Topic: Strengthening the protection of critical infrastructure in the face of cyber threats and
attacks.

Honorable chairs, distinguished delegates,

The Delegation of China acknowledges the escalating risks posed by cyber threats to critical
infrastructure worldwide. Critical infrastructure has a significant impact on our lives. There is
no possibility to function without energy, water, healthcare, and transport. Their failure or
destruction has serious consequences for the health, safety, economic and social well-being
of the population or for the functioning of state institutions.Now we live in a times when
technology is an intrinsic part of our lives. China recognizes the need for international
cooperation to protect that sector. Their failure has a severe effect on national stability, so
we call on all states to reach a consensus.

The number of cyber attacks has started to increase around the world. China has dealt with
many of them, as it is a major cyber power. The attackers have many ways and methods to
carry out cyberattacks and infiltrations in China. For example they may establish specialized
organizations, set up "cover companies," and develop professional tools to directly attack
China. They are also familiar with instructing professional companies and hacker
organizations to carry out attacks. On the 23rd National Defense Education Day, The
People’s Republic of China has become the main victim of advanced persistent threat (APT)
attacks. It showed that cyber attacks have become an important battleground for foreign
intelligence agencies to conduct cyber espionage against China. Unlike ordinary hackers,
foreign intelligence agencies have abundant resources, strong technical capabilities,
extensive experience in cyberattacks and more covert methods, which makes critical
infrastructure more vulnerable. To protect it we need a lot of research and analysis of the
past attacks. We shall know our enemy in order to fight with him and protect our people. The
delegate of China also acknowledges that Cyber Attacks by foreign intelligence agencies not
only stole commercial secrets and intellectual property of Chinese enterprises and
institutions but also monitored the network communication content of Chinese citizens. It
has affected millions of individuals and caused distribution to daily life. But, not only citizens'
lives and welfare was in danger, but national data too. In recent years hackers have
continued to invade important national systems and carry crucial data.

To prevent these dangers we shall educate people in this sector. The sooner the attack is
reported, the sooner we will respond. Citizens should be aware of danger and know how to
deal with it. We have created a hotline, online reporting platform and the official WeChat
account of the Ministry of State Security where all attacks can be reported. But not only the
education of citizens is important. We also need to create a risk management system that
should detail mechanisms for obtaining up-to-date threat intelligence and conducting risk
assessments, taking into account international, national and regional situations and
environments.We must come together now, to mitigate this threat and ensure that new
technologies remain a force for good rather than a force for evil. We need to unite and create
a national law with respect to sovereignty to all members. Cyber attacks shouldnt divide us
or lead to diplomatic tensions.

The delegate of China would like to acknowledge the public-private partnership.In most
countries, the majority of critical infrastructure assets are privately owned. Furthermore,
private operators are at the forefront of investments and efforts to develop new production
and preservation technologies.These circumstances, combined with the fact that the main
responsibility for protecting critical infrastructure lies with their owners,highlights the
importance of establishing effective public-private partnership.

The delegate of China is willing to cooperate with all the members to reach cyber stability, as
is crucial in today's world.There is no national security without cyber security. It is connected
to the country's long-term stability, economic and social development and the well-being of
its citizens. The delegate would like to mark that while creating international norms we
shouldn't forget about sovereignty and leave space for independence.

The delegation of China is pleased to be a part of this committee and is looking forward to
cooperation on the subject. The People's Republic of China remains open to cooperation
with distinguished ambassadors and is convinced that together we can find successful
solutions to the arisen problems.
