Introduction

Barangay Balud, situated in Calbayog City, has a rich history characterized by its vibrant
culture and tradition. The barangay, dating back to its pre-colonial origins, has undergone a significant
transformation, experienced population growth and evolving urban complexities. However, this
growth has been accompanied by a multitude of urban planning challenges that hinder its further
development and sustainability.
Over the years, the barangay has experienced significant population growth, currently housing
a diverse community of approximately 3129 residents (Philippine Statistics Authority, 2020).
However, amidst this growth, the barangay faces critical urban planning challenges that threaten its
livability and impede sustainable development. The recent field visit conducted as part of this
assessment revealed multifaceted issues that demand immediate attention to ensure a promising
future for Barangay Balud. The historical narrative of Barangay Balud intertwines with its current
urban planning challenges, reflecting an evolving urban landscape marked by cultural heritage and
development shifts. From its early days as a vibrant coastal settlement to its role as part of the bustling
metropolis of Calbayog City, the barangay's historical journey is integral to understanding its present
challenges. The assessment seeks to uncover the urban planning issues that stem from this historical
background and to propose sustainable solutions tailored to the barangay's unique heritage and
contemporary urban context.
Conducting this land assessment in Barangay Balud is imperative to address the pressing
concerns that threaten the well-being and future development of the community. The urgent need to
address the shortcomings found during the field visit is the basis for this thorough review. This
assessment endeavors to provide strategic recommendations tailored to the specific needs of Balud,
envisioning a more sustainable and livable environment that ensures the safety, well-being, and
progression of the barangay.

LAND USE PATTERN

The conducted observation indicates that Barangay Balud encompasses a variety of land
uses, including residential zones, commercial sectors, business establishments, and institutional
spaces.

Upon careful examination, it becomes evident that Barangay Balud boasts a diverse range of
land utilization. This encompasses not only residential zones but also thriving commercial sectors,
bustling business establishments, and essential institutional spaces.

TRANSPORTATION INFRASTRUCTURE

During the on-site visit to Barangay Balud, Calbayog, several critical observations were made
regarding the transportation infrastructure. The primary concern identified was the pressing need in
such:

Road widening – Base on the observation the barangay should undergo road widening due
to the evident increase in traffic flow, especially during peak hours. The roads appear strained and
insufficient to handle the growing volume of vehicles, resulting in congestion and delays.

Parking on roadside- The lack of designated parking areas near commercial establishments
and residential areas forces vehicles to occupy parts of the narrow roads, resulting in congestion and
obstruction. This practice significantly restricts the available space for passing vehicles, especially
during peak hours, creating traffic bottlenecks that hamper the overall mobility within the barangay.

Pedestrian pathways - In Balud, I noticed that pedestrian pathways were inadequate and
poorly maintained. Sidewalks were either missing or damaged, making it difficult for people to walk
safely. This lack of proper pathways poses a danger to pedestrians, forcing them to share space with
vehicles, increasing the risk of accidents and no ramp and drop curb provided for PWD.

Transportation Hub – Based on my observation, the queuing for timble and pedicab vehicles
is located on the roadway, which causes some vehicular traffic.

Bike lanes – No bike lanes found during observation which may cause safety concerns to
some bike users.
Drop-off – Some establishment did not provide designated drop-off areas for
loading/unloading passenger, one of the examples of this is the Calbayog east central school located
within the community. This is one of the main reasons why vehicular traffic is present in that area
during peak hours.

Accessibility and connectivity

ACCESSIBILITY AND CONNECTIVITY

During a recent assessment of Barangay Balud, accessibility and connectivity issues in the
barangay include several significant challenges:

Limited Road Network and Narrow Streets: The existing road network in Barangay Balud
is insufficient to handle the increasing volume of traffic, particularly during peak hours. The streets
are relatively narrow, leading to congestion and traffic bottlenecks.

Limited Transportation Options: The barangay faces a shortage of diverse transportation


modes, restricting the mobility choices for both residents and visitors. Particularly concerning is the
absence of designated bike lanes, especially considering that a majority of those passing through the
area are students. The absence of varied transportation alternatives restricts access to essential
services and contributes to congestion on existing roadways.

Insufficient Signages: The inadequate presence of clear and comprehensive signages further
complicates navigation within Barangay Balud. This lack of directional guidance impacts the efficient
flow of vehicles and contributes to challenges in traversing the area.
EXISTING PUBLIC SPACES AND AMENITIES

Below are comprehensive list detailing the array of existing public spaces and essential
amenities available within Barangay Balud, Calbayog City, serve as vital hubs for community life,
each offering its unique contribution to the well-being and vibrancy of this close-knit neighborhood.

