MPLADS SCHEME

 The Member of Parliament Local Area Development Scheme (MPLADS) for-


mulated in the year 1993 is a central sector scheme which enabled the MPs to
recommend works in their constitutencies for the development of area.

 Under the scheme, each year, MPs receive Rs.5 crore in two installements of Rs.2.5

Crore each released by the ministry of statistics and programme implementation.

 These funds are spent in the constituency with an emphasis on creation of durable

assets.

 15% of the funds are to be spent for the welfare of SC, 7.5% funds for the
welfare of ST and a minimum of 20 lakhs out of the MPLADS fund per annum is
allocated for the welfare of differently abled.

Working MPALADS:
 The MP recommends developmental works in his constituency (in case of Lok

Sabha MP any area of the state (in case of Rajya Sabha MP) and anywhere in the
country if he/she is a nominated MP in either house of the parliament.
 The district autorities of the constituency are responsible for the implementa-
tion of the work. District collectors study the eligibility and selects implementing

 The completed or ongoing works under the MPLAD Scheme is listed at the
district authority’s office and on the MPLADS website. Citizens can file a RTI to
know the status of the work.
 The ministry of statistics and programme implementation establishes monitoring
mechanisms in the constituency.
 Only after the first release of 2.5 crore had been put to use, another 2.5 crore is
release by the ministry.
 The funds are directly released to the district authority.

Benefits of the Scheme:


 MP’s can play a leadership role in the developmental processes of his own
constituency. Day to day problems of the people can be better understood by MP.
 Opposition MP’s who are not satisfied with the government policies have a chance
to directly cater to the needs of the people.
 However, there were many drawbacks identified over the years regarding
MPLADS.
 The foremost criticism on MPLADS is that it is in conflict with the doctrine of
separation of powers, as the legislator is directly taking the role of executor &
performing executive functions.
 There is no statutory back to the MPLADS scheme.

 In the report released by CAG, financial mismagement has been flagged of the
scheme.

 Supreme Court, in 2010 ruled that there is no vilation of the doctrine of separa-

tion of powers, as the role of a MP is just recommendatory in nature and the work

is carried out by Panchayats, which belong to the executive.
