Application Process
I. Apply for Provincial Nomination
Your application will be processed thru the Saskatchewan Immigrant Nominee Program (SINP) route,
specifically under the SINP International Skilled Worker Hard-to-Fill Skills Pilot. This sub-category is
for intermediate and low-skilled workers in eligible, high-demand occupations who:

✓ Have a job offer for a skilled occupation in Saskatchewan; and


✓ Meet the criteria of the sub-category.

1. Have at least one-year full time work experience in the past three years in your intended
occupation;
2. Have a language score of at least Canadian Language Benchmark (CLB) 4;
Employers and regulatory bodies may ask for language scores that are higher than CLB 4;
3. Have at least completed Secondary Education (High School).
4. Have an offer of permanent, full-time employment in Saskatchewan. You’ll need a valid SINP Job
Approval Letter to show proof of this. The occupation title should be included in the identified job
titles of SINP that are qualified to hire workers under this program.

Submitting an application to SINP is done online, thus no original documents is requested from you. Current
processing time Q3 of 2023 is approximately four (4) weeks. Once nominated, SINP will issue two (2) letters to
you. These are the:

1. SINP Work Permit Support Letter - this letter will allow you to apply for work visa, in the event that your
employer urgently needs you to come to Canada and begin your employment

2. Confirmation of SINP Nomination - this letter is an invitation to submit a Permanent Residence (PR)
application, within six (6) months from being nominated

Application Process
II. Apply for Work Visa
When you receive your SINP Nomination Letter, the next step is to prepare and submit your Permanent
Residence (PR) application. However, SINP understands that waiting for the result of your PR application may
take a while, thus they are issuing an SINP Work Permit Support Letter. This letter will allow you to submit a
Work Visa application, alongside with your PR application.

The Work Visa application processing is faster than the PR Visa application, which means you can depart to
Canada sooner, especially if your employer urgently needs you to come and begin your employment. The
average application processing time is 8 weeks (as of September 28, 2023), but may vary depending on Visa
Office’s actual workload and complexity of a file.

In some cases wherein employer is not urgently in need of the worker, you may only submit a PR application,
thus the SINP Work Permit Support Letter will not be utilized.

When it is determined that you need to submit an application for a work visa, then we will proceed and take on
the following steps:

1. We will complete and submit a work visa application online.


2. You will be required to provide your Biometric at Visa Application Center nearest you
3. You will be required to undergo a Medical Examination conducted by an accredited physician of the
Canadian Embassy
4. You may be required by the visa office to provide additional documents in relation to your application.
5. If the visa office is satisfied with your application, you will be asked to submit your passport for work visa
stamping

Once you are successful in getting a work visa, you are not encouraged to resign from your present employment.
There are additional requirements to fulfill in order to finalize your deployment to Canada such as:

1. Canadian Employers must provide documents to the MWO (Migrant Workers Office) in Canada for
Verification Purposes.
2. The MWO verified documents will then be submitted to the Department of Migrant Worker (DMW) for
final review and evaluation.
3. If DMW is done processing the MWO verified documents and your employer confirms that they are
ready to accept you, then our company facilitates the issuance of an Overseas Employment Certificate
(OEC).

Application Process

III. Apply for Permanent Residence


After being nominated by SINP, you have six (6) months to submit your Permanent Residence (PR) application.
Failure to do so may forfeit the nomination letters (SINP Work Permit Support Letter and Confirmation of SINP
Nomination) issued to you by SINP.

The average application processing timeline for PR application under the Provincial Nominee Program is 16
months (as of September 28, 2023), but may vary depending on Visa Office’s actual workload and complexity of
an application. This is the reason why we recommend that you submit your PR application as soon as you are
nominated to get the process started. If you are married and have submitted a work visa application, you may
be in Canada already by the time that the result of your PR application is finalized.

In addition, if you are applying as a married candidate, your accompanying family members such as spouse and
child/children will also be examined. With this, we encourage that you evaluate the following factors which may
affect the result of your PR application:
• you and your family members' physical and mental condition; including
• current or previous legal court cases filed against you or any of your family members.

Required Documents
There will be several documents that will be requested from you since we are applying for immigration for you
and your family members. However, it is important to take note of the following:

• We will not request and keep original copies of your documents and will only require clear copies of it.
• You and your accompanying family members information are collected for the following purposes only:
➢ To evaluate if you meet the requirement for the job opportunity
➢ To prepare and submit your application to the Canadian Provincial Government and / or Visa Office
➢ To comply with all requirements of the concerned Philippine Government Agencies (such as MWO
and DMW) in facilitating your deployment
• Your personal data is handled with utmost confidentiality and will not be shared with third parties in any
circumstances, other than relating to the above-mentioned situation

SINP Documents Checklist

** Common Law Partner - refers to a relationship between a man and a woman who live exclusively with
each other just like a husband and wife without the benefit of marriage for at least one (1) year continuously