Barangay Hall: The Barangay Hall serves as the local administrative center, where barangay
officials hold meetings, manage community affairs, and provide services to residents, including
processing permits and addressing local concerns.

Barangay Health Center: The health Center is a vital community resource providing
primary healthcare services, immunizations, and medical consultations, promoting wellness and
healthcare accessibility within the barangay.

Covered Courts: These facilities serve as versatile spaces for various community activities,
events, sports, and gatherings, fostering social interactions and recreational activities for residents.

Libraries or Reading Centers: Libraries or Reading Centers offer access to educational


resources, books, and learning materials, providing opportunities for research, study, and promoting
literacy within the barangay. (e.g., Calbayog city Library)

Day Care Centers: Day Care Centers offer early childhood education, care, and socialization
for young children, aiding in their cognitive and social development.

BSP Calbayog (Boy Scouts of the Philippines): The BSP in Barangay Balud offers scouting
programs for youth, promoting character development, leadership skills, and community
involvement.

Elementary School: The local elementary school provides primary education, fostering
learning and foundational knowledge for children within the barangay. (e.g., East Central Elementary
School)

Commercial Establishments: Various shops, markets, and businesses cater to residents'


daily needs, providing goods and services for the community's convenience. (e.g., Motor trade)

Boarding house/Apartment: Boarding houses or apartments offer temporary


accommodations for individuals or families, providing a place of residence within the barangay.
Bank: A bank in Barangay Balud provides financial services, including banking, savings, and
lending facilities, catering to the financial needs of residents and businesses. (e.g., China Bank and
East west Bank)

Business Establishments: These establishments encompass a wide range of services, such


as eateries, small enterprises, and service providers, contributing to the local economy and meeting
the community's needs. (e.g., Pandepane, Pacifica, Tiago, GenZtea, Howchow, Plastikan etc.)

Church: The local church serves as a religious center for spiritual activities, gatherings, and
worship, playing an integral role in the religious and cultural life of the community.

Private Clinic: The private clinic offers healthcare services, consultations, and medical
treatments, providing an alternative healthcare option for residents within the barangay. (e.g., Dr.
Lao’s clinic)

Fitness Center: A facility that caters to fitness and health needs, offering exercise equipment,
training programs, and health and wellness activities for residents within the barangay. (e.g., Jusayan
fitness center)

Natural Elements

Vegetation: The area suffers from a lack of significant vegetation, which impacts the
overall greenery and natural landscape of the barangay.

Water Bodies: The presence of water bodies, particularly near the river, poses concerns
during typhoons and high tides, especially for houses situated in close proximity to these areas.

Topography: The site is characterized by a flat topography, which influences the layout and
construction of the area.

DEMOGRAPHIC DATA

Balud, formerly Poblacion, is a barangay in the city of Calbayog, in the province of Samar.
Its population as determined by the 2020 Census was 3,129. This represented 1.67% of the total
population of Calbayog.
LOCATION

Balud is situated at approximately 12.0754, 124.5998, in the island of Samar. Elevation at


these coordinates is estimated at 2.7 meters or 8.9 feet above mean sea level.

• Develop flood-resistant designs and infrastructure near the river.


• Establish emergency protocols and safety measures for potential flooding.
• Enforce regulations for safety measures in residential layouts.

4. Community Engagement:

• Design public areas for community engagement, promoting social interaction and cohesion.
• Encourage community involvement in the urban planning process to foster a sense of
ownership and responsibility.

APPLICATION USING ARCHITECTURE IN RELATION TO URBAN DESIGN


PLANNING:

Integrated Design Approach: Develop an integrated urban design plan that combines
architecture, landscape design, and urban planning to create a sustainable and functional
environment.

Mixed-Use Development: Incorporate mixed-use zoning to blend commercial, residential,


and public spaces, ensuring accessibility and vitality within the community.

Transit-Oriented Development (TOD): Design areas around the transportation hub to


encourage pedestrian-friendly, mixed-use development, reducing dependency on cars.

Resilient Design: Utilize resilient design principles in architecture and urban planning to
address flooding risks and enhance the safety and longevity of structures.

Public-Private Partnerships: Foster collaborations between the government and private


sectors to fund, develop, and maintain public infrastructure, encouraging a more comprehensive and
sustainable urban development approach.

Implementing these recommendations with a comprehensive urban design plan that integrates
architecture, urban planning, and community engagement will help address the challenges and create
a more livable, sustainable, and safe urban environment in Barangay Balud.
