Bridge Management System (BMS)

SUBJECT : Updating the List of BMs-Accredited Bridge Inspectors

This is to reiterate the memorandum dated November 3, 2023, regarding the list of BMS-
Accredited Bridge Inspectors in the Region and District Engineering Offices by filling out the
Bridge Inspectors Survey Form (BISF) through an online form using Google Sheets.

In this regard, based on the submission of the online form, only few Region and Dlstrict
offices had complied to accompllsh the said BISF, as a result, we have not completed our
goal of updating the list of BMS-Accredited Bridge Inspectors for all Region and District
Engineering ffi ces, respectively.

Please be informed that the concept of BISF is that a number of BMS Trainings/Seminars
and Bridge Inspector Accreditations have already been held throughout all Regional and
District Offices, and Ceftificates of Accreditation as Bridge Inspectors (BIs) have been issued
with a validity of five (5) years. However, in the previous trainings/seminars conducted, the
accreditation of bridge inspectors would no longer expire. Accordingly, it was emphasized
clearly in the memorandum that those who previously received a certificate of accreditation
are still officially accredited and were given permission to carry out and work on BMS
activities.

In order to fully complete this undertaking, the herewith attached Bridge Inspectorc
Survey Form (BISF) should be accomplished, wherein the District Engineering Offices
will first submit the accomplished BISF to the Regional Offices for consolidation and together
with the accomplished BISF of the Regional Office must be submitted to Planning Service,
Attention: Development Planning Division on or before March 15, 2024. For any query and
information, please coordinate with Engrs. lustino Jaime T. Surot, Jr. and Edron J. Abrera at

Bridge Management System (BMS)

SUBIECT : Updating the List of BMs-Accredited Bridge Inspectors

The Bridge Management System (BMS) was institutionalized in 2004 through Department Order
No. 47, Series oi ZOOq, as the official procedure/system to monitor the condition of bridges,
and Department Order No. 43, Series of 2008, has been issued to refine the bridge condition
rating procedure and reduce the types of inspections to avoid overlapping of activities.

A number of BMS seminars and trainings have already been held throughout all regional and
district offices, and certificates of accreditation as bridge inspectors (BIs) have been
distributed. It was made very clear during the previous trainings and seminars that the
accreditation of Bridge Inspectors would no longer expire. Bridge Inspectors who had
previously received a Certificate of Accreditation were now officially accredited and were given
permission to carry out and work on BMS undertakings and activitles'

In this regard, the Bradge Inspector survey Form (BISF) has been created to get a list of
accredite; bridge inspectors as of date. The forms will be initially accomplisherl by the Chief of
Planning and Design section at the District Engineering office Level, then forwarded to the
Chief oi Planning ind Design Division in the Regional Office for consolidation of the BMS-
Regional coordinator, and later to be submitted to the Development Planning Di vision,
pla-nning Service, Central Office. This will allow us to manage and maintain the total number of
BMS-Aciredited Bridge Inspectors in all Regional and District Offices. A link is provided below to

Please accomplish the forms on or before November L7,2023. Kindly advise the Development
Planning Diviiion, Planning Service once the said BISF has been completed. For any queries