Reminders:

1. If UNREADABLE / NOT CLEAR – please submit a copy Birth Available issued by the Local Civil Registry

2. If there's any DISCREPANCY on information reflected – provide an Affidavit of Discrepancy to explain


the nature of the discrepancy / how it came about

3. If LATE REGISTERED (registered more than 1 month after date of birth) - provide the following
documents:

✓ Baptismal Certificate
✓ Letter explaining the reason why your birth was registered late?
✓ If your birth was register while you were already attending school, the following additional
documents may be required:

✓ Elementary and/or Secondary Student’s Permanent records (report cards)
✓ Other identification documents (e.g. government-issued IDs such as SSS, Philhealth, voter’s,

✓ In the required letter of explanation (why your birth was registered late), please also provide the
following
information:
❖ How did you enrol on school without proper birth registration?
❖ How did you find employment without proper birth registration?
❖ How did you fulfill requirements to get married without proper birth registration?

1. If UNREADABLE / NOT CLEAR – please submit a copy of Marriage Available from the Local Civil
Registrar (LCR)

2. If there's any DISCREPANCY on information reflected – provide an Affidavit of Discrepancy to explain


the nature of the discrepancy / how it came about

For those who are in Common Law Relationship (with or without child):

1. Please provide as many proofs as possible:

✓ Birth Certificate of child / children


✓ Jointly signed a residential lease, mortgage or purchase agreement relating to a residence in which you
both live
✓ Jointly own property other than your residence
✓ Have joint bank, trust, credit union or charge card accounts
✓ Life insurance which name of common law/live in partner declares as beneficiary (vice versa)
✓ Declared your common law union under the Canadian Income Tax
✓ Other documentary evidence do you have that would indicate your relationship as common-law/live-
in partner

If unable to provide documents listed above, please submit the following:


✓ Affidavit of Two Disinterested Person - declaring that these individuals are fully aware of your
existing Common Law Relationship
✓ Barangay Certification - stating that you and your common law partner are residence and
living together in the said barangay
✓ Family Photos
✓ Letter from the relatives – declaring that they are aware of your existing Common Law
Relationship
✓ Affidavit of Cohabitation

country of nationality), please provide copy of a valid visa to support "legal" stay in that country.
4. For children 12 years old and below, please leave the signature blank.

Employment Certificates:
Required for the following:

❖ Must have the following information / meet the following requirements:
➢ Has to be printed on company letterhead
➢ Has to show the printed name, title and signature of the responsible officer/supervisor, issuing
the certification
➢ Has to show the company’s full address, telephone and fax numbers, e-mail address and
website
➢ Has to state the specific period of your employment with the company
➢ Has to show all positions held during the period of employment and the time spent in each
position
➢ Has to show your main responsibilities and duties in each position,
➢ Has to show your total annual/monthly salary plus benefits
➢ Has to show the number of hours worked per week.

❖ Each letter of reference for each job position must be accompanied by one additional government
issued document showing proof of employment. Acceptable Government issued documents:

➢ Pension fund/Provident funds, medical Insurance, or social security record.


➢ Work permits, work visas, or labour cards for any foreign work experience.
➢ Employment Contracts (if you worked for a government agency or the employment contracts
are issued by the government).
➢ Taxation Forms, or taxation Exempt (Tax Fee) form, or Income Tax Return acknowledgment
(ITR) form.
➢ Any other government issued documentation that may assist in verifying your work
experience

❖ If possible, please also provide the following documents to support your employment:
✓ Company I.D.
✓ Paystubs (for the last 2 months)
✓ Employment contract
✓ Certificate of Trainings

For Self Employed Individual, please provide the following documents (as many as possible):

✓ Business / company registration documents


✓ Proof of business conducted with clients and / or suppliers (invoices, bills, payment details
letter of references coming from clients and suppliers detailing the transaction)
✓ Balance sheets,
✓ Income tax returns, and/or
✓ Proof of your license to practice (if you are a private practitioner) in a licensed profession.

Required Documents
Most of the required documents and information are submitted when preparing your SINP application.
However, there will be some additional documents required (minimal though) after receiving your
nomination. These are:

Work Visa Application:


✓ Copy of Updated NBI
✓ Digital Photo
✓ Updated Employment Certificate and / or Pay Stubs

Permanent Residence Application:


✓ Copy of Updated NBI – applicant, spouse, and child 18 years old and above (if applicable)
✓ Digital Photo - applicant and accompanying family members
✓ Proof of Payment for Corresponding PR Embassy Fees

Important reminders when sending documents:


1. Please scan your documents properly using computer scanner. Camera scanner app may also be used,
as long as the scanned images are not warped and/or truncated. Documents taken with raw camera
phones are not acceptable.
2. We only accept files in PDF format (except for the digital photo that should be in JPEG format).
3. Size of each file should not exceed 2 MB.
4. For documents with several pages (for example – Transcript of Records with 3 pages), please make sure
to send the document as one file with 3 pages. Do not send it as separate files.

Associated Costs
There are no fees that need to be paid when applying for your Provincial Nomination. You will only start paying
fees when you get your nomination and when you submit an application for a Work Visa (if necessary) and
Permanent Residence.

Initially, you are expected to pay all above fees whenever they are due. When you are successful in obtaining a

Associated Costs
CLS Professional Fee
On top of the embassy and other related fees, you will be charged for the CLS Professional Fee which amounts
to CAD$ 7,200.00. This service fee is for representing your Provincial Nomination Application and your
Permanent Residence Application. If there is a need to apply for a Work Visa, then CLS's Immigration Consultant
will also represent this application, at no extra cost. Basically, it covers all services provided to you from the
beginning of the process until the last accompanying family member is in Canada on Permanent Residence
status. The entire process may take from 18 months to 24 months.

The overall CLS Professional Fee which amounts to CAD$ 7, 200.00 is being settled using the following terms:

• CAD$ 1,700.00 paid in Canadian Dollars or in its Philippines Peso which is Php 73,100.00 (using a fixed
conversion rate of Php 43 = CAD$1) a few days before your departure to Canada (with confirmed flight
booked). If you are leaving using your work visa, then we will deduct all fees paid in relation to your work
visa application.

• CAD$ 5, 500.00 - this is payable when you are in Canada already and have started working for your
employer. There are two options on how this balance is usually fee: either you pay it directly thru CLS
Consulting Ltd or your employer pays it to CLS, and they make arrangement with you on re-paying this
amount. Regardless which option applies to you, the balance is interest free based on the agreed
timeframe. It is paid on installment basis to so that it won’t be financially straining for you.

Instructions in completing E-Registration and
Pre-Employment Orientation Seminar (PEOS)
✓ Both of these are done thru the website of the Department of Migrant Workers (DMW).
✓ You will need to do the E Registration first before taking the Pre‐Employment Orientation Seminar
(PEOS)
✓ You are required to complete these requirements before signing your Employment Contract /
Offer of Employment.
✓ Please make sure that you have good internet connection and refrain using your mobile phones
when doing these requirements.

E‐Registration
1. Please prepare the following documents as well:
➢ a copy of your detailed resume ‐ which can be used as reference when filling up the required
information on the website of DMW.
➢ a copy of your passport and your PAGIBIG MID Number
➢ a copy of your digital photo ‐ you will be asked to upload a photo
2. Visit the website the website: https://onlineservices.dmw.gov.ph/OnlineServices/POEAOnline.aspx,
then click on E-Registration “Let’s Go.”
3. Then you may start filling up the required information. Please make sure to avoid error/mistakes in
encoding your personal information.
4. In the Identification portion, declare your passport details and your Pag-IBIG MID Number (required).
If you do not have an existing Pag-IBIG MID Number or could not recall if you have one, please refer
to the procedures from the Joint POEA – PAG-IBIG FUND ADVISORY (See Annex I).
5. At the end of it, you will be able to download a document which is similar to a resume
6. To access this, go to dashboard and click “My Resume”
7. Please save this and send us a copy as well

Pre‐Employment Orientation Seminar (PEOS):


1. This will allow you to listen to the module / presentation which can be downloaded from the
website of DMW.
2. This provides you with information that you need to know as an Overseas Foreign Worker
3. Please ensure that you pay attention to the presentation well as you will be asked to answer to
some questions at the end of each module
4. To access this, please visit the website of DMW https://peos.dmw.gov.ph/
5. Enter your E‐Registration number and name, and Please choose the module intended for Professional
/ Skilled
6. Then you may proceed accordingly
7. At the end of it, you will get a certificate of completion (downloadable)
8. Please save this and send us a copy as well.

Reminders
1. Applicants are expected to provide true and correct information. Any misrepresentation, detected at any
point of the application, may result to cancellation of application.

2. Applicants are encouraged to have and maintain an official email address during the course of your
application. Majority of the correspondences are done / forwarded thru email. English is the medium of
communication in email conversations. No conversation thru Facebook, Yahoo Messenger or Viber.

3. New Life (NL) staff is only allowed to provide information to the principal applicant due to confidentiality. If
applicant wants to share updates pertaining to his / her application to another person (spouse, relative or
employer), a written consent should be sent to NL.

4. There are two (2) recommended way to send documents to our office:

• send via email - this is the recommended option to save time and courier fee. when sending documents,
please ensure that you are sending good copies of it as some of it may be forwarded to the Canadian
Provincial Government and / or Visa Office and / or Philippine Government Agencies (such as POLO and
DMW)

• using local courier - please photocopy clearly all documents that you are about to send, then please
notify the staff in charge about the package that you are planning to send. If possible, please provide
tracking information so we can monitor. You may use the complete address below:
