CBRE Corporate Outsourcing (Pvt) Ltd (CBRE) hereby invites you to submit a Proposal for the Management of
Café at S&P Global.
We trust your respective Companies would take this opportunity to express an interest to participate in this
business opportunity.

1. INTRODUCTION
(a) Expertise: The Supplier to consistently demonstrate & deliver the expertise, whether this be technical,
HSSE or other required of such a service.
(b) Leading: While many of the requirements of the service maybe set from the Client side of things – we are
looking to the Supplier to drive the delivery of this service, including but not limited consideration
alternate methods / process for delivery.
(a) Meet all relevant local and Company standards for delivering of such services including technical and
HSSE competency
(b) Demonstrate capability to deliver to the minimum service standards defined
(c) Demonstrate how the service will be delivered not just stated compliance to the terms or specification
defined herein.
(d) Delivery of project within specified timelines
1.4 Schedule
Indicative Timings are as follows
(a) Issuance of Request for Proposal: 15th June 2018
(b) Clarification Questions related to RFP (Pre-Bid Meeting): 26th June 2018
(c) Responding to the queries related to RFP 28th June 2018
(d) RFP Closing Date: 30th June 2018

2 CONDITIONS OF PROPOSAL
2.1 Response
CBRE invites the Suppliers to respond to this RFP by submitting a response that addresses the requirements set out
in this RFP. All responses must be complete with no pertinent information omitted and should be presented in the
same sequence and numbering system outlined in this RFP document.
Supplier must provide all pricing information in the format requested and in reference to the detail provided in
this RFP of offering a cost competitive and superior customer service level. Supplier must make it clear which
prices or components of price will have fixed pricing for the term of the contract, and to the extent that prices may
change, indicate on what basis this would occur.
If Supplier submits alternative proposals, it must cost these proposals in sufficient detail to enable CBRE to
accurately assess the total cost of implementing such alternate proposal. If necessary and in order to illustrate
costing for the alternative proposal, Supplier may copy or modify the RFP Response Schedules, which are
provided for the conforming proposal, as required. Response Schedules detailing alternative proposals are to be
clearly marked "ALTERNATIVE PROPOSAL".
The supplier must ensure that they will submit two separate proposals in a sealed envelopes labelled “
Commercial Proposal” and “Technical Proposal”
2.2 Compliance
Supplier should respond to all sections of this RFP as per the requirements stated in each section. CBRE may or
may not, at its discretion, consider non-complying Proposals.
All such questions and or clarifications shall be consolidated into a single return and submitted to CBRE not later
than 26th June 2018.
CBRE may take the opportunity to meet with each of the Suppliers individually (face to face or via conference
call) to discuss any such questions clarifications received. Regardless of such meeting CBRE will respond by COB
30th June 2018 to all such questions & clarifications in a single response to ensure that consistent information is
provided to all.
CBRE may amend the RFP Documents by issue of a Supplementary Clarification Notice.
The RFP price shall include all costs of compliance with all Supplementary Clarification Notices.
It is also the responsibility of Supplier to document any assumptions it has made in creating its proposal. Should
an assumption not be stated, subsequently be relied upon and proven to be incorrect, CBRE will not be bound to
accept any change in the proposal as a result of such an assumption.
2.6 Submissions
Submission’s are to be submitted in a sealed envelope with clearly mentioning the name of your organization. A
large envelope should contain Technical and Commercial proposal in separate envelopes.
Documents associated with the submission must be presented in the following order:
(a) Full Response to RFP
(b) Completed Pricing Sheet
(c) Acknowledgement of Bid bond
(d) Site map understanding letter (letter of intent for the job deployment)
Note:
For the Soft Copy request, narrative or explanatory documents maybe submitted if the supplier(s) wishes in “.pdf”
format. All cost proposals; however, must be submitted in MS Excel format and free from cell protections to
assist CBRE in its review process. To remove the issue of errors being introduced, the Hard Copy version shall be
considered the Price Offer of record. The Tender soft copy will be submitted on the following email address:

CBRE may not consider any submissions received later than this date.
Any request for an extension must be lodged with CBRE’s representative as stated in “RFP Submissions”, and
subsequently approved, at least 72 hours before the RFP closing date.
Should this RFP be withdrawn or negotiations cease, all recipients of this RFP will be required to return all
materials supplied by CBRE during the course of this process to the contact identified in section “RFP
Submissions”.
The participation of Supplier in this process may result in further discussion towards execution of an Agreement.
The commencement of negotiations, however, does not signify a commitment on the part of CBRE to enter into
any Agreement. CBRE reserves the right to negotiate with one or more Supplier after the RFP closing date. In
conducting such negotiations, CBRE may adopt any procedure it considers appropriate and reserves the right to
change that procedure at any time or to terminate Supplier’s participation in that procedure at any time.
2.12 Confidentiality
All information, printed or graphic, contained in this RFP, or obtained by Supplier from or on behalf of CBRE or
any related company is confidential and proprietary to CBRE or CBRE and shall not be used for purposes other
than that of preparing and submitting a response to this RFP. The fact that CBRE and CBRE are conducting this
RFP is strictly confidential. Supplier shall not copy or reproduce any information contained in this RFP or
otherwise provided to them by or on behalf of CBRE or any related company, except when preparing and
submitting the response, and then only to the extent that it is reasonably necessary.
For the purposes of the above statement reference to CBRE may also refer to CBRE’s Client – S&P Global
Pakistan.
2.15 Branding
Use of the CBRE logo is not permitted without the express written permission of CBRE.
2.16 Debarment
If Supplier, or any person on his/her behalf, makes an attempt to canvass, solicit or approach any member of
CBRE (other than CBRE’s representative as stated in “RFP Submissions”), or any of its employees, or another
supplier, contractor, seller and/or franchisee, on any matter relating to, or arising out of this RFP, the RFP
response will be liable to be rejected, and the Supplier liable to be excluded from being invited to participate in
any subsequent RFP's for a given period, or indefinitely, at the discretion of CBRE and CBRE.
Note that CBRE always retains discretion as to which Supplier(s) it invites to submit proposals for any work.
In addition to the above and in accordance with the provisions of its contract with its Client (S&P Global), the
Supplier shall also be required to comply with the following policies and statements of CBRE’s Client.
As such, while these are standards of our Client (S&P Pakistan) they are be considered to apply equally to any
contract and service created in Pakistan with CBRE.
For the avoidance of doubt where S&P is specifically referenced within the aforementioned policies and
statements, CBRE and S&P shall be considered jointly and separately.
2.19 Insurance
CBRE would expect the Supplier to maintain insurance policies for the duration of the agreement for the
following:
Wherever Supplier engage sub-contractor(s); in support the Service, CBRE would expect the Supplier to ensure
either party is fully indemnified and held harmless in the event of a claim from such third parties.
The following provide a summary of the key questions that need to consider and answered in the preparation of
your Proposals.
3.1 Financial
(a) What additional investments would your organisation require to undertake the S&P and CBRE scope of
work? What timeframe would be necessary to make these additional investments?
(b) How many people full time, part-time and subcontractors would be hired to undertake this type of work?
3.3 Sub-Contractors
(c) If your organisation requires the use of sub-contractor services for this scope of work, please define how
your organisation selects and evaluates appropriate sub-contractors?
(d) Provide details on how your organisation intends to assure CBRE that the level of service by sub-
contractors to fulfil the services as indicated in the RFP.
(e) Provide details on how your organisation intends to assure CBRE that the management of the HSSE
requirements of this contract will be adequate to meet S&P requirements.
4 RFP Documents
1. The primary criteria on which the contractor performance will be measured is HSSE standards laid by
Global Innovation and Design Standards of S&P Pakistan in tandem with EHS Policies of CBRE Pakistan.
2. On site Emergency response plan & management system shall be instilled and owned by the site in-
charge mitigate the adverse effects of any prospective incidents enabling the resumption of normal
operations.
3. The contractor visit the site/facility of the proposed project to ensure correct identification of scope,
alternative analysis and impedance identification enabling the contractor to prepare the accurate BOQ.
(a) if the bidder withdraws his bid for any reason whatsoever;
(b) if the bidder does not accept the correction of his Bid Price as requested by Manager Procurement
hereof; or
(c) In the case of successful bidder, fails within the 14 days to:

Filling and submitting that form is mandatory.
Bid Bond on the format attached should be submitted by the vendor while submitting the tender bid in
Commercial proposal Envelope.

