (Source: Global Competitiveness Report, The World Economic Forum, 2018) equitable growth remains a critical imperative. ⚫ The government has been spearheading radical digitization to induce economic inclusiveness and social transformation, through initiatives like, ‘Digital India’, ‘Make in India’ and Skill India. Digital transformation is expected to add an estimated
$154 billion to the Indian GDP, according to International Data Corporation. In 2017, while 4% of India’s GDP was derived from digital products and services created directly through the use of digital technologies, such as mobility, cloud, IoT and AI, within the next four years, it is estimated that nearly 60% of India’s GDP will be inevitable linked to this sector. There are numerous potential advantages related to the
implementation of e-Governance ✔ Lower overall administrative costs to government ✔ Provide more efficient government operations ✔ Create a stronger and closer relationship between citizens and government ✔ Provide easier access to government for all ✔ Improve the level of service to citizens ✔ Allow greater access to decision-making ✔ Empowerment of citizens ✔ Provide more transparency in government with more responsibility ICT Governance - Benefits to be realized ⚫ Public Service positioned to improve delivery on the 12 strategic outcomes. ⚫ Improved achievement of Public Service-wide and departmental strategic goals. ⚫ Improved effective public service delivery through ICT-enabled access to government information and services. However, it still has some hurdles regarding e-governance, such as: digital divide between urban and rural, poverty, illiteracy, security and cost of implementation, etc. Each of these issues and challenges are posing serious concern to government. To compete successfully in a network based global economy, governments need to be both leaders and facilitators. The leadership and facilitation roles comprise the following elements:
