THE PHILIPPINE DEVELOPMENT PLAN

WHAT IS PLANNING?

 Planning is deciding in advance what to do, how to do, when to do and who is to
do it. Planning bridges the gap from 'where we are' to 'where we want to go'
(Koontz and O'Donnell).
 According to Stephen P Robbins, “Planning involves defining the organization’s
goals, establishing an overall strategy for achieving those goals and developing a
comprehensive set of plans to integrate and coordinate organizational work.”

THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA)

 It is an independent agency of the Philippine government responsible for


economic planning and policy formulation.
 It is the chief planning agency mandated to create, coordinate, and monitor
programs designed to accelerate and develop the country’s economic growth.

LOCAL DEVELOPMENT PLANNING (LDP)

It is a deliberate, rational, and continuous effort of the Local Government Unit (LGU)
to accelerate the process of developing and preparing a set of decisions, optimizing the
use of local resources, with the active participation of the community. It is composed
of:

 Barangay Development Plan


 Municipal Development Plan
 City Development Plan
 Provincial Development Plan
BARANGAY DEVELOPMENT PLAN (BDP)

A Barangay Development Plan is a 3-year comprehensive multi-sectoral development


plan that is put together through an inclusive and participatory approach headed by
its development council and approved by its sanggunian.

It is an official document of the barangay that specifies policy options, programs,


projects and activities that are intended to contribute to the over-all achievement of
the barangay’s development goals and objectives.

At the barangay level, it is the Barangay Development Council (BDC) that shall assist
the Sangguniang Barangay in setting the direction of economic and social development
and coordinating the development efforts within its territorial jurisdiction.

COMPOSITION OF THE BARANGAY DEVELOPMENT COUNCIL

A. Punong Barangay as Chairperson


B. Members of the Sangguniang Barangay
C. Representatives of the accredited non-governmental organizations operating in
the barangay who shall constitute not less than one fourth of the members of
the fully organized council ; and
D. A representative of the congressman as member

The following shall be the functions of the BDC:


1. Mobilize people’s participation in local development efforts
2. Prepare barangay development plans based on local requirements
3. Monitor and evaluate the implementation of national or local programs and
projects
4. Perform such other functions as may be provided by law or competent
authority.

CONSTITUTION OF BDC EXECUTIVE COMMITTEE (EXECOM)

An executive committee shall be created to represent and act in behalf of the LDC
when the latter is not in session.
It shall be composed of:

 Punong Barangay as Chairman


 Representative of the Sangguniang Barangay to be chosen from among its
members
 Representative of NGOs that are represented in the LDC as members

The BDC Execom shall exercise the following powers and functions:
1. Ensure that the decision of the council are faithfully carried out and
implemented
2. Act on matters requiring immediate attention or action by the council
3. Formulate policies, plans, and programs based on the general principles laid
down by the council
4. Act on other matters that may be authorized by the council.

CONSTITUTION OF BDC SECRETARIAT

A BDC Secretariat headed by the Barangay Secretary shall be constituted. Assisted by


the City or Municipal Planning and Development Coordinator, BDC Secretariat shall:
a. Provide technical support to the BDC
b. Document of the Council’s proceedings
c. Prepare of the Council’s reports and
d. Provision of other assistance as needed by the council

A. PRE – FORMULATION
1. Issuance of Executive Order;
2. Creation of Technical Working Group;
3. Mobilization of Resources;
4. Orientation of Barangay Stakeholders;
5. Data Gathering;
6. Indicative mapping;
7. Validating and Updating of Baseline data

B. FORMULATION
1. Revisiting/Formulating the Vision-Mission-Goals;
2. Situational Analysis;
3. Benchmarking of Sectoral Data;
4. Ranking of Priority Issues and Concerns;
5. Setting the Objectives;
6. Generation of Solutions through the Implementation of Programs Projects
Activities; and
7. Investment Programming

C. IMPLEMENTATION

 The BDP can be implemented through an Annual Investment Program (AIP).


This is expected to answer the different issues covering sectors of development.
 It is important that all prioritized programs or projects must be funded to
enable their implementation.

D. MONITORING AND EVALUATION

 Monitoring and evaluation are necessary to identify gaps and areas for
improvement and be given proper solutions. This is essential to avoid the
worsening of problems and be resolved accordingly.

MUNICIPAL / CITY DEVELOPMENT PLAN

Comprehensive Development Plan – a six-year multi-sectoral plan formulated at the


city of municipal level embodying the vision, sectoral goals, objectives, development
strategies and policies within the terms of LGU officials and medium term.
The CDP contains:

1. Ecological Profile
2. Sectoral Development Plan
3. Implementation Plan

COMPOSITION OF THE CITY/MUNICIPAL DEVELOPMENT COUNCIL

The CDC/MDC shall be headed by the Mayor and shall be composed of the following
members:
 All Punong Barangays in the City or Municipality;
 The Chairman of the Committee on Appropriations of the Sangguniang
Panglunsod or Sangguniang Bayan concerned;
 The Congressman or his representative; and
 The Representatives of NGOs operating in the City or Municipality, as the case
may be, who shall constitute not less than ¼ of the members of the fully
organized Council.
 The NGO representatives must have been accredited by the Sanggunian and
elected in accordance with the procedures stipulated in the Rules and
Regulations Implementing the Local Government Code of 1991

FUNCTIONS OF THE CITY MUNICIPAL & PROVINCIAL DEVELOPMENT COUNCILS

 Review and prioritize the proposed development programs and projects that will
form part of the Local Development Investment Program (LDIP) and subsequent
Annual Investment Program (AIP);
 Integrates all plans of the sectoral or functional committees and those from the
immediate lower development councils;
 Formulate long-term, medium-term and annual socio-economic development
plans and policies;
 Formulate the medium-term and annual public investment programs;
 Appraise and prioritize socio-economic development programs and projects;
 Formulate local investment incentives to promote the inflow and direction of
private investment capital;
 Coordinate, monitor and evaluate the implementation of development programs
and projects; and
 Perform such other functions as may be provided by law or competent
authority.

