ORDER:
During the Conference of Collectors and Police Officers held
from 17.12.2012 to 19.12.2012, the Hon’ble Chief Minister, among
others, has made the following announcement:-

240 “DPO, xxx and xxx will be sanctioned in the


Master Plan Complex Tiruppur”

2. Based on the announcement, the Director General of Police,


Tamil Nadu, Chennai has sent a proposal wherein, he has stated
that the Government have allotted land in the Master Plan Complex,
Tiruppur for the construction of new building for District Police
Office, Tiruppur. Subsequently, enter upon permission had been
obtained from the District Collector, Tiruppur for the land in Survey
No.656 to an extent of 4 acres in Veerapandi Village for the
construction of new building for District Police Office, Tiruppur.

3. The Director General of Police, Tamil Nadu, Chennai has


also stated that, the Tamil Nadu Police Housing Corporation Limited,
Chennai has reported that the land in S.F.No. 656 of Veerapandi
Village in Tiruppur District is suitable for the construction of District
Police Office building. The Tamil Nadu Police Housing Corporation
Limited has prepared and sent the plan and rough cost estimate for
above construction. The estimate works out to Rs.775.56 lakhs. The
rates adopted in the estimate are as per the Public Works
Department plinth area rates for the year 2012-13. Necessary
overhead charges and escalation charges @ 12.5% for the financial
year 2013-14 are included.

4. The Director General of Police, Tamil Nadu, Chennai has


therefore requested the Government to accord administrative and
financial sanction for a sum of Rs.775.56 lakhs for the construction
of new building for District Police Office at Tiruppur in Tiruppur
District.

5. The Government after careful examination has decided to


accept the proposal of the Director General of Police, Tamil Nadu,
Chennai with the following revised cost estimate after deducting the
unforeseen items @ 2.50% and the escalation charges for the
year 2013-14 @ 12.5%:-

6. Accordingly, the Government accord administrative and


financial sanction for a sum of Rs.6,75,43,033/- (Rupees six crores
seventy five lakhs forty three thousand and thirty three only) for the
construction of a new building for the District Police Office, Tiruppur
in Tiruppur District.

7. The expenditure sanctioned in paragraph 6 above, shall be


debited under the following head of account:-

“4055-00-Capital Outlay on Police – 211 – Police Housing – I


Non Plan – AK – Payment to Tamil Nadu Police Housing
Corporation for construction works controlled by Director
General of Police – 16 – Major Works”

8. The amount, sanctioned in paragraph 6 above, will be


drawn by Director General of Police, Tamil Nadu, Chennai on the
basis of progress of work and Utilisation Certificate submitted to
Director General of Police, Tamil Nadu, Chennai by Tamil Nadu
Police Housing Corporation Limited and should be contra credited
into Personal Deposit Account of Tamil Nadu Police Housing
Corporation Limited under the following head of account by means
of Cheque in favour of Personal Deposit Account of Tamil Nadu
Police Housing Corporation Limited.:-

The Chairman and Managing Director, Tamil Nadu Police Housing


Corporation Limited is directed to ensure that the construction work
is completed within the sanctioned amount or tendered value of
work, whichever is less.

9. The expenditure sanctioned in para.6 above is an item of


“New Service”. The approval of the Legislature shall be obtained in
due course. Pending approval of the Legislature, the expenditure will
be initially met by sanction of an advance from the Contingency
Fund, orders regarding which the Government in Finance (BG.I)
Department will issue. The Director General of Police, Tamil Nadu,
Chennai is directed to send necessary proposals to Government in
Finance (BG.I) Department, in the prescribed format along with a
copy of this order for sanction of an advance required for the
current year from Contingency Fund.
10. The Director General of Police, Tamil Nadu, Chennai is also
directed to send a draft explanatory note, indicating the total cost of
the scheme, the cost that would be required for the implementation
during the financial year, etc. to Government in Finance (BG.I)
Department for inclusion of the expenditure in the Supplementary
Estimates for bringing it to the notice of the Legislature in due
course.

11. This order issues with the concurrence of Finance


Department vide its U.O.No.67483/Home-I/2013-1 dated
22.11.2013 with Additional Sanction Ledger No.2048 (Two thousand
and forty eight).
