SPECIAL POWER OF ATTORNEY

I, of legal age, Filipino, with residential address at Zone 1 Sambulawan, Agusan,

Cagayan de Oro City, do hereby appoint, name, and constitute, my mother, WISHNIE
ESPIRITU DUMO, of legal age, Filipino, and residing at Zone 1 Sambulawan, Agusan,
Cagayan de Oro City as my true and lawful attorney-in-fact and to act for and in my
name, place and stead to perform all and any of the following acts, namely:

1) To represent me in all transactions for the application of electrical

connection at Cagayan Electric and Power Co. (CEPALCO) for my
property located at Zone 1 Sambulawan, Agusan, Cagayan de Oro
City;

2) To pay any and all liabilities, costs, expenses required for these
purposes;

3) To accept and receive any and all documents including all official
communications from the CEPALCO; and

4) To sign, execute, deliver, and submit all documents and papers,

and perform all acts as may be necessary and expedient for said
purpose.

HEREBY GIVING AND GRANTING unto my attorney-in-fact full power and

authority to do and perform every act and thing whatsoever requisite and necessary to
be done in and about the premises, as fully to all intents and purposes as I might or
could lawfully do if personally present, hereby ratifying and confirming all that my
attorney-in-fact or his substitute shall lawfully do or cause to be done by virtue of these
presents.