GENERAL STEPS OF THE COMPREHENSIVE DEVELOPING PLANNING PROCESS


PROVINCIAL DEVELOPMENT PLAN

Provincial Development and Physical Framework Plan- a document that consolidates


the Provincial Development Plan with the PPFP that translates the development goals
and objectives of the province into a general land use and physical development
framework and identifies strategies and corresponding PPAs that will serve as primary
inputs to provincial investment programming, budgeting and implementation.

The Provincial Development and Physical Framework Plan (PDPFP) is formulated at


the provincial level and merges the traditionally separate provincial physical
framework plan and provincial development plan to address the disconnect between
spatial and sectoral factors and between medium and long-term concerns.

COMPOSITION OF THE PROVINCIAL DEVELOPMENT COUNCIL

The PDC is headed by the Governor and shall be composed of the following members:
 All Mayors of component Cities and Municipalities;
 The Chairman of the Committee on Appropriations of the Sangguniang
Panlalawigan;
 The Congressman or his representative; and
 Representatives of NGOs operating in the province, who shall constitute not less
than ¼ of the members of the fully organized Council.
 The NGO representatives must have been accredited by the Sanggunian and
elected in accordance with the procedures stipulated in the Rules and
Regulations Implementing the Local Government Code of 1991

REGIONAL DEVELOPMENT PLAN

It is a comprehensive document that outlines the development goals, strategies and


actions for a particular region or province. Its purpose is to guide the overall socio-
economic development of the region and ensure balanced growth across sectors and
areas.

It outlines the development targets and strategies of the region as guided by the
Philippine Development Plan and is generally geared towards the national vision.

COMPOSITION OF THE REGIONAL DEVELOPMENT COUNCIL

 The Regional Development Council is composed of three major sectors: the


Local Government Units (18), Regional Line Agencies (22), and the Private
Sector (14).

PHILIPPINE DEVELOPMENT PLAN

What is the Philippine Development Plan?


 At the beginning of each Administration, the National Economic and
Development Authority (NEDA) steers and coordinates the consultative process
and preparation of a new medium-term Philippine Development Plan (PDP).
 The PDP serves as the government’s overall guide in development planning for
six years. It reflects the government’s socioeconomic policies, strategies, and
programs in support of and consistent with the development agenda of the
President and is geared towards the attainment of development goals and
objectives in the long-term development plan.
 The Plan is formulated in collaboration with appropriate government agencies,
the private sector, and local government units, among others.

WHY THE NEED FOR DEVELOPMENT PLANNING?

The importance of development planning has long been recognized in the Philippines
1. It enables the government to come up with a shared vision of where the country
should be in the future and a concerted program of action to achieve this vision.
2. It ensures that government resources and investments are channeled to
programs, projects, and activities that best achieve the country’s goals and
objectives.

PHILIPPINE DEVELOPMENT PLAN 2023-2028

The underlying theme of "transformation" in the Philippine Development Plan (PDP)


2023-2028 signifies a comprehensive and strategic shift aimed at fostering deep
economic and social changes within the country. The goal is to reinvigorate job
creation, promote inclusive growth, and accelerate poverty reduction by steering the
economy towards a sustainable and high-growth trajectory. This transformation
agenda is intended to impact the lives of Filipinos across various dimensions:
1. Economic Growth and Job Creation: The plan aims to stimulate economic growth
by fostering an environment conducive to business development, investment, and
innovation. By focusing on key sectors such as manufacturing, agriculture,
tourism, and information technology, the plan aims to generate employment
opportunities for Filipinos, especially for the youth and marginalized sectors.
2. Poverty Reduction and Inclusive Growth: Through targeted programs and
initiatives, the plan aims to reduce poverty and address income inequality. Efforts
to promote inclusive growth involve providing better access to education,
healthcare, social protection, and essential services to marginalized communities.

3. Infrastructure Development and Connectivity: The PDP emphasizes infrastructure


development to enhance connectivity and accessibility across regions. Improved
infrastructure, including transportation networks, digital connectivity, and
utilities, will not only spur economic activities but also improve the quality of life
for Filipinos by facilitating easier access to services and markets.

4. Climate Resilience and Sustainability: A focus on sustainability and resilience is


integrated into the plan to address environmental challenges and mitigate climate
change impacts. This involves adopting sustainable practices in sectors like
agriculture, energy, and urban planning, aiming to safeguard natural resources
and reduce vulnerability to environmental risks, ultimately improving living
conditions for Filipinos.

5. Governance and Institutional Reforms: The plan includes measures to strengthen


governance, enhance transparency, and improve public service delivery. By
addressing governance issues and implementing institutional reforms, the plan
seeks to ensure efficient and effective implementation of development programs,
fostering trust and confidence among citizens.

6. Human Capital Development: Prioritizing education, skills development, and


healthcare services is crucial for enhancing human capital. The PDP emphasizes
investing in education and health programs to equip Filipinos with the skills and
knowledge needed to participate effectively in the economy, thereby improving
their overall quality of life.
Overall, the "transformation" theme in the PDP 2023-2028 aims to create a more
resilient, inclusive, and sustainable society. If successfully implemented, it is expected
to positively impact the lives of Filipinos by providing better economic opportunities,
reducing poverty, improving access to essential services, and fostering a more
conducive environment for overall societal development and well-being.
