{is observed that sometimes this matter is not decided in true spirit resulting in receipt of representations
{om officials/ofticers concerned complaining about depriving of due rights and subsequently references
from field offices for guidance at this end. The matter has been examined and now it is directed to all
the concerned authorities to decide all such cases inthe light of Govt of India instructions on Transport
Allowance to Blind or Onthopaedically Handicapped Employees circulated under Ministry of Finance
(OM. No. 19029/1/78-E.1V (B) dated 31.08.1978 and 03-12-1979 and also OM No. 21/1/2011-E-1(B)

handicapped Central Government employees.
‘The undersigned is directed to refer to this Ministry's Office
Memorandum No. 19029/1/78-E.IV(B) dated 3% December, 1979, 2s
amended from time to time and to say that the criteria for orthopaedically
handicapped employees to draw Transport Allowance at double the