• Successful bidder must have to complete the project delivery within the time specified after this
project is awarded to them within estimated timeline from the date of issuance of PO.
• A late delivery surcharge will be imposed on final billing in the form of credit note in favour of
CBRE.
• 5% reduction in cost would be imposed of every late delivery from the estimated timeline
shared by vendor(s).

1. Performance monitoring and reporting is mandatory for the contractor upon which the KPI will be
measured.
2. HSSE and performance data scorecard is to be collected on daily basis by the contractor to ensure
that the performance of labour/personnel working on field reflects the contractor’s capability
3. The successful delivery of project within the stipulated time agreed by the contractor, accordance with
the desired quality standard and within the agreed scope of work will make the contractor eligible for KPI
Bonus.
The project resource sheet and data for per day schedule of operation is to be shared from the
vendors with CBRE project team. It should include the task list itemized by the vendor. Schedule sheet
is to be shared with CBRE team on weekly basis.

each site, do not protect the sheet, we require soft version as well as pdf form.

As part of the assurance system, it is also the responsibility of management to provide employees with
safe and confidential channels to raise concerns and report instances of non-compliance. In turn, it is the
responsibility of S&P employees to report suspected breaches of the Business Principles to S&P.
The Business Principles have for many years been fundamental to how we conduct our business and living by
them is crucial to our continued success.
(a) provide and maintain healthy and safe work areas and equipment;
(b) review work areas, equipment and work methods, to improve further safety and health, in the belief that
all injuries and occupational illnesses can be prevented;
(c) provide systems of work to prevent accidental releases and spillage’s, and seek to eliminate over time all
other discharges to air, water and land that may be harmful to the environment;
(e) employ only those contractors who attain the same health, safety and environmental standards as S&P;
(f) provide products which are able to be used safety, without endangering the health of users or others, and
which can be used in a way that does not harm the environment; and
(g) Develop and maintain emergency procedures, which, in the event of an accident, minimise any harmful
effects.
All managers, supervisors and contractors are accountable for health safety and environmental performance in
their areas.
All employees have a responsibility to follow rules for safe and healthy operations and to report hazards to their
supervisors.
Everyone is expected to use all their skills and knowledge to improve safety and to protect the environment.
Our commitment to health, safety and the environment is as important as our commitment to other business
objectives, and will be assessed regularly as part of the annual performance appraisal.
Possession, distribution, sale or consumption of alcohol on any S&P site is not permitted without specific S&P
senior management approval.
Use, possession, distribution or sale of illegal drugs is prohibited. This prohibition applies to legally purchased or
prescribed drugs used illegally.
Where there are grounds to suspect impairment, Contractor or sub-contractor personnel may be requested to
leave the site and senior management and security will be notified.
If alcohol or any substance suspected to be an illicit drug is found in the possession of a Contractor or sub-
contractor on S&P premises, this will be secured and line management and security notified.
The Contractor will undertake before commencement of work to inform all of its employees and sub-contractors
attending S&P sites of the above provisions.
The Supplier shall comply with all lawful directions issued by CBRE regarding the handling of Personal
Information that the Supplier receives or collects in the course of performing the Services
The Supplier shall indemnify CBRE against all loss, damage or liabilities of whatever nature (including legal costs
on a full indemnity basis) which may be suffered or incurred by CBRE as a result of or in connection with any
prosecution or civil or other action under legislation in any jurisdiction relating to the improper use, handling or
disclosure by the Supplier of any Personal Information in connection with the performance of its obligations under
the Agreement.
Should The Supplier not stipulate any exceptions or exclusions under this schedule, then the RFP shall be deemed
to be all inclusive with the intention that The Supplier shall be wholly liable for providing all Materials,
Construction Equipment, Services, Facilities and all other things necessary for the satisfactory completion of the
Services and performance of the Supplier in strict accordance with the Company’s information and documents
referenced therein.
