ABSTRACT

Coi Re Library is an ongoing project of the Song Ma Volunteer Youth Team,


founded in April 2022 with the desire to spread reading culture by building knowledge
and accessing resources or spaces such as libraries, bookcases, and cultural-
educational activities. Moreover, the project hopes to be able to expand the children's
own world through the pages of books. Besides, it is connected with knowledge in the
community they belong to - the ROOT. And with those desires, the name “Coi Re”
has shown all the spirit of the project. A special feature of the Coi Re Library
compared to the book projects in particular or the process of creating the library's
vitality and sustainability is the reading promotion programs held regularly for many
years.

INTRODUCTION
There is more to the "Coi Re Library" than merely
books. The library aims to be able to accompany
children, ignite their enthusiasm and interest in
books via activities and events, or just listen to them.
This goes beyond merely delivering books to the
highlands. As a result, Coi Re Library will be a
companion that follows you everywhere you go and
pays attention to your needs.

“Coi Re Library” is a project of the Song Ma


Volunteer Youth Team - a social activity organization
established in 2007. The Library Project 2022 is part of
the Coi Re Library projects, founded in May 2017.
The project was planned from April to November
2022 with the aim of ensuring quality, equitable,
inclusive education and promoting lifelong learning
opportunities for all. By 2025, the volunteer group
hopes to spread the reading culture to 90% of local
children and promote the spirit of reading through 14
periodical reading promotion programs every 3
months.

Children from ethnic minorities in highland areas have few opportunities to access books
with diverse knowledge and rarely participate in community engagement activities to
encourage self-discovery and self-development. Therefore, Coi Re Library decided to set
up reading points in the form of community libraries, personal bookcases, and local
reading classrooms and maintain a regular supply of books appropriate to the age of the
children. They also established reading communities (also known as clubs) around the
library and reading rooms so that children would have a living space to share with friends
that have similar interests; guided children in borrowing and returning books or activities
in the library; and organized regular reading programs.

SMART GOAL

Spread the reading culture by establishing knowledge access resources such as


libraries, bookcases, and reading room activities to encourage children's love of
S books. Specifically, in this project, the volunteer group has carried out its mission by
building a reading library and organizing a reading promotion program for children
aged 12-16 in the highlands of Mu Cang Chai.

Coi Re Library’s proposed activities for 2022 are establishing 5 pilot reading points,
3 fixed reading points, donating books and facilities, organizing 2 reading promotion
M programs (in July and October), and organizing a reading-study promotion program
at the school (from September to the Opening Day).

The Library Project 2022 is a part of the Coi Re Library Projects, founded in May
2017. Over the years, the volunteer group has been actively working to bring useful
projects to the community, along with certain achievements are libraries and

accumulated experience that helped Song Ma's volunteer youth team continue on the
path to fulfilling its mission and goals.

Song Ma Volunteer Youth Team is a social activity organization established with a


mission to bring positive values to society through projects for the community,

project is a way for them to express their values and satisfy their desire to contribute
to society.

The library project in 2022 is expected to be completed within 8 months, from April to

WORK BREAKDOWN
STRUCTURE

There will be defining before planning in a project, however this is a part of an ongoing
project that is still in process. The defining role is assigned to the Song Ma Volunteer
Group's initial project. As a result, the defining is considered to be outside the scope of
the Coi Re Library project in 2022.

The volunteers in the group always want to know and update information related to
the project because this is a community project. Therefore, members who are not
functional in the task are classified as informed

STAKEHOLDERS
The direct beneficiaries of the project are
children from 12 to 16 years old in the
commune. And the indirect beneficiaries are
divided into 3 components: children aged 6-12
and youth aged 16-18 through periodic
reading promotion programs with no age
limit; government and schools - receive
community strength spreading to the locality
through useful extra-curricular programs for
young people to supplement active education
in schools; parents and local people - have a
healthy environment for children to develop
themselves and nurture the qualities and
knowledge to become useful people for family
and society.
STAKEHOLDERS
ANALYSIS

Ethnic minority children in remote areas are included in both the Keep Satisfied and
Keep Informed categories since they are the direct beneficiaries as well as an
important target of this project. The participation of the children is essential for the
success of the project. Therefore, the volunteer group needs to both provide the
necessary information and find ways to maintain the children's enthusiasm and
excitement for this project.

Due to the characteristics of human resources as well as living costs, the volunteer
team's time on the library site was not long, so all work in the executive part was
limited to a short period of time in the project, but the entire team tried their best,
attempting to work together to achieve the most satisfactory results for the Ethnic
minority children at Pung Luong.

SUMMARY

Coi Re Library was planned from April to November 2022 with the aim to ensure
the quality, equitable, inclusive education and promote lifelong learning
opportunities for all.
Based on the previous activities, the project follows and refines the methods to
expand the Coi Re Library model to other locations in a sustainable way. The
library is owned and spread by individual owners, and is identified as a part of the
community, under the local authorities rather than under the ownership
management of the project from the beginning. Throughout the project
implementation process, after each reading session, cultural and educational
activities, volunteers will reflect and evaluate the project together to draw
experiences, overcome shortcomings and develop the advantages. In the future, with
additional contributions from volunteers, sponsors, advisors, etc., the project will
expand to new locations to replicate the model while still carrying the long-term
goal of creating deeper and wider impacts.

LESSON LEARNED

Despite some operational shortcomings, the project gradually improves and enhances
its core factors, attracting the interest of the volunteer community for children in
particular and social enterprise organizations in general. Thanks to that, the "Coi Re"
Library has successfully called for community funds and achieved its objectives.
Furthermore, the library has received numerous sincere contributions from
experienced people, young people interested in books, and spreading meaningful
actions in the community.
Besides that, the project still faces some limitations in terms of resources. In
personnel, the majority of the personnel are students who haven't specialized in
education, especially since the project is being run on a volunteer model, leading to a
relatively short average tenure (around 1-2 years), resulting in difficulties in carrying
out sustainable operations. Financially, 80% of the current capital comes from
community fundraising, placing pressure on the time and capacity of volunteers,
affecting the efficiency and sustainability of the project. Volunteers still have to bear a
part of the operating costs in the region during their activity.
