The commissioning works of Metering and Measuring System shall be carried out under the
organization of Project Management. Management of Commissioning & Operation
Department is in charge to implement in detail.
Erection team should be co-operating and supporting, all the operations local or remote will
be carried out by staffs of pre-operation team under the instruction and command of
commissioning engineers.
HE HARBIN ELECTRIC (PVT) LIMITED
Pre-operation should supervise by DCS and/or periodically field inspecting on Metering and
Measuring System, any problem found should be reported to commissioning charge.
Cleaning and maintenance works happening during commissioning will be arranged and/or
fixed by erection team.
No physical damage
Test Procedure:
After wirings are terminated, the checks to identify the loops have to be conducted in
accordance with functional request. Design drawing should be followed up, a end-to-end
checking is chosen to verify the correction and reasonability.
After voltage injection successfully completes, all voltage box as well as loop terminals
should never be touched before energizing.
9 Hot Tests
On-load Checks
Once heavy loads are taken, the Attachment 4 Record Sheet of On-load Test should be
filled out in order to verify:
Following hazards identified with EHS concerns may be occurred during conducting
this procedure:
- Slips, trips and falls
- Electric shock to other personnel working in the area nearby
- Injury to others nearby due to commissioning activities
- Contact with live conductors
- Electric shock from insulation resistance check
- Site specific or work place conditions
Please see Attachment 5 for the Risk Analysis & Response Plan.
